To make effective use of rice fallow areas in the state, the Bengal Government has adopted a scheme to plant multiple crops in those areas all through the year. The scheme is expected to benefit around one lakh farmers.

Due to limited scope for irrigation, the areas remain fallow after harvesting of paddy during the rabi season. Bengal has about 8 lakh hectares (ha) of such areas.

The scheme, Targeting Rice Fallow Areas (TRFA) aims to gradually convert this area from mono-crop to multi-crop. Considering the scope of pulses and oilseeds, and considering the fact that the country is deficient in their production, TRFA was launched during financial year (FY) 2016-17 in the districts of Birbhum and Paschim Medinipur.

During FY 2017-18, the scheme was extended to 12 districts, which have considerable rice fallow areas. The target is to cover an area of 3.44 lakh hectares for the production of pulses and 0.85 lakh hectares for the production of oilseeds.

Part of the scheme are setting up centres for demonstrating the methods to plant the new crops and distributing assistance to the farmers for purchasing production inputs like seeds,, fertilizers, tools, etc.

 

কৃষি সম্প্রসারণ 

২০১১ সালে ক্ষমতায় আসা থেকে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় জোর দিয়েছেন যাতে কৃষিজ ক্ষেত্রে ধীরে ধীরে বাংলা স্বয়ংসম্পূর্ণ রাজ্য হিসেবে আত্মপ্রকাশ করে। চাষযোগ্য জমিতে চাষ বাড়ানোর পাশাপাশি পতিত জমিকে সেচ যোগ্য করে তোলার চেষ্টাও করা হচ্ছে।

ধানের জমিকে গুরুত্ব দেওয়া

রাজ্যে আনুমানিক ৮ লক্ষ হেক্টর জমি আছে যেখানে শুধুমাত্র ধান চাষ হয়। এইসব জমিতে শুধুমাত্র ধান চাষই সম্ভব কারণ এখানে সেচের অসুবিধা। তবে এই সব জমিতে ডাল ও তৈল বীজ উৎপাদন সম্ভব, এটাকে মাথায় রেখে টার্গেটিং রাইস ফ্যালো এরিয়া প্রকল্প শুরু করা হয় ২০১৬-১৭ সালে। প্রথমে এই প্রকল্প শুরু হয় বীরভূম ও পশ্চিম মেদিনীপুর জেলায়।

২০১৭-১৮ সালে এই প্রকল্প ১২টি জেলায় শুরু করা হয়। এই বছর ৩.৪৪ লক্ষ হেক্টর জমিতে ডাল ও ০.৮৫ লাখ হেক্টর জমিতে তৈল বীজ উৎপাদনের লক্ষ্যমাত্রা নেওয়া হয়েছে। এর জন্য চাষিদের জন্যও প্রয়োজনীয় প্রশিক্ষণ ও উৎপাদনের প্রয়োজনীয় সরঞ্জাম কিনতে সহায়তা করা হবে। ৪৫.৭৬ কোটি টাকা ব্যয় করা হবে এই খাতে। এর ফলে উপকৃত হবে রাজ্যের লক্ষ লক্ষ কৃষক।
