The Bengal Government has decided to give interest subsidy for long-term loans to farmers from cooperatives.

This was a recent suggestion of the State Level Monitoring Committee for Cooperative Sector, a high-powered committee set up last January to look into the matter of extending banking facilities to more rural areas and into other areas to improve the cooperative sector.

Interest subsidy for short-term loans is already being extended to farmers. Now the same would be given for long-term loans. It will ensure further development of the State in the agriculture sector.

The Trinamool Congress Government has given a new lease of life to the State’s agriculture sector. Decisions like waiving tax on agricultural land and helping farmers with modern tools, and many others, have ensured an increase in the yield of numerous crops, helping the State bag the Central Government’s Krishi Karman Award for five consecutive years.

For the welfare of farmers, old-age pension – to those above 60 years – is being given. The number of recipients was recently decided to be increased, as well as the amount – from 69,000 to 1 lakh, and from Rs 650 to Rs 750 per month to Rs 1,000, respectively.

The around 2,600 Primary Agricultural Cooperative Societies (PACS), which are the main deposit mobilising institutions in rural areas, are being upgraded by the State Government by computerising them and connecting them to core banking solution of cooperative banks.

This is meant to further extend banking service to the rural populace in the State, to places which lack proper banks. Thus a PACS would become a customer service point for banking facilities.

The work to upgrade 1,133 PACS to banks has already been initiated. The target for completing the upgrading of all the PACS has been set as the end of financial year 2019-20. Upgrading all PACS would ensure that people in every part of the State can avail banking facilities.

The State Level Monitoring Committee for Cooperative Sector, a high-powered committee set up last January to look into the matter of extending banking facilities to more rural areas, has suggested the above as well as a series of other measures to improve the cooperative sector, which have been accepted by the Bengal Government.

It has recommended that district and state cooperative banks open bank branches in the gram panchayats with no banking facilities. Steps have already been taken to install micro-ATMs in all the PACSs.

The panel has proposed the establishment of 2,000 farm machinery hubs through the best-performing PACS. This has also been accepted by the Government. During 2018-19, 1,000 such hubs will be established; the remaining will be taken up during the 2019-20 fiscal.

Citing the current practice of giving interest subsidy to farmers for short-term crop loans from cooperatives, the committee has suggested that the same facility should be provided for long-term loans as well.

The State Government has also decided to give ad hoc grant to all employees of cooperatives and the amount of the grant is to be raised from Rs 1,000 per to Rs 2,000 per month.

The cooperative employees will also be brought under the Swasthya Sathi scheme of the State Government.

The State Government has also taken necessary steps so that the audit of all cooperative bodies is carried out and corrective measures, if needed, are taken immediately.

The State Agriculture Department has initiated steps to ensure round-the-year training programmes for farmers at Mati Tirtha, located in the district of Purba Bardhaman.

The requirement for year-round training was felt to ensure that farmers keep getting regular updates on agricultural activities, including on the latest techniques, and are able to implement the same.

A team of senior officials from the Agriculture Department had visited Mati Tirtha on June 13 and prepared a detailed report on the sort of infrastructure required for round-the-year training of farmers.

Mati Tirtha is the permanent venue of Mati Utsav that takes place in January every year where, among other activities, Chief Minister Mamata Banerjee felicitates successful farmers from different parts of the State.

Financial security for landless labourers

The State Government ensures financial security for landless labourers through the Provident Fund for Landless Agricultural Labourers (PROFLAL) scheme. Around 13.01 lakh landless labourers have been covered under the programme so far.

All landless agricultural labourers within the age group of 18 to 50 years who are recorded holders of up to 50 decimal of land, including homestead land, and whose major source of earnings is from their work as agricultural labourers, are eligible for the scheme. The eligible subscribers have to deposit Rs 20 per month and the State Government contributes an equal amount till the subscribers attain the age of 50. The accumulated amount, along with usual interest, is then paid to the subscribers.

The scheme is administered by the Gram Panchayats at the village level. The block development officer concerned has a supervisory role in implementing the scheme.

There is another social security scheme especially for landless labourers – Aam Admi Bima Yojana. This covers all landless labourers, not just agricultural ones. It is administered jointly by the State and the Centre, each paying an annual instalment of Rs 200 per person. Till date, 8.74 lakh have been covered under this scheme.

ভূমিহীন কৃষকদের আর্থিক নিরাপত্তা প্রদান করছে রাজ্য সরকার। আনুমানিক ১৩.০১ লক্ষ ভূমিহীন কৃষককে এই প্রকল্পের আওতায় আনা হয়েছে।তাদের প্রভিডেন্ট ফান্ড প্রদানের পাশাপাশি বীমার মাধ্যমে সুরক্ষাও প্রদান করা হচ্ছে। এই মুহূর্তে এই বীমা প্রকল্পের আওতায় আছেন ৮.৭৪ লক্ষ মানুষ। এই বীমার অন্তর্গত ৮৫৫১৭১ জন এলআইসিআই তে নথিভুক্ত।

রাজ্য সরকার ২০১৮-১৯ সালে প্রভিডেন্ট ফান্ড ফর ল্যান্ডলেস এগ্রিকালচারাল লেবারার্স (ভূমিহীন কৃষকদের জন্য প্রভিডেন্ট ফান্ড) প্রকল্পের জন্য ২১ কোটি টাকা ও বীমা প্রকল্পের জন্য ৫ কোটি টাকা বরাদ্দ করা হয়েছে।

In response to the answer given by the Centre on writing-off Non-Performing Assets of public sector banks, Bengal Chief Minister Mamata Banerjee said this is a big scam.

In reply to a question asked by an MP from Bengal, the Centre today said that Non-Performing Assets of public sector banks to the tune of Rs 2,41,911 crore from the Financial Year 2014-15 till September, 2017 have been written-off.

The Chief Minister said that she was shocked to see that at a time, when the farmers in the country are crying and committing suicide for their loan burden and asking for waiver of farmers’ loan, the Government of India have not even considered that.

“This is unbelievable. We raised the issue of Non-Performing Assets right at the time of demonetisation. Now the cat is out of the bag and reality bites,” she said.

She further said, “Even in Parliament reply, the Government of India says that the details of credit information by a public sector bank cannot be disclosed. Why is this confidentiality? Whom is the Government trying to protect?”

She demanded an immediate disclosure of the complete list of defaulters of public sector banks, whose loans have been written off.

 

 

রাষ্ট্রায়ত্ত ব্যাংকগুলির ঋণ মকুব আসলে একটা কেলেঙ্কারি, বললেন মুখ্যমন্ত্রী

 

ঋণ মকুব নিয়ে আজ সংসদে পেশ হওয়া একটি প্রশ্নের জবাবের প্রেক্ষিতে ফেসবুকে সরব হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

বাংলার এক সাংসদের প্রশ্নের জবাবে কেন্দ্র জবাব দিয়েছে যে ২০১৪-১৫ অর্থবর্ষ থেকে ২০১৭র সেপ্টেম্বর মাস অবধি রাষ্ট্রায়ত্ত ব্যাংকগুলি ২,৪১,৯১১ কোটি টাকা ঋণ মকুব করেছে। স্তম্ভিত মুখ্যমন্ত্রী বলেন, একদিকে যখন দেশের কৃষকরা দেনার দায়ে কাঁদছেন, এবং আত্মহত্যার পথ বেছে নিচ্ছেন, এবং ঋণ মকুবের দাবী জানাচ্ছেন, সরকার সেই দাবী গ্রাহ্যই করছে না।

তিনি আরও বলেন, “অবিশ্বাস্য। নোটবন্দির সময় আমরা ‘নন পারফর্মিং অ্যাসেট’ এর ইস্যু তুলেছিলাম। এখন ঝুলি থেকে বেড়াল বেরিয়ে পড়ল। রূঢ় বাস্তবটি জনসমক্ষে এল।”

মুখ্যমন্ত্রী বলেন যে সংসদে পেশ করা জবাবেও কেন্দ্র বলছে রাষ্ট্রায়ত্ত ব্যাংকগুলির ক্রেডিট সংক্রান্ত তথ্য প্রকাশ করা যাবে না। তিনি জানতে চান এই গোপনীয়তার পেছনে কারণটা কি।

রাষ্ট্রায়ত্ত ব্যাংকগুলির ঋণ খেলাপকারীদের তালিকা অবিলম্বে প্রকাশ করার দাবী জানান তিনি।

মমতা বন্দ্যোপাধ্যায় বলেন, এটা একটা বিরাট কেলেঙ্কারি।

Finance Minister Dr Amit Mitra, while replying to a debate in the State Assembly, said that the Trinamool Congress Government has done a lot to help small and medium businesses, and farmers, among others, and elaborated on the statement.

He said that the government has done away with the requirement for businesses with an annual turnover of less than Rs 20 lakh to pay the goods and services tax (GST). This would benefit 1 lakh 27 thousand 45 small and medium-scale businesses.

And for those with an annual turnover of less than Rs 1.5 lakh, there is the single control system (SCS), which would benefit 1.87 lakh businesses. Additionally, there is the Composition Scheme for such businesses, through which businesses are being able to improve their bottomline by paying much less tax. This is benefitting 1.87 lakh businesses.

Dr Mitra then spelt out the measures taken for farmers by the Maa-Mati-Manush Government led by Chief Minister Mamata Banerjee.

The State Government has created a fund of Rs 100 crore for buying farmers’ products at the minimum support price (MSP) so that even when there is excess production, farmers do not suffer because of the fall in prices. He said that no other state has been able to create such a fund and that this would immensely help the farmers of Bengal.

Then, the government has also done away with the mutation fee paid by farmers to give them relief. This would benefit seven to eight lakh farmers.

 

২০ লক্ষ টাকার নীচে জিএসটি নয়ঃ অমিত মিত্র

২০ লক্ষ টাকার নীচে যে সমস্ত প্রতিষ্ঠানের বার্ষিক টার্নওভার, তাদের জন্য কোনও জিএসটি নয়। এর ফলে রাজ্যের ১ লক্ষ ২৭ হাজার ৪৫টি ক্ষুদ্র ও ছোট ব্যাবসায়ী প্রতিষ্ঠান লাভ করেছে এবং তারা ব্যাবসা করছে। বিধানসভায় একথাই জানান অর্থমন্ত্রী অমিত মিত্র। তিনি বলেন, ‘ক্ষুদ্র ও ছোট ব্যবসায়ীদের স্বার্থকে বিশেষ গুরুত্ব দিয়ে দেখছে রাজ্য সরকার।’ এছাড়াও অর্থমন্ত্রী জানান, কম্পোজিশন স্কিম চালু করা হয়েছে। অল্প ট্যাক্স দিয়ে ব্যাবসার শ্রীবৃদ্ধি ঘটাচ্ছেন ব্যাবসায়ীরা। এই স্কিমে উপকৃত হয়েছেন ৮০ হাজার।

এছাড়াও দেড় লক্ষ টাকার নীচে যাদের ব্যাবসায়িক টার্নওভার তাদের জন্য রয়েছে সিঙ্গল কন্ট্রোল সিস্টেম। এতে উপকৃত ১.৮৭ লক্ষ ব্যাবসায়ী।

মাঝারি ব্যাবসায়ীদের এন্ট্রি ট্যাক্স সুদ ও জরিমানা মুকুব, কৃষকদের মিউটেশনে ছাড় সহ রাজ্য সরকার সাধারন মানুষের জন্য যে সকল পদক্ষেপ নিয়েছে তা তিনি বিধানসভায় জানান।

কৃষকদের সহায়তায় বিশেষ তহবিল গঠন করা হয়েছে। অধিক ফলনে দাম পড়বে, এই অবস্থা থেকে কৃষকদের পাশে দাড়াতেই এই পদক্ষেপ। ১০০ কোটি টাকা আছে এই তহবিলে। অধিক ফলন হলেও যাতে কৃষকরা ন্যায্য মূল্য পান, তাই এই বিশেষ তহবিল গঠন। যা এই রাজ্যে একমাত্র আছে দেশের মধ্যে। মিউটেশন ফি মুকুব করায় লাভবান হয়েছে ৭-৮ লক্ষ কৃষক।

The state government has decided to set up 200 pulse processing mills in Nadia and Murshidabad. The government had provided seeds including that of pulses to farmers in the region to undertake alternate farming after an outbreak of wheat blast.

Now, production of pulses in Nadia and Murshidabad has gone up and the necessity of setting up mills to process the same was felt. It will be of great help for farmers economically as well as they do not have to invest much for transportation of their yield to get the same processed.

It may be mentioned, in 2016-17, the production of pulses was 3.36 lakh metric tonnes, which is almost double of 1.76 lakh metric tonnes in 2010-11.

 

নদীয়া ও মুর্শিদাবাদে তৈরী হবে ২০০টি ডাল প্রক্রিয়াকরণ কেন্দ্র

রাজ্য সরকার নদীয়া ও মুর্শিদাবাদে ২০০টি ডাল প্রক্রিয়াকরণ কেন্দ্র তৈরী করার সিদ্ধান্ত নিয়েছে। এই দুই জেলায় হুইট ব্লাস্টের ফলে ক্ষতিগ্রস্ত কৃষকদের বিকল্প চাষে উৎসাহিত করতে ইতিমধ্যেই রাজ্য সরকার ডাল ও অন্যান্য ফসলের বীজ বিতরণ করেছে।

এখন নদীয়া ও মুর্শিদাবাদে ডালের উৎপাদন খুব বেড়েছে, তাই প্রক্রিয়াকরণ কেন্দ্র নির্মাণের প্রয়োজন দেখা দিয়েছে।

এই প্রক্রিয়াকরণ কেন্দ্র তৈরী হলে কৃষকরা অর্থনৈতিক ভাবে উপকৃত হবেন, কারন এতে তাদের উৎপাদন করা ডাল নিয়ে অন্য জেলায় যাতায়াত করতে হবে না। এর ফলে বাড়বে লাভ।

উল্লেখ্য, ২০১৬-১৭ সালে ৩.৩৬ লক্ষ টন ডালের উৎপাদন হয়েছে, যা ২০১০-১১ সালে ছিল ১.৭৬ লক্ষ টন।

The Chandramukhi variety of potato is well-known as being suitable for making superior variety of chips.

Hence, the Bengal Government’s Agriculture Department has taken up a project to encourage farmers, through the giving of subsidies, to cultivate the Chandramukhi variety of potato. At present, the variety is cultivated over 10 hectares in the state.

To achieve a higher production of the Chandramukhi variety, the department is also considering setting up soil testing centres in every subdivision. Currently, there are 18 soil testing laboratories in the state, of which 12 belong to the State Government.

The government would also set up workshops to educate farmers on this aspect, including training them on the aspects of cultivation.

 

চিপস তৈরীতে চন্দ্রমুখী আলু

চিপস তৈরীতে চাই চন্দ্রমুখী। সেই আলুর চাষ বাড়াতে তাই কৃষকদের ভর্তুকি দেওয়ার কথা ভাবছে রাজ্য সরকার। গোটা রাজ্যে চন্দ্রমুখী আলুর উৎপাদন হয় ১০ হেক্টর মতো জমিতে। এই পরিস্থিতিতে চিপসের উৎপাদন বাড়াতে অনেক প্রস্তাব আসছে। জ্যোতি আলু চাহিদামতো সেই জোগান দিতে পারছে না, পাল্লা দিতে চাষিরাও চন্দ্রমুখীর ওপর ভরসা করছে।

এতে আখেরে লাভ চাষিদেরই, পাশাপাশি চিপস তৈরী করে খাদ্য উৎপাদনে জোগান বাড়িতে সরকারও রাজস্ব বাড়াতে আগ্রহী। তাই, প্রয়োজনে চাষিদের ভর্তুকি দিয়ে চন্দ্রমুখী আলু চাষে সহযোগিতার কথা জানিয়েছে রাজ্য সরকার।

মাটি ও চন্দ্রমুখী আলুর বীজ পরীক্ষাকেন্দ্র তৈরী করা হবে রাজ্য, জানিয়েছেন মন্ত্রী। এই মুহূর্তে রাজ্যে ১৮টি মাটি পরীক্ষাকেন্দ্র আছে, যার মধ্যে ১২টি সরকারি। মন্ত্রীর কথায়, প্রতি মহকুমায় একটি করে মাটি পরীক্ষাকেন্দ্র তৈরী করে চন্দ্রমুখী আলুর বাড়ন্ত চাহিদার সঙ্গে পাল্লা দেওয়ার কথা ভাবা হয়েছে। কর্মশালায় চাষিদের এনে উৎসাহ ও প্রশিক্ষণের পাশাপাশি প্রয়োজনে দেওয়া হবে ভর্তুকিও।

After the Mamata Banerjee government’s immense success in returning land to farmers in Singur, it has decided to return the same to 52 families in Kawakhali who had their lands seized by the then-Left Front government to set up a residential township at Kawakhali in Siliguri.

It may be recalled that the Left Front government had acquired plots in the Kawakhali, Purajhar and Tikulikatha areas for the township. Despite opposition, the acquisition process continued till 2007. Most people who lost their land, were owners of small plots and they had raised slogans against the then-Chief Minister and the then-Urban Development minister.

Recollecting the days when land was “forcibly” acquired by the erstwhile Left Front government, State Parliamentary Affairs Minister, Partha Chatterjee said: “There was protest against land acquisition in Kawakhali. We had raised our voices against it and faced several hurdles when we went to Siliguri at that time. Now, we are returning the land. They will be getting the land in the area under the jurisdiction of Siliguri Jalpaiguri Development Authority (SJDA).”

It may be recalled that Chief Minister Mamata Banerjee had kept her word of returning land to the farmers in Singur as it was forcefully acquired by the Left Front government “going against the will of land owners”. It was in September 2016 that the Supreme Court had directed the state government to return the land to the farmers after returning to its earlier condition. The apex court had observed the land acquisition as a “farce”.

Within the time set by the Supreme Court, the Mamata Banerjee government had once again turned the land to its previous condition and distributed it to its actual owners. The Chief Minister had said that Singur would be a model in the agriculture sector of the world. The people of Kawakhali have appreciated the move of the state government to return the land to those who had lost them to “forceful” acquisition.

 

সিঙ্গুরের পথেই কাওয়াখালিতে জমি ফেরত মানবিক রাজ্য সরকারের

সিঙ্গুরের পর উত্তরবঙ্গের কাওয়াখালি। জোর করে কৃষকদের কাছ থেকে অধিগ্রহণ করা জমি ফিরিয়ে দিল মমতা বন্দ্যোপাধ্যায়ের সরকার। সোমবার এই সিদ্ধান্ত নিয়েছে রাজ্য মন্ত্রীসভা।

২০০৪ সালে বাম আমলে শিলিগুড়ি-জলপাইগুড়ি ডেভেলপমেন্ট অথরিটি দার্জিলিং-এর মাটিগাড়া ও জলপাইগুড়ির রাজগঞ্জে ৩০২একর জমি অধিগ্রহণ করে। এর মধ্যে ওখানকার ৫২টি পরিবার ক্ষতিপূরণের টাকা গ্রহণ করেনি। জমি ফেরতের জন্য মামলাও করেছিল। তৃণমূল ক্ষমতায় আসার পর সেই মামলা প্রত্যাহার করে নেন পরিবারগুলি। টাউনশিপ তৈরির নামে জমি নেওয়া হয়েছিল, কিন্তু, এই জমির বেশীর ভাগ ব্যাক্তিগত মালিকানায় চলে যায়।

ক্ষমতায় এসেই মমতা বন্দ্যোপাধ্যায় যেমন সিঙ্গুরের জমি ফেরত দেওয়ার কথা ঘোষণা করেছিলেন, তেমনই কাওয়াখালির জমি ফেরতের ব্যবস্থা করলেন। কাওয়াখালির জমিতে বেশ কিছু আইনি জটিলতা ছিল, তাই, সময় লাগে। কিন্তু, নিজের নীতিতে অনড় থাকেন মুখ্যমন্ত্রী।
মুখ্যমন্ত্রী কখনোই শিল্পের বিরুদ্ধে ছিলেন না, তিনি বহু ফসলি জমি জোর করে ছিনিয়ে শিল্প করার বিরুদ্ধে। সব জায়গায় তৃণমূল এই জোর করে জমি অধিগ্রহণের বিরোধিতা করেছে।

ক্ষমতায় আসার পর রাজ্যের শিল্পায়নকে পাখির চোখ করেছেন মুখ্যমন্ত্রী। পাশাপাশি নিশ্চিন্ত করেছেন কোনও বলপূর্বক জমি অধিগ্রহণ হবে না। সিঙ্গুরে অধিগৃহীত জমি ইতিমধ্যে ফেরত পেয়েছেন কৃষকরা। সেখানে এখন চাষ আবাদ হচ্ছে। এদিন কাওয়াখালিতে জমি ফেরতের প্রস্তাবে সম্মতি দিয়ে মুখ্যমন্ত্রীর নীতিতেই সিলমোহর দিল মন্ত্রীসভা।

The Bengal Agriculture Department is going to set up a platform through which farmers can interact directly with government officials and convey the problems they are facing.

The department is going to organise Krishi Melas in every district from November 25 to December 25. At these fairs, among other things, officials will interact with farmers to know whether they are getting all sorts of benefits on time and whether they are facing any problems. In case a problem relates to any other department, it will be conveyed to the concerned department. Farmers can also give suggestions to the officials.

According to an official, it will be of great help for farmers as their problems will be solved within a short time span and they would not have to suffer due to lack of suggestions.

 

কৃষিমেলায় কৃষকদের সঙ্গে আলোচনার জন্য তৈরী হবে মঞ্চ

কৃষকের সঙ্গে আলোচনা করেই কৃষিকাজ এগিয়ে নিয়ে যেতে চায় কৃষি দপ্তর। সে কারণেই এবার ব্লকে ব্লকে কৃষিমেলায় কৃষকদের সঙ্গে আলোচনার জন্য মঞ্চ তৈরী হবে। যেখানে কৃষকরা তাঁদের মতামত দেবে। তাঁদের পরামর্শ, অভাব অভিযোগ, সমস্যা শুনেই সমাধানের পথ বের করবে কৃষিদপ্তর।

কৃষকদের প্রাধান্য দিয়েই কাজ করা হবে বলে কৃষিমন্ত্রী জানিয়েছেন। তিনি বলেন, ২৫ নভেম্বর থেকে ব্লকে ব্লকে কৃষিমেলা শুরু হবে। সেখানে কৃষকদের কাছ থেকে মতামত ও পরামর্শ নেওয়া হবে। প্রতি মেলার জন্য খরচ হবে ২ লক্ষ ২০ হাজার টাকা। আমরা চাই, কৃষকদের মতামত নিয়েই বাংলার কৃষিক্ষেত্রে অগ্রগতি হোক। কৃষকদেরও উন্নতি চান মমতা বন্দ্যোপাধ্যায়। উল্লেখ্য, গত বছর এই মেলার জন্য খরচ ধরা হয়েছিল ১ লক্ষ ৮০ হাজার টাকা। এবার সেই বরাদ্দ বাড়ানো হয়েছে।

এবার শিলাবৃষ্টিতে ক্ষতিগ্রস্ত হয়েছেন ৩২ লক্ষ ৯ হাজার কৃষক। মমতা বন্দ্যোপাধ্যায়ের নির্দেশে ১১৮১ কোটি ৩৯ লক্ষ টাকা ওই ক্ষতিগ্রস্ত কৃষকদের দেওয়া হবে। সেই সঙ্গে বন্যায় দক্ষিণবঙ্গের ক্ষতিগ্রস্ত কৃষকদের জন্য ৩১৪ কোটি এবং উত্তরবঙ্গের কৃষকদের জন্য ৬৬১ কোটি টাকা বরাদ্দ করা হয়েছে।

কৃষকদের সার, বীজ দেওয়ার ক্ষেত্রে যাতে কোনও গড়িমসি না হয়, তার জন্য নির্দেশ দিয়েছেন কৃষিমন্ত্রী। কৃষকদের কৃষিকাজে যাতে ব্যাংকের তরফে সবরকম সাহায্য করা হয়, তার জন্য অনুরোধ করা হয়েছে।
