Derek O’Brien raises a Point of Order on the right of Members to circulate Amendments

The Bill was transmitted to Rajya Sabha at 5pm on Friday. The Members were given 50 minutes only. Saturday and Sunday are non-working days. My right as a Member (that is the rule of Parliament) is that my Amendment has to be given to you and that has to be circulated to all the Members. No Amendment has been circulated to the Members, they have been given only the Bill.
One, no Amendment has been circulated to Members. The problem is Prakash ji has seen an Amendment moved by the Honourable Member Karim ji. Now, there are other Amendments also which were moved at 1 o’clock. Sir, we want your protection.
I will tell you what the problem is. Sir, when you transmit a Bill from the Lok Sabha to the Rajya Sabha at 5.05pm, and it is then listed in the morning (as it is the Bill has not gone the Standing Committee), where is the time?
Number two, you said that the Chairman gave a ruling. Well, the Chairman gave a ruling on 267 for 11am; we have a notice now for 2pm, we want a ruling on that and on Karnataka. We want a ruling on Dalit atrocities, it is not just UP. See in Karnataka what is happening, that is the issue.
Hamara Amendment kahan hai? Aisa nahin chalne wala hai. Yeh Select Committee ke liye hai. Hamara Amendment kahan hai? Humara Members ka Amednent kahan hai? Karnataka mein kya ho raha hain?
