West Bengal Police get headquarters, thanks to the initiative of WB CM

Bhawani Bhawan at Alipore started functioning as the West Bengal Police headquarters on Monday. Chief Minister Ms. Mamata Banerjee, inaugurating the new Police Directorate, also tried to set straight a British-era anomaly when the state police didn`t have a headquarters. Kolkata Police always had one in Lalbazar ever since its formation back in 1856. The state police will now also move into the historic Bhawani Bhawan – another colonial edifice, like the Kolkata Police`s Lalbazar headquarters – which was earlier called Anderson Building.

Bhawani Bhawan will now be the state police`s operational hub, even though some key officers – including the state DGP – will continue to have their offices in Nabanna, the state secretariat. Senior officers maintained this will not only help establish a linear command structure but would ensure speedy actioning. Multiple offices spread across Writers` Building, Salt Lake, Camac Street, Lord Sinha Road and fairly recently in Nabanna, where impeding decision making and subsequent actioning. With the four-storied Bhawani Bhawan now home only to Bengal Police, such problems will no longer remain.

The Chief Minister who is also the Home Minister said, “Unlike Kolkata Police, Bengal Police has always lagged in infrastructure. Nothing was done about it all these years. Now they will have a headquarters of their own. It will only lead to better coordination”. The state police headquarters will now control from Bhawani Bhawan 23 districts including 18 revenue districts; the police district of Jhargram; four Government Railway Police (GRP) districts; five police commissionerates (Howrah Town, Barrackpore, Bidhannnagar, Siliguri and Asansol-Durgapur); eight ranges (each headed by an officer of the rank of deputy inspector general of police) and four zones (each headed by an officer of the rank of inspector general of police).

WB Govt to launch river cruise services from Kolkata to Patna

Tourists will now be able to enjoy a river cruise from Kolkata to Patna. This new soon-to-be-launched service by the West Bengal Transport Department will promote many of the less visited areas of West Bengal among both domestic and foreign tourists.

The state government signed a memorandum of understanding (MoU) with Assam Bengal Navigation, one of the oldest operators of luxury river cruise in the east. “Chief Minister Mamata Banerjee kept insisting on projecting the myriad facets of Bengal culture through heritage cruise along the Ganges. We have already started some river cruises. But we are all set to take a major step forward on Saturday. The luxury vessel will touch upon Bengal`s major heritage spots on its way to Patna,” said Transport Minister Madan Mitra. After the introduction of helicopter services, exploring the waterway, which has remained highly under-utilized till now, was the need of the hour, added the minister.

M V Rajmahal, the vessel with restaurants, bar, saloon and spa, will start its journey from Millennium Park jetty. It would briefly stop at Barrackpore, Chandernagore, Kalna, Nabadwip, Mayapur, Plassey, Murshidabad, Farakka and further up at Bhagalpur, Monghyr and Patna.

The government is a facilitator here. It facilitates the operators with berthing and other statutory clearances in shortest possible time. The vessel will use Millennium Park jetty belonging to West Bengal Surface Transport Corporation (WBSTC).

WB Govt to set up “seed villages” to help farmers

To produce better quality of seeds the State Agriculture Department has taken a new initiative. The state will now set up “seed villages” with the help of farmers` associations and produce better qualities of seeds of different vegetables and then export it to other states.

Earlier, the farmers of North Bengal had to depend on procuring seeds from other states. The picture will change in a few years when the local farmers will take part in exporting seeds. The State Agriculture Department has taken extensive steps to form “seed villages” in North Bengal.

Oil seeds, corn seeds, jute seeds etc. have been successfully created in different villages of North Bengal.  The Agriculture Department has supplied some villages with Seed Processing Machines and Humidity Measuring Machines. The process is on to satisfy the local demand for seeds in the earliest possible time and then go for exporting the seeds to other states.

বীজ-গ্রাম গড়া হবে জলপাইগুড়িতে

উচ্চফলনশীল সব্জি উৎপাদনে সাফল্য মিলেছে উত্তরবঙ্গে। লঙ্কা, উচ্ছে, আলু, টম্যাটো, লাউ, কুমড়ো, ক্যাপসিকামের মতো সবজি ভিন্ রাজ্যে সরবারহের কথা অজানা নয়। এ বার উন্নত মানের শস্য বীজ উৎপাদনের উদ্যোগ নিয়েছে কৃষি দফতর। ধান, ভুট্টা, সরষে, পাট বীজ উৎপাদনে সফলতা মিলেছে বলে দফতরের দাবি। উত্তরবঙ্গের চাহিদা মিটিয়ে ভিন রাজ্যে বীজ সরবরাহের জন্য গ্রামের কৃষকদের সমিতি তৈরি করে সেখানে “সিড ভিলেজ” বা বীজ গ্রাম তৈরির কাজ শুরু হয়েছে।

কৃষি দফতরের উত্তরবঙ্গের সহ অধিকর্তা অমিয় দেবনাথ বলেন, “ভিন্ রাজ্যের বীজের উপরে উত্তরবঙ্গের চাষিদের নির্ভর করতে হয়। ওই ছবি বদলে দিতে বীজ উৎপাদনে স্বয়ম্ভর হয়ে ওঠার কাজ শুরু হয়েছে। এ জন্য কৃষি দফতর থেকে চাষিদের গুণগত মান বজায় রাখার এবং প্রযুক্তিগত পরামর্শ দেওয়া হচ্ছে। আশা করছি কয়েক বছরের মধ্যে ভিন্ রাজ্যে বীজ পাঠাতে পারব।” দফতর সূত্রে জানা গিয়েছে, এত দিন শুধুমাত্র সরকারি কৃষি খামারগুলিকে বীজ উৎপাদনের জন্য বেছে নেওয়া হত। গত দুবছর থেকে চাষিদের মাঠে নিয়ে যাওয়ার কাজ শুরু হয়েছে। উদ্যোগের সুফল মিলতে শুরু করছে। 

ফসল উৎপাদনের মতো বীজ উৎপাদনও যে লাভজনক সেই কথা বোঝানো হচ্ছে কৃষকদের। ধারাবাহিক কর্মশালার ফলে চাষিদের মনোভাব পাল্টাতে শুরু করেছে বলে কৃষি কর্তাদের দাবি। জলপাইগুড়ি এবং কোচবিহার জেলার প্রায় সাতশো বিঘা জমি শস্য বীজ উৎপাদনের আওতায় আনা সম্ভব হয়েছে। মূলত অনুর্বর জমিকে ওই কাজে ব্যবহার করা ছাড়াও জঙ্গল লাগোয়া সেই সব জমি বেছে নেওয়া হয়, যেখানে হাতির তাণ্ডবের জন্য চাষি ফসল ঘরে তুলতে পারে না। সেখানে অনায়াসে বীজের চাষ হতে পারে বলে দফতরের ধারণা।

কৃষি দফতরের উত্তরবঙ্গ আঞ্চলিক দফতর সূত্রে জানা যায়, কোচবিহারের শীতলখুচির সোনারচালন গ্রাম তৈল বীজ উৎপাদনে সফল। কুমারগ্রামের বক্সা ব্যঘ্র প্রকল্পের জঙ্গল সংলগ্ন উত্তর নারারথলি ও চ্যাংমারি গ্রামে ১৫টি জনজাতি পরিবার প্রায় চার হেক্টর জমিতে শস্য বীজ উৎপাদনের কাজ শুরু করেছে। কয়েকটি এলাকায় ভুট্টা বীজ উৎপাদনও শুরু হয়ে গিয়েছে। তুফানগঞ্জের একটি সংস্থার মাধ্যমে এ বার প্রথম পরীক্ষামূলক পাট বীজের উৎপাদনে সফলতা মিলেছে। সাফল্য পেয়ে পাট বীজ উৎপাদনের এলাকা বাড়িয়ে দুশো বিঘা করার পরিকল্পনা নেওয়া হয়েছে। 

উত্তরবঙ্গের সহ কৃষি অধিকর্তা বলেছেন, “প্রাথমিক ভাবে স্থানীয় চাহিদা মেটানোর পরিকল্পনা হয়েছে। পরে উত্তরবঙ্গ থেকে বাইরের রাজ্যে পাট বীজ সরবরাহ করা হবে। ওই কারণে বীজ গ্রাম গড়ে তোলার কাজ শুরু করা হয়েছে।” ময়নাগুড়ির পদমতি গ্রামের কৃষকদের সমিতিকে সিড প্রসেসিং মেশিন এবং আর্দ্রতা পরিমাপকর যন্ত্র দেয় কৃষি দফতর।

Kolkata to get 4 new police stations

The State Cabinet is on its way to give a go ahead for the creation of 4 new police stations in Kolkata for better administration.

The four new police stations that are coming up are Sarshuna, Panchasayar, Anandapur and Netajinagar.  Thakurpur PS will be divided to set up the Sarsuna PS. Purba Jadavpur will be divided  to form the Panchasayar PS, Tiljala PS will be divided to form the Anandapur PS while the Patuli PS will be divided to form the Netajinagar PS.

In 2011, after Ms. Mamata Banerjee became the Chief Minister, 8 police stations in South 24 Parganas were divided to form 17 new police stations for providing better administrative amenities to the citizens.

In near future there are plans to set up another 4 police stations. The Behala PS may be divided to form the Behala South PS, the Haridevpur PS be divided  to Barisha PS, the Kasba PS may be divided into Rajdanga PS and the Jadavpur PS may be divided to form the Golf Green PS.

Positive signs for Canadian investment in West Bengal

Canada will now be featuring more prominently on the industrial map of West Bengal. The recent announcement of construction of the Kolkata-Delhi-Amritsar freight corridor has given rise to the hope of getting more Canadian investments in industrial cities like Asansol and Durgapur besides Kolkata.

16 Canadian concerns are already working in West Bengal. When the freight corridor opens, the Canadian organizations will work in the state providing assistance in manufacturing industry, infrastructure and making investments in agriculture.

A special Committee has been set up by the Canadian Government which will coordinate with 7 states including West Bengal, which are a part of this corridor. The Canadian High Commissioner in India, Mr Stuart Beck had already visited the State thrice and may meet the State Industry Minister Mr Amit Mitra again with investment proposals.

The Canadian concerns that are already working in Bengal are Bombardier, Wenka, RWDI, Polar Genetics etc. The Alberta University is also working alongside Jadavpur University and BESU in the field of water purification.

কানাডার লগ্নি মানচিত্রে গুরুত্ব বাড়ছে রাজ্যের

প্রস্তাবিত অমৃতসর-দিল্লি-কলকাতা শিল্প করিডরের হাত ধরে কানাডার লগ্নি মানচিত্রে গুরুত্ব বাড়ছে রাজ্যের। বিদেশি বিনিয়োগের সম্ভাবনাময় গন্তব্য হয়ে ওঠার ইঙ্গিত দিচ্ছে কলকাতা, আসানসোল এবং দুর্গাপুর।

সম্প্রতি দু`দিনের কলকাতা সফরে এসে ভারতে কানাডার হাই কমিশনার স্টুয়ার্ট বেক বলেন, “রাজ্যে ১৬টি কানাডীয় সংস্থা ইতিমধ্যেই কাজ করছে। শিল্প করিডর প্রকল্পে কাজের সুযোগ আরও বাড়বে। উৎপাদন শিল্প, পরিকাঠামো ও কৃষিতে লগ্নির পাশাপাশি প্রযুক্তিগত সহায়তা দিতেও কানাডীয় সংস্থাগুলি তৈরি।”

পঞ্জাবের লুধিয়ানা থেকে পশ্চিমবঙ্গের ডানকুনি পর্যন্ত যে-ফ্রেট করিডর তৈরি হওয়ার কথা, মূলত তাকে ভিত্তি  করেই অমৃতসর-দিল্লি-কলকাতা শিল্প করিডর গড়তে উদ্যোগী হয়েছে কেন্দ্র। শিল্পায়নের জন্য চিহ্নিত করেছে ২০টি শহরকে। যার মধ্যে কলকাতা ছাড়া রয়েছে আসানসোল এবং দুর্গাপুরও। আর এই করিডরে লগ্নির সম্ভাবনা খতিয়ে দেখে তা বাস্তবায়িত করার লক্ষ্যেই নিজেদের দেশের সংস্থাগুলিকে নিয়ে ওয়ার্কিং কমিটি গড়তে চলেছে কানাডা। যাতে পরিকাঠামো, উৎপাদন শিল্প, কৃষিপণ্য প্রক্রিয়াকরণের মতো ক্ষেত্রে তাদের বিনিয়োগের পথ মসৃণ হয়। যে- সাত রাজ্যের উপর দিয়ে এই করিডর তৈরি হবে, সেই সব রাজ্য সরকারের সঙ্গেও সমন্বয় রাখবে এই কমিটি।

কিন্তু কমিটি গঠনের আগে রাজ্যগুলি সরেজমিনে ঘুরে দেখতে চায় কানাডা সরকার। সেই সূত্রেই এই নিয়ে তৃতীয় বার পশ্চিমবঙ্গে পা রাখলেন বেক। অর্থ তথা শিল্পমন্ত্রী অমিত মিত্রের সঙ্গে আলোচনার পর বেক জানান, রাজ্যের আর্থিক উন্নয়ন পরিকল্পনার সঙ্গে সামঞ্জস্য রেখেই এখানে লগ্নি প্রস্তাব দেবে কানাডীয় সংস্থাগুলি।

১০০ কোটি ডলারের দিল্লি-মুম্বই শিল্প করিডর প্রকল্পে টাকা ঢালতে যে সব দেশি-বিদেশি সংস্থা এগিয়ে এসেছে, তার মধ্যে রয়েছে কানাডার সংস্থাও। বেক জানান, সেখানে কেন্দ্র, বিভিন্ন রাজ্যের সরকার এবং সংস্থাগুলির নিজেদের মধ্যে সমন্বয় রাখার লক্ষ্যে ওয়ার্কিং কমিটি তৈরি করেছেন তাঁরা। সেই একই কারণে এবং একই আদলে এ বার ওয়ার্কিং কমিটি গড়তে চান অমৃতসর-দিল্লি-কলকাতা শিল্প করিডরের জন্যও।

পশ্চিমবঙ্গে কানাডার ১৬টি সংস্থা ইতিমধ্যেই ব্যবসা করছে। যার মধ্যে রয়েছে বিমান ও ট্রেন তৈরির সংস্থা বম্বার্ডিয়ার, খনি শিল্পের সঙ্গে যুক্ত ওয়েন্কো, ইঞ্জিনিয়ারিং উপদেষ্টা সংস্থা আরডব্লিউডিআই, প্রক্রিয়াজাত খাদ্য উৎপাদক ইওগেনজ্ ফ্রুজ, প্রাণী সম্পদ সংস্থা পোলার জেনেটিক ইত্যাদি। এ ছাড়া রয়েছে কানাডার বিভিন্ন বিশ্ববিদ্যালয়ও। বেকের কথায়, “জল শোধন সংক্রান্ত গবেষণায় যাদবপুর বিশ্ববিদ্যালয় ও বেসু-র সঙ্গে কাজ শুরু করছে অ্যালবার্টা বিশ্ববিদ্যালয়। কলকাতা পুরসভা ও হাওড়া পুরসভার সঙ্গে কাজ করার জন্যও প্রাথমিক আলোচনা হয়েছে।” শিল্প করিডর প্রকল্পের হাত ধরে আগামী দিনে রাজ্যে কানাডীয় সংস্থার কাজের গতি আরও ত্বরান্বিত হবে বলেই তাঁর দাবি।

Mamata Banerjee speaks to The Economic Times

Rejecting that land acquisition is a big hurdle in industrial growth, West Bengal CM Mamata Banerjee says it’s a canard being spread to hurt growth in the state. In an interview to The Economic Times, she says her government is willing to waive land caps for projects that promise a good compensation package to farmers and don’t resort to forcible acquisitions. Edited Excerpts:

What are your three major industrial achievements?

We have outlined four policies. The first is the industrial policy with detailed incentive package. Then we have the textile, IT and MSME policies. These come with even greater incentives and all are labour intensive policies.

We have registered a 105 per cent growth in bank lending to MSMEs. The credit flow increased to Rs 9,000 cr (in the first half of FY14), from Rs 4300 cr. Karnataka came second with at 42 per cent credit growth. We have public-private partnerships in for roads, hospitals, tourism and transport.

Can you tell us the investments these policies have attracted?

West Bengal holds sixth rank in terms of investment received, according to the data of Department of Industrial Policy and Promotion, Ministry of Commerce. Thirty three industry proposals had been realised in 2013, between January 1 and October 31.

The state government cleared seven new industrial projects in January. Some of the big-ticket investments include a cement factory by Emami Cements in Purulia which is considered a Maoist stronghold. It will bring investment worth Rs 418 cr. Matrix Group is setting up a Rs 5,500-cr fertilizer project in Panagarh, Rs 20,000 cr has been investment by Steel Authority of India for capacity expansion in Bengal. DVC is building the second phase of a thermal power station at Raghunathpur in Purulia. The investment is worth Rs 10,000 cr. We have even given clearance to Great Eastern Energy Corporation Limited for CBM extraction in Burdwan. It will bring an investment worth Rs 1000 cr.

Land is an issue in Bengal. How would you ensure it doesn`t become a hurdle to industrial growth?

This is a completely wrong perception. Land is not an issue. Those who are spreading all this want to hurt Bengal. We have passed a land policy, which is beneficial for both industry and farmers. Our policy ensures a good compensation package for those who give up their land. We have strict policy against forcible land acquisition, and government will not involve itself in any acquisition for private companies. WBIDC alone has 3,263 acres ready for use.

There are thousands of acres in 23 industrial parks, biggest of which are located ar Raghunathpur in Purulia, Panagarh in Burdwan and Goaltore in West Midnapore. Land is not a problem. About 7,170 acres have been recommended under Section 14Y. The WBIDC has allotted 1,651 acres that have been cleared in our industrial parks. If companies give an undertaking that they will not pressure existing owners to sell and that they will pay the market price, we are ready to waive the land cap. We have given waiver under Section 14 Y to a rubber park coming up at Sankrail in Howrah and Apeejay Group-promoted Bengal Shipyard project at Kulpi. We have also allotted land to NTPC for a thermal power plant at Katwa. Renowned furniture company Supreme Industries has filed an affidavit that it would not engage in forcible acquisition of land. My cabinet has cleared this project as well. This will bring in investment worth Rs 145 cr.

How do you respond to the criticism for the rising crime against women?

Our government is extremely vigilant about the safety of women. Earlier during the Left Front rule, crimes would not even be reported at police stations. Now the situation has improved. I can cite the data from National Crime Records Bureau to back my claim. The number of rape cases in the state in 2009, 2010 and 2011 were 2,336, 2,311 and 2,363, respectively. This number came down to 2,046 in 2012 and further to 1,590 till November 2013. Women in our state now fearlessly report any crime. Ten new all women`s police stations are being set up at Suri, Burdwan, Serampore, Englishbazar, Diamond Harbour, Barrackpore, Darjeeling and Midnapore. Already, there are 65 women`s police stations in different districts of West Bengal. We have set up 80 fasttrack courts to deal with these crimes.

We have started Kanyashree programme to stop child marriages. Unmarried girl students can get a grant of Rs500 per year up to the age of 18. Then they will get a one-time grant of Rs25,000 if they pursue higher education. This will not only motivate girls to study, but also bring down the rate of child marriage. Thus premature child birth and infant mortality rates will also come down.

You have always been vocal against the Centre regarding the financial package for Bengal. How has West Bengal’s economy been performing in the last three years?

West Bengal has shown a remarkable growth in tax collection from 2011 till now. We have shown a growth of 81.8 per cent in tax collection from Rs 22,000 cr in 2011-12 to Rs 40,000 cr in 2013-14. Between April to August 2013, the growth in tax collection in WB was 21.3 per cent. Other states like Gujrat and Karnataka recorded only 1.4 per cent and 14 per cent growth, respectively. All this is because of better compliance in filing taxes. The e-taxation process launched by the government also helped in this growth.

We are suffering because of the debts incurred by the Left. They did not enact Fiscal Responsibility and Budget Management. Why did the Centre not take any action? But now, they have taken away Rs 70,000 cr as installments in the last three years. The opposition keeps complaining that nothing is happening in Bengal. What they have done in the last 34 years. My suggestion to them is – I will keep working for the development of Bengal, catch me if you can.

Given a chance, will you want to be Prime Minister, as suggested by Mahasweta Devi earlier?

I have always fought for the protection of the common man and the poor. I am still fighting for that cause. I have worked at the Centre and now I am working in my state. But more than anything else, my inspirations are my people, my soil and my mother. Chairs may come and chairs may go, but you need to be with the people always.

What would be your foremost demand from the next Central government? Will it be a financial package for Bengal?

Bengal will get what it really deserves. We are not asking for charity. We are asking for debt moratorium. The Left did not believe in financial prudence and the state is paying for their sins. But this phase is not permanent. I am telling you that golden era of Bengal will come soon.

You have proposed formation of a federal front. Have you firmed up the names of those that will form the front you are talking about?

Any political force that is keen to fight corruption, dynastic rule of many generations and politics of rioting are welcome to federal front. It will come up after the election results are out. Congress and BJP will not be allowed to join this front.

Mamata Banerjee’s interview with The Times of India

Only a tough leader can deliver governance, believes Mamata Banerjee. If you feel she`s hinting at Narendra Modi, think again. Didi wants all her adversaries to learn from her expert handling of Gorkhaland. She stresses she didn`t give up like UPA did on the Telangana issue. Instead, her “rough and tough” approach worked, while she gave Darjeeling a “healing touch”. Development and governance are the major planks of her much touted `federal front`, the Bengal CM tells TOI in an exclusive interview.

You gave the “Dilli chalo” call in Kolkata and TMC has launched a joint campaign with Anna Hazare in Delhi. Leaders like Chandrababu Naidu and Jagan Reddy have called on you in Kolkata. How do you see the prospects of a federal front?

Federal front is the future. Whatever happens, will emerge only after the elections. All I can say is that the country has been badly run for 66 years since Independence. We need a change in the system. We want the states to be empowered; the federal structure has to be strengthened. Currently the Centre is behaving as masters and states are like its slaves. We need to change that. So, an alliance of the states must be formed. Like minded people have to come together to save the country. We want political and economic stability. Only a tough leader can deliver good governance. Fronts like Third Front have not worked in past. Third Front means third class. CPM will lose polls, so there is no question of Third Front. Third Front is a tired front. I am hopeful about the federal front. 

Various surveys have predicted that BJP has the best prospects of coming to power and the Congress may suffer severe losses. What is your prediction?

I am a social and political worker, not a political fortune-teller to predict what will happen after elections. The Congress has lost all credibility, accountability and morality to rule. People will vote them out of power in the next elections. But BJP is not the alternative to Congress and Congress is not the alternative to BJP. We cannot do away with a corrupt government and bring a party of rioting to power. I can only say, next government will be formed by an alliance of federal forces. I also feel, if you add up the Congress and BJP seats after the LS elections, it will be way less than the halfway mark.

The passing of the Telangana Bill is likely to stoke fire in the Hills. So far, you have been able to restore and maintain peace in the Hills. How do you plan to address the situation?

 What happened in Lok Sabha was more than an Emergency. It was unconstitutional. We had asked for division, which was not allowed. Even live telecast was stopped. There was some hanky panky. Congress is in a deep soup over the creation of a new state. These things require better handling and cannot be done in a hurry just before the elections. The Centre should learn from our handling of Gorkhaland. We adopted the rough and tough attitude. We did not allow violent protests, but we were with the people. We gave Darjeeling a healing touch. That is needed. Development is the key here, not vote-bank politics. I am happy Darjeeling is now smiling. We even conducted the first ever celebration of Netaji`s birthday outside Kolkata, in Darjeeling this year. I want the people of my state to be happy. 
Both Narendra Modi and Rajnath Singh have criticized the Cong-led UPA government for refusing to give Bengal a moratorium on the huge debt left behind by the Left Front government. Do you expect Bengal to get better treatment if Modi becomes PM? 

We are not beggars. Bengal does not need to go around with the begging bowl. We are only asking for what is due to us. The demand for moratorium is not new. Even before 2011 elections the Prime Minister promised to offer us a financial package and help us in debt restructuring. Me and my finance minister did so many meetings with them, but they did not do anything. They did not keep their promise. We are working against all odds. We have doubled our tax collection in 3 years from Rs 20000 to Rs 40000 crores. We have increased revenue without raising taxes. We have done this by introducing better compliance in tax collection. Bengal is getting ready for a golden era after the sins of the Left.

If the situation demands, will you agree to become the prime minister? Anna Hazare has already said that he would like to see you as the next PM…

My life has been one of struggle for more than three decades. I have worked at the Centre and state. More than anything else, my inspiration is the people. Kursis come and go. I want to continue to work for the people.

How will Bengal benefit if Trinamool turns out to be a key player in government formation at the Centre? Will it help you get the moratorium? Will it help bring more investment to Bengal? Will it fetch major investment in infrastructure?

We have already got investment on the basis of our own efforts. We are number one in MSME sector. The state government cleared seven new industrial projects in the month of January with a proposed investment of Rs 3,422 crore. This includes a cement factory of Emami Cements on 65 acre land at Raghunathpur in Purulia, bringing investment worth Rs 418 crore. Rs 5,500-crore fertilizer project in Panagarh, Rs 20000 crore investment by Steel authority of India for capacity expansion, an investment worth Rs 10000 crore for the second phase of DVC`s thermal power station at Raghunathpur are also in the pipeline. Bengal has potential and we will ensure that our state becomes Sonar Bangla again. Even in infrastructure we are doing good. We will complete electrification of rural Bengal soon, we are number one in rural development.

You have already said that you are not leaving Bengal. Do you have a team ready to take on the huge responsibility in Delhi? Have you given thought to taking the leadership at the Centre to determine policies if the situation so demands? 

Bengal is my state and I belong to that soil. I also have a responsibility towards the people of Bengal, as they gave me a huge mandate in 2011. After 35 years of misrule, they wanted good governance; it is my duty. But I feel justice can be done to both Centre and states. I want to help the Centre as well as the states. I cannot comment now what will happen after elections. And why only me? There are many other leaders who can be good leaders for the country. Democracy will decide the next Prime Minister, people will decide…

How well can Trinamool manage the huge responsibilities in Delhi and Bengal in the event that it becomes kingmaker?

We are not greedy. We just want the political system in India to change. What will happen in the Centre after May, only future will tell. I can only say that our party had ministers in the Centre. I myself have been railway minister twice. Before that I was Cabinet minister during Rajiv Gandhi`s government. My party members were also ministers of state in UPA 2. I believe that if someone wants, they can manage both Centre and states. What matters is policy and governance. I did a lot for Bengal as rail minister. Bengal is progressing now also. 

Do you perceive a harmonious relationship with the Centre in case a non-Congress government comes to power?

What is the function of Central Government? Just to demand taxes and use CBI to strike fear? Under the current system, the power of the states is very less. We have to change that. There should be clear demarcation between the power of Centre and states. We will always fight for the right of our state, as well as other states. We have to strengthen the federal structure. We withdrew our support to UPA 2 when it went against the people. We are not afraid of anyone. We will work for the people.

Name one or two schemes or a policy matter that the federal front government may take up after coming to power.

Our only target is to formulate policies that will help people. We need a change in the political system. We need electoral reforms, judicial reforms, administrative reforms. Why should a few political parties fight elections with black money? It must stop. We must let the public know our policies. We have to develop our villages. West Bengal is number one in 100 days` work. We have to strengthen federal structure. There should be clear demarcation between the power of Centre and states. That will be our priority.

BJP`s chief campaigner Narendra Modi has been showcasing `Vibrant Gujarat` to people in other states. How do you propose to launch your campaign in other states? 

See, you have to understand that we are a poor party. We do not have money. In fact, I had to sell my paintings to collect money for our party`s campaigning. West Bengal also is riddled with debt left behind by the Communists. With such a burden, we cannot do PR campaigns. Some states can do whatever campaign they want. We will rely on spreading our message of development. We will carry this message directly to the people. We certainly do not have money for multi-hundred crore ad campaigns. Our strength is our people, and their love for the Trinamool cause. We are working hard for the people despite the odds and my state is growing. We are doing whatever we can to promote our state in our way. You will be happy to know that West Bengal`s tableaux at this year`s Republic Day parade got the first prize. Bengal has a lot of talent. We are trying to showcase it.

Do you support Arvind Kejriwal`s quitting the Delhi government on the Jan Lokpal bill issue? 

They are a very new party, and I do not know anything about them. It would be wrong to make any comments about them at this moment. Our party has been built on a three decade struggle … 

Your party fought the panchayat and municipal polls alone and got majority in most bodies. Will your opponents – Congress, BJP, CPM – will be of any consequence in the four-cornered contest in any of the 42 Lok Sabha constituencies?

We know only one thing, if we work for the people, they will bless us with their votes. After 2011, every election we fought was without any alliance. Yet we won. Be it the bypolls or the panchayat polls or the municipal polls, people have placed their trust on us time and again. Even workers and leaders of other parties now want to be part of our development agenda, and are joining our party. People now know about the syndicate between CPM-Congress-BJP. People will surely make a wise decision; our actions speak for ourselves.

The first Biswa Bangla store opens at Kolkata Airport

The first of the `Biswa Bangla` showrooms to be located at Kolkata Airport was been inaugurated today by the Chief Minister of West Bengal through remote control, at a public function in Raidighi.

It will be thrown open to the public from 26th February; anyone can visit the store and buy everything best that Bengal has to offer, all under one roof.

“The Biswa Bangla store brings to you Bengal`s heritage and products with GI. It will provide wider markets within and outside India to the State`s artisans, weavers, micro and small entrepreneurs” wrote the Chief Minister on her Facebook page.

WB CM announces the resumption of housing loan scheme for State Government employees

Trinamool Chairperson has always advocated the existence of all employees` unions affiliated to the party to be brought under one umbrella. A huge progress has been made in this regard and on February 22, the Trinamool Congress held a convention of state government employees unions affiliated to it.

Pashimbanga Sarkari Karmachari Federation (West Bengal State Government Employees` Federation), an umbrella organisation of Trinamool Congress-led unions of State Government employees, will hold its maiden state convention at Netaji Indoor Stadium on February 22. Chief Minister Mamata Banerjee presided over this meeting. The Chief Minister asked the employees to cooperate with the Government is providing public services. She called the Government Employees `assets` and stressed on the importance of work culture.

Taking digs at the CPI(M), the Chief Minister said, Left unions completely destroyed the work culture of Bengal in the last 34 years. During the occasion, the Chief Minister announced the revival of the State Government Employees Housing Loan Scheme that was stopped in 2006. She named the scheme `Akansha` and also announced the extension of health scheme for State Government Employees till 2015.

Apart from the employees, Chief Minister also said her Government was working towards the benefit of the families of those who work for the State Government. She slammed the Centre for taking away a large share of the revenue as debt instalments. She also demanded that the Central Government make allowances for State Government employees while hiking DA for Central Government employees.

WB Govt passes law to speed up recruitment of doctors

The West Bengal Assembly has passed a law to form a board to speed up the recruitment of doctors in government hospitals. The West Bengal State Health Service (Amendment) Bill will pave the way for the West Bengal Health Recruitment Board, which will take over the medical recruitment from the state Public Service Commission (PSC).

MoS Health Chandrima Bhattacharya, who placed the bill in the House, said vacancies were taking a long time to get filled up through the PSC.

“The process of filling up vacancies through the PSC was slow. If we had to depend on PSC, the vacancies would not have been filled up. The West Bengal Health Recruitment Board was formed to make the recruitment process less time-consuming,” she said.

The government health care system has as many as 5,523 vacancies now, out of which as many as 2,500 are posts for doctors.

At public meetings and interactions with the health department officials, West Bengal Chief Minister Ms. Mamata Banerjee has often expressed her dissatisfaction with the number of doctors and nurses available in the state-run hospitals. At a function in the School of Tropical Medicine on February 20, she had asked young doctors at the School of Tropical Medicine to stay back in Bengal.

“We have already increased the number of beds to 14,600. The process of building more hospitals and medical colleges is on, so we need more doctors,” MoS Health Chandrima Bhattacharya said.

The minister said the number of seats in the medical colleges too had gone up to 2,750 and the government wanted to create a pool of doctors for the new facilities coming up across the state.

Recruitment of medical officers – specialists and general duty – has already been brought under the purview of the health recruitment board. The passage of the bill will give it legislative moorings.

The recruitment board has started seeking applications for medical technologists. The category has around 900 vacancies in the state.
