Madam, I rise to speak on The Banning of Unregulated Deposit Schemes Bill. It is obvious the BJP does not want me to speak on the Bill. Already one member from the Congress, who is a mafia don, has spoken against Mamata Banerjee. Another person from the CPI(M), who won by 1,100 votes, has also spoken against her.

The chit funds were not started during Mamata Banerjee’s regime. All the chit funds were started in 1980 when the Left Front was in power. When the Saradha Scam broke, Mamata Banerjee took the trouble of arresting the main person from Kashmir. She set up a commission to return the money to investors.

After the CBI took up the investigation, not even one rupee has been returned. Now all these people from the CPI(M) and the Congress who spoke are linked to the chit fund issue; they are linked to Rose Valley. I am asking this Government, what have they been doing for five years?

On the last day, they are bringing the Bill. Our Finance Standing Committee had a meeting on January 2 and we had produced a report. But the Government has not agreed to a single recommendation we had suggested in the report. We had suggested that the words ‘any other report’ must be added after Central Bureau of Investigation. They have not agreed to that. We suggested that the Bill should be changed accordingly. We suggested that the Bill should be redrafted but the Government has not redrafted the Bill. These people who are speaking are all agents, including the mafia don. That’s why, we have no objection to the Bill, provided it is amended as suggested by the Standing Committee on Finance. We want all the chit funds to fail.

There are chit funds in Punjab and Odisha. There are other chit funds too. That’s why I suggested the Bill be brought.

Sir, we have an objection to this Bill. The powers of the State Consumer Forum are being taken by away by the Central Government under this Bill. This Bill is against federal structure. The powers of the State Consumer Forum cannot be taken by away by the Central Consumer Forum. All powers have been taken away.

Trinamool MPs stage dharna against Centre in Parliament

Trinamool Congress MPs from Lok Sabha and Rajya Sabha today gathered in front of the statue of Mahatma Gandhi inside Parliament premises to protest against the current government at the Centre.

Slogans were raised against the government. The MPs took on the BJP-led central government on myriad issues. The MPs said, BJP will be thrown out of power in 2019.

Some of the slogans raised at the dharna were: “Modi Hatao Desh Bachao”; “Modi Govt Expiry Date is Over”; “Modi Kills Democracy, Kills Constitutions, Kills India” among others.

Special scheme for rearing ducks and chickens

The State Animal Husbandry Resources Development Department had in 2017 started a special scheme to help people set up chicken and duck farms and reproduction facilities on a commercial scale to satisfy the demand for eggs in the State.

Currently, as a result of this scheme, 10 crore eggs are being produced per year. When all the farms under this scheme start full-fledged production, the number of eggs would be raised to 70 crore per year.

The various facilities under the scheme are as follows:

Capital as grant: The State Government would pay Rs 8 lakh for every 10,000 birds (chickens and ducks) in a farm, with the maximum amount to be paid at Rs 80 lakh

Subsidy on interest payment on loan: From the day of starting of commercial production till the period of five years, the government would pay …

  • For micro and small farms: 40 per cent of the of the interest on 75 per cent of the loan
  • For medium-sized farms: 25 per cent of the of the interest on 75 per cent of the loan

Subsidy on electricity: From the day of starting of commercial production till the period of five years, the government would pay …

  • For micro and small farms: Rs 1.5 per unit (kilowatt-hour), with a maximum amount of Rs 5 lakh per year
  • For medium-sized farms: Rs 1 per unit (kilowatt-hour), with a maximum amount of Rs 10 lakh per year

Part payment of electricity bill: From the day of starting of commercial production till the period of five years, the government would pay …

  • For micro, small and medium farms farms: 75 per cent of the bill amount, with a maximum payment of Rs 2 lakh per year

Subsidy on stamp duty and registration fee: 50 per cent of the stamp duty and registration fee, provided the land is bought in the State and is registered for the purpose of opening a poultry farm

Categorisation of farms: 

  • Micro farms: 10,000 to 20,000 chickens and ducks
  • Small farms: More than 20,000 up to 1 lakh chickens and ducks
  • Medium farms: More than 1 lakh chickens and ducks

State Govt set to supply piped gas to 15 lakh households

The State Government has set a target of supplying cooking gas through pipelines to around 15 lakh domestic users in areas under KMDA, within the next five years.

The State Finance and Industry Minister, Dr Amit Mitra said this while speaking at an interactive session, ‘Gas Industry in West Bengal’, organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) in Kolkata.

He said that natural gas is a focus area of the State Government and there is huge business potential for industrial, commercial, transport and domestic sectors.

The gas industry can also provide huge employment in the producer sector, consumer sector and infrastructure sector.

Around 44,705 inch km pipeline (all types) will be commissioned within the next five years, with a compression capacity of 14,62,100 kg/day. The project is expected to start from April 1, 2019, with an economic life of 25 years.

The outcome is expected to give a major boost to business and industry. There is only 7 per cent utilisation of natural gas at present, and hence, the focus is on taking it to higher levels, Dr Mitra added.

The minister also pointed out that ONGC has discovered natural gas reserves in Ashokenagar in North 24 Parganas district, which will start to be commercially exploited soon.

At the summit, the managing director of West Bengal Industrial Development Corporation (WBIDC) said that green energy is the future of Bangla and so it has been given an emphasis. Both the public and private sectors are working together in this regard.

Bangla among the best in India in rural housing

As per the latest Union Government report, Bangla has risen to the second position in the country in terms of providing housing to the rural poor, which the Trinamool Congress Government provides under the Banglar Awas Yojana (BAY).

As per the report, till date (2018), 11,24,842 houses have been built under BAY in the State.

Before starting work, a survey was conducted across the State. As per that survey, 3,920 rural families were found to be homeless. They were provided with homes first.

Next was the turn of the families who lived in non-permanent structures. This number was found to be 33 lakh approximately. A special cell was set up under the State Panchayats and Rural Development Department to construct houses for them. Now homes are being built for them under BAY. Hence, a total of 11,24,842 houses have been built.

The target for the current financial year is 5.86 lakh, of which 3,13,927 have been constructed. The rest will be built by March 2019.

People are not allowed to go to places, this is condemnable: Mamata Banerjee

Chief Minister Mamata Banerjee today addressed the press at Netaji Subhas Chandra Bose International Airport. Reacting to the incident in Uttar Pradesh, where Akhilesh Yadav was not allowed to attend a university programme, she said this is unfortunate and condemnable.

Highlights of the Chief Minister’s speech:

Narendra Modi and the President of his party keep harping about democracy at risk when they visit Opposition-ruled States. And in a BJP-ruled State, if policemen are killed on the line of duty, there is rampant lynching in the name of gau-raksha.

If under Yogi’s rule, a former Chief Minister is not allowed to attend a college event then there is ‘rukawat’. ‘Rukawat ke liye khed hai’…There is such a situation in the country today that people are not allowed to go to places.

Jignesh was also stopped from attending a University event in Gujarat. He was threatened by BJP goons & they preach to us. They indulge in hate politics. Never before was this ever done in our nation. It’s unfortunate, I condemn this.

BJP has destroyed the unity of the country. They are distributing money and inciting violence. They believe in the politics of hate. They are misusing agencies. This has never happened before in our country. ‘Unity in diversity’ is the foundation of our country. It is unfortunate that this very idea is under attack today.

People of this country are very intelligent. We’ve a great admiration for Bhupen Hazarika. When his family has a sentiment regarding Citizenship Amendment Bill; we appreciate their sentiments. We oppose the Bill strongly. They want to insult people in the name of this Bill. Why are they changing the strategy and insulting people in name of Citizenship Amendment Bill? You cannot divide people; we want all citizens to be honoured.

There are pacts like Indira-Mujib pact, Liaquat-Nehru pact. Why should those, who are already Indian citizens, become non-citizens under Citizenship Amendment Bill? Then the Centre will decide who will be given citizenship and who won’t. We are the only party which opposed this Bill tooth and nail from the beginning at the meetings of Parliamentary Standing Committee. They cannot create divisions between people. Hindu, Muslim, Sikh, Christians – everyone is a citizen of this country. People of north-east are suffering. We extend our full support to them.

Arvind Kejriwal has invited me to attend their dharna tomorrow. I will be present there. That apart, I will also attend the foundation stone laying ceremony of Gorkha Bhavan at New Delhi. GTA is setting this up. I will also meet leaders of various political parties.

Madhyamik exams are going on in Bangla. Higher Secondary exams will begin soon, along with CBSE, ICSE. My best wishes to all the students. Hope they succeed in these exams.

Narendra Modi knows his expiry date is here. We will go to polls soon. People of the country want change. They want a new government. People want ‘United India’. We want to save democracy and save the country.

Saugata Roy speaks on The Finance Bill, 2019

Sir, I rise to speak on the Finance Bill, 2019 to continue the existing rates of icome tax for the financial year and to provide for certain relief to taxpayers.

Sir, I speak so with a heavy heart because Bengali labourers are being killed in Assam. Two labourers by the name of Shiekh Idrish and Mohammad Jouhar were killed in Assam’s Dumduma area on Saturday. I tried to raise it earlier but since the Deputy Speaker did not allow me, I’m mentioning this that the more you press with Citizenship Amendment Bill more attacks will take place on Bengali labourers. I strongly protest this.

Sir, I will not speak on the expenditure side today because I had an opportunity to make a speech yesterday. I’ve spoken on how Defence Budget of Rs 3 lakh crore is inadequate. I will not speak on how budget for inland water transport has been cut, civil Aviation has been cut, shipping has been cut. I shall not speak on how the allocation for MGNREGA has been cut by Rs 1000 crore to Rs 60,000 crore. I shall also not speak on how essential expenditure to be made by the Government of India has been cut.

I shall confine myself to the revenue proposals of the government. But may I point out, it seems that the Finance Ministry has been boycotted by its own ministers. The Finance Minister is not here, there are two Ministers-of-State, Shri Shiv Prakash Shukla and Shri Pon Radhakrishnan, I don’t see any of them. And the Ministers-of-State have revolted against the Finance Minister for not allowing them to speak. This is not a very healthy sign for a democracy.

Sir, just before I spoke there was a question on the ‘black money’. And as the Finance Minister informed us that there are three different reports on black money and quantum of black money. Black money is related to revenue because black money is generated by those who do not pay taxes, who evade taxes. As a result of which unaccounted money is generated.

But the Finance Ministry did send a report to the Chairman where we as members of the Finance Committee were not allowed to see the reports because the Finance Ministry and the Parliamentary Affairs Ministry strictly said that this is for the eyes of the Chairman only. We demand from the Ministry that all the reports of the committees by National Institute of Public Finance and Policy, National Council of Applied Economic Research, come out.

The Government has been playing truant with the people of this country regarding black money. The Prime Minister’s first promise to the people of this country was that he would bring back all the black money that is held abroad. It is five years – he has not brought back any black money let alone deposit Rs 15 lakh in the accounts of all Indian citizens.

Then he went for the surgical strike – the cruel surgical strike called demonetisation, cancelling all Rs 1000 and Rs 500 notes in one fell swoop. But when two years later, the Reserve Bank announced the figure of the money deposited in banks, it was found that the same amount of money, roughly Rs 15 lakh crore, which was cancelled has been deposited in the bank, which meant that the whole exercise which caused so much pain – 150 people died in bank queues, lakhs people thrown out of employment, small businesses closed down because of demonetisation – recovered no black money at all. This Government is a Government of jumla, they just believe in sloganeering and are not capable of fulfilling their promises to the nation.

That is why I say that there is nothing wrong in the Finance Bill because is brought under Rule 218 of the Rules of Procedure. It presents the financial proposal of the Government. Now this is a lame duck Government almost – in one month it will become fully lame duck. So it will last barely two months into the next financial year. So it has no right to bring new tax proposals. As a result of which the Finance Minister has not increased any tax rates, which is understandable. The Government does not have either the moral or the constitutional or the financial authority to impose new rates of taxes. But he has offered sops to certain populaces, especially the aggrieved section of the population, namely, the salaried middle class. He has raised the income tax exemption limit to Rs 5 lakh. I have no reason to dispute.

But the point is, if he had to offer sops, he should have waited for the next Government to form, and not give them in a hurry in order to shop for votes. He has brought this sop to do shopping – shopping for votes – for which he did not have either the constitutional or the moral or the financial authority.

Now let me say something about some of these proposals. What are the amendments that he suggests? One is 16(1)(a) – standard deduction has been raised from Rs 40,000 to Rs 50,000. Next is Amendment to Section 23(4) where it says that notional income from two self-occupied properties will now be taken to be nil. So now if people have two houses, the notional income from two self-occupied properties will be zero, which means the owners will be exempt. The Bill states that “considering the necessity that middle class families need to maintain families at two places for children’s education, etc., I am proposing to exempt a levy of income tax on notional rent on a second-self-occupied house. I do not take any exemption to that also. Then there is Amendment in Section 23(5) – which is of a technical nature – regarding property.” Then there is Amendment to Section 24 which says the interest on capital borrowed for acquisition of two self-occupied house properties shall now, instead of one earlier, be admissible as deductions subject to the existing overall ceiling of Rs 2 lakh per annum.

Then he amends Section 54(1)(ii), inserts the new provision again regarding presently an assessee being an individual or Hindu Undivided Family entitled to claim deduction as regards long term capital gain rising out of transfer residential house property.Provided this is for one residential house property.

Now two residential properties, you will get exemption provided the overall long term capital gains do not exceed Rs 2 crore. Similarly, TDS on income in Section 194(A)… TDS on income paid/credited in the nature of interest from banks/deposited in post offices up to Rs 40,000 is not deductible. So these are some sops to the middle class, they are not major concessions.

Now this Finance Bill also talks about the Stamp Act. Previously if you exchange chairs you had to pay stamp tax, stamp duty individually. Now the stamp duty will have to be paid by the stock exchange or by the depositors. The other thing is that earlier, the PMLA was allowed to attach properties 90 days, now the PMLA is allowed to attach property for 365 days.

Sir, I last want to end by saying that this government is the government of tax terrorists and PMLA and the enforcement departments are Mr Modi’s main hand. Those opponents he does not dare to face politically, he is using, rather unleashing the dogs of war that of the enforcement department on them. There has been so many governments since independence, I have never seen a government which has used the CBI and the enforcement department as wantonly. Now as Mr Moily said yesterday if there was a Lokpal – in five years this government has not setup a Lokpal – Mr Modi will be the first accused on the issue of purchase 36 Rafale aircrafts for the price of 59 thousand crores .

This Finance Bill has no controversial issue, I do not oppose the Bill, normally amendments are not moved in a Finance Bill because the government has to get revenue so they have brought their Finance Bill, I do not object to that but this Government has lost all its moral authority; it is hanging by a thread.

Idris Ali demands national holiday on Netaji Subhas Chandra Bose’s birthday

I am deeply grateful to the Hon. Deputy Speaker Sir, and at the same time I am deeply grateful to our Hon. Chief Minister Mamata Banerjee. It is because of her that I have come to this House. I will not take much time.

I want the government to fulfill the promises they made for my constituency Basirhat. They know they will not be in power after two months.

I have one request. I want the government to declare January 23, the birthday of Netaji Subhas Chandra Bose as a national holiday.

 

Pratima Mandal raises the demand for one side platform at Chandkhali halt on Sealdah-Canning line

I am raising this issue for the fourth time in this August House. In 2014, I met the Hon. Railway Minister and submitted a letter to him regarding the construction of a one side platform at Chandkhali halt on Sealdah-Canning line which is in my Parliamentary constituency, Joynagar. Since then I have spoken to several officers regarding this but nothing has been done.

I have submitted a letter to the present Railway Minister as well but all my efforts have been for naught. My earnest request to the Railway Minister to take necessary action.
