Saugata Roy rising to oppose The Government of National Capital Territory of Delhi (Amendment) Ordinance, 2023 in the Lok Sabha

Sir, with all the vehemence at my command, I beg to oppose the Government of National Capital Territory of Delhi (Amendment) Bill, 2023. As has been mentioned before, this Bill is well outside the legislative competence of Parliament because of the Supreme Court’s past judgement in CA No.2357 of 2017 on 11th May, 2023 in the matter of Government of NCT of Delhi versus Union of India. Now, to override the Supreme Court judgement, the Government has brought forward a Bill. Sir, a point of order. Thank you.Sir, while I am very keen to invoke former Prime Minister, Shri Atal Bihari Vajpayee,Rule 260. The former Prime Minister, Shri Vajpayee, said, “I will not speak today till you allow the Leader of the Opposition to speak. He has to be given a chance to speak.” He said, “Until the Leader of the Opposition speaks, I will not speak. Let him speak first.”

access to benefits within the sector; and (d) if so, the details thereof?

The annual Shahdi Dibas programme on July 21 was held in front of Victoria House in Kolkata today. There were record crowds this time. Among those present, besides Chairperson Mamata Banerjee, were Abhishek Banerjee, Subrata Bakshi, Jyotipriyo Mallick, Santanu Sen, Mala Roy, Prasun Banerjee, Saayoni Ghosh and Firhad Hakim, and several others.

Highlights of Mamata Banerjee’s speech:

I am a person who loves to take challenges. I have even fought with death in my political career. Twenty-six people died in Tripura during Rath Yatra. So many people died in the train accident. Several died at the Namami Gange electric power station site. But I never said anything because I never play politics with the deaths of people. Yet, whenever people die in Bengal, BJP starts to do politics with the issue.

Votes were polled at 71,000 booths in the panchayat elections. Troubles took place at only here places—Bhangar, Domkol and Islampur. It is Trinamool Congress’s workers who mostly died. Tell me, will Trinamool Congress kill its own workers?

They had given the slogan of ‘Beti Bachao’ – what happened to that? The rapers of Bilkil Bano were released. The women of the country are suffering. The women of Manipur are suffering. Remember BJP, it is these very women who will throw you out of power in 2024.

INDIA will fight, and as its soldiers, Trinamool will hold aloft its standard. INDIA has to win. The BJP will lose. The country will win. Modi will lose. The BJP will lose. We do not have any other slogan.

Bengal’s funds have been blocked. On the other hand, Modi is presenting gifts worth Rs 25 crore to foreigners to get some brownie points.

In 2024, along with the slogan of ‘Joy Bangla’, the slogan of ‘Joy INDIA’ will also rend the air.

We will provide 100 days’ worth of work to 100 Days’ Work job card-holders, with the scheme to be called ‘Khela Hobe’.

We will fully fund the building of 11 lakh houses under the Banglar Bari scheme. Three lakh phone calls have been recorded on the ‘Sarasari Mukhyomantri’ lines. Of these, 70-80,000 are related to old-age pensions.

They want to create trouble in Bengal through fake videos. ‘Ghar ghar mein ek hi daak/ Modi jaak, Modi jaak.

I have a point of order today. It is relating to Rules 261 and 262, at Page 91, regarding expunging the words used in the Parliament. I have got two examples which we can quickly correct. Rule 261 states as to what can be used and what can’t be used.It is about the words being used in the Parliament.Sir, my point of order is under Rule
261.Sir, my point of order is about the words which can be used in this House or not. That is my limited point of order. I am going to give you examples under Rules 261 and 262. Three words were expunged. I am going to give
you four words. Yesterday, we said, The Prime Minister should open his mouth about Manipur in Parliament

Derek O’Brien’s Point of Order, quoting Rule 267,regarding a discussion on the situation in Manipur

Sir, I am on a point of order. Sir, my point of order is on only one thing. It is on Page 92, and the Rule here, Sir, is very clear. ‘Rule 267.’ I am reading Rule 267, the first line. Page 92 says, “Any rule may be suspended in its
application to a motion related to the Business listed before the Council of that day, the rule in question shall be suspended for the time being.” This means, no other Business till Rule 267 is first discussed. Where is Rule 176
coming to this? There is no Rule 176. It is on Rule 267, and we want a discussion here on Manipur. We want a discussion, and Prime Minister has to open his mouth Manipur, Manipur, Manipur!

BJP, will you be able to challenge the country?: Mamata Banerjee

Twenty-six Opposition parties met at a conclave in Bengaluru to chart a joint map to fight the 2024 general elections for the Lok Sabha. Many of the biggest leaders of the country were present, among them Nitish Kumar, Sitaram Yechury, Uddhav Thackeray, Rahul Gandhi, Sonia Gandhi and Mamata Banerjee.

The Opposition alliance has been named Indian National Developmental Inclusive Alliance, in short, INDIA, a name proposed by Mamata Banerjee.
