Saugata Roy’s speech during the discussion on “India’s glorious space journey marked by successful soft landing of Chandrayaan-3″ in the Lok Sabha

Sir, I rise to speak on the success of Chandrayaan. I congratulate Shri S. Somanath and all the scientists of ISRO. Sir, I congratulate Shri S. Somanath and all the scientists of ISRO. I want to mention that there are many scientists from Bengal in the Chandrayaan Project. HON. CHAIRPERSON: There are scientists from Bengal, Tamil Nadu, Kerala, and other States but they are all Indian scientists. Dada, you know the delicacies of things. When we were watching Chandrayaan’s soft landing on the moon on TV, we saw the Chandrayaan and then suddenly the Prime Minister’s photograph came. The whole country wanted to see the soft landing of Chandrayaan and they saw the Prime Minister’s photograph. Why should this happen? The Mission Chandrayaan is not the result of one particular individual’ effort, it is the result of 50 years of scientific work done by hundreds of scientists throughout the country. Sir, I was very pleased to hear Rajnath Singh ji who spoke on scientific temperament. The man who spoke of scientific temperament in this country was Jawaharlal Nehru. Scientific temperament means, you do not accept anything without experiment and logic. Science is knowledge which is certain and systematic. I am, like Rajnath Singh ji, a former professor of physics. But in my physics, while speaking on Chandrayaan, I do not bring Ram Mandir like Rajnath Singh ji did. There is no connection between the two. Sir, I am not yielding. Sir, I want to say that when somebody in top position says that Ganesha had plastic surgery in the ancient days, I do not accept this. … (Interruptions) When somebody says that Kauravas were born through In Vitro Fertilisation, I do not accept this. When somebody says that in Ramayana, the Pushpak Rath was a discovery by the ancient Indians, I do not accept this. I only accept that which is proved by science. Let me make it very clear. Sir, let me give the background. In 1957, the Soviets sent the Sputnik to the space. In 1961, Yuri Gagarin became the first person to go to space. In 1963, Valentina Tereshkova became the first woman to go to space. It was at that time that Pandit Jawaharlal Nehru felt that we must work in the field of space science. In 1962, he set up the INCOSPAR (the Indian National Committee for Space Research) headed by Dr. Vikram Sarabhai, a Cosmic Ray Physicist. Nehru ji died in 1964. In 1969, when Indira Gandhi ji was the Prime Minister, the ISRO was set up. In 1972, when Indira Gandhi ji was still the Prime Minister, the Department of Space was set up. So, whatever is happening today is in continuation to what Dr. Vikram Sarabhai started in 1962. It is his legacy. He unfortunately died in 1971 in Thumba, the place which he liked so much. India got the first success during the launch of Aryabhata which was completely designed and fabricated in India, and launched by a Soviet Kosmos3M rocket from Kapustin Yar on 19th April, 1975. ISRO has successfully launched almost 150 satellites since 1975. ISRO has established major Space systems for communication, television broadcasting, meteorological services, resources monitoring and management, and space-based navigation services. ISRO has its headquarters in Bengaluru. Its activities are spread across various centres. Launch vehicles are built at Vikram Sarabhai Space Centre, Thiruvananthapuram. Satellites are designed and developed at U.R. Rao Satellite Centre, Bengaluru. Integration and launching of satellites and launch vehicles are carried out from Satish Dhawan Space Centre in Sriharikota, Andhra Pradesh. Development of liquid stages including cryogenic stage, a very cold stage, is done at Liquid Propulsion Systems Centre at Bengaluru. ISRO has carried out 125 spacecraft missions and planned several missions including Gaganyaan and interplanetary missions such as Chandrayaan (LUPEX), Shukrayaan, and Mangalyaan (MOM 2). ISRO, our own organisation, has surpassed NASA in efficiency, resourcefulness, and cost-effectiveness. In 2005, NASA lost the solar mission that cost 550 billion dollars. Now, ISRO has launched a similar solar mission, Aditya L1, at a cost of 55 million dollars only. That is one-tenth of the cost of NASA’s mission. There are four types of satellites sent by ISRO. One is the communications satellite which helps our communications; the second is the observation satellite which takes pictures of the earth; the third is the navigational satellite; and the fourth is the astronomical satellite. These works are going on. What is great about Chandrayaan is that so far, we are using rockets to send satellites around the earth. They are called geo-synchronised satellites, which means they are moving at the same speed as the earth, or the Polar Satellite Launch Vehicles which are placed in space. Now, for the first time, we have gone ahead from a satellite. Our rocket has taken a lander and a rover onto the surface of the moon. We failed in Chandrayaan 2. Our lander had crashlanded. This time there was no crash; the lander landed very softly. For one day, it sent messages from the moon, but they have to be jettisoned. We are all very happy that India has achieved this, but we must have things in perspective. We are talking of a moon, not a moon-landing,but sending a lander onto the moon. There is a propulsion module, and there is a landing module. The propulsion module takes it from the earth’s orbit to the moon’s orbit. GPS in cars also based on satellite tracking. I want to say that Chandrayaan 3 has demonstrated safe and soft landing on the lunar surface. It has demonstrated rover roving on the moon and conducting in situ scientific experiments. What are the technologies present there? The technologies are laserbased altimeters, velocimeters, inertial measurement to measure gyro-based surface, propulsion system, navigational guidance and control, hazard detection and avoidance, and landing leg mechanism. यह सबइंडडया मेंडेवलपडकयागयाहै। यही हमारेडलए गवडकी बात है। गवडसेबोलो, लैंडर पेलोड है, इसमेंचन्द्रा, चन्द्रशेिर के नाम पर चन्द्रा सरफेस थमोडफडजकल एक्सपेररमेंट है। It is to measure the thermal conductivity and temperature. It contained instruments for lunar seismic activity. Then there is Langmuir Probe to estimate the plasma density and its variations. I am concluding. I am not discussing anything controversial. मझुेबोलनेडदया जाए। मझुे यही कहना हैडक हम आगेबढ़ेहैं, लेडकन बहुत दूर जाना पड़ेगा।. You see, nobody has mentioned Kalpana Chawla. She went by the Columbia Space Shuttle. Her craft exploded in 2003, and she along with seven others died. He arrived at the International Space Station on 21st September, 2022 and will return home after 371 days in space. Mausam Noor’s speech on The Constitution (128th) Amendment Bill, 2023 (Women’s Reservation Bill) in the Rajya Sabha

Thank you, hon. Vice Chairperson Madam. I come from a party called the All India Trinamool Congress whose founder gave 41 per cent of Lok Sabha tickets to women way back in 2014. I come from a party founded by Ms. Mamata Banerjee which already has 40 per cent of women MPs in the Lok Sabha. I come from a party that already has 50 per cent women elected in the Panchayats and in the Municipalities. I come from a party founded 25 years ago which spoke in Parliament for the Women’s Reservation Bill way back in 1998. Madam, our words were not empty words, our words were put into action. Today, we are glad that the rest of India, including this Government which gave only 12 per cent tickets to women has learnt little from India’s only woman serving as the Chief Minister. The BJP has sixteen Chief Ministers, none of them are women. Madam, we have already implemented the Women’s Reservation Bill in the past. This Government is trying to bring a Bill in the present which it cannot implement in the near future. Mr. Prime Minister, Sir, listen carefully to what I am saying. I am Mausam Noor from Malda, West Bengal. I have been elected twice in the Lok Sabha and now serving my third term in Parliament, in the Rajya Sabha. If you are really serious about this Bill, please give 33 per cent tickets to women in the five upcoming State elections in November this year and in general elections, 2024, next year. Madam, of course, we support this Bill. It is our Bill, it is our idea, it is what we have already implemented. Let me try to explain to you as to how this Bill is fundamentally flawed because this Bill is linked to both delimitation exercise and the Census. It is like writing a cheque with no balance in your account and the cheque is dated not September, 2023, but, maybe 2034. In other words, you cannot cash the cheque now. You can only keep it in your drawer. You will feel good about it, but, you would not have any money in your account. This is exactly what this Government is telling the women of India. Madam, going beyond the words of Parliament, we as a nation need to change our thinking. In the Election Commission of India, of thenine top posts, not even one is a woman. Out of 11,000 IAS officers, between 1951 and 2020, only one out of ten was a woman. Only one out of 10 IPS officers is a woman. Out of 688 Judges, only 83 are women. Only 15 per cent of women hold senior and managerial positions in India. It is heartening that in West Bengal, every district has a police station that is solely run by women. If a woman has to be represented, it has to be a team effort. In conclusion, Madam, I urge the Prime Minister one thing. What is the name of the Lok Sabha MP of yours who shamed us, who harassed our champion wrestlers? On behalf of the women of India, I want to know what he is still doing, sitting here in this new building. Thank you, Madam.

Dola Sen’s speech on The Constitution (128th) Amendment Bill, 2023 (Women’s Reservation Bill) in the Rayja Sabha

Thank you, Chairman Sir, for allowing me to speak on Women’s Reservation Bill in my mother tongue, Bangla, and thanks to my Party, All India Trinamool Congress, and my respected leader, hon. Mamata Banerjee, for giving me a chance to be in the Council of States, Rajya Sabha, for the third term so that I get a chance to take part in policy-making debates over here. After governing for about 9.5 years, suddenly just on the eve of the 2024 Lok Sabha elections, the present ruling party has started to rush with the Constitution amendment. Yesterday, Lok Sabha sat late till about 10 pm. Rajya Sabha may also sit late today. बुरा मत मािनएगा, बंगला मेंएक कहावत है- * इलेक्शन का कम्पलशन है, भाई! Somehow, the Opposition unity and I.N.D.I.A. alliance have made the Treasury Benches worried. So these are back to back election stances. New Parliament House was inaugurated. हमारी तो आदत ही हो गई थी िक �धान मं�ी जी संसद आतेहैं, लेिकन हाउस के अंदर बहुत कम आतेहैं, हाउस के अंदर और भी कम बोलतेहैं। वह दु:ख भी इस बार पहले दो िदनों मेंउनको चार बार सुननेके बाद चला गया। िवमेंस िरज़व�शन को लेकर नारी श�क्त वंदन कहकर इसको पास कराना है।We would appreciate it. Better late than never. साढ़ेनौ साल ही सही, थोड़ी िवल�म्बत सोच ही सही, we will certainly support the Women’s Reservation Bill in this House with all our criticism. But one thing; the way in which from both the Houses of Parliament, it is being claimed that the sole credit for this goes to the Treasury Benches and Modiji, I am sorry to say, but this is not just their credit. The process had started way back. In the year 1992, the Bill to reserve one-third seats for women in the Panchayat and Municipalities was passed in the Parliament. Women’s Reservation Bill to reserve seats in Lok Sabha and Assemblies was never passed before. In 1996, Smt. Gita Mukherjee of CPI had presented this Bill in Parliament. But it was not passed then. Thereafter, the Joint Parliamentary Committee which was constituted for the purpose was headed by Smt. Gita Mukherjee. Our leader, Mamata Banerjee was also a member of the Committee. She had raised this demand in the year 1998 and many times thereafter also. In 2010, though it was passed in Rajya Sabha, Lok Sabha could not pass it. The role of Sushma Swaraji ji is also worth mentioning with regard to this Bill. हम तहे- िदल से गीता दीदी, सुषमा जी और दीदी को नमन करना चाहते हैं। Secondly, though because of compulsion of election, it will be passed now, but it will not be implemented instantly. Unfortunately, the census which is to be conducted every 10 years and which is due since 2021, has not been conducted as yet by this government. मोदी है, तो मुमिकन है, इसीिलए तो सेंसस और उसके साथ-साथ delimitation आिद सब वषर् 2026 के बाद होगा। वषर् 2027, 2028 या 2029 भी हो सकता है, और देर भी हो सकती है। यह नारी श�क्त वंदन पास करा कर और एक जुमला तो नहीं बन जाएगा? जैसेएनपीआर, एनआरसी, सीएए को ज़बरदस्ती पास करा िदया गया, जबिक उनमेंimplementation करनेका दम नहीं है। वह एक जुमला बन गया है। िकसान िबल के िलए सबको सस्पेंड करके पास करा िदया, िफर वह वापस revoke हो गया, वह भी एक जुमला बन कर रह गया। लेबर कोड को पास करा कर अभी �ल फॉम�शन नहीं करनेका जुमला बन गया। काला धन वापस होगा, यह एक जुमला बन गया। हर व्य�क्त के बैंक अकाउंट में15 लाख �पयेदेनेका जुमला, साल मेंदो करोड़ नौकिरयां देनेका जुमला – क्या इस िलस्ट मेंयह िवमेंस िरज़व�शन भी जुड़ेगा? डर लगता है। We are afraid, very afraid. We believe that women are half the sky. But half the population is suffering like anything. Most of them are reeling below the poverty line. These women have not been able to enjoy the necessities of life. Thus, the economics of every household has reached its nadir now, in the last 50 years. The ordinary women are in deep crisis today. During demonetization, our harassed countrymen had to queue-up in front of the banks, about 150 people lost their lives in the process. However, each and every penny which had been safely deposited in the piggy banks of our mothers or grandmothers, money which had been saved under the pillows, quilts and mattresses could not be exchanged. Thus, demonetization had hit the women folk most adversely. During Covid period, mostly the women had lost their jobs. They have been devastated. The women employees of BSNL, SAIL, BHEL and Railways bore the brunt of the new policies of privatization, corporatization and disinvestment. The profitable PSUs have been sold out and women were impacted adversely due to that. Therefore, only reservation is not enough. Women have to be brought in the forefront at every step. So, employment opportunities for women, social dignity and respect everywhere – all these are equally significant. Overall, in the name of women empowerment, only providing Ujjwala gas connections, 5kg food grains, toilets under Swachh Bharat Mission and Janadhan or Mudra schemes and calling women as goddesses is not sufficient. To empower women 24/7, I would request the Treasury Benches to please visit Bengal. We have our Didi there. Learn from her. That will be useful for the people of the country, particularly for the women. Emulating Didi’s ‘Kanyasree’ scheme, “Beti Bachao Beti Padhao” was introduced. “Ayushman Bharat” was inspired by her ‘Swasthya Sathi’ scheme. “PM Kisan Nidhi” was inspired by her ‘Krishak Bondhu’. Similarly to learn how to worship women power, take lessons from her, please. She is not the only woman Chief Minister of the country today, in 27 years she became MP for 7 times, became Minister for 6 times, and now continuously for the 3rd term, she is the Chief Minister of Bengal. She came up from the lower rungs of the society after immense suffering; she was beaten but she did not die, didn’t give up. She struggled, she fought and passed BA. MA, LLB, not as a daughter or wife of any politician but on her own, due to her grit and talent. Now she is hailed as a social reformer after providing the basic necessities of life enshrined in the Constitution like food, clothing, shelter, education, health facilities and has touched the lives of millions of people. In our Bengal, not only 33% reservation in Panchayat and municipalities is there but we have 50% reservation for half of the population. In Lok Sabha and Assembly, the reservation is beyond 33%, it’s almost 40-45%. आप मेरा reference भी लेसकतेहैं, mainstream politics में, male dominated Trade Union में, दीदी नेमुझेिपछले12 साल में10 बरस स्टेट �ेिज़डेंट और 2 साल सेज्यादा समय सेऑल इंिडया �ेिज़डेंट बना रखा है। I am honoured. यह उदाहरण भी काफी नहीं है। In our social sector, for women and also for others, whatever has been done has never been done anywhere in the world. Five most important foundations of women empowerment at the international level are education, health, security, finance and emotion. Let me cite an example. When a lady becomes pregnant, through ‘Matri Maa’ portal, her health gets tracked and, in the process, approximately 1.25 crore women undergo regular checkup, 7.5 lakh mothers are provided with all kinds of medical assistance. By encouraging birth of babies in the hospitals instead of homes, maternal mortality has been arrested to a great extent. In 2011, the rate of institutional delivery was 68.10% which has been increased to 99%. Thus, maternal mortality rate has come down from 117 in 2011 to 109, much below the national average of 113. In the ICDS centres, along with 70 lakh children, 13 lakh pregnant women and new mothers get cooked nutritious food for 26 days every month. Under ‘Kanyasree’ scheme, from October 2013 in K-1 every year, Rs.1,000/- for 5 years, in K-2 Rs. 25,000/- as one-time grant at the age of 18 years, in K-3 at the university level, Rs.300 crores as scholarship for higher education have already been spent. Under ‘Ruposree’ scheme, Rs. 25,000/- is given as one time grant for marriage of poor and middle-class girls and till this date, 15 lakh girls have already benefitted. 27 lakh widows get widow pension of Rs. 1,000/- per month. Out of 16 lakh beneficiaries of old age pension, 15 lakhs are women. Earlier, they used to get only Rs.300- 400. Now they are getting Rs.1000. Under ‘Lakhhir Bhandar’ scheme, from the age of 25 years till 60 years, monthly grant is given on account of which about Rs. 8000 crores have been spent in the fiscal year 2022-23. Under ‘SwasthyaSathi’ Programme, the name of the senior most lady of the family is registered. She and her family members receive medical assistance to the tune of Rs. 5 lakhs. There are 12 lakh self help groups which are self-reliant. 10,88,000 self help groups have received Rs. 88,848 crores so far. To maintain the law and order situation and particularly for the safety of women, 49 new women police stations have been set up. Under ‘Sayamsidhha’ Scheme, 40,000 self-help groups have been created who are ready to defend themselves. ‘Karmanjali’ hostels have been built for the working women at various places. That is why it is said that ‘what Bengal thinks today, India thinks tomorrow’, i.e., Bharat thinks tomorrow. Not only Bengal. You should also learn from the schemes like free public transport for ladies in Delhi, ‘Grihalakshmi’ scheme of Karnataka, Skill Development programmes of Punjab. If you follow the initiatives of Didi of Bengal and partner states of I.N.D.I.A alliance, the women of the country will be able to forge ahead. Amrit Kaal is being talked about. In this context, let me remind you that the women had played an unforgettable role in the freedom struggle of the country. Thus, not only founding fathers, but founding mothers also are no less in numbers. Your predecessors may not have participated in the freedom movement in large numbers. Even then, let me say that this women worship or women empowerment can be dedicated to the distinguished, unforgettable women leaders of the nation who had sacrificed everything for their motherland. Can’t we do that? The government should think about it. Let me flag another issue of great shame and misfortune. Manipur is the only state of the country where women reservation is already 50% for a long time. But in that empowered state, mothers and sisters are being disrespected. Their rights to life, civil liberties are being trampled upon. Six months have passed. When will the double engine government take charge? I will conclude by supporting this Bill and quoting Rabindranath Tagore, who had written for all of us; “Shying away in hesitation is self-humiliation Never be cowed down by imaginary crisis. Free yourself from fear Unleash inner strength and be victorious.” Thank you.”

Sir, I thank you for giving me the opportunity to speak on the discussion on Chandrayaan-3. At the outset, I would like to pay my respect to Shri Vikram Sarabhai, Shri Homi Bhabha, scientist Dr. A.P.J. Abdul Kalam, Shri Satish Dhawan and Shri U.R. Rao for their contributions in the field of science. Our country is grateful to Pandit Nehru for setting up ISRO in 1962 and to Shrimati Indira Gandhi for carrying the legacy. I am congratulating the Director, Shri Somanath and all other scientists of ISRO. Now, due to their efforts and hard work in the field of research, launching of Chandrayaan-3 became successful and thus, India has become a powerful country in the world. we have sent 150 satellites since 1975. This is the new one where the satellite had to change its course to go into the gravitational force of moon. We are successful in our soft landing. Our next programme is to go to Mangal and Shukra. We must make them successful. Space science has given us many benefits like weather prediction, communication, navigation, etc. We must multiply these benefits. Sir, my request to the Government is to increase the salaries of all the scientists of ISRO and the budget of the Ministry concerned also should be increased. Today, we started this discussion around 11.15 a.m. Now, it is 10.25 p.m. and we are still discussing this subject. But it is unfortunate that despite our repeated requests to the Government to at least give one hour for discussion on Manipur, but the Government denied it. It is good and we are proud that India has launched Chandrayaan-3.

Abir Ranjan Biswas’s speech during the discussion on “India’s glorious space journey marked by successful soft landing of Chandrayaan-3” in the Rajya Sabha

Sir, I thank you very much for giving me the opportunity. At the very outset, let me start by congratulating heartily our great scientists who successfully executed the Chandrayaan-3 Mission making India the first nation to land on the South Pole of the Moon. Our scientists worked hard for the success of Chandrayaan and just at the crucial moment when the Chardrayaan was about to land, the entire nation was deprived of the chance of seeing the landing or our scientists congratulating each other because the official TV feed got cut to a video showing the PM waving the National Flag. ..(Interruptions).. The camera was turned to the PM while the nation waited with bated breath to see the actual landing video and the celebration of our scientists. Sir, the scientists, I reiterate, were the real heroes because despite the Department of Space having a budgetary cut of more than eight per cent this year, compared to the last fiscal year 2022-23, which, in turn, had an expenditure cut of 32 per cent for the space science part notwithstanding the fact that Chandrayaan-III and Aditya L-I Missions were included in this. That is why I say that this is the very reason why I laud our heroes, our scientists, and Bengal has played a part in it.No, no; they could not see the landing.Sir, video is there. It is for all to see. What the truth is, let the nation decide.Mr. Vice-Chairman, Sir, I seek your protection. I am not yielding. Please let me have my chance to speak.Vice-Chairman, Sir, they were showing the team. The ISRO team was there. The Mission team was there. We were watching from one location. We were there. And that slot went to PM.Sir, much of my time has been eaten away. Please give me the due time. Firstly, I will say, it is in public domain and it is for all to see and decide. Okay. Sir, I would like to say, since I laud the scientists, 31 of them, we proudly say, have come from Bengal as part of the Mission. As you know, Anuj Nandi was from Islampur, West Bengal. He also played a very crucial role in this Mission, working as the Chief Designer of the cameras attached to the primary body of Chandrayaan-3. I would also like to say that after meeting the ISRO scientists in Bengaluru, the hon. Prime Minister landed in Delhi and made a bizarre statement. He said, “Use space technology for delivery of services.” This statement has not been clarified as yet. Then, we see, the Governor of Bengal writing to ISRO asking for “Help of space technology to curb ragging of students in colleges”. It is most astonishing and agonizing also to see the achievements of our scientists being mocked by such illogical statements, which seek to take away their success and seem to undermine them. Further, I would like to say that during the 2019 Lok Sabha elections, our hon. Prime Minister was suddenly seen addressing the nation on the success of ‘Mission Shakti’. The sole purpose was to take credit for the success of our scientists for political and electoral gains. Again, from the speech of the Leader of the House today, it seems that the Government does not want the focus of today’s discussion to be celebrated as the success of one of our scientists and our space programme but as a personal credit festival for the PM and only the PM. Let us move past the self-congratulatory and chest-thumping postures and stand up as a nation to congratulate the real heroes, our scientists. In the end, all I have to say is, while we have our eyes on space, let our feet touch the ground reality, discussing nation-related harsh realities of price rise, unemployment, MSP for farmers, Manipur, recent CAG reports etc., which, seriously, concern the people at large. Let there be a celebration, but also along with that, an introspection if as a nation we want to move forward with much more such achievements and phenomenal successes. Thank you, Sir.

Santanu Sen’s speech during the discussion on “India’s glorious space journey marked by successful soft landing of Chandrayaan-3” in the Rajya Sabha

Thank you, respected Chair. First of all, I would like to wish my previous speaker, Prakash Javadekarji, a good ministerial berth in the coming reshuffling, the way he was praising Modiji’s Government. It is because after 2024 Parliament elections, there would be no chance at all. Yes, I am coming to the subject. Sir, as we all know, the Indian National Committee for Space Research, that is, INCOSPAR was set up in 1962. It was superseded by I.S.R.O. in 1969. But I have got every doubt, while taking all the credit to their own account, the Treasury Bench can loudly speak out and pronounce the full form of INCOSPAR or I.S.R.O. because both start with India. We have seen, being very scared of the I.N.D.I.A. alliance, they are in a mood to remove India from every nomenclature. During landing of Chandrayaan-3, we have seen our learned Prime Minister celebrating sitting in South Africa because he went there to attend the BRICS Summit. Unfortunately, amongst all the BRICS countries, India is paying the lowest possible GDP for science and technology. That is only 0.6 per cent in comparison to that of America, which is 3 per cent; China, which is 2.4 per cent and South Korea, which is 4.5 per cent. I would cite some examples to show the real concern of our Government of India as far as I.S.R.O. is concerned. The funding of I.S.R.O. for 2022 was Rs.13,700 crores. For 2023, it has come down to Rs.10,530 crores. So far as the budgetary allocation is concerned, the Budget allocated in the Financial Year 2024 is only Rs.12,544 crores. It has been slashed down by 8 per cent if you compare it with the previous allocation. My previous colleague was talking about enormous development in science and technology in the country. Of course, that is why, during Covid, we had to keep faith on ‘thali bajao’ and cow’s urine to get rid of Covid. That is the ultimate example of science development and science and technology in our country. I will tell you that our State of Bengal has played a significant part in the historic feat. 31 scientists were there from Bengal. Shri Anuj Nandi from Islampur of West Bengal was not just a part of Chandrayaan-3 mission team… …but he also worked as the Chief Designer of the camera that was attached to the primary body of Chandrayaan-3. I would like to let the House know a very important information. There is a person in Jharkhand whose name is Deepak Uprariya. He was an expert of I.S.R.O. Now, there is a photograph in my mobile which has been published in a very renowned newspaper. He is selling idlis on the road because he, like many others, is not getting their salary for 18 months. He has a bank loan of Rs.4 lakhs. He has kept all his wife’s ornaments on mortgage to earn his livelihood. This is the great development of our Government. I would like our learned publicity masters to see to it. Another important point is this. In Chandrayaan-2, two women, Shrimati M. Vanitha and Shrimati Ritu Karidahl Srivastava, played a very important role in the form of Project Director and Mission Director. But, we have seen, in the case of Chandrayaan-3, there are all males performing in the team. My humble submission to our Government will be: Please try to encourage more and more women in this system. Finally, I would request our Treasury Benches: Please, do not forget the name of Dr. C.V. Raman, Dr. Vikram Sarabhai, Dr. Homi Jehangir Bhabha, Dr. A.P.J. Abdul Kalam, who were the pillars of this institute. My final submission to the Government is this. Yes; we have been seeing many publicity masters who are spending even 85 per cent of a particular project for publicity, who are spending huge and huge amounts of money in building up new buildings which are of hardly any necessity. But I.S.R.O., the pride of our nation, is severely ignored by our Government. My humble submission would be this. Yes; try to take the credit of this Chandrayaan-3 but, at the same time, please look into it that another Deepak Uprariya does not come on the field and sells idlis because of your neglect. Mahua Moitra’s speech on The Constitution (128th) Amendment Bill, 2023 (Women’s Reservation Bill) in the Lok Sabha

Hon. Chairperson, Sir, I rise to lay on behalf of my Party, All India Trinamool Congress, to speak on women’s reservation, the Nari Shakti Vandan Bill. At the very outset, let us remind ourselves that this is India, a country where poet, Kaifi Azmi, before independence, in 1940, eighty-two years ago, wrote in his poem, ‘Aurat’: “उठ मेरी जान, मेरेसार् ही चलना हैिझुे, जन्नि इक और ह, ैजो मदणकेपहलूमेंनहीं, उसकी आज़ाद रतवश पर भी मचलना हैिझु,े बन के िूफान छलकना है, उबरना हैिझुे, उठ मेरी जान, मेरेसार् ही चलना हैिझुे।” This is in India where Tagore in 1928 wrote in his poem, Shobola – Nari k apon bhagyo joy koribar, keno nahi dibey odhikar, Hey Bidhata. Oh Lord! Why will you not give women the right to determine their own destiny? This is in India where in 1946, when the Constituent Assembly was elected, fifteen seats went to women who had to draft the Constitution. Both the United States and United Kingdom saw lengthy suffragette movements before women were granted the right to vote. India’s founders in April, 1947 agreed to the principle of Universal Adult Suffrage, giving simultaneously the right to vote to women and men. There was never any question of denying women the right to vote while giving it to men. All fifteen members of the Constituent Assembly who were women, rejected the demand for any special women’s reservation on July 18, 1947. Member activist Renuka Ray noted that ‘Vijayalakshmi Pandit has not been selected because she is a woman, nor was sex made a bar to the appointment. It is her proven worth that has been responsible for her appointment to the high office of Ambassador to a land. The demand for a special reservation is an insult to our intelligence and capacity.’ So sure, were our founding mothers that this great land would not deny her women their rightful place based on merit. But alas, it is seventy-five years later and today, it is both my pride and my shame that I stand here as a woman in India’s Parliament speaking on a women’s reservation Bill. It is my pride that I belong to the All India Trinamool Congress, a Party that sends thirty-seven per cent women among its Members to Parliament. It is my chagrin that I belong to Lok Sabha, the House of the People, that on aggregate has only 15 per cent of its members as women, far below the global average of 26.5 per cent and also below the Asian regional average of 21 per cent. As this Government pats itself on its back for its rankings on various global tables, let it also hang its head in disgrace that this same India ranks 140 out of 196 countries in the Inter-Parliamentary Union League’s Table on women’s representation. Within women Parliamentarians, Muslims and Dalits have been consistently underrepresented. From 1952 to 2004, only eight Muslim women were elected to India’s Parliament, Lok Sabha, many of who served multiple terms. In today’s Lok Sabha, the 17th Lok Sabha, there are only two Muslim women Members, both from West Bengal and both from the All India Trinamool Congress. The numbers for male and female turnout in the last General Election were nearly the same. It was 66.7 per cent and 66.8 per cent respectively. But women’s candidature — the number of women who are being put up for elections, which is the first step towards getting elected to Lok Sabha — remained at an abysmal nine per cent up from only seven per cent in 2004. As we started our new innings yesterday in this newly constructed Temple of Democracy, our hon. Prime Minister grandly proclaimed that it seemed that he was ordained to perform many important tasks for this country including this one. And then, with much fanfare, this Government introduced this Bill claiming credit as usual for a groundbreaking move. But wait! What does this Bill really say? Article 334 of the Bill says that the reservation shall come into effect only after delimitation has been undertaken. Delimitation will only be undertaken after the relevant figures for the next census have been published. Rotation of seats for women shall take effect after each subsequent exercise of delimitation. So, what does this mean? In true BJP’s Goebblesian doublespeak style, it means we do not know if and actually when we will have 33 per cent of women sitting in the Lok Sabha. It is because number one, the date of next census is entirely indeterminate and number two, the date of the next delimitation exercise is, therefore, doubly indeterminate. It is also controversial, as my esteemed colleague Kanimozhi from the DMK said. She said according to the data, we will have an increase of zero per cent in the number of seats. From Kerala, it is 26 per cent but a whopping 79 per cent increase will be there both in Madhya Pradesh and in Uttar Pradesh. So, women’s reservation is dependent on two totally indeterminate dates. Can there be a greater jumla? Forget 2024, this may not even be possible in 2029. We are being asked time and again if we support the Women’s Reservation Bill. िर्ृ मूल काूंग्रेस इस तबल को सपोटणकरगे ी या नहीं? BJP’s Members are reaching out to us, asking us to support this Bill wholeheartedly saying “no ifs and no buts प्लीज, पूरा सपोटण कीतजए।” To them, we say very clearly that we not only support Women’s Reservation Bill but in truth it is Mamata Banerjee, India’s only female Chief Minister today, who is the mother of this Bill. She has given birth to the original idea where she has unconditionally sent 37 per cent of women MPs to this Parliament. What have you brought here? What this Government brought here today is not Women’s Reservation Bill. It is Women’s Reservation Rescheduling Bill and should be renamed as such. Its agenda is delay. Its agenda is not reservation. The endless dithering over when there will be the next census, when there will be the next delimitation will only ensure that the urgent need of reservation for women in elections to the Parliament and to the State Legislatures will be indefinitely delayed yet again. Alas, this is not the historic Bill that it is being touted as. It is a sham. For the women and the men, and the girls and the boys who would be the future women and men of India, we had better recognise this, recognise this because it is staring at us in the face. And I also hope that there are sufficient numbers amongst us, the current Members of Parliament, who also recognize this Bill for what it is. It is a sham. The question of women’s reservation requires action, not the placebo of legislatively mandated procrastination. To the Government and to the Ruling Party, I say this. Give us this day our equal rights. We hold up half the sky. Give us at least a third of our earth. Mamata Banerjee and the Trinamool Congress have already walked the talk. We do not need to go on record to show this country that we support the Bill. We have already sent more MPs than what this Bill even envisions. It is you, this Government, this ruling dispensation that needs to go on record. You need to support us, not the other way around. You need to send more than 33 per cent MPs to this Parliament. When this Government wanted to protect cows – I support the move, make no mistake – you did not wait to count the number of cows, you did not wait to see whether the cow was a Jerseyor a Giror a Sahiwal. You just went and built cow shelters. Are we women any less that we have to wait while you count numbers and you draw lines? We do not need any more vandans. We do not need any more vandanas. Thank you very much. What we need is the direct action. Hon. Prime Minister, this is your moment to really show us that मोदी है िो ममुतकन हैं। Implement the reservation Bill immediately based on today’s voters list. Send 33 per cent women to Parliament. Send 33 per cent women to Parliament in 2024 from the BJP the way our Party has done. Support us unreservedly. In conclusion, I can only echo the poet Rehana Roohi’s words. “तदल केबहलानेका सामान न समझा जाए, हमको अब इिना भी आसान न समझा जाए। हम भी लोगों की िरह जीनेका हक माूंगिेहैं, इसको बगावि का ऐलान न समझा जाए।” Thank you very much.

Kakoli Ghosh Dastidar’s speech on The Constitution (128th) Amendment Bill, 2023 (Women’s Reservation Bill) in the Lok Sabha

Thank you, Speaker Sir. I stand here to support the Bill which has already been implemented by my Leader Mamata Banerjee in West Bengal. West Bengal is the only State in the country which has a female Chief Minister. I am sorry to say that inspite of Bharatiya Janata Party having their rule in 16 States, at the moment we do not have any women Chief minister there. We are actually delighted to witness the realisation of our leader Mamata Banerjee’s vision where women’s rightful entitlements are being recognised and initiatives are being taken to uphold the vision throughout the country. She passionately advocated for the implementation of women’s reservation all her life, right from 1996 when it was tabled first. She was a member of the Committee headed by the then hon. Member Smt. Geeta Mukherjee trying to argue for the passing of the Bill, possibly keeping in mind the sage Swami Vivekananda who said, “Na Janile Bharat lalona, E Bharat Jage na, Jage na” It is the awakening of women of India which awakes India towards development. Bengal has boldly demonstrated and spearheaded a paradigm shift leading the entire nation towards progress. Notably, we have more women legislators in our Assembly than anywhere else in the country. We have more women Ministers along with Mamata Banerjee. In the Lok Sabha right from 2014, we have been having more than 33 per cent reservation within the Party so to say without any forceful reservation being implemented through any Parliamentary procedure or through the Election Commission. At the moment, in this august House of Lok Sabha, All India Trinamool Congress has nearly 40 per cent of women Members and also in the Rajya Sabha. This is what Smt. Mamata Banerjee has done. She is the only Chief Minister, like I said she has been implementing different programmes for empowering women, for empowering women towards education, for empowering women towards better health and towards better administrative positions. It is ironic to note that despite the seemingly professed affection towards women demonstrated by the NDA alliance today, just six months before the general elections, none of the 16 States ruled by them has a woman Chief minister. What took them so long? Why was not this Bill brought in 2014? Why just before the elections? What are you trying to prove to the people? Is it like a gimmick? Is it like pulling out a rabbit from the hat and placing it before the country? The Government has raised many questions against themselves. Why is delimitation linked with reservation? It is a sinister move and it will have more Members in the Parliament from States which have failed in population control and poor women empowerment. Rather than allocating large sums of money towards construction of structures and altering names of citizens and places, I would urge my colleagues in BJP to prioritise transformation of the mindset. It is imperative that they demonstrate genuine respect for women by aligning their actions with words. Moreover, it is crucial that they take appropriate action against all individuals who are harming and showing disrespect towards women. The golden girls of the country who got us medals have been sexually harassed and they were in Jantar Mantar but the perpetrator sits here today, Shri Brij Bhushan Singh, who has not been brought to book. So, if you are reallyinterested in taking care of women towards betterment and progress, then why do you not take action against the perpetrators? Why do you not take action against those people who have been molesting and killing women in Hathras and in Unnao? Little Asifa was stoned to death in Jammu and the wrestlers, as I said, have been manhandled and molested. I would also like to draw the attention of the House to the plight and the economic non-empowerment of the women labourers who have job cards. They hold the job cards all over the country through the National Rural Employment Guarantee Act. There are many women who work in that field but their payment has not been released yet. That is also insulting the women labourers. So are the researchers and the scientific workers of ISRO and IITs who have been denied their salaries. I have requested the hon. Minister in the last Session that they are not getting their stipends. The research workers and the scientists are not getting their stipends. The women researchers of IIT, Kharagpur are not getting their salaries….… Do not shout me down. It is a fact. Go and look into the books. The job card holders are not getting salaries. We know that. In our State, the job card holders who are poor labourers are not getting salaries. In IIT Kharagpur and ISRO, the women scientists, even after sending Chandrayaan, are not being paid their salaries. You have to respect women.… : I would like to quote the Bengali poet known all over the world. Vidrohi Kobi Nazrul said – “Viswey Ja kichu mohan sristi chiro kalyankar, ardhek tar koriyache nari, ardhek tar nor.” The women work very hard in every field. They should be respected. None other than Shri Rabindranath Tagore said “Jadi rakho pasey, sonkot e, songshoi e, sammoti dao jadi kothin o brote” Just like my sister, Shrimati Kanimozhi was saying, we want equal opportunity, we want equal respect, we want to participate in nation-building as equals and not by looking down upon us because we are equals and we can perform provided we get support in education and in health care system. What is the budgetary allocation for women’s health? This Government should tell us and the whole House the extra budgetary allocation for reproductive health of women in the country. The women and their children need it and not the men. So, women require this extra budgetary allocation for their reproductive health. Do this first before bringing the Bill. You have tabled the Bill. This Bill should have come in 2014 when you came to power if you are so much interested in the welfare of women and not before the elections like a gimmick and pulling out a rabbit from the hat. Should I believe this Bill? Should I believe this House? Should I believe this Government or Should I believe their IT Cell Chief? He said in 2010, “Sonia ji is holding the nation to ransom just to fulfil her agenda to get the Women Reservation Bill through. Will her MPs stand up to her?”. Again, he said in 2010, “By pushing the Women Reservation Bill, Congress has created another constituency for itself. This one transcends caste and religion”. He again said, “When we should be talking and moving away from reservations of all kinds, we have a new wave demanding reservation for women”. These have been said by the IT Cell Chief of Bharatiya Janata Party… He again said, “We, in certain States, have reservation for women in the local bodies. Has it helped the cause of women?”. He has questioned whether the women in the local bodies have helped the administration… He has always been maligning everybody in the Opposition. I can lay this on the Table. So, this is from the IT Cell Chief of Bharatiya Janata Party… They are always looking down on women. We are equals. Women are equals. We actually are better than men, I should say, in many respects because we look after the home and children. This Bill was first brought in 2009. It could not be passed at that time for whatever reasons. But My leader, Mamta Banerjee, has implemented 40 per cent reservation of seats for women in All India Trinamool Congress which we are representing here. I would like to quote the famous boxer Cassius Clay, “Catch me if you can.” Catch Mamata Banerjee if you can and make it 40 per cent, not 33 per cent. We get that much respect in Trinamool Congress of being here in rich number and also in the State Assembly where the important portfolios like health, law, empowerment of women, and industry are being held by ladies. The horn is in the hand of a lady. Why you do not respect women and give them their dues, that is the question. According to the report of NCRB, Kolkata registered the least number of rape cases out of 19 major cities in the country. Kolkata has the lowest crime rate against women… This is the data of NCRB. I am not saying this. It shows that 56,000 cases have been there in Uttar Pradesh followed by Rajasthan where 40,000 molestation cases have been there and in Maharashtra, 39,000 and more cases have been there… So, we see molestation against women in all the States ruled by Bharatiya Janata Party…  It is only in West Bengal that women are safe. So, to keep us safe, this should be implemented and not treated as a gimmick. Thank you, Sir
