We have taken a Resolution on this score and we have submitted a four-volume research paper to the Government of India on this subject. We ask for consideration of the details submitted thereon to establish the antiquity of the language of Bangla in syntax, in grammar and largely in alphabet from the 4th century B.C. Saket Gokhale’s supplementary question during Question Hour in the Rajya Sabha on why the budget for UDAN Scheme has been reduced by 60%

Sir, in the Interim Budget, 2024 that was presented by the hon. Finance Minister, allocation for the UDAN Scheme has been slashed by 60 per cent. Of that, 1,300 valid routes allotted under UDAN 5.O, 501 routes have been cancelled already. So, my question is: Why has the Budget for UDAN been reduced by 60 per cent, from Rs.1,244/- crores to just Rs.850/- crores? Number two, what steps are being taken to revive the 501 cancelled routes which were allocated under UDAN 5.O?

Satabdi Roy’s Motion of Thanks on the President’s Address

सभापवत महोदय, परसों जब प्रेवसडेंट अपना स्पीच देरही थीं वक मेरी गिनममेंट नेयह-यह वकया और उस पर वजतनी तावलयांबज रही थीं, उसमेंप्रवेसडेंट की बात कम सनुाई देरही थी। यह अच्छी बात है, लवेकन प्रेवसडेंट का एड्रेस वसलेबस मेंथा और ताली बजाना भी वसलेबस मेंथा। मैंअभी वसलेबस केबाहर का बोलना चाहती ह ।ूँ Hon. President Madam said: “According to NITI Aayog, in the last one decade of my Government, about 25 crore countrymen have been lifted out of poverty.” This estimation by NITI Aayog, based on NMPI, invites more questions than clarity. NITI Aayog has released NFHS-5 data for 2019 and 2021. It is also important to note that the NFHS Survey was stopped after data collection was stopped in 22 States due to COVID. Since the survey has already been stopped, perhaps, the projection of the data has been taken by using data from nonCOVID years and the same non-COVID rates of improvement has been extended to 2022 and 2023. While consumption expenditure surveys were not done for eight years from 2014 to 2022, it raises valid questions on the purpose of making the NMPI as the poverty indicator for India. Thus, the question is whether the assumption of 25 crore is justified and credible or not. My second point is that Madam President said: “Today, crores of citizens are working in MSMEs.” What are the ground realities? According to Mint Street Memo 13, August 17, 2018, the study paper from the Reserve Bank of India, the MSME sector has witnessed two major recent shocks, namely, demonetisation and GST. As per the Udyam Registration Portal, the total number of MSMEs shut down between July 1, 2020 and July 18, 2023, stood at 24,839, of which, during the fiscal year 2023, 5152 units shut down their operations. My third point is that in the last decade 16 AIIMS have been established but none of them is fully functional in the list of the Government as per the Press release of 19th December, 2023 of the Ministry of Health and Family Welfare. In the past, six AIIMS became functional within a period of nine years in spite of the fact that there were different political parties in Government. The next point is that the Government ordered Aadhaar-based payment system for MGNREGA holders. The TRAI input indicates that as on October 2021, in rural India where the job card holders of MGNREGA reside, only 29.3 per cent broadband entry was there. In fact, the police and SBI are advising public at such places to lock Aadhaar to prevent hacking from hackers. Sir, what remain absent in Madam President’s Address are as follows. There are issues like unemployment, which is a burning issue, the high inflation, the average commoner compromising with many essential needs, safety and security of girl child, MSP for farmers, and Manipur issue where we saw devastated lives of girl children and commoners. The reality of suffering of ordinary and poor people while traveling by trains across India has been hidden under the hype of flagging Vande Bharat. Madam President said that her Government believes in following pillars towards the journey of development – youth power, women power, farmers and poor. However, the constructed optics merely establish that the majority of youth, women, farmers, and poor are the confirmed victims in reality. As far as the Ujjwala Yojana is concerned, out of 95.9 million PMUY beneficiaries, 11.8 million did not get even a single LPG bottle during the last financial year as has been stated by State Minister of Petroleum and Natural Gas, Shri Rameswar Teli, in a statement given on the Floor of Rajya Sabha in 2023. आप लोग कह रहेथेकक लोगों को चूल्हेसेगैस पर लेकर आए। यह बहुत अच्छी बात ह, ै लेककन हमेंयह जानना हैकक ककतनेलोगों नेगैस कसलेंडससरीकिल ककए हैं? क्योंकक आप कजतने लोगों को गैस पर लेकर आए थे, आपनेउतनेही लोगों को वापस चूल्हेकी ओर भेज किया है। The CAG Audit Report in 2019 revealed the cylinder scam in PMUY. Santanu Sen’s supplementary question during Question Hour in the Rajya Sabha on why the Union govt is displaying a stepmotherly attitude towards non-BJP states with respect to the MSME industry

Mr. Chairman, Sir, through you, my supplementary question on MSMEs to the hon. Minister is this: As per national records, West Bengal ranks second in MSMEs, where we have got nearly 90 lakh MSMEs and we have created nearly 136 lakh jobs through them. Now, instead of getting proper cooperation, why are non-BJP States being shown a step-motherly attitude?

SS Ray’s Motion of Thanks on the President’s Address

Sir, at the outset, I would like to respectfully submit that in the Address to both the Houses of Parliament by the hon. President of India, I have found after ‘एक भारत �ेष्ठ भारत’ and ‘आत्मिनभर्र भारत’ some new coins like ‘िवकिसत भारत’, which is used, at least, for six times, and ‘अमृत’, expressed for about ten times, such as ‘आजादी का अमृत काल’, अमृत काल of our Independence, ‘अमृत कलश’, ‘अमृत सरोवर’, अमृत महोत्सव twice, अमृत वािटका, ‘अमृत भारत स्टेशन्स ‘, ‘अमृत भारत �ेन’ and ‘अमृत जनरेशन’। So, चारों ओर िसफर् अमृत ही अमृत है। जो लोग येअमृत पी रहेहैं, उनकी बात छोड़ दीिजए। जो लोग हलाहल पी रहेहैं, यानी जो लोग जहर पी रहेहैं, उनके िलए यह सोचनेकी बात हैिक येअमृत लोक में बात कर रहेहैं, येअमृत लोक मेंजीिवत हैंया दूसरेलोक मेंतो नहीं चलेगए हैं। अमृत लोक सुनते-सुनतेउनको परलोक की याद आ रही है। It is a make-belief situation. How it has been coined like Amrit Kaal in every sphere of life of the society, I do not understand it. Anyway, it is a prerogative of the Government. At page No.3 of the booklet, it is said, “Last year, my Government has given Government jobs to lakhs of youth in mission mode.” It is not in the distant past that we heard about that two crores of jobs per year will be given to the jobless. By this time, the number ought to have been twenty crores because this Government has already spent ten years in power. When it is said ‘lakhs of jobs’, the natural question comes ‘How many lakhs?’ There is no mention about this. How many jobless are there and out of them how many jobless are given jobs and how many are remaining? These are the pertinent questions which have not been addressed by the hon. President in her Speech which has been prepared by this Government. Should we take it as another jumla? At page 4 of the Speech, it is stated that the Government enacted important legislations with the cooperation of all the parliamentarians, including that draconian law, Nyaya Sanhita, which, according to me, is ‘Anyaya Sanhita’. Anyway, this claim that all the parliamentarians supported the Bills, when these were introduced and discussed, is not true. This is incorrect information. As a keen reader of history, it reminds me of a situation in the year 1933 when Hitler in Germany brought one Enabling Act which enabled his Cabinet to legislate instead of the Parliament and for which no presidential assent was required. What happened then? The law was passed. It was called the Enabling Act. It was passed in Hitler’s regime in Germany in 1933 after sending 106 parliamentarians to the concentration camp, and thereafter the Bill was passed. Here, we have seen that after the suspension of 146 parliamentarians, these Bills were passed. This number, that is, the suspension of 146 parliamentarians in Indian Parliament, is the highest in the history of parliamentary democracies around the world so far. Therefore, the statement made in the hon. President’s Speech, I should not say that it is far from truth, but it is incorrect and purposefully given by the Government to create a confusion in the minds of the people. At page 6, paragraph 9 of the Speech, it is stated that NITI Aayog claimed that about 25 crore countrymen have been lifted out of poverty in the last one decade, that is, during this Amrit Kaal. My question is that out of how many poverty-ridden people, these 25 crore people have been lifted out of poverty as claimed by the NITI Aayog. What was the exact number of poverty-ridden people when they came to power in 2014, and out of them, when they say that they have lifted 25 crore countrymen out of poverty, how many still remain poverty-ridden? These questions have not been addressed. Therefore, all these are half-truths. I am sorry to say that in this way, a series of lofty claims have been made in this report card of the Government to carry out disinformation campaign on the eve of the Lok Sabha elections. The reality is altogether different. I would like to refer to Article 39(b) of the Constitution. It is under the Directive Principles of State Policy. It states categorically, “The State shall, in particular, direct its policy towards securing– (b) that the ownership and control of the material resources of the community are so distributed as best to subserve the common good.” Then, Article 39(c) states further, — you are very much aware, Madam — “(c) that the operation of the economic system does not result in the concentration of wealth and means of production to the common detriment.” Now, what is happening? What is the scenario of the Indian economy? Inequality has gone to what extent? I may kindly be permitted to refer to a few points from the Oxfam Report 2023, which was released on 15th January this year. The Government does not accept that Report but we very much put reliance on this report because of the practical situation in the country. Number one, the richest one per cent in India own more than 40 per cent of the country’s total wealth. Number two, the bottom half of the population share just three per cent of the national wealth. Number three, the Indian Government recently cut taxes on corporate sector while introducing the centralised tax system, that is, GST which led to increase in indirect taxation on household. A one-time two per cent tax on billionaires’ entire wealth would support 40,423 crore malnourished individuals for the next two years and you are giving concessions to the corporates. The female workers earned only 63 paisa for one rupee earned by male worker. Scheduled Caste and rural workers earned significantly less than socially advantageous groups. Madam, the point I am going to make is very much pertinent. Billionaires in India witnessed 121 per cent surge in wealth since the pandemic began. Until November, 2022, the surge in their wealth goes on. During the pandemic, it was 121 per cent surge. One particular Indian billionaire whose portfolio includes energy companies has seen his wealth soar by 46 per cent in 2022. Sixty-four per cent of the total GST came from the bottom 50 per cent of the country’s population in 2021-22. The total number of billionaires in India went up from 102 in 2020 to 166 in 2022. India’s hundred richest persons’ combined wealth reached US $ 660 billion, which is Rs. 54.12 lakh crore as per Indian currency. It is economic inequality, which must be resisted as per the directive of the Constitution enshrined in Article 39 B and C. In India, 72 TV channels having a reach over 800 million people are owned by one particular billionaire. In India, a one-off tax on unrealized gains from 2017-2021 on just one billionaire could have raised US$ 21.95 billion, enough to employ more than five million Indian primary school teachers for a year. Such a huge economic inequality and we are chanting the mantra of amrit kaal, amrit mahotsav, amrit, amrit, amrit! Forget about Oxfam Report because the Government does not believe in that report. Let me mention what the UNDP Report says. It is the Asia Pacific Human Development Report of 2024 released on 15th of January this year. Let me mention three, four bullet points. In India, income distribution has become more skewed with top ten per cent of the population getting 57 per cent of national income. This is the UNDP Report. Top one per cent get 22 per cent of the national income indicating one of the most unequal income distribution. Top ten per cent of the population control 65 per cent of the nation’s total wealth highlighting significant wealth inequality. There is a growing evidence of a strong rise in wealth inequality, particularly, in the post-Covid period. Another point in the UNDP report is that women constitute only 23 per cent of the labour force and certain groups like informal workers and inter-State migrants are at greater risk of falling back into poverty. My submission is that unless this huge inequality is removed on war footing, one cannot rule out the possibility of social unrest or upheaval. I will now talk about rural wage rates and inequality. In case of agriculture labour, real wage rate increased by 4.6 per cent. The real wage rates of non-agriculture and construction workers lowered at the end of the period from 2014 to 2022. Non-agriculture workers form the majority; they are 68.9 per cent among the employed in rural India. Real wages have not grown of approximately 35 per cent of India’s workforce since 2014. For long 10 years, in Amrit Kaal, there has been no rise in the real wages of 35 per cent of India’s workforce. Even in sectors which have increase in real wage rates, the growth rate is overshadowed by the overall per capita income growth. So, this mismatch must be looked into by the Government. There is no murmur, no whisper about how this problem will be solved by the Government in the hon. President’s speech. Now, after the UNDP Report, I will talk about the Labour Bureau Report. What is the Labour Bureau Report? In fact, since I have already talked about the workforce, I am not going to repeat the issue of Labour Bureau Report now. I will now come to the question of federalism. When this Government came to power, everybody listened again and again, repeatedly, that this Government believes in cooperative federalism. Now, it is not being mentioned because it has already become non-cooperative federalism. The glaring example of federalism is that every State which is ruled by the opposition parties, their leaders are being hounded by the Central agencies. Never in the history of India has this happened. We require the double engine Government! Therefore, this opposition-ruled Government are to be dislodged by hook or crook. This is going on every day. Even a dalit Chief Minister has not been spared. From where does the ‘One Nation One Election’ call come? Is it there in our Constitution? Has it been recommended by the Election Commission? Surprisingly, the retired President of India has been appointed to head a Committee and that Committee has now started discussing on war footing that it is to be implemented as soon as possible. Our Chief Minister, Ms. Mamata Banerjee, has already written to the Committee — she is also coming to attend the meeting tomorrow — that nothing will be accepted by our State at least on this issue. I sincerely believe that the other opposition-ruled States will also not accept it because there will be serious ramifications, serious consequences. This is draconian. Our constitutional scheme is altogether different. We are a parliamentary democracy, not a Presidential form of Government, like the USA. But this will open the door for the Presidential form of Government, I apprehend. That is why I totally oppose this idea of ‘One Nation One Election’. There is a consistent tendency to erode the fiscal and economic policy space of State Governments. Resources transferred to States have been subject to regressive conditions and a significant portion is kept out of the Finance Commission’s ambit allowing Central control over their issues. Why is this Government not following the recommendations of the Sarkaria Commission? And what about the second Commission, the Punchhi Commission on Centre-State relations? In 2010, Justice Punchhi Commission submitted its recommendations to the then Government. We are in 2024. Fourteen years elapsed. No murmur about those recommendations. Are fourteen years not enough to finalise the recommendations on the Centre-State relations recommended by the Punchhi Commission? Why is the Government avoiding that? It is because when it comes to the constitutional heads of States, the heads will roll if the Commission’s recommendations are given effect to. The Punchhi Commission has categorically stated that while appointing Governors, the State Governments must be consulted and their concurrence is must. They must not act as agents of the Central Government as it is happening now. Madam, I have already mentioned about the rampant misuse of Central agencies. Now I am driving points relating to my State and how this federalism is being respected. Only one or two points. The Centre has resorted to fiscal terrorism in Bengal. Fiscal terrorism is going on in our State by the Centre. How many Central teams were sent to Bengal? More than hundred. Some 150-160 teams were sent to Bengal to look into the implementation of the Centrally Sponsored Schemes. Wherever deficiencies or defects were found, each and every deficiency and defects were removed or intimated. In the entire country, West Bengal has been singled out and all the dues, to the extent of Rs.1,16,000 crore, the Central Government has stopped. It is an economic blockade. They want to kill the poor people. It is fiscal terrorism. They thought that by suspending the release of funds, it will have good effect for them in the ensuing election. No. People have understood what is what. The other day, on 3rd February, our hon. Chief Minister announced that the State Government from its own funds will give the dues of the 21 lakh workers who could not get the wages. They will be paid out of the State funds. We are not depending upon the Central Funds. We will definitely take the issue to the people and the people of Bengal will give a befitting reply for such fiscal anarchy. There are other points about MGNREGA, but my time is limited. I have almost two minutes now. While concluding, I would like to respond in reference to paragraph 37 of the President’s speech. I don’t like to mention, due to paucity of time, what is said there. But everybody knows it because that is the concluding paragraph. I would like to quote a few lines from a Bengali poem of Rabindranath Tagore. It was written 123 years back. The name of the poem is Deeno Daan. Deeno means ‘poor’. Daan means ‘gift’. ‘There is no god in that temple’, said the Saint. The King was enraged. ‘No God? Oh Saint, aren’t you speaking like an atheist? On the throne studded with priceless gems, beams the golden idol. And yet, you proclaim that’s empty?’ “It’s not empty; It’s rather full of the Royal pride. You have bestowed yourself, oh King, not the God of this world, remarked the saint.” And it continued: “In the very year in which, twenty million of your subjects were struck by a terrible drought; The desperate masses without any food or shelter, came begging at your door crying for help, only to be turned away, they were forced to take refuge in forests, caves, camping under roadside foliages, derelict old temples; and in that very year when you spent two million gold coins to build that grand temple of yours, that is the day God left that Temple of yours. And joined the poor. Your mundane temple is hollow. It is just a bubble of wealth and pride. The enraged King howled, Oh you sham cretin of a person, Leave my kingdom this instant. The Saint replied calmly, To the very place to which you have exiled the Divine, banish now the devout too.” Thank you, Madam.

Pratima Mandal’s Motion of Thanks on the President’s Address

Thank you, Sir. I rise to speak on the Motion of Thanks on the Presidential Address. Madam President made her comments immediately over the issue of mock Parliament performed by the suspended Opposition Members from both the Houses when we were suspended because of our demand from the hon. Home Minister to give his statement regarding the safety and security issue of the Parliament House. This is first time in the Indian history that 146 Opposition Members were suspended and the present Government has passed several important Bills without any discussion. This is a huge threat to our democracy. But I am surprised by the shocking silence maintained by our hon. President over the heinous crime committed against two tribal women in Manipur. The situation in Manipur is still unstable even after eight months of the incidents. It is astonishing that there is no mention about the Manipur issue in her speech. Madam President did not say anything, not a single word when women wrestlers were being manhandled and inhumanly dragged by cops during their peaceful protest while the entire nation expected a remark from her. Where was our hon. President when the country’s sportspersons were returning their Padma Shri, Arjun Awards and medals? The country witnessed the rapists and murderers of Bilkis Bano case being garlanded after their unjustified release much before the completion of their imprisonment term. Bilkis Bano deserves respect and justice for what she suffered and it is the opposite where instead of siding with the real victim we are silently watching as the criminals walk free. Thankfully, the Supreme Court ordered otherwise and overruled/overturned that ruling. But being a constitutional head, a woman and a mother, Madam President do you not think that you should have raised your voice for what is right and just? And on other critical issues of national importance, like rising unemployment and inflation, Madam President continues to remain silent. Madam President mentioned women empowerment but I would like to mention here that the country’s one and only woman Chief Minister, our Chief Minister, Mamata Bandyopadhyay, made sure that there are one-third reserved seats for women in West Bengal State Legislative Assembly and 50 per cent reserved seats are there for women at Panchayat level much before the Women Reservation Bill was passed in the Parliament House. Now, coming to the report of Global Hunger Index of 2023, it gives India a rank of 111 out of 125 countries. This indicates an alarming level of hunger severity in the country that has been boasted by high GDP growth for past years. Additionally, the NCRB report of 2023, which was released very recently, shows crimes against Scheduled Castes went up by 13 per cent and against Scheduled Tribes by 14.3 per cent. Reserved seats meant for Scheduled Castes and Scheduled Tribes are lying vacant in different Government institutions and departments. Appropriate action is not being taken to fill up these vacant posts. Child rape cases also witnessed a staggering 90 per cent increase from 2016 to 2022 as per analysis of NCRB data conducted by a child rights NGO. It is clear that in reality when it comes to the actual well-being, socio-economic development and empowerment of India’s people, there is really not much that has progressed, if not deteriorated as it was. Sir, please give me one minute. But, somehow, Madam President chose to overlook these issues and remained silent and, in this context, I would like to quote the Father of our Nation, Mahatma Gandhi, who said, “Silence becomes cowardice when occasion demands speaking out the whole truth and acting accordingly”. Her silence on crucial matters of the country and on multiple incidents of blatant injustice indicates that she has sadly picked the wrong side and through these short interventions, it is my humble attempt to urge Madam President to open her eyes and speak up for what is right.

Md Nadimul Haque’s Motion of Thanks on the President’s Address

Sir, thank you for allowing me to speak on the Motion of Thanks to the President. The hon. President in her Address mentioned Amrit Kaal thrice and Viksit Bharat seven times. These phrases make good media bites. But I would like to know from the Union Government, since it is the Government which has written the Speech, what exactly do these terms means. Are there any concrete definitions? In the face of these vague terms, let me give you some hard facts. The President said in her Speech, “Now, for the first time in our lives, we are witnessing eradication of poverty on a massive scale.” What about the 15 crore people in India who are still poor? And, this number is based on their report. I can speak for ten minutes on why the methodology adopted for calculating this number is wrong. The actual number is much higher, but let us go with it. If 15 crore people are poor, then why does the Government keep on harping on the fact as to how it is giving free ration to 80 crore poor people. Is this Amrit Kaal? And, for the poorest of the poor, you further push them into poverty for political vendetta. In the States, where you can’t win democratically, you deliberately starve them of funds. This is fiscal federal terrorism. Sir, 21 lakh poor MNREGA workers have not been paid for two years. An amount of Rs.6,900 crores is due to Bengal under MNREGA alone. Another amount of Rs.9,300 crores is due under Awas Yojana, and Rs.7,000 crores is due for paddy procurement. Overall dues worth over Rs.1 lakh crores are there. I was listening to my colleague here and I was seeing that the Treasury Benches were laughing. They should hear to the voice of the people. I would like to say: “कहकहों मेंनहीं, आँसुओंमेंपलतेहैं, वह इन्कलाब जो जमानेका �ख बदलतेहैं।”z قہقہوں میں نہیں، ا وه انقلاب جو زمانے کا ُرخ بدلتے ہیں۔ They want to deprive Bengal, but even then, our Government under Ms. Mamata Banerjee will keep working for the people. The Bengal Government will release all the MNREGA dues to 21 lakh people from our own State funds. Please learn from Bengal. Bengal is better than the BJPrules States in the matter of poverty alleviation. The Multi-Dimensional Poverty Index in Gujarat is 9 per cent. In Assam, it is 14.5 per cent. In Uttar Pradesh, it is 15 per cent. In Madhya Pradesh, it is 21 per cent. In Bengal, it is just 8 per cent. Where are the two crore jobs that they had promised? Two out of five graduates do not have jobs. Almost half of the youths are unemployed in this country. Is this ‘Viksit Bharat’? What does the Government have to say about almost 10 per cent food inflation? Look at the prices of essential commodities as compared to 2014. The price of rice has gone up by 56 per cent, wheat by 59 per cent, milk by 61 per cent and tur dal has gone up by 120 per cent. Is this ‘Amrit Kaal’? The hon. President mentioned the word ‘farmer’ 11 times in her Speech. Let me give two data points. According to the NCRB’s latest data, 30 farmers commit suicide every day. Sir, 700 farmers reportedly lost their lives during the farm law protests. Why did this happen? It happened because the opposition to the draconian farm laws was bulldozed in Parliament. Eventually, they had to repeal them. The hon. President mentioned the word ‘double’ in her Speech nine times, but did not talk about doubling farmers’ income. How many times was this promised? Please learn from Bengal. Farmers’ income has not only doubled in Bengal, but it has tripled – from Rs.91,000 to Rs.2.9 lakh. They have been in Government for ten years now. We did this in 2018, in just nine years. Now, let me come to the issue of health services. A CAG Report revealed that more than 7.5 lakh beneficiaries of the Government’s prized Ayushman Bharat Scheme were invalid. In Madhya Pradesh, over Rs.1.1 crore was paid to about 400 patients who were declared dead in the data base. In this also, the cost is shared between the Union and the State Governments. In Bengal, the Swasthya Sathi Scheme covers 2.4 crore families. The entire cost is borne by the State. It is completely cashless and paperless. It provides free tests and treatment in all Government hospitals. So, please learn from Bengal. Now, let us talk about minority welfare. The hon. President mentioned the word ‘minorities’ only once in her Speech, that too about providing citizenship to minorities from other countries, but what about the welfare of minorities living in India? In 2023-24, the Ministry of Minority Affairs saw a 38 per cent slashing of funds receiving one of the lowest budgetary allocations in terms of key social welfare Ministries. The Maulana Azad Foundation saw a deduction of 99 per cent funds. Schemes that support minority students in clearing public service exams got nothing. The BJP’s governance model operates as a bulldozer raj demolishing minority establishments, altering names, erasing people and rewriting history. Today, our children navigate a divided India where sections of the society live in uncertainty. They watch Members of Parliament use communal sledge in Parliament without facing any consequences. They face cultural vilification, political persecution and economic boycotts. अमृत काल सेदेश में क्या बदलाव आया है! Nothing except that patriotism is now defined by the colour of the dress, the food that we eat and the names we are born with. Sir, we talk about amrit kaal but the last Assembly Elections in Jammu and Kashmir were held ten years ago. The J&K Reorganisation Bill which stripped J&K of its Statehood was passed in 2019. The Supplementary List of Business reached the Members at 11.18 a.m. while the Bill was introduced at 11.07 a.m. It was discussed and passed the very same day. The Government promised that black money will be recovered from tax havens abroad. In Panama, Paradise and Pandora Papers leaks, names of thousands of rich Indians were revealed who had parked black money in different tax havens. Sir, I demand a white paper from the Government on this issue. No more empty promises; let the people know it. The Bharatiya Janata Party is destroying institutions. I have enough data to prove this. Great institutions like Parliament, Election Commission, CAG, CBI, ED, RBI are all being destroyed. Even the majestic Supreme Court has not been spared. It is now being called the ‘subservient court’. There is disturbing talk about bench fixing industry. The Parliament cannot look away. Let me put some questions to the Government. Why has the Indian Prime Minister not held a single Press Conference? Why did the Lok Sabha not have Deputy Speaker in the last five years? Why has the Committee on Security in Parliament Complex not been reconstituted in the last five years? Why has not a single BJP Member of Parliament been suspended in the last nine years where as 146 Members of Parliament were suspended in the last Winter Session of Parliament for demanding a discussion on the security breach in Parliament. I am concluding, Sir. Sir, para 29 of the President’s Address talks about India’s global ranking in various sectors. Let me add something to that. India ranks 93rd in the Global Corruption Index, 111th in the Global Hunger Index, 117 in the Inclusiveness Index, 126th in the Global Peace Index, 127th in the Global Gender Gap, and, 150th in the Press Freedom Index. Is this Viksit Bharat? Sir, I end with one couplet – “बहुत बब�द हैंलेिकन सदा-ए-इंक़लाब आए, वहीं सेवो पुकार उठेगा जो ज़र� जहांहोगा। इंक़लाब आएगा रफ़्तार सेमायूस न हो, बहुत आिहस्ता नहीं हैजो बहुत तेज़ नहीं।।”

Sir, I would like to ask the hon. Minister whether it is a fact that between 2017 and 2021, 217 consequential accidents and 1,800 other accidents took place and that derailments were the cause of majority of the accidents. If so, the details and the actions taken thereof. Sir, last year, the Railways spent Rs. 1,5,378 crores on its budget; Rs. 65,000 crore were spent from Government’s budgetary support and Rs. 40,000 crores from internal revenue. My question is: how much money has been spent on the warning system, that is, the kavach system, and how much has been spent on track upgradation? Sir, how much money has been spent?
