আজ বিধানসভায় পেশ হল ধর্ষণবিরোধী অপরাজিতা বিল। সেখানে মমতা বন্দ্যোপাধ্যায়ের বক্তব্যের কিছু অংশ

আজ ৩ সেপ্টেম্বর ঐতিহাসিক দিন। ১৯৮১ সালে ওই দিনে মেয়েদের অধিকারী সুরক্ষিত করার জন্য রাষ্ট্র সংঘের নারী বৈষম্য বিরোধী কমিটি হয়।

আমাদের পুলিশ তদন্ত করছিল। যতদিন তদন্ত কলকাতা পুলিশের হাতে ছিল, আমি কোনও দায়িত্ব পালন করিনি, বলতে পারবেন না। ১২ তারিখ নির্যাতিতার বাড়িতে যাই। যা যা তদন্তে উঠে এসেছিল, সেইসব তার মা বাবার কাছে পাঠান হয়। আমি ওঁদের সঙ্গে ফোনেও কথা বলেছি। রবিবার পর্যন্ত সময় চেয়েছিলাম। কিন্তু আদালত তার আগেই সেই তদন্তভার সিবিআইকে দিয়েছে। আমরা সিবিআইয়ের কাছে বিচার চাই।

বিরোধী দলনেতাকে বলুন বিলে রাজ্যপালকে বলুন সই করতে। তার পরেই দেখবেন রুলস হয়ে গিয়েছে।

উন্নাওয়ের কথা বলবেন না। হাথরসের ঘটনায় বিচার পায়নি কেউ। এই গুলো ফলিয়ে বলার কথা নয়। ওই সমস্ত ঘটনা লজ্জার। যে বিধায়কের বিরুদ্ধে ধর্ষণের অভিযোগ, যে বিজেপি নেতার বিরুদ্ধে ধর্ষণের অভিযোগ তাকে ফুল মালা দিয়ে সংবর্ধনা! ধর্ষণে উসকানি নয়?

কামদুনিতে তিন সপ্তাহে চার্জশিট হয়েছিল। আপানারা বলেছেন ট্রেনে ধর্ষণ হয়েছে। ট্রেনটা কি আমাদের? ট্রেনের ভিতরের সুরক্ষার দায়িত্ব আরপিএফের। সেটা তাদের ব্যর্থতা।

আপনারা যা বলছেন বলুন। কিন্তু বাংলা মা কে বদনাম করবেন না। আপনারা আমাকে যা যা বলছেন, তা যদি আমার দলের লোকেরা প্রধানমন্ত্রী আর কেন্দ্রীয় স্বরাষ্ট্রমন্ত্রীকে বলেন, তা হলে কেমন লাগবে?

এই বিল একটা ইতিহাস! প্রধানমন্ত্রী পারেননি। আমরা পারলাম। করে দেখালাম। প্রধানমন্ত্রী দেশের লজ্জা! উনি মেয়েদের রক্ষা করতে পারেননি। আমি স্বরাষ্ট্রমন্ত্রীর পদত্যাগ দাবি করছি।

আরজি কর হাসপাতালে ধর্ষিতা এবং খুন হওয়া চিকিৎসকের প্রতি তৃণমূল ছাত্র পরিষদের (টিএমসিপি) প্রতিষ্ঠা দিবস উৎসর্গ করেছিলেন তৃণমূলের সর্বময় নেত্রী মমতা বন্দ্যোপাধ্যায়। ধর্মতলার মেয়ো রোডে তৃণমূল ছাত্র পরিষদের সমাবেশে মমতা বন্দ্যোপাধ্যায়ের বক্তব্য:

নির্যাতিতদের উৎসর্গ করছি আজকের দিনটা। দেশ জুড়ে নির্যাতিতা এবং তাঁদের পরিবারকে উৎসর্গ করছি

আসল আন্দোলনের মুখ ঘোরানোর চেষ্টা করছে বিজেপি। আজকে জেনেশুনে বন্‌ধ ডেকেছে। ওদের বডি চাই। আমরা বিচার চাই, দোষী ব্যক্তির শাস্তি চাই। আর ওরা আসল আন্দোলনে জল ঢেলে দিয়েছে। বাংলাকে বদনাম করার খেলায় নেমেছে। আমি তাদের ধিক্কার জানাই

আজকে আমাদের ছেলেমেয়েরা যাঁরা আসছিল, তাঁদের আটকে দেওয়ার চেষ্টা করা হয়েছে। বন্‌ধ ডেকে ট্রেন আটকে দেওয়া হয়েছে

কীসের বন্‌ধ। যদি বন্‌ধ করতে হয় তবে প্রধানমন্ত্রী নরেন্দ্র মোদীর বিরুদ্ধে বন্‌ধ করো। যিনি আজ পর্যন্ত শুধু এজেন্সি লাগিয়ে মানুষের উপর অত্যাচার করা ছাড়া কিছুই করেননি

আমি কালকের জন্য পুলিশকে স্যালুট জানাই। সংযত থেকেছে। নিজের রক্ত দিয়েছে। কিন্তু বিজেপির চক্রান্তের ফাঁদে পা দেয়নি

আমি আইনজীবীদের বলব কোর্টে বিজেপিকে ছেড়ে দেবেন না। মানুষ যাতে কোর্টে গিয়ে বিচার পায়, সেটাই দেখবেন

যা ঘটেছে, তা অত্যন্ত দুর্ভাগ্যজনক। কিন্তু তার পরে কী অ্যাকশন যাতে দেরি না হয়, কোনও ভুল ত্রুটি না হয় সেটাই দেখার। আমরা চেয়েছিলাম সাত দিনের মধ্যে ফাস্ট ট্র্যাক কোর্টের মাধ্যমে ব্যবস্থা করে দিতাম

আজকে যাঁরা কামদুনির কথা বলেন, তাঁদের বলি কামদুনির ঘটনাতেও আমরা ফাঁসি চেয়েছিলাম। হাই কোর্টের রায়ে দু’জনের যাবজ্জীবন হয়েছিল।অনেক চোর-ডাকাতকে এখন ছেড়ে দেওয়া হয়। আমার কাছে অনেক ফাইল আসে, বলা হয় ১০-১২ বছর কেটে গেছে ছেড়ে দেওয়া হোক। কেন অত্যাচারীদের ছেড়ে দেওয়া হবে? ধর্ষকদের কেন ছাড়া হবে? এটা কী সের নিয়ম। প্রধানমন্ত্রীকে চিঠি দিয়ে সতর্ক করলাম ন্যায় সংহতি নিয়ে।

আগামী সপ্তাহে স্পিকারকে বলে বিধানসভায় বিশেষ অধিবেশন ডাকব। আগামী ১০ দিনের মধ্যে ‘ধর্ষকের ফাঁসি চাই’ এই বিল এনে পাশ করে রাজ্যপালের কাছে পাঠাব

আরজি কর-কাণ্ডে দোষীদের ফাঁসির দাবিতে পথে নামলেন মমতা বন্দ্যোপাধ্যায়। শুক্রবার মৌলালি থেকে ডোরিনা ক্রসিং পর্যন্ত মিছিল করলেন তিনি। এই অনুষ্ঠানে ওনার বক্তব্যের কিছু অংশ –

অনেক ধন্যবাদ আপনাদের। অনেক দূর থেকে এসেছে। রাস্তায় অনেকে ছিলেন। সকলকে এত তাড়াতাড়ি প্রতিবাদ মিছিলে আসার জন্য অভিনন্দন জানাই। আমাদের দলের সাংসদ, বিধায়ক, নেত্রী রয়েছেন। সুবর্ত, ববি, অরূপ, কল্যাণ রয়েছেন। আমার সঙ্গে মিছিলে স্লোগান দিতে দিতে এসেছেন, তাঁদের অনেককেই চেনেন।

সমাজমাধ্যমে সব সংবাদ সত্য নয়। সাইবার ক্রাইম বড় অপরাধ। অনেকে পয়সা কামানোর জন্য, রাজনীতি করার জন্য টাকা দিয়ে ডিজিটাল প্লাটফর্ম করেছেন। মিথ্যে ঘটনা বানিয়েছেন।

যখন উন্নাও, হাথরসে হয়, তাঁরা প্রতিবাদ করেন না। রাজভবনে হেনস্থার ঘটনাতেো প্রতিবাদ করেন না। আজ দুর্ভাগ্যজনক ঘটনা নিয়ে এ রকম করছেন।

সোমবার আমি ওদের বাড়ি যাইনি। মেয়েটির কাজ ছিল। মঙ্গলবার কলকাতা পুলিশের কমিশনারকে নিয়ে গিয়েছিলাম।

দেহ যখন বাড়িতে পৌঁছতে যাচ্ছিল, এক বিজেপি নেত্রী মাঝপথে বাবা-মাকে নামিয়ে দেন। পুলিশ হস্তক্ষেপ করে। আমি রাত জেগে খোঁজ নিয়েছি।

আমি জানি, সিপিএম, বিজেপি আরজি করে ভাঙচুর করেছে।

মণিপুরে মহিলাদের যখন নির্যাতন করা হয়েছে, তখন কেন্দ্রীয় সরকার ক’টা দল পাঠিয়েছে?

বিজেপি এবং সিপিএমের হামলায় কোটি কোটি টাকার জিনিস নষ্ট হয়েছে। ডিউটিতে যাঁরা থাকেন, প্রতি ঘণ্টায় রোগী কেমন রয়েছেন, দেখতে হয়। ডাক্তারদেরও অনেক কষ্ট করে কাজ করতে হয়। পুলিশের মতো।

এ সব করে আজ আপনারা এক পায়ে দাঁড়িয়ে রয়েছেন। আর একটা পা নীতীশের উপর, চন্দ্রবাবুর উপরে। দেশে একটাও মহিলা মুখ্যমন্ত্রী করেননি। আমি নিজেকে মহিলা মনে করি না। আমার কাছে ভাই, বোন, হিন্দু, শিখ, সকলে সমান। আমরা চরিত্র হনন করে, কুৎসা করে খাই না।

আজ প্রাক-স্বাধীনতা দিবসের অনুষ্ঠানে বেহালায় অনুষ্ঠানে যোগ দেন মমতা বন্দ্যোপাধ্যায়। সেখানে ওনার বক্তব্যের কিছু অংশ:

সমাজমাধ্যমে একটা অংশ মিথ্যা প্রচার চালাচ্ছে পরিকল্পিত ভাবে। যত দিন বাঁচব, মানুষকে ন্যায়বিচার এনে দেব।

রবিবার পর্যন্ত আমি সময় দিয়েছিলাম পুলিশকে। কারণ তদন্তে ন্যূনতম সময় লাগে। সেটা দেওয়া গেল না। তার আগেই হাই কোর্টে গেলেন। সব ভাল যার শেষ ভাল। কারণ, পুলিশ না করতে পারলে আমাকেই সিবিআইকে দিতে হত তদন্তভার।

কোনও নির্দোষ যেন শাস্তি না পায়। ধনঞ্জয়ের ঘটনায় যা হয়েছিল, তা যেন আর না হয়। মিথ্যা সাক্ষী দেওয়া হয়েছিল। তিনি এখন বিলাপ করেন। মেরে ফেলার হুমকি দিয়ে তাঁকে মিথ্যা সাক্ষী দিতে বাধ্য করা হয়েছিল।

চিকিৎসকদের আবেদন জানাচ্ছি, সাধারণ মানুষের সামনে দাঁড়িয়ে। তিন জন বিনা চিকিৎসায় মারা গিয়েছেন। চিকিৎসা দিতে আপনারা অঙ্গীকারবদ্ধ। পাঁচ দিন হয়ে গেল। পায়ে ধরে বলছি, চিকিৎসা করুন। তার জন্য আপনারা নিযুক্ত। আন্দোলন করেছেন। কেউ আটকায়নি। এবার কাজে নামুন, আবেদন। আমার সচিব আবেদন জানিয়েছেন। আজ আমি আবেদন করছি। সিনিয়র ডাক্তাররা পরিষেবা দিচ্ছেন, আমি কৃতজ্ঞ।

১৭ তারিখ থেকে সারা বাংলায়, সব ব্লক, সব ওয়ার্ডে ২টো থেকে ৪টে পর্যন্ত বাম-রামের চক্রান্তের বিরুদ্ধে মিছিল এবং আন্দোলন হবে। ১৮ তারিখ ধর্না হবে ব্লকে ব্লকে। ১৯ তারিখে রাখি। ২০ তারিখে আবার পথে নামব আমরা। সে দিনের কর্মসূচি পরে জানিয়ে দেব।

Sir, the honorarium payable to the Anganwadi workers and helpers under the Anganwadi services was last enhanced almost six years ago by the Union Government vide Ministry of Women and Child Development’s Order dated 20th September, 2018 with effect from October 2018. The wages of Anganwadi workers and helpers were hiked from Rs.3000 to Rs.4500 per month and from Rs.1500 to Rs.2250 per month respectively. … Here, the State Government also contributes 40 per cent to the amount payable to the Anganwadi workers and helpers. .. I would urge the hon. Minister to kindly consider an enhancement of the honorarium keeping in view the challenges of ICDS responsibilities. Thank you, Madam.

There is a road in my Lok Sabha Constituency Birbhum which connects Lohapur Station to Morgram Station, this road is beside the rail line and is currently at a distressing state. Even after repeated requests, the Railway Department has taken no measures for this. The people who elect us as their representatives, the people who come to us with their requests and complaints, the Railway Ministry and the Railway Minster should be answerable to their questions instead of us. They should answer why even after repeated requests, this work has not been done. Construction of overbridges and underpasses are immediately required in Srikrishnapur and Pakuria. सर, आप इिना भी टाइम नहीं देंगेऔर आप खदु िीन तमनट बोल कर गए। हम 30 सैकेंड मेंक्या बोल सकिेहैं? हम िीन घंटेसेबैठेहैंऔर तफर बोलनेनहीं देंगे। The Railway Authorities have closed six roads in Birbhum Railway Colony and Shantipara. People won’t be able to commute through these roads, 3000 tribal people will not be able to go out of their homes. The situation is the same in Harijanpally, Kasaipur, Dakbanglapara. 4000 people are inhabitants of these colonies. They are not being able to get out, they are unable to go to school. People take them immediate actions. Even after repeated complaints to their Railway Ministry why they aren’t not responding and taking any necessary step, I demand an answer for that.

Thank you, Madam, for giving me an opportunity. I would like to speak about an important issue which has a huge impact on doctor-patient relationship, and the critical decision making by a doctor while performing medical procedures. Madam, being a medical practitioner and educator, I am acutely aware of the dedication the medical students and the doctors bring to the patient care. But it is essential to remember that doctors are humans too. A doctor never intentionally harms his patient. When a doctor unintentionally makes a mistake, it can cause a huge trauma to the mind of the concerned doctor and it takes several days to overcome. When a patient dies, the family believes that the doctor was negligent. Even if the negligence was minor, the magistrate has no option other than to give him ‘imprisonment and fine’ both as a punishment under Section 106 of the Bhartiya Nyaya Sanhita, 2023. Therefore, I respectfully urge the hon. Health Minister and the hon. Law and Justice Minister to consider including ‘or’ between ‘imprisonment and fine’ so that either imprisonment or fine or both can be given as punishment depending upon the severity of the negligence. This would provide a stringent punishment for a clear medical negligence while it will award less punishment for minor mistake. Madam, in addition to this, I would like to say that a clarification is also needed on what basis the negligence will be determined and who will determine the negligence. We are looking forward to the hon. Minister of Health and the hon. Minister of Law and Justice to kindly consider the above requests for the betterment of the society. Thank you, Madam, for giving me the opportunity.

Madam, I would like to draw the attention of the Government to the price hike of medicines. The people of our country cannot bear the excessive pressure of price rise anymore. The price of daily commodities is increasing day by day. The price of medicines is increasing at an alarming rate and it is exploiting the people. The medicine manufacturing companies get a huge amount of money by electoral bonds. They do not care anybody. They are free to increase the cost of medicines. Has this Government any responsibility in this matter? We have drawn the attention of the Government inside the Parliament to remove the GST on medicines. I would like to draw the attention of the hon. Prime Minister to this matter. Thank you for giving me the opportunity.

Abu Taher Khan’s Zero Hour mention demanding the running of trains over the newly-built Nashipur Rail Bridge, which will benefit north Bengal a lot, modernising Murshidabad station and renovating railway underpasses

Honourable Chairperson, My Constituency Murshidabad is a place of historical importance. It was once the capital of Bengal, Bihar, and Odisha. Nashipur Bridge has been constructed which is adjacent to the Murshidabad station. This Rail Bridge will reduce the distance of travel between Sealdah and North Bengal by 100 kms. Railway Services are yet to be started on the Rail bridge. Due to the Honourable Chief Minister Mamata Bandyopadhyay’s initiatives, the construction of the Rail bridge has been completed after 10 long years. It has been 6 months since this bridge was inaugurated. New trains are yet to commence journey through the bridge. Through you I am requesting the authorities to resume rail services through this bridge. Since the construction of the rail bridge has already been completed, since it will reduce 100 km of distance between Sealdah and North Bengal, which will be eventually beneficial for the Railways; train services should readily kick off on the bridge to benefit the people of North Bengal. Murshidabad is a historical station, this place was once the capital of Bengal, Bihar, and Orissa, thus this station deserves to be modernized. There are many problems regarding the underpasses at Bhogobangola, Jiaganj, Lalgola- steps should be taken accordingly to amend those. Karimpur is a famous place in my constituency. A rail line needs to be constructed from Krishnanagar to Karimpur. If the new rail line gets constructed, people from two sub-divisions- Domkal and Tehatta will be benefitted. Honourable Chief Minister Mamata Bandopadhyay sanctioned this rail line during her tenure as the Railway Minister. There has been no progress since. I demand the rail line to be constructed. Around my constituency, there’s Domkal on one side, there’s Jolongi, there’s Islampur on the other side- people of this large area will get benefitted, people hailing from North Bengal will also get benefitted, people living in the frontier areas which falls in the radius of 100 kms. from my constituency, they will all find this beneficial if they get to avail the Railway services. Thus, I am requesting through you, to escalate the work.

All the provisions of the Indian Railway Board Act, 1905 are proposed to be incorporated in the Bill. अभी तक 1989 का एक वबि है। It is not a very old Bill. Originally, as you have mentioned, Railways was separated from PWD. Then the Railway Board was set up. May I represent to you, hon. Chairman, that the Railway Board was bureaucracy? That can happen. It is inflexible. It is unable to take timely decision. It is unable to give relief to the people of this country. The Railway Minister, instead of bringing unnecessary bills which have functioned for a long time, should give attention to the railway accidents. He himself was present when the railway accident took place in Balasore. He was present again when the Kanchanjunga Express rammed into a station. The whole question is, what is the railway doing about safety of railway passengers? The Railway Minister has introduced Vande Bharat Train. It is good. They take you fast.
