Sukhendu Sekhar Ray’s Point of Order, calling on Rule 240, during the discussion of The Chief Election Commissioner and Other Election Commissioners (Appointment, Conditions of Service and Term of Office) Bill, 2023 in the Rajya Sabha
Sir, the hon. Member has referred to Rule 240 while seeking the point of order. What does it say? Yes, he mentioned about Rule 240. What does it say? I quote, it says, “The Chairman, after having called the attention of the Council to the conduct of a Member who persists in irrelevance or in tedious repetition either of his own arguments or of the arguments used by other Members in debate, may direct him to discontinue his speech.” How come this rule has a point of order to stop my Member from delivering his speech?.
