Sayani Ghosh’s Zero Hour mention on the urgent need to table in Parliament the draft Prevention of Cruelty to Animals (Amendment) Bill, 2022

Sir, 1,135 cases were reported across India in 2022-23 as per the Animal Welfare Board of India. Over the years, much has been discussed about the inadequacies of the Act, namely, the Prevention of Cruelty to Animals Act, 1960, such as poor enforcement of this law and meagre penalties of Rs. 10 to Rs. 15 for cruelty towards stray animals. In November, 2022, the draft PCA (Amendment) Bill, 2022 was published by the Department of Animal Husbandry and Dairying for public comments. The problem is, despite widespread public support in favour of the draft Bill, it was not tabled in the Parliament. The draft Bill includes significant amendments to the 1960 Act including addition of a new clause under Section 11 where gruesome or life- threatening cruelty would incur a penalty of Rs. 50,000 per animal or the animal cost with imprisonment of 1.3 years, killing an animal would result in Rs. 75,000 penalty per animal or three times the cost of the animal and imprisonment of three to five years or both. सर, यि ‘और’ शब्द मेंिी समस्या िै, क्योंजक िब तब यि ‘और’ शब्द रिेगा, तब तक फाइि देकर जक्रजमिल माइंडसेट िालेलोगों को छुटकारा जमल िाएगा और पशओु ंपर अमािजिक अत्याचार की घटिाएंबढ़ती रिेंगी। आि िो लोग रात के अंिेरेमेंकुत्तेकेबच्चेऔर जबल्ली केबच्चेको मारतेिैं, कल िि जदिदिाड़ेिमारेबच्चेको मारगेंे। It is my humble request to kindly look into the matter.
