सर, बजट ऐसी चीज है, खजसका देश के सभी लोग इूंतजार करतेहैं। गरीब यह सोचकर इूंतजार करतेहैंखक थोड़ा तेल के दाम कम हो जाए, ूं आलू के दाम कम हो जाए, ूं मेखडखसन्द्स के दाम कम हो जाएूं और वेबच्चे, माूं-बाप को थोड़ी अच्छी खजूंदगी देसकें। खमखडल क्लास यह सोचता हैखक पशें न मेंक छ टैक्स बेखनखफट हो जाए, क छ बैंक का इूंरेस्ट बढ़ जाए, कहीं पेरोल का दाम कम जो जाए, खजससेबाइक लेकर आखफस जा सके। अपर क्लास, खजनकेपास बहुत पैसा है, वेसोचतेहैंखक कॉपोरटे का जो लोन है, वह कैसेमाफ हो और पॉखलखटकल इन्द््लए सूं सेकैसेबैंक सेपैसेलेंऔर बाहर भाग जाए।ूं इस बजट मेंन बच्चेकी बात की गई, न फामषसषकी बात की गई, न देश की बात की गई। इसमेंखसफष दो स्टेट्स की बात हुई। हम लोग जैसेपीपीपी मॉडल बोलतेहैं, वैसेयह बजट बीबीबी है, मतलब बीजेपी बजाओ बजट। दो स्टेट्स को बचानेकी चक्कर मेंयह बजट पेश खकया गया। The failure of Government has always been covered by using past tense, and the long-term result has been pronounced by using future tense. On the ground, only tension and suffering of the people at the bottom stand unchanged. An important question stands, did the Government undertake the actual impact assessment of the last budget? Certainly, the Government did not do it because of the following facts. Fact A: As on March 2023, the Global Nutrition Report by the World Health Organization says that 34.7 per cent of children under the age of five years are still affected, which is higher than the average of 21.8 per cent in the Asia region. India has made no progress towards achieving the target of removing malnutrition. Still 17.3 per cent of children under the age of five years are affected by malnutrition which is highest in the world. And, fact B: As per the Global Hunger Index, 2022, Report, child mortality rate in India was 3.3 per cent. On these two unfortunate facts, we saw the development of two further unfortunate realities. First, the word ‘children’ remained absolutely absent from the hour-long Budget Speech. Second, the Ministry of Women and Child Development has seen a marginal increase of 2.5 per cent in its budget allocation for the financial year 2024-2025. In 2024, we have been told that the budget allocation on education has increased to six per cent of GDP. The drop-out rate in class 10 stood at 20.6 per cent in 2023. The Budget speech not only had no mention on primary or higher education, but also the allocation on education has merely increased by 0.74 per cent from the year 2023-24, which is below three per cent of GDP. In February, 2024, before election, the focus was on GYAN – Garib, Yuva, Annadata and Nari. Besides the NITI Aayog’s report, many other study reports say that ‘out of pocket’ health expenditure is one of the primary causes of household financial problems, leading to poverty in low and middle-income groups. In July, 2024, GYAN lost the focus.
