Modernisation of police force: Initiatives of TMC Government
The law and order situation in West Bengal has improved immensely under the Trinamool Congress Government. Peace has prevailed in the State, unlike the 34 years of Left Front rule. From creating new police stations and commissionarates to appointing new personnel to providing much more funding, the government has done a lot for the State’s police force.
The State has remained peaceful without any major incidents of violence or communal tension. Life in Jangalmahal and Darjeeling has also continued to be normal.
Crime has decreased significantly. Kolkata has been adjudged the ‘Best City in Crime & Safety Category’ by India Today in 2014. The city is the safest in terms of incidents of crime against women, according to the latest data released by National Crime Records Bureau (NCRB). Incidents of crime against women, dacoity, robbery, murder, etc. are also on the decline.
The Government has adopted a ‘zero tolerance’ approach towards crime against women. Sixty-five women’s police stations have been planned, out of which 30 have already been created. Ten more such police stations have been approved recently.
Eight new Coastal Police Stations have been created under West Bengal Police. Eighteen Fast Interceptor Boats regularly patrol the coastal areas.
In all, 89 new police stations have been set up during the first four years of the Trinamool Congress Government.
The State Government has sanctioned model police station buildings for 32 police stations under the State Plan.
Five police commissionerates – Howrah, Bidhannagar, Assansol-Durgapur, Barrackpore and Siliguri Police Commissionerates – have been set up.
The State Government has set up dedicated Anti-Human Trafficking Unit and Special Juvenile Police units in each district.
The State Government has recently decided to provide additional benefits to surrendered Maoist extremists, which is over and above the benefits given by the Central Government. It consists of an instant grant of Rs 50,000 with additional Rs 2 lakh redeemable after 3 years.
About 50,000 posts have been created in the police force of the State. This is in addition to 1,35,900 civic volunteers and 3351 village police volunteers engaged during the same period.
Conclusion
The State’s police force has seen some of its best days under the Trinamool Congress administration over the last five years. The government has been by the side of the police in its hour of need, and has encouraged it to constantly strive to serve the people in better ways.
রাজ্য পুলিশের উন্নতিকরণে তৃণমূল সরকারের উদ্যোগ
তৃণমূল কংগ্রেস পরিচালিত সরকারের আমলে পশ্চিমবঙ্গ সরকারের আইন-শৃঙ্খলা পরিস্থিতি অনেক উনত হয়েছে। রাজ্যে এখন শান্তি বিরাজমান যা ৩৪ বছরের বাম শাসনকালে অদৃশ্য ছিল। নতুন পুলিশ স্টেশন, পুলিশ কমিশনারেট থেকে শুরু করে মহিলা পুলিশ থানা তৈরি করেছে রাজ্যসরকার।
রাজ্যে কোন সাম্প্রদায়িক ঘটনা নেই। জঙ্গলমহল ও পাহাড়ের মানুষ এখন সাধারণ জীবনযাপন করছে।
উল্লেখযোগ্যভাবে, এখন অপরাধের পরিমাণ কমেছে। NCRB-রিপোর্ট অনুযায়ী নারী সুরক্ষার ক্ষেত্রে দেশের মধ্যে কলকাতাই সবচেয়ে সুরক্ষিত নগরী। মহিলাদের বিরুদ্ধে অপরাধ, রাহাজানি, ডাকাতি, খুন, ঘটনার পরিমাণ কমেছে।
নারী সুরক্ষায় এক অনমনীয় মনোভাব নিয়েছে রাজ্য সরকার। ৬৫টি পরিকল্পিত পুলিশ স্টেশনের মধ্যে ইতিমধ্যেই ৩০টি তৈরি হয়ে গেছে। এরকম ১০টি পুলিশ স্টেশন সম্প্রতি অনুমোদিত হয়েছে।
৮টি নতুন উপকূলবর্তী থানা তৈরি করেছে রাজ্য সরকার। উপকূলবর্তী এলাকায় নজরদারির জন্য ১৮টি বিশেষ নৌকার ব্যবস্থা করা হয়েছে। তৃণমূল সরকারের আমলে প্রায় ৮৯টি নতুন পুলিশ স্টেশন তৈরি করেছে। আরও ৩২ টি পুলিশ স্টেশন তৈরির পরিকল্পনাকে অনুমোদন দিয়েছে এই সরকার।
হাওড়া, বিধাননগর, আসানসোল-দুর্গাপুর, ব্যারাকপুর-শিলিগুড়ি মোট ৫টি পুলিশ কমিশনারেট তৈরি হয়েছে।
অ্যান্টি হিউম্যান ট্রাফিকিং ইউনিট ও স্পেশ্যাল জুভেনহাইল পুলিশ ইউনিট চালু হয়েছে সব জেলায়।
সম্প্রতি রাজ্য সরকার আত্মসমর্পণকারী মাওবাদী চরমপন্থীদের অতিরিক্ত সুবিধা প্রদান করার সিদ্ধান্ত নিয়েছে। যারা আত্মসমর্পণ করবেন তারা ৫০ হাজার টাকা পাবেন এবং ৩ বছর পর ২ লাখ টাকার একটি প্যাকেজ পাবেন।
প্রায় ৫০ হাজার পদ তৈরি করা হয়েছে রাজ্য পুলিশ বাহিনীতে। ১,৩৫,৯০০ জন সিভিক পুলিশ এবং ৩৩৫১ গ্রাম পুলিশ ভলেনটিয়ার নিযুক্ত করা হয়েছে।
