For road safety, Bengal Govt decides to install speed-limiting devices in commercial vehicles
As an extension of the successful Safe Drive, Save Life programme, a brainchild of Chief Minister Mamata Banerjee, the Bengal Government has decided to install speed-limiting devices in all Bengal-registered commercial vehicles.
This will ensure that speed limits are maintained on all major thoroughfares of the state, including on national highways, state highways and local roads in urban areas, and result in the safety of roads across the state.
Along with this, the Transport Department has also taken decision to instal these devices in all vehicles registered for use by the State Government, which are mainly used for commercial purposes.
In fact, to enforce the rule, fitness certificates will not be issued by the department if speed-limiting devices are not installed.
As for the speed limits themselves, it has been decided that on certain stretches of the national highways, it would not be more than 80 kilometres per hour (km/hr), on state highways it would be restricted to 60 km/hr and on local urban roads, to 40 km/hr.
Besides setting particular speed limits, other steps taken to ensure road safety include the setting up of road signs, including signs to make drivers aware of the set speed limit on a stretch, restricting plying of slow-moving vehicles on highways and measures against illegal parking. Necessary measures will be taken if the set norms are flouted.
It must be mentioned in this regard that the Supreme Court has also recently appreciated the measures taken by the Bengal Government to check road accidents, and the resultant deaths and injuries. Over the last one year, the number of road accidents has gone down by 16.06 per cent, the number of deaths due to road accidents by 13.34 per cent and the number of people injured by 12.10 per cent.
কোন সড়কে বেগ কত, জানিয়ে দিল রাজ্য
পথ দুর্ঘটনা আটকাতে গাড়ির গতিবেগ বেঁধে দিল রাজ্য সরকার। কোন রাস্তায় কত গতিবেগে গাড়ি চালানো যাবে, তাও জানিয়ে দেওয়া হয়েছে।
জাতীয় সড়কে ঘণ্টায় ৮০ কিমি বেগে গাড়ি চালানো যাবে। রাজ্য সড়কে প্রতি ঘণ্টায় ৬০ কিমি এবং শহরাঞ্চলে প্রতি ঘণ্টায় সর্বাধিক গতিবেগ হবে ৪০ কিমি। এর জন্য প্রতি গাড়িতে স্পিড লিমিট ডিভাইস বা স্পিড গভর্নর লাগাতে হবে। না হলে গাড়ির ফিট সার্টিফিকেট দেওয়া হবে না বলে রাজ্য সরকার সিদ্ধান্ত নিয়েছে।
শুধু ব্যক্তি মালিকানার গাড়ি নয়, যাত্রীবাহী গাড়িতেও এই স্পিড লিমিট যন্ত্র লাগানোটা বাধ্যতামূলক করা হচ্ছে। এতে স্বাভাবিকভাবেই গতিবেগ কমে যাবে। চালক চাইলেও জোরে চালাতে পারবেন না। দুর্ঘটনার অন্যতম কারণ হল, গাড়ির গতিবেগ। তাকে নিয়ন্ত্রণ করার জন্য কলকাতা শহরের বহু ব্যস্ত রাস্তায় ক্যামেরা বসানো হয়েছে। যেমন ইএম বাইপাস, মা উড়ালপুল, বিটি রোড প্রভৃতি। কোন রাস্তায় কত গতিবেগে গাড়ি চালানো যাবে, তার বোর্ডও লাগানো হয়েছে। তার থেকে বেশি জোরে চললে সঙ্গে সঙ্গে ক্যামেরায় জোরে চলা গাড়ির ছবি উঠে যাবে। পরের দিন গাড়ির মালিকের মোবাইলে ট্রাফিক আইন ভাঙার জন্য নির্দিষ্ট কেসও যাবে।
শুধু শহরের রাস্তা নয়, রাজ্য ও জাতীয় সড়কেও গাড়ির গতিবেগ কত হবে, তা উল্লেখ করে বোর্ড লাগানো হয়েছে। গোটা রাজ্য জুড়েই তা রাজ্য পরিবহণ দপ্তর ও পুলিসের পক্ষ থেকে লাগানো হয়েছে। কিন্তু রাজ্য ও জাতীয় সড়কে তা মানা হয় না। জোরেই গাড়ি চলে। যার জেরে দুর্ঘটনার ঘটনাও ঘটে। এবার স্পিড লিমিট ডিভাইস লাগানো বাধ্যতামূলক হয়ে যাওয়ায় আর গাড়ির গতি বাড়তে পারবে না।
গত বছর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশে রাজ্য জুড়ে ‘সেফ ড্রাইভ সেভ লাইভ’ প্রচার শুরু হয়। সেই প্রচার চলার জন্য দুর্ঘটনা অনেক কমে গিয়েছে বলে মমতা বন্দ্যোপাধ্যায় তথ্য দিয়ে উল্লেখ করেছেন। ডিসেম্বর-জানুয়ারি মাসে ফের এই অভিযান চলবে বলে জানিয়েছে রাজ্য সরকার।
