Bill on rural building plan sanction to be tabled soon: Bengal Panchayat Minister
The West Bengal Government under Trinamool Congress is bringing a Bill to clear plans for building projects directly by the State Government if such projects are delayed by Panchayats, Panchayat Samitis or Zilla Parishads.
The State Rural Development Minister Subrata Mukherjee announced that if the local rural bodies create unnecessary delay on such projects, the Panchayat Department will directly take action. A Bill is being brought in the Assembly for legislation of the same, he said.
The current Law states that the Panchayat can clear plans for two storied houses, the Panchayat Samiti can clear plans for three storied houses and anything beyond that can be cleared through the Zilla Parishad.
It has been seen that for personal gains, malpractices have occurred resulting to delay of sanctioning plans. The new Law will enforce proper system in sanctioning such plans.
গ্রামাঞ্চলে বাড়ির নকশার অনুমোদনের জন্য শীঘ্রই বিধানসভায় বিল আনা হবে: পঞ্চায়েত মন্ত্রী
পঞ্চায়েত, সমিতি বা জেলাপরিষদ কোনও বাড়ির নকশা যদি আটকে রাখে তবে নির্দিষ্ট সময় পর সরাসরি রাজ্য সরকারই অনুমোদন করবে। বিষয়টি নিয়ে শীঘ্রই বিধানসভায় বিল আনছে তৃণমূল কংগ্রেস পরিচালিত পশ্চিমবঙ্গ সরকারের পঞ্চায়েত দপ্তর।
রাজ্যের পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী সুব্রত মুখোপাধ্যায় ঘোষণা করেন যে, “জেলাপরিষদ বা সমিতির কাছ থেকে যদি কেউ হয়রানি হয় তবে পঞ্চায়েত দপ্তর সরাসরি মানুষকে সুবিধা দেবে। এই পরিষেবা দেওয়ার জন্য শীঘ্রই বিধানসভায় বিল আনবে রাজ্য সরকার।”
গ্রামোন্নয়নের চলতি আইন অনুসারে বর্তমানে দোতলা বাড়ি পর্যন্ত পঞ্চায়েত, তিন্তলা হলে পঞ্চায়েত সমিতি থেকে এবং চারতলা বা তার উঁচু বাড়ি হলে জেলাপরিষদ থেকে নকশা অনুমোদন করতে হয়।
এছাড়া নকশা আটকে রাখার পিছনে নানা ধরনের নানা অর্থনৈতিক অভিযোগও শোনা যায়। দেখা গেছে, যে কেউ ইচ্ছা করে, উদ্দেশ্য প্রণোদিতভাবে নকশায় অনুমোদন দেন না। তাই এবার পঞ্চায়েত দপ্তর মানুষকে সুরাহা দিতে এই নতুন আইন করে পরিষেবা বৃদ্ধির পাশাপাশি বিকল্প ব্যবস্থাও নিচ্ছে।
