Bengal Govt directs schools to set up safety monitoring committees
The State School Education Department has issued directives to all the government-run and state-aided schools to set up a Student Safety and Security Monitoring Committee (SSMC) in each. These committees would primarily keep an eye on whether any physical abuse is taking place on children.
In the order, SSMCs have been asked to conduct sensitisation programmes for both teaching and non-teaching staff on how to deal with students. Classes would also be held to make the students aware about good touches and bad touches.
The guidelines also say that security personnel and bus drivers will not be allowed to enter school buildings.
The Trinamool Congress Government has taken various measures to prevent any form of bullying of students in schools. As per the new directive, if incidents of bullying occur, the respective SSMC will have to take firm steps against the accused.
The headmaster or headmistress of a school will be the chairperson of the respective SSMC.. A female or male teacher will be a member, along with two guardians and invitee members from Health, Fire and Police Departments.
The SSMCs in the secondary-level schools will also have the headmaster or headmistress as the chairperson, a female or male teacher, president of the school managing committee, two guardians and invitee members from the Health and Police Departments.
The order further says that details of the committee, along with the contact details of the members, should be displayed on the school notice board and website. The committee should hold bi-monthly meetings. If there is any incident of sexual abuse on the children, the SSMC will carry out the probe.
The State Government has made elaborate arrangements to check security issues at the schools.The directive also states that mid-day meals should be served to the students only after being tested by the headmaster or the teacher in-charge or the teacher approved for the role. All preventive measures should be taken in the process of cooking and in serving or transportation of mid-day meals. Instructions have also been given on the conducting of drives against vector- borne diseases.

চুক্তিভিত্তিক শিক্ষক ও শিক্ষাকর্মীদের পুলিশ ভেরিফিকেশন ছাড়া চাকরি দেওয়া যাবে না। বেসরকারি স্কুলগুলিকে নির্দেশ দিল রাজ্য সরকার। নিয়ম না মানলে সরকারি ছাড়পত্র দেওয়া হবে না। এই সতর্কবার্তা জারি করেছে স্কুল শিক্ষা দপ্তর। শুধু শিক্ষক বা শিক্ষাকর্মী নন। সরকারি বেসরকারি সমস্ত স্কুলে বাস চালক ও খালাসিদেরও পুলিশের শংসাপত্র জোগাড় করতে হবে।
সম্প্রতি বিকাশ ভবন থেকে রাজ্যের প্রাথমিক ও মাধ্যমিক স্কুল পরিদর্শকদের কাছে নয়া নির্দেশিকা পৌঁছে গিয়েছে। মধ্যশিক্ষা পর্ষদের মাধ্যমে স্কুলের প্রধান শিক্ষকদের ১৮ দফা নির্দেশ দেওয়া হয়েছে। প্রাথমিক, উচ্চ প্রাথমিক ও মাধ্যমিক স্কুলগুলিকে ছাত্রছাত্রীদের নিরাপত্তা নিশ্চিত করতে ‘নজরদারি কমিটি‘ গড়ার নির্দেশ দিয়েছে পর্ষদ। শিক্ষক, অভিভাবক, পুলিশ, স্বাস্থ্য ও পরিবার কল্যাণ দপ্তরের প্রতিনিধিদের নিয়ে কমিটি তৈরি হবে। দু’মাসে অন্তত একবার বৈঠক করে সেই রিপোর্ট সরকারকে জানানোর কথা বলা হয়েছে।
রাজ্যের সমস্ত স্কুলকে ১৮ দফা নির্দেশ মানতেই হবে। অমান্য করলে স্কুলের অনুমোদন বাতিল করবে সরকার। স্কুল চত্বরে জল জমে যাতে ডেঙ্গু বা ওই জাতীয় কোনও রোগের জীবাণু না ছড়ায় তা নিশ্চিত করতে হবে। স্কুলের প্রধান শিক্ষক মিড-ডে মিল খাওয়ার পর তা পড়ুয়াদের পরিবেশন করতে হবে। জনস্বাস্থ্য কারিগরি দপ্তর থেকে পানীয় জল পরীক্ষা করার পর তা ছাত্র, ছাত্রীদের দেওয়া যাবে। সমাজে এখন ‘ব্লু হোয়েল’-এর মতো অনলাইন গেম মারাত্মক আকার ধারণ করেছে। এছাড়াও বাড়ছে সাইবার অপরাধ। এই ধরনের অপচেষ্টা রুখতেও ব্যবস্থা নিতে হবে।
স্কুল শিক্ষা দপ্তর নির্দেশিকায় বলেছে, প্রতিটি স্কুলে ছাত্র, ছাত্রী, শিক্ষক, কর্মী ও বহিরাগতদের জন্য আলাদা শৌচালয় থাকবে। বাসচালক বা খালাসিরা স্কুল ক্যাম্পাসে ঢুকতে পারবে না। সম্ভব হলে সিসিটিভি ক্যামেরা লাগানোর কথা বলা হয়েছে। সেই ক্যামেরা কাজ করছে কি না তা নিয়মিত পরীক্ষা করার কথা বলা হয়েছে। নয়া কমিটি কোনও অভিযোগ পেলে পকসো আইনে মামলা রুজু করবে। স্থানীয় থানার পুলিশ অফিসারকে কমিটিতে রাখার কথা বলা হয়েছে।
নিরাপত্তাজনিত কর্মশালায় প্রয়োজনে পুলিশকে অন্তর্ভুক্ত করতে পারবে স্কুলগুলি। বয়স অনুযায়ী ছাত্র, ছাত্রীদের ‘গুড টাচ’ ও ‘ব্যাড টাচ’ কী, তা শেখানোর কথা বলা হয়েছে। অভিভাবকদের বক্তব্যকে আরও জোর দেওয়ার নির্দেশ দিয়েছে স্কুল শিক্ষা দপ্তর। ইলেকট্রিক লাইন, পাখা, লাইট, টিউব লাইট, বাল্ব প্রভৃতি প্রতি মাসে পরীক্ষা করতে হবে। সরকারের ‘সেফ ড্রাইভ, সেভ লাইফ’ প্রকল্পও যাতে ছাত্র, ছাত্রীরা জানতে পারে তাও নিশ্চিত করার নির্দেশ দেওয়া হয়েছে।
