Mantri Ji ne bola hain ke kis kaaran ke liye yeh kam nahin kar raha hain lekin yeh toh ek natural resource ka wastage ho raha hain. Mantri Ji ne kya is per janch kiye hain ki kyun Assam aur Gujarat mein itne wells kaam nahin kar rahe hain? Koi geo-physical study hua hain? Aur yeh wells revive karne ke liye koi foreign tecnology ka istemal karenge kya Mantri Ji?

Many of the villages all over India, including few villages of West Bengal, are unelectrified till now. Madam, in my parliamentary constituency Cooch Behar 54 Mouzas which are disconnected from the mainland – due to the rivers Kaljani and Dhoula – are unelectrified. Fifty five Bangladeshi enclaves which were recently exchanged between Government of India and Government of Bangladesh are also unelectrified. My earnest request to the Minister is to electrify these areas immediately. What is government’s initiative taken in this regard?

Saugata Roy asks a Supplementary Question on confiscation of assets of economic offenders

Sir, since it came to power, the NDA Government has been shouting from the rooftops that it would take all possible steps to curb the use of black money. Even before the elections they had promised that they would bring back the black money stashed abroad and deposit Rs 15 lakh in the account of every Indian. Now almost three years have passed, and the same has not happened.

In spite of the earlier existence of the FEMA Act and the Prevention of Money Laundering Act, and the enactment of Black Money (undisclosed Foreign Income and Assets and Imposition of Tax) Act, we have seen that high-profile economic offenders like “Kingfisher and IPL man” had escaped abroad and are living merrily there.

Hon’ble Minister, what steps have been taken to confiscate the assets of the IPL man and the Kingfisher man, and what steps are being taken to prevent the escape of similar offenders abroad by the Government, both administratively and legislatively?

 

Ratna De Nag asks a Supplementary Question on chronic diseases

Thank you, Madam. Public health is not in good shape. We see multifarious health issues being faced by us, be it diabetes, cardiovascular disease, hypertension, renal disease, malnutrition. Added to that, major allocation of budget for health is disturbing.

According to the statement laid by the Hon’ble Minister, according to the report of National Commission on Macroeconomics and Health, there were 380 lakh cases of cardiovascular diseases in the year 2005. And these were estimated to rise to 641 lakh cases in year 2015. This is a high time to go ahead with a new disease study control on chronic diseases. Madam, Hon’ble Minister has proposed to set up 30 branches of the national center for disease control in all the states with an outlet of 367 crore.

I would like to ask the Hon’ble Minister through you madam, how many branches of national center for disease control have been set up till now and is there any branch already set up in west Bengal which also addressed to chronic disease.

Trinamool’s Derek O’Brien’s Supplementary Question on MGNREGA

Sir, through you I want to remind the Minister that the Prime Minister had called the MGNREGA programme a waste of time because it was only used to give jobs to people to dig holes. Sir, I welcome the fact that at least in the last few months there has been a change of heart or a beginning to change heart; in the supplementary demands for grants there has been a slight increase in the outlay.

My question to the Minister is, can he give a commitment on the floor of this House that the government has changed its policy for MGNREGA and that they do not believe that it is a programme only to dig holes. Let them withdraw that statement and recommit to the programme.

My state Bengal, whichever way you look at the numbers, is number one in MGNREGA. So, let him give a firm commitment that they are serious about MGNREGA and will put they money where their mouth is.

Derek O’Brien’s supplementary question on the prices of essential drugs

Sir, the Minister, in her reply of five pages, gives a good certificate to the Indian pharmaceutical companies in a very positive way. Sir, in light of that, here is my supplementary question.

It is about 74% FDI in pharma, which can also go up to 100% by just having a cursory review by the Foreign Investment Promotion Board (FIPB). Sir, if you look at the Parliamentary Standing Committee recommendations of 2013, this increase in FDI would lead to the increase in medicine prices for the common man. There is this policy in Bengal in which 48-77% discount is being given on medicines.

So, my supplementary question is, what steps is the Government taking to make medicines affordable prices, and ensure that prices are not affected by FDI.

Here is the second supplementary question. In January 2016, the Central Board of Excise and Customs (CBEC) removed the limit of 5% customs duty on import of 61 drugs and withdrew customs duty exemptions from 15 drugs. These will now see an increase in duty from 0-5% to about 10%. Some of these medicines are on the National List of Essential Medicines and the World Health Organisation’s list of essential medicines and include critical drugs like Cancer and Thalassemia drugs. Prices of these drugs were expected to rise by 5-20% if cost of duties is passed on to customers. What is the current status of these exemptions and has the Government taken any steps to ensure that the cost of these exemptions are not passed on to consumers and domestic producers?

KD Singh’s supplementary question on allowing of taxis in private airports

The Hon’ble Minister has given the framework and policy guidelines but I would have appreciated if there was a timeframe given from this committee. The main question is regarding the policy framework for the constitution of the committee.

My question is regarding which taxis can enter private airports in the country. It is decided by the airport operator. All taxis cannot come inside. This is an anomaly; the passengers are being fleeced as a result of this policy. My question to the Hon’ble Minister is whether this anomaly would be addressed and whether it would be a part of this framework.
