Industrial units in Bengal to get faster green nod

The State Environment department has made the green clearance process for new industrial units simpler and faster. Now, a unit of the green range category will receive environment clearance within 15 days and those falling in the red category within a maximum of 60 days.

According to guidelines, industrial units in the country are categorized as green, orange and red, depending on the levels of pollution they generate. Those under the red category produce the maximum pollution and the green ones the least.

Till now, even the green establishments take at least 120 days to receive environment clearance. “To speed up the process, green-category units will get clearance within 15 days, orange units in 30 days and red category units, which will need stricter inspection than the others, a maximum of 60 days. Applications can be submitted online and the sanction will also be given online, after a physical inspection. This will help the units come up faster in the state.

The West Bengal Pollution Control Board (WBPCB), along with the forest department, is also working on a plantation programme in the industrial towns of Asansol and Haldia and in Jangalmahal districts, to increase the green cover there. For that, areas most affected due to sponge iron units have been identified.

Single-window clearance within 15 days to industry applications in Bengal

West Bengal Chief Minister Ms Mamata Banerjee chaired a meeting at Nabanna where it was decide to provide single-window clearance within 15 days to industry applications in urban conglomerates where the State Government has already identified land. They include land parcels in Kolkata, Asansol, Durgapur and Kalyani.

State finance minister Dr Amit Mitra and the chief secretary of the State attended the meeting.

While taking stock of land availability, the West Bengal Chief Minister also decided to waive the 7.5-cottah ceiling for possession of vacant urban land under the Urban Land Ceiling Act, 1976. The State Government has cleared a few IT industry and MSME proposals in urban conglomerates. The Government also plans to clear building plans over the stipulated 14.5 metres, but only on land allotted for industrial purposes.

Under the system, an industrialist seeking exemption under ULCA for setting up industrial units in urban areas will get the clearance within 15 days from the government. A single-window clearance has been put in place to accord necessary clearance to building plans for industry exceeding the prescribed height.

The State Government has already identified ten towns across the state for developing as smart cities. It has also decided to allow more floor area ratio (FAR) for different types of buildings.

Land clearance in Bengal just a click away

As promised by WB CM Ms Mamata Banerjee during the Bengal Global Business Summit 2015, all roadblocks relating to land procurement has been done with.

Now with a click, the investors can log onto the webpage of the Land Department and submit their application online. At the initial phase, the State Government is giving this facility for 38 blocks.

The highlights of this facility are as follows:

  • 38 blocks under Howrah, Jalpaiguri, Nadia, Bardhaman, North and South 24 Parganas, Purulia, Purba and Paschim Midinipur and Hooghly are now available through this website.
  • Within 21 days from application the investors will be provided with Mutation Certificate
  • Clearance certificate for conversion and character change of a land will be provided within 30 days
  • Within seven days of online submission the investor will be informed about the status of the application
  • The contact details of the concerned officers of the department is available at the site for the investors to contact them over phone / email directly
  • At the moment this facility is available for MSME sector
  • Within 31st March’15 all 341 blocks of the State will be brought under this facility enabling all citizens to apply for mutation certification, conversion application/certificate etc. online
