Sir, the issue of work-charged staff in the Railways is very old and will continue for many years. We have this issue in other departments of the Government too; work-charged staff is a serious issue.

Now, I would like to ask the Minister, through you Mr Chairman, whether the Railways is deploying any other policy to control this malaise. Is something like benchmarking of manpower productivity ratio being continuously done because it is a useful tool to control the dynamics of work-charged staff?

The national women’s helpline number, 18181, does not work/function properly. The Various States have their own helpline numbers, most of which do not function properly as well. It is due to this, that rural women are facing a lot of trouble and confusion.

My question is that whether this Government has taken any practical, concerted efforts via helplines to assist women and what are the various schemes available and for how long will one helpline number be applicable?

Thank you, Speaker Madam. In the last meeting of our Standing Committee, the CWC visited the Durgapur barrage in October, 2016. They suggested and recommended that there should be immediate desiltation and as well as cleaning of the Damodar river near the barrage area.

In 2013, Bengal Government held discussions with the central agency of Central Water and Power Research Centre and decided to have a Damodar Action Plan. I would like to ask the Hon Minister, whether she is making a plan for the Damodar Action Plan and the desilting of the river so that the Damodar barrage can work.

Madam, the Minister has said in his reply that expansion and modernisation of major ports in the country is an ongoing process to keep the ports abreast with new technologies and also to meet state traffic requirements.

In Bengal, the eastern State corridor being built by the Railways will stop in Dankuni and we have a deep-sea port in Haldia. We need better passenger ferry and water-based goods transport to connect Dankuni with Haldia, the deep-sea port.

We have to think ambitiously. We can consider a Kolkata super-port which will include the neighboring regions of 24 Parganas – North and South – Howrah and Medinipur.

If such a proposal comes from the Bengal Government, will the Shipping Minister respond positively to rejuvenate that region of eastern India?

Thank you, Madam. We know that urban slums or rather, the dwellers of the urban slums, are in a wretched condition; the slums are very unhygienic, they do not get access to proper toilets or drinking water supply. Neither do they have proper shelters.

During the Budget, it was said that there will be projects for urban slum development in the form of residential houses. I want to know from the Hon Minister, what is the situation in that regard? Are there any projects, and if so, how many projects are there in purview? Is the PIP being made and if so, how many of them are active now? How many of them are in process, specially in the major cities like Kolkata, Mumbai, Chennai and Delhi.

Our Hon Prime Minister had a historic visit recently to Israel, which not only India, but the world at large saw on television, the warmth with which the Israeli people have received him.

I also had the honour of leading a delegation of MPs to Israel and I can tell you that the people there love Indians very much. Having said that, the statement of the Minister has said that they have received a request from the various Jewish federations for a special status.

My question is, what is the progress? This is the great opportunity to give something for the declining population of Jews, to show them that India also equally loves them, which our Prime Minister definitely also showed.

Trinamool’s Derek O’Brien’s Question in Rajya Sabha on advisory regarding online trolls

Sir, the question and the answer both refer to the word ‘journalist’, and I suppose it is in the traditional term of a journalist being a print journalist or a television journalist. Sir, in today’s digital medium, everyone from civil society, every citizen can be a journalist because you can broadcast from your mobile phones. Sir, in this digital age, since you can broadcast from your mobile phone, there is a generation of people known as ‘trolls’ who broadcast very negative, abusive stuff, murderous threats and misogynistic stuff, and the kind of editorials which go out can also lead to deep communal differences.

My specific question, Sir – in this digital age, when every citizen can be a journalist and broadcast this kind of negativity – is whether the Minister and his Ministry is planning to issue an advisory for high Constitutional authorities, including the Prime Minister of India, who are following unknown people on the digital medium.

I don’t say they have to know everybody – the Prime Minister himself is not sending out any negative messages but the people who he is following on digital media, are sending out bile, and very venomous stuff.

My question is, would the Government consider sending out an advisory to high Constitutional authorities, or to everybody in a responsible position, to not to follow these unknown trolls who are spreading rape threats, communal threats and misogynistic threats under the guise of anonymity.

 

 

Choudhury Mohan Jatua asks a question about the construction of a sea port at Gangasagar

Madam, Sagar falls under my constituency. The previous Prime Minister (during UPA rule) had declared that there will be a sea port at Gangasagar. The present government has also declared earlier that there will be a sea port  at Gangasagar.

Just now Hon’ble Minister has stated that for the proposed port at Gangasagar, he is getting lot of money from different sources. Of course, I am not clear whether this entire money, as he declared just now, is meant for the sea port Gangasagar only or some other ports also.

My question is when will the construction of the sea port at Gangasagar actually begin? We have been given a lot of assurance for the last four years but nothing is visible. I am putting my question again – when will the construction of the port begin?

 

Derek O’Brien’s Question on National Rural Drinking Water Programme

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of people who have contracted water-borne diseases over the last three years, State-wise and year-wise;

(b) the number of such cases that have been fatal;

(c) the steps Government has taken to provide safe potable water in rural and urban areas; and

(d) the funds allocated and disbursed for these efforts in the last three years?

First Supplementary Question

Budget 2016-17 has been a dampener in its allocation of Rs 5000 crore for the National Rural Drinking Water Programme being only a marginal improvement over the previous year’s allocation of Rs 4373 crores.

This year’s budget for AMRUT and for 100 smart cities is about Rs 7000 crore. The emphasis is on drawing water from exogenous sources instead of developing and managing local water sources.

How is the Centre planning on ensuring that all households – whether rural or urban are receiving clean and potable water?

Second Supplementary Question

Sir, I hate to say this but when it becomes convenient, the matter goes to the State. Anyway, Sir, since the Finance Minister is also here, may be in the answer I will get some assurance and maybe the Minister will also get some assurance from the Finance Minister.

Sir, the question is that given the situation, not only in Delhi but in other places too, Sir this budget for National Rural Drinking Water Programme, Sir, will not solve any of the problems. Sir, the budget should be in the range from 8000 to 9000 crore rupees.

So, to reach the goals of the National Rural Drinking Water Programme does the Union Minister have a specific plan in mind as to what is the overall budget, so that they can resolve the basic issue of providing potable drinking water to people.
