Sir, I thank you for giving me an opportunity to speak in this August House on the Constitution (Scheduled Castes) Orders (Amendment) Bill, 2015.

What struck me most is that my community is still continues to accept a position of humiliation because of the caste. Sir, I have a dream that my two children will one day live in a nation where they will not be judged by their caste but, by the content of their character and patriotism.

After Independence, the Constitution of India piloted by Babasaheb Ambedkar prescribed certain protections and safeguards for Scheduled Castes with the objective of promoting their educational, economic and political interests. The Government has yet so far provided various plans and programmes offering them opportunities to develop providing educational facilities, health service and building communication networks. It is observed that Government programmes, especially those pertaining to Scheduled Caste welfare are never taken seriously and there are no effective monitoring systems pointing out the failure of the Planned Objects. There are diversion of resources and lack of utilities of the Scheme. Therefore, the condition of this community has remained very miserable. Therefore remedial measures and courses of correction have to be implemented diligently.

Most of the Scheduled Caste communities are striving to fulfill their basic needs of food, clothing and shelter as well as basic education. Besides this, today they deserve better opportunities to live with dignity and self respect. Hence, ample opportunities should be made available to them which will ensure to them a secure and dignified life in this time.

Pratima Mandal raises issue of honey collectors in Sunderbans | Transcript

Sir, Sunderbans is the world’s largest continuous mangrove forest. It is known for its Royal Bengal Tiger and is also famous for its honey collected from, a large cluster of bee-hives. The honey collectors, locally known as moulis, are mostly living at Gosaba, Hingalganj and Basanti block of Sunderbans.

They collect honey from the dense forest, by risking their life. Since, it involves good expense and, as they are economically unsound, they take money from money lenders, who are locally known as mahajans. The money lenders take high rate of interest and also a good share of honey or collectors are forced to sell the honey at a fixed low rate. It is very painful.

If the Government takes some safety measures and allots funds, then they can save their lives and reduce their hardship.

Sir, Rail humara jivan me gati lati hai. Yehi hai vigyan ka ek sresht ashwirvad. Bhartiye rail par humara garv hai.

Sir, two Hon’ble Members of my party already spoke on Railway Budget and covered all the points.

Sir, my constituency is Joynagar which is mainly a coastal based area. Sunderbans which is a famous mangrove forest and Royal Bengal Tiger habitat, is also situated under my constituency. I would like to state here two projects which are under my constituency and have become an urgent necessity.

Sir, Canning to Bhangankhali, it is the project of the then Hon’ble Railway Minister Ms Mamata Banerjee which is still pending. I would like to request the Hon’ble Minister, through you Sir, to start the project and would also like to request to kindly extend the project of Bhagankhali to Gadkhali.

People from Sunderbans come to Kolkata for their daily need. I would also like to inform the Hon’ble Minister, through you Sir, that train journey from Sealdah to Namkhana takes three hours. Sir, I would like to request the Hon’ble Minister to introduce one or two galloping train so that people reach their destination within a shorter time.

At the same time, I would also like to request the Hon’ble Minister, through you Sir, to extend this line from Namkhana to Bakkhali. Bakkhali is an attractive tourist stop, so that people from different parts of West Bengal can reach there easily. I would like to finally request the Hon’ble Minister to kindly sanction funds for these two projects.

WB Govt to rehabilitate hand-rickshaw pullers with e-rickshaws: Pratima Mandal | Transcript

Trinamool MP Pratima Mandal today supported the Motor Vehicles (Amendment) Bill, 2014 in Lok Sabha while making some suggestions to the government. She also highlighted the West Bengal Government scheme to rehabilitate hand-rickshaw pullers with e-rickshaws.

Thank you Hon’ble Sir, for giving me an opportunity to speak in this august House on the Motor Vehicles (Amendment) Bill, 2014. The definitions that have been proposed to be included in this Bill are in my opinion appropriate and necessary. It has taken into account very valid reasons that were otherwise missing from the purview of the Act under discussion.

Now moving to the principal Act… In Section 7, the relaxation of driving license to e-cart or e-rickshaw, I believe, is a very good move. But there must be a regulation in respect of issuing driving license otherwise it might lead to bad impact on traffic.

I would like to bring to the notice of the House that our Hon’ble Chief Minister Mamata Banerjee has introduced a unique scheme to bring 6000 manually-pulled rickshaw under green rickshaw i.e. solar power e-cart or e-rickshaw to provide employment as well as to provide pollution free environment to our new generation.

I, on behalf of my party, would extend support to the Motor Vehicles (Amendment) Bill, 2014. But I would like to request the Hon’ble Minister, through you Sir, that Government might consider to include few points.

  • Number of passengers on board should be restricted to avoid accidents.
  • Restriction for quantity of goods should be implemented.
  • It is suggested that Government might consider bringing the passenger on board and those caused harm by e-cart or e- rickshaw under insurance policy coverage in order to provide financial assistance to them.

Pratima Mandal speaks on the need to protect Sunderbans | Transcript

The Sundarbans is the largest Mangrove forest ecosystem in the world. Annually 2.4 billion tonnes of sediments is transported by the major rivers of Bangladesh. Silt deposition in the northern part of the forest poses a threat to the existence and vigorous growth of mangrove vegetation. Salinity levels have increased in the Sundarbans since the Hathabhanga, Kobadak and other rivers bringing fresh water from the Ganges to the South have silted up excessively thereby losing their connection with the Ganges. The Sunderbans is on the verge of disintegrating and disappearing. I would urge the Minister concerned to take remedial steps to protect the Sundarbans and especially preserve the mangroves.
