Bengal to export 1,000 MW power to Nepal, Bhutan

The Bengal Government will soon export 1,000 Mega Watt (MW) electricity to various neighbouring countries including Nepal and Bhutan. Meanwhile, the capacity of the export of electricity to Bangladesh will also be increased.

The power plants in Bengal have been generating nearly around 7,000 MW of electricity every day on an average and private power plants around 11,000 MW.  During peak hours, the state needs nearly 9,000 MW a day. Bengal ranks second after Maharashtra in terms of production of electricity without the assistance of the Centre.

Bengal is among the few Indian states to have surplus power which is a major achievement as it has been viewed by many. Production of power in the State has gone up in the last few years.

বাংলার সরকারী পাওয়ার প্ল্যান্ট গুলি প্রতিদিনে প্রায় ৭০০০ মেগাওয়াট বিদ্যুৎ উৎপাদন করে এবং বেসরকারী পাওয়ার প্ল্যান্ট গুলি প্রতিদিনে প্রায় ১১০০০ মেগাওয়াট বিদ্যুৎ উৎপাদন করে। একটি কর্মব্যস্ত দিনে প্রায় ৯০০০ মেগাওয়াট বিদ্যুৎ প্রয়োজন রাজ্যের।  কেন্দ্রের সহযোগিতা ছাড়া বিদ্যুৎ উৎপাদনের ক্ষেত্রে বাংলার স্থান (দ্বিতীয়) মহারাষ্ট্রের পরেই।

ভারতবর্ষের কয়েকটি মাত্র রাজ্যের মধ্যে বাংলা একটি যেখানে পাওয়ার সারপ্লাস আছে যা নিঃসন্দেহে একটি বড় অ্যাচিভমেন্ট। গত কয়েক বছরে রাজ্যের বিদ্যুৎ উৎপাদনও বেড়েছে।

 

Bengal’s new ‘Health Bill’ is a model for the entire country: Mamata Banerjee

The historic West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017 was passed at the West Bengal Assembly today.

The Bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate.

Bengal Chief Minister Mamata Banerjee spoke at length on the Bill during a discussion in the Assembly. She called the Bill ‘historic’ and “a model for the entire country”.

Highlights of Mamata Banerjee’s speech at the State Assembly:

  • Opposition for the sake of it had become a norm in Bengal. No more. We work for the people.
  • Those who are giving lectures today did not do any work for 34 years. Despite the huge debt burden, we are working for the people
  • We have increased number of beds by 27000. We provide healthcare for free in govt hospitals in Bengal
  • People from Bihar, Jharkhand, Odisha, North East, Bhutan, Nepal, Bangladesh come to Bengal for treatment
  • Procedures like MRI, Scan, X-Ray, blood tests and even dialysis are provided at much lower cost
  • 112 fair price medicine shops providing up to 70% discount have been set up
  • 16 Mother and Child Hubs, 70 SNCUs, 303 SNSUs have been set up
  • Institutional delivery has increased from 65% to 90% in last five years. Infant Mortality Rate (IMR) has been reduced from 32 to 26
  • Fair Price Diagnostic Centers and Dialysis Services have been set up at 46 State Run Facilities
  • We have set up 7 new health districts and 7 new medical colleges
  • Children receive free cardiac surgeries under Sishu Sathi scheme. We have started breast milk bank. We have initiated Swasthya Sathi scheme.
  • Seats have been increased at medical colleges
  • Health department conducted a survey for one year before bringing this Bill
  • Some hospitals are taking PAN cards and FD papers of patients. We never heard of things like this
  • Some hospitals are overcharging patients, making exaggerated bills. The greed is crossing all limits
  • This Bill aims at bringing transparency, ending harassment of patients and taking steps to stop medical negligence
  • This Bill makes provisions for proper compensation in case of negligence by hospitals
  • Hospitals have to start e-prescriptions and keep online medical records
  • Hospitals cannot charge more than the package for treatment. They must provide an estimate for additional cost
  • Hospitals must start ‘Public Grievance Cell’
  • Hospitals with more than 100 beds must start fair price medicine shops and diagnostic centres
  • Hospitals getting land from Govt must provide free treatment to 10% people
  • Hospitals must provide primary treatment to accident victims
  • Hospitals not following this law may lose license
  • 13-member West Bengal Clinical Establishment Regulatory Commission to be set up, headed by a former judge of the High Court
  • The regulatory commission can impose penalty up to Rs 50 lakh on hospitals
  • Life saving treatment and medicines cannot be stopped even if patient cannot give money
  • Deadbodies of patients cannot be held back due to non-payment of dues
  • We must provide service with a smile

 

ঐতিহাসিক স্বাস্থ্য বিলকে সারা দেশের জন্য মডেল বললেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়

আজ বিধানসভায় ঐতিহাসিক ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস (রেজিস্ট্রেশন, রেগুলেশন অ্যান্ড ট্রান্সপেরেন্সি) বিল ২০১৭ পাশ হল।

স্বাস্থ্য পরিষেবায় স্বচ্ছতা আনতে, রোগীদের হয়রানি বন্ধ করতে ও  চিকিৎসায় গাফিলতি রুখতে এই বিল আনা হয়েছে।

বিধানসভায় এই বিল নিয়ে আলোচনার শেষে বক্তব্য রাখেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই বিলকে ঐতিহাসিক আখ্যা দিয়ে তিনি বলেন সারা দেশের কাছে এটি একটি মডেল।

Nadimul Haque speaks on India-Nepal relations

Sir, the new Constitution of Nepal promises an era peace and progress in a democratic and federal structure. However, the Madhesis and the Tharus, residents of Terai region, have been protesting to the provisions of the Constitution related to political representation, citizenship and inclusion.

Sir, while we cannot ignore our centuries-old relationship with Nepal, we must also consider the fact that Madhesis and Tharus have social, cultural and religious links with Indians living across the border. The interim Constitution of Nepal of 2007 provided for proportionate representation of Madhesis and other such groups in the state organs. But the present Constitution does not provide such options.

The present Constitutions says that only citizens by descent will be eligible to hold public offices like President, Prime Minister, Chief Justice, Chief Secretary etc. This clause may have a discriminatory effect on Madhesis, many of whom have acquired citizenship by naturalisation.

Citizenship by naturalisation is mainly acquired by those who are born to a Nepali parent and a foreigner. Typically, Madhesis tend to marry people from the Indo-Nepal border. As my colleague was saying that ‘roti-beti ka rishta hai’.

Sir, in demarcating the seven provincial boundaries, their Constitution has merged 12 out of the 20 districts of the Terai region with various Hill provinces. The Madhesis and Tharus are arguing that this would allow the Hill districts to dominate in the provinces and deprive them of resources.

Sir, in light of this issue, India expressed concerns after the protests in October, 2015. Also at United Nations Human Rights Council, in November, 2015, India had recommended that the Government of Nepal should accommodate all sections of Nepal in the Constitution building process.

It is pertinent to mention that before raising emerging issues of Indo-Nepal relations in an international forum, it would have been better for our government to continue the process of dialogue with Government of Nepal, keeping in mind the long-standing, friendly bilateral relations between the two countries; even China has started fishing in troubled waters.

Sir, India and Nepal have arguments with regard to trade and commerce, sharing of river waters, energy cooperation, investment protection etc India has also exported petroleum products, motor vehicles, spare parts etc to the tune of around Rs 28000 crore whereas it has imported polyester yarns, textiles, jutes and other products for around Rs 4000 crore in 2014-15. It is therefore a mutual interest that both countries should explore all means to resolve the contentious issues; the sooner it is done the better it would be better for both the countries.

Sir, Nepal shares its borders with five Indian states. These are West Bengal, Sikkim, Bihar, Uttar Pradesh and Uttarakhand. Bengal shares its border with three countries. These are Bangladesh, Bhutan and Nepal. Sir, on a side note it has to be noted that this is a very sensitive area and any cut in state funding is also affecting police modernisation in this area. But I am coming back to the larger issue, Sir.

There are large numbers of people of Nepalese origin who reside both permanently and temporarily in India, particularly in these five states in a conducive atmosphere of amity and fraternity. The Madhesis in Nepal are our brothers and we should have a duty towards them.

In this background, we welcome the meeting between our Minister of External Affairs with the Deputy Prime Minister and Foreign Minister of Nepal recently where discussion were held on 4 key issues concerning:

  1. Constituency de-limitation
  2. Political representation
  3. Citizenship
  4. Demarcation of provinces

Sir, my party sincerely hopes and believes that considering the warmth exuded by the Indian Government during the April, 2015 earthquake in Nepal, a similar gesture would be extended by the Government of Nepal for betterment of relations with India.

WB CM suggests Dedicated Business Corridor to boost up international trade

The West Bengal Government is all set to send suggestions to the Centre to set up a Dedicated Business Corridor for increasing trade relations with the neighboring countries , at the nation’s international borders.

The West Bengal Chief Minister Ms Mamata Banerjee said that in order to realize the nation’s Look East Policy, it is necessary to set up the Dedicated Business Corridor. The State Government is sending the suggestions through the State’s Chief Secretary.

The West Bengal Chief Minister said the right steps must be taken to make the Look East Policy a reality. If the suggested Business Corridor is set up, the economy and the business scenario of the whole north Bengal will change, she said.

The suggested Business Corridor will string together Jaigaon in Indo-Bhutan border, Panitanki in Indo-Nepal border, Fulbari-Changrabandha, Pentrapole, Gede and Hili in Indo-Bangladesh border.

ADB loan push for state corridor

The Mamata Banerjee government has got another big boost before the chief minister’s London visit on July.

The screening committee of the Department of Economic Affairs under the union Finance Ministry has cleared loan approval of receiving $500 million Asian Development Bank (ADB) loan to the West Bengal government for setting up the 231 km long North South corridor from East Midnapore to Murshidabad that will cross six districts and move parallel to NH-34.

This is the highest amount of ADB loan granted for any ADB-assisted single project in the country. The total cost of the project, to be executed by the West Bengal Highway Development Corporation Limited (WBHDCL) is estimated as Rs 4,696 crore.

The corridor would help to remove the critical bottlenecks in freight movement not only from the northern parts of the state and north eastern states of the country but also from the neighbouring countries like Bhutan and Nepal to Haldia and Paradeep.

About the corridor

According to the plan, the corridor will run across six districts on the western side of the Ganges parallel to NH-34 and would serve at least 40% of the total population of the state, connecting a 231 km stretch from Mechogram near Haldia in East Midnapore to Morgram near Jangipur in Murshidabad.

The corridor will connect the important national highways of NH-6, NH-2, NH-60 and NH-34. The corridor will also reduce travel distance of Morgramm – Haldia port for about 60 km and will reduce about three hours of travel time in comparison to NH-34.

Kharagpur and the south west part of the country will get shorter connectivity to north east in addition to the faster connectivity to Haldia from states like Bihar, Jharkhand and the north eastern states along with Nepal and Bhutan.

WB CM distributes relief at Indo-Nepal border

West Bengal Chief Minister Ms Mamata Banerjee was present at the Panitanki check post on the Indo-Nepal border today to oversee the passage of truckloads of relief materials from India to Nepal after the devastating earthquake that shook Nepal.

West Bengal government has sent 30 trucks to Nepal with water, medicines, dry and packaged food, tarpaulins among other things.

The West Bengal Chief Minister had earlier visited Siliguri in North Bengal on last Sunday, April 26, 2015, to take stock of the damages in north Bengal after Saturday’s earthquake. She visited the affected people in Siliguri and Mirik and had said that a rescue team was also being rushed to Nepal. She had also chaired a meeting with the district magistrates of the six north Bengal districts to assess the situation and send relief materials.

Incidentally, West Bengal, under Chief Minister Ms Mamata Banerjee, had always stood beside the disaster affected States, at the crunch time. Earlier, in September 2011, Ms Mamata Banerjee had undertaken sending of relief materials to the earthquake –affected Sikkim. She had also visited the State. In fact, West Bengal Government was the first to reach relief materials and medical kits to the quake-hit people of Sikkim.

Madam, I am drawing the attention of the House to the terrible human tragedy that happened in our neighbouring country of Nepal on the 25 April, 2015.

The earthquake with the epicentre near Pokhra in Nepal caused by shifting of tectonic plates in Himalayas has caused immense damage in that country with number of deaths crossing 2400 and 1000 injured. Huge amount of property has been destroyed in that country. It is good that Government of India has sent rescue teams with relief materials to Nepal through the Indian Air Force as a humanitarian gesture.

The earthquake has also affected India. At least 63 people are dead – 46 in Bihar, 13 in UP, 2 each in West Bengal and Rajasthan.One hundred and fifty six people have been injured in Bihar, 43 in UP and 52 in West Bengal and also some in Sikkim. The Government of India has been in touch with these States for relief. More needs to be done in the form of disaster relief.

The West Bengal Chief Minister has gone to north Bengal, where the earthquake happened, to supervise relief and rescue operations.

We are told that the National Disaster Management Authority is supervising relief work in Nepal and in India. But I would like to know how much money has been released from National Disaster Relief Fund for different states.

Madam, earthquakes cannot be prevented. There are large numbers of high-rises as well as illegal construction. The Government should examine whether these buildings are earthquake-resistant and whether proper disaster management teams are in place in the big cities which will be affected more by the earthquake.

I express deep sorrow at the deaths including those who died at the Everest Base Camp.

Our prayers are with the people of Nepal: Trinamool in Parliament

Trinamool Congress today expressed grief and sorrow at the immense loss of life and property in Nepal and parts of India due to the earthquake on 25 April, 2015.

During a discussion in both Houses of the Parliament, Derek O’Brien and Saugata Roy extended solidarity with the people of Nepal in Rajya Sabha and Lok Sabha respectively.

“The National Disaster Management Authority (NDMA) was dissolved. Out of a board of 12 odd members, only three members have been appointed so far. My humble suggestion to the government is not to keep those seats vacant,” Derek O’Brien said.

He added that the formula to handle such situations was PIC – Preparedness, Infrastructure and Communication. While the communication on government’s part was satisfactory, a lot was needed to be done in preparedness, he opined.

In Lok Sabha, Saugata Roy said that huge loss of life and properties has happened in Nepal. It is good Indian govt has sent relief material to Nepal. He appreciated the central government’s role in relief operations but said a lot more could be done.

He also wanted to know from the government how much funds have been released from the National Disaster Relief Fund.

WB CM visits earthquake-affected areas in north Bengal

West Bengal Chief Minister Ms Mamata Banerjee today reached north Bengal to take stock of the damage caused by the earthquake that hit parts of India and Nepal yesterday.

After arriving at Bagdogra airport, Ms Banerjee said, “There has been a lot of damage. 55 people are hospitalised in Siliguri. We have sent a rescue team to Nepal already.”

Earlier in the day she tweeted that 31 people out of 336 tourists from Bengal, who were stranded in Nepal, have been rescued. They were being flown back to India.

WB CM met the family of Rupban Khatun, aged 45, a victim of the earthquake. She also visited people in hospital who are suffering from earthquake injuries and trauma.

The government has launched a toll-free helpline number for the control room: 1070.

Chief Minister Ms Mamata Banerjee addressed the Bengal Global Business Summit at the end of the first day. She took the opportunity to thank all the foreign delegates and the captains of the Industry. Here is what she said:
