Bengal’s ‘Sabar Shouchagar’ project receives UN award for innovative public services

The project in West Bengal’s Nadia district for improving heath by providing sanitary toilets and promoting their use has won a first place UN award for innovative public services.

Announcing the award to the Sabar Shouchagar — “Toilets for All” — project, the UN department administering the awards said on Monday that it “is a unique model developed to generate awareness, improve access to sanitary toilets, and bring substantial health improvement through improved sanitation”.

The project increased awareness and brought about behavioural changes leading to more use of the constructed toilets, it added.

The award from the Division for Public Administration and Development Management of the UN Department of Economic and Social Affairs (UNDESA) is to be given in Medellin, Colombia, on Thursday at a UN Public Service Forum.

“The awards highlight many innovations that help to provide better services to citizens everywhere in the world and improve people’s lives,” said Wu Hongbo, Under-Secretary-General of the UN Department of Economic and Social Affairs (UNDESA).

“It provides an international platform to showcase some of the best examples of effective public governance.”

Accident insurance scheme for self-help groups started in Bengal

An accident insurance scheme for self-help groups (SHGs) has been started in West Bengal. The implementation of the scheme has begun with the district of Purulia. It is to be extended to the district of Nadia, and in around a month, to the rest of the State. An additional 2% subsidy on interest against loans taken by the SHGs has also been announced.

About the scheme

The accident insurance scheme for the SHGs, administered by West Bengal Swarojgar Corporation Limited, has been made applicable to all members aged 18 to 60 years. The compensation for accident-related deaths has been settled at Rs 1 lakh. This compensation amount is also applicable to those who fall in the categories of total permanent disability, partial permanent disability and temporary total disability, as per an announcement by the Department of Self-Help Group & Self-Employment.

Rs 40,000 has been earmarked for accident-linked treatment and surgery. For conducting the last rites of accident victims, a maximum of Rs 2,500 would be given. To compensate a person for the wage loss suffered as a result of an accident, Rs 100 per day would be paid for a maximum period of 30 days.

Loans taken by the SHGs from banks carry an interest of 11%. Of this 11%, till now, 7% used to be paid by the State Government in the form of subsidy. Therefore, SHGs had to pay 4% of the interest. Now, the State has decided to pay an additional 2% of the interest, to lower the burden on the SHGs. Hence, from now on, the SHGs would have to pay only 2% of the interest.

As of now, this new subsidy scheme would benefit those SHGs that had applied for loans from April 2014 onwards. However, efforts are on to extend this subsidy to those groups too that have been paying their interests from earlier.

According to the State Government, more than 50 lakh members from the almost 5 lakh SHGs would be benefited by all the above-mentioned measures.

Nadia district of West Bengal has become the first in India to have modern toilets in every household. This remarkable feat in sanitation, called ‘SobarSouchagar’or ‘Toilets For All’,has made Nadia a ‘NirmalZilla’. International recognition has also come.

The project has been shortlisted for the prestigious UN Public Services Award, 2015. Loughborough University, UK has selected the project as an inspiring model for eliminating open defecation, and it is to be presented at the WEDC International Conference in July.

Open defecation is a major problem in India. The State of West Bengal has taken a commendable lead in tackling this issue. To change this social behaviour, the administration started a practice of oath-taking by children in schools that they will ensure total sanitation in their houses. This has proved to be the biggest game-changer as children went home and forced their parents also to use toilets. Besides, religious leadershave also done their part in spreading the message of safe sanitary habits during gatherings.

Other districts, like Hooghly, North 24-Parganas and Bardhaman, are also well on their way to achieving a 100% open defecation-free status. Funds from Central schemes like National Rural Employment Guarantee Act, Nirmal Bharat Abhiyan and National Rural Livelihood Mission are being used for the purpose. This kind of district-level sanitation programme is the need of the hour; the State of West Bengal has shown the way to success, and now it’s for the others to implement similar schemes to remove the scourge of open defecation.

Nadia shows the way for Clean India: WB CM

While the Centre’s much-publicised Swachh Bharat Abhiyan hasn’t yet hit top gear across the country, a district in Bengal has stolen a silent march in becoming the country’s first to be declared open defecation-free.

Chief Minister Mamata Banerjee today made a formal announcement of Nadia becoming the first Indian district to earn Open Defecation Free (ODF) status. Hooghly and Bardhaman are placed on second and third rank respectively.

Nirmal Bangla Divas

One lakh school students today took the Nirmal Bangla Pledge (see video here) along with the CM at Krishnanagar, Nadia. Representatives from UNICEF and World Bank were present on the occasion.

To celebrate the success of the efforts in Nadia, 30 April will be observed as Nirmal Bangla Divas across the state every year, announced CM.

WB CM thanked people from all sections of the society for making Nadia the first open-defecation free district in India. “The district of Chaitanya Mahaprabhu and Dwijendra Lal Roy has again led the way in social awakening,” she said.

Nirmal Bangla Mission

As part of the Nirmal Bangla (Clean Bengal) Mission, as many as 3.47 lakh toilets were set up across Nadia. These were constructed not just in the interiors of Nadia, but also in the urban centres and townships. By March 2015, all households in the district had access to toilets.

It is estimated that 2.5 billion people in the world do not have access to proper sanitation and nearly half of them still defecate in the open.
