‘Smart’ kiosks in Bidhannagar for citizens

In a ‘smart’ move, the Bidhannagar municipal corporation on Saturday opened a kiosk at the Mayor’s ward office in Salt Lake where residents will be able to contact him as well as the municipal commissioner through video-conferencing, submit building plans for sanction and pay their property taxes.

The civic authorities plan to introduce a smart card for all households of the township with in the next three months, using which residents will be able to know everything about municipal service and property taxes and pay the taxes through a common portal set up at the kiosk.

The next such smart kiosk will be opened at the City Centre mall and subsequently , at all the ward offices in Salt Lake.

As part of the initiative, the officials recently put up a 10 km canvas across the township, inviting residents to write or draw their suggestions to develop Salt Lake into a Smart City; it has been holding seminars for citizens and distributing feedback forms to homes, asking for their suggestions.

KMC announces grant for women-led Puja panels

Mayor Sovan Chatterje has announced Rs 10,000 grant for puja committees formed exclusively by women in the city. The initiative aims to encourage women to organise pujas in the city.

In the monthly meeting held at Kolkata Municipal Corporation today,the mayor announced this special subscription to the puja committees headed by women. The amount provided will come from sponsors who fund different puja committees in the city.

The move was announced by the Chief Minister a few days ago,where the KMC will act as the nodal agency with the job of providing the allotted amount.

This move will help out the puja committees formed by women which usually find themselves strapped for funds. Unable to find sponsorship, such committees are sometimes forced to close down as they cannot find advertisements. The CM’s initiative comes as a relief to such puja committees.

UNICEF and WB Govt to jointly work for adolescent kids

The United Nations Children’s Educational Fund or UNICEF and West Bengal Government will jointly launch a programme for the welfare of kids attaining puberty.

With an aim of making Kolkata more hospitable for adolescents, a meeting was organised by the Kolkata Municipal Corporation in the presence of representatives of UNICEF, State Women and Child Welfare Minister Dr Shashi Panja, Mayor Sovan Chatterjee and other officials.

West Bengal Government, UNICEF and KMC will jointly work for the adolescent kids in slum areas with a focus on children who have dropped out of school or fell prey to trafficking. A pilot project will be launched in Ward No. 26 of KMC area.

Awareness drives for Bengal government’s flagship schemes like Kanyashree and Shishu Sathi will also be conducted. Government will conduct surveys to ensure common people are getting benefits of the schemes, the Minister said.

Chief Field Office of UNICEF in West Bengal, Ashadur Rahman feels that the impact of Kanyashree has been huge at the grassroots. He suggested that Bengal’s successful ‘Kanyashree’ scheme for the empowerment of girl child should be followed as an example by rest of the states in India.

 

Tolly’s Nullah all set for a makeover

Tolly’s Nullah, also known as Adi Ganga, is slated to get its biggest renovation in decades.

The state has planned for revival of a 15.5 km stretch of the channel, which starts from as an offshoot of the Hooghly from Kidderpore. The revival will, however be restricted till Garia.

The Rs 600 crore project was conceived through the National Ganga River Basin Authority (NGBRA) after Chief Minister Mamata Banerjee gave it a green signal.

Kolkata Municipal Corporation on Friday signed a contract with Egis Eau, a French consultancy firm, for preparing a detailed project report for the revival of the nullah.

“The firm will be responsible for preparing a DPR for the revival of Adi Ganga within eight months. The experts will visit different stretches of the nullah from Hastings to Garia and take stock of the situation. After the DPR is submitted, we will invite a global tender for execution of the project,“ Mayor Sovan Chatterjee said.

KMC launches e-sanction of building plans

Mayor Sovan Chatterjee on Wednesday launched the much awaited scheme for online sanction of building plans. The scheme effectively reduces the time taken to obtain an approval to 45 days from the existing time limit of three months. Three applicants received online sanctions for buildings in Swinhoe Lane and Canal Road (south) on Wednesday .

The facility will initially be restricted to Park Street, Camac Street, Loudon Street, Theatre Road, Ballygunge and others which fall under Kolkata Municipal Corporation borough VII. It will be extended to other areas in phases.

All a property owner needs to do to avail of the online facility is get hold of a Licenced Building Surveyor (LBS) who is empanelled in the KMC buildings department.The application for sanction of construction or additional construction on a particular building or on a vacant plot will be made by LBS on behalf of the applicant.

The LBS appointed for a particular project will need to mention every detail of the project, from the size of the plot floor area ratio to the width of the road in front of the proposed building, apart from details about the owner and the title of the land to ascertain whether it is a litigated property .

Kolkata emerges as national model in providing e-services

Kolkata has emerged as a national model in providing e-services to citizens, Mayor of Kolkata, Sovan Chatterjee today informed via Twitter.

He added that Union Ministry of Urban Development has written to Kolkata Municipal Corporation to share the best practices model for other cities to emulate.

Bengal shows the way

This is not the first time, Bengal has emerged as a national model. From countering left-wing extremism in Jangalmahal to the fair price medicine shops, Bengal has always showed the way.

Incidentally, a recent survey by a Bangalore based organisation adjudged Kolkata as the best city to live in India. India Today magazine termed Kolkata as the safest city in India. Kolkata also emerged in the list of fastest growing cities in the world in AT Kearney’s Global Cities Index.

 

KMC draws up mega project report to combat water-logging

KMC drawn up a detailed project report for combating water-logging in this part of the city this monsoon. The cost of the project has been pegged at Rs 23 crore.

In his first meeting on monsoon preparedness with representatives of such government agencies as KMDA (Kolkata Metropolitan Development Authority), KMWSA (Kolkata Metropolitan Water & Sanitation Authority), PWD (Public Works Department), Irrigation, PHE (Public Health Engineering) and KMC technocrats, Singh laid out the blueprint for fighting water-logging this monsoon.

As the first step to rid the city of water-logging, Singh directed his department to ensure that most major and critical drainage pumping stations in the city come under CCTV surveillance.

The KMC issued an order asking all executive engineers of the sewerage & drainage department to pull night shifts at different pumping stations from June 15 and continue in that vein till the monsoon retreats.

West Bengal Chief Minister today attended the swearing-in ceremony of the Mayor of Kolkata, Sovan Chatterjee, at the historic Town Hall. Dedicating the day to the Maa, Mati, Manush of West Bengal, the CM asked everyone to participate in the surge of development.

“Kolkata is a non-planned city yet I can say confidently that we are No. 1 among all metros. No other city can match Kolkata in the cordiality among people,” she added.

Kolkata has seen a lot of development in the last 5 years, the Chief Minister added. She said this will be the beginning of a new chapter in the history of Kolkata.

The swearing-in ceremony today was graced by the presence of the Speaker of West Bengal Assembly, eminent citizens from all walks of life, various government officials and the Kolkata Municipal Corporation.

KMC expedites Garden Reach water supply project

Kolkata Municipal Corporation (KMC) and Kolkata Metropolitan Development Authority (KMDA) have joined hands to overhaul the water supply system in south Kolkata and three municipal areas bordering Garden Reach.

When complete, the project will end water woes in areas like Garden Reach, Kalighat, Behala, Tollygunge, Jadavpur and Mahestala, Pujali and Budge Budge municipalities. Though it involves huge investment, Mayor Sovan Chatterjee is determined to complete it by the end of this year.

Sovan Chatterjee has proposed to lay four dedicated water lines. After completion of the process, these pipes will ensure more water for residents once the augmentation of the Garden Reach plant is complete. These lines will be laid for Behala, Garden Reach, Pujali and Maheshtala.

The Mayor on Monday held a meeting with municipal affairs minister Firhad Hakim and officials of KMDA, KMC and the land department. He has asked municipal commissioner Khalil Ahmed to wrap up the ongoing project at Garden Reach by October 31.

The new plant with a capacity of supplying 50 million gallon water will greatly solve the water scarcity in south Kolkata.

Water supply top priority: Kolkata Mayor Sovan Chatterjee

Sovan Chatterjee, who is set to take oath as mayor for the second time, came to office early on Wednesday and held a series of meetings with KMDA and KMC officials on the future course of action.

Excerpts of his plans regarding KMC’s work in the next five years:

 

Q. What are your plans for the next five years?

Mayor: This time I will concentrate on sustainable development of the city. I will try to do an all round development of the city.

 

Q: Tell us some areas where you want to bring about a marked change?

Mayor: Supply of drinking water is an area where we need to improve upon in a big way. We have undertaken a major augmentation project to make potable water reach every household. Right now we have decided to inaugurate a 50 million gallon water treatment plant at Garden Reach, which is nearing completion. Out of this treatment plant, we aim to supply 10-12 million gallons of water to areas of three municipalities Budge Budge, Pujali and Maheshtala.

We will then take up construction of another treatment plant at Garden Reach. Besides, the capacity of Palta waterworks and Dhapa water treatment plant will also undergo an augmentation programme. The aim is to discourage installation of tube wells as a source of drinking water.

 

Q: Besides water supply what will be the other focus areas?

Mayor: There are many. We have successfully installed 43 garbage compactor stations across the city to phase out vats, which would make the city dirty.
Now we intend to extend the service to places where large vats still exist. We are in the process of finding land for setting up such compactor stations. In the next five years, we will take the number from 43 to 100.

This apart, we have planned to install 1,000 trash bins of different sizes to take care of waste from the different markets.

 

Q: What about your plans for the beautification of the riverfront?

Mayor: We have decided to continue with the riverfront beautification. The successful implementation of the beautification project along the Hooghly till Jagganath Ghat will be extended up to Mayer Ghat and then further. We have appealed to the Centre to release funds for this.

 

Q. What will be the policy as far as determining property tax is concerned. Will you continue with the old method or introduce unit area assessment?

Mayor: We want to simplify the method of calculating property tax. While the present system of rental basis of calculating property tax will not be discarded, those who want to determine the tax based on unit area method will also be welcome. We want to keep the two systems alive.

 

Q: How will you undertake administrative reforms?

Mayor: We are duty bound to give a transparent civic administration to the citizens. It is our responsibility to ensure that nobody gets harassed while they seek services at our office counters.

 

Q: What will be your policy on hawkers?

Mayor: We have adopted a hawker policy in which we have stressed on pedestrians’ rights and ensured the livelihood of the hawkers.
