TMC opposes anti-farmer Land Bill in Lok Sabha

Trinamool Congress today strongly opposed the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Amendment) Ordinance, 2015 – Land Bill in common parlance – in Lok Sabha.

Speaking on behalf of the party, the leader of AITC Parliamentary Party in Lok Sabha, Sudip Bandyopadhyay questioned the need for another Bill when one was already existing.

“In 2013, a Bill was passed in Parliament which was supported by both Congress and BJP. Trinamool was the only party to vote against the Land Bill of UPA,” he said.

Making a strong case for 100% consent for acquisition, he maintained that the government must not play the mediator in such cases.

“We should concentrate on barren land and mono-crop land. We are against acquisition of multi-crop land. Our stand is the same as that of 2013,” he added.

No compromise on land bill: Mamata Banerjee

There would be no compromise on the Centre’s land acquisition bill, West Bengal Chief Minister and Trinamool Chairperson Mamata Banerjee said, reiterating her stand of not supporting the bill.

“Why should we support the land bill? Land bill, no compromise,” Ms Banerjee told reporters in Purulia.

“It is linked with soil. It is linked with our struggle,” she said. She was in Purulia for attending an administrative review meeting to take stock of the developmental projects in the district.

“We have made our stand clear in Parliament. I sat on a hunger strike for 26 days against forcible land acquisition,” Mamata Banerjee had said.

“It was our movement against forcible land acquisition which had sparked the demand for abolition of the draconian Land Acquisition Act of 1894,” she stated.

Under rule 72 of the Rules of Procedure, I move to oppose the introduction of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlements (Amendment) Bill, 2015.

The Bill takes away the chapter on social impact assessment as well as the chapter on food security in case of certain land acquisitions. This Bill is against the interests of farmers and has been opposed by all opposition political parties and farmers’ organisations. Hence it should be opposed tooth and nail by everybody who has farmers’ interest at heart.

The Bill also takes away the right of consent of the farmers. Where 80% consent of the farmers was needed for land acquisition for a private party that has also been removed for certain land acquisitions. Madam, this Bill shows how a Bill should not be put. A Bill was passed in Parliament in 2013; even the BJP party had supported the Bill at that time. The government brings a second amendment and because of the majority they pass it in Parliament. The Lok Sabha passes it and it is not even taken up in Rajya Sabha. After the session is adjourned briefly, the government issues an ordinance. Then it has again brought a Bill to support it.

This tortuous process of legislation is something that should not be happening. We feel unhappy that steps have been taken by the government against the farmers. The steps are being taken by the government to run the country by an ‘Ordinance Raj’. This is a second time an ordinance has been introduced.

Hence Madam, with all the force at my command I oppose the introduction of this anti-farmer Bill which takes away from the farmers, their own right to give consent for their land acquisition. It also takes away their right to have a social impact assessment on their land acquisition and also the minimum provisions for ensuring food security.

We had opposed even in 2013 when the government had imposed the 80% consent clause. Trinamool Congress had said that we want 100% consent of farmers for land acquisition for private parties as we had done during the Singur agitation.

It has been a matter of principle and a matter of faith for our party and we shall continue to oppose any attempts to tweak the Land Acquisition Bill in favour of the big businesses which this government is trying to cater to.

I should categorically mention it that it was not a unanimous decision. It was a consensus. I moved an amendment from our party’s side, the Trinamool Congress, and that was voted in August, 2013. The result of the voting was – Ayes ‘268’ possibly and Noes ‘19’. That was the difference.

So, Trinamool Congress is not against the introduction of any type of Bill as such, but that should be a pro-farmers’ Bill. When we opposed it, this Bill said: “That 80 per cent of the total land will have to be taken by the owner concerned and 20 per cent will have to be taken by the Central Government interference.”

TMC opposes the introduction of Land Bill in Lok Sabha

Trinamool Congress today vociferously opposed the introduction of the Land Bill in Lok Sabha. Speaking on behalf of the party, Saugata Roy said Trinamool was always opposed to anti-farmer legislation.

Citing the party’s role in Singur land agitation, Saugata Roy said this Land Bill is favourable for big businesses and was against the interest of farmers. “The Bill does not have provisions for social security assessment. It has no provision for food security,” he said.

He accused the government of ruling through Ordinance Raj.

Speaking after him, leader of the party in Lok Sabha, Sudip bandyopadhyay said that in 2013 Trinamool was the only party to vote against the UPA’s land bill. He said the current Bill does not have any provision for taking consent of farmers.

Elections are a festival of democracy: Mamata Banerjee

West Bengal Chief Minister today met the press at Nabanna. She took questions from the media on a range of topics:

On corporation election

Democracy has returned to Bengal after 34 years. The corporation election this year was the most peaceful in recent times. I extended thanks to all after corporation elections. Not just my party.

We do not want anyone to take law into their own hands. We want peaceful polls. I appeal to people to cast their votes freely tomorrow. I love people. It is my duty to work for them. It is my responsibility.

Administration will perform their duties as per law. Elections are a festival of democracy. People are God in democracy. No one has any right to insult people to satisfy their ego.

On smear campaign by media

Some media houses are spinning false stories to mislead people. They are trying to influence them. They must prove their allegations against Trinamool. They are trying to incite and provoke. They are spreading falsehoods.

Some people are using shortcut methods of appearing in media. What history of serving people do they have? One can get temporary publicity through shortcut methods. There will be no long term result out of that.

Results of municipal polls

Whatever the results will be, let us wait till EVMs are opened. Let us not speculate beforehand. I have full faith in people. They have the final say in a democracy.

We hope people will shower us with their blessings based on the work we have done in the last few years. Even in Bongaon and Krishnaganj we increased our margins.

Centre is taking away all our funds. Despite all odds we have performed well for the sake of people.

Problems faced by potato farmers

We have taken several initiatives for the potato farmers. We have written to Centre to waive their loans. Ours is the only government that meets every fortnight with the task force on agriculture to keep a check on prices. When potato prices were touching Rs 60 in other states, we sold them at Rs 14/kg.

Land acquisition

Land is an asset. Enough farmlands have been acquired. We must conserve land for agriculture for food security. We must support our farmers. They also have plans for their families. They have hopes and aspirations.

Trinamool walks out from LS to protest against land ordinance

Trinamool Congress MPs, led by Sudip Bandyopadhyay, walked out of the Lok Sabha today to register their protest against the land ordinance introduced by the Centre. Leader of the party in Lok Sabha, Sudip Bandyopadhyay, slammed the government for introducing such an anti-farmer legislation.

Sudip Bandyopadhyay said, ”Our leader Mamata Banerjee led a rally opposing this Ordinance which has been introduced. We totally oppose it and will be walking out to register our protest against this Ordinance.”

Trinamool was the only party that opposed the land bill of the UPA II government and voted against it in Parliament.

Sir, the Land Acquisition and Rehabilitation Resettlement Bill, 2011 was debated on the floor of this House on 29th August, 2013. There was voting. The result of voting was 216 ayes and 19 noes. I moved an amendment. There was voting for that amendment too. Trinamool Congress opposed that Bill. Our leader Mamata Banerjee led a rally opposing this Ordinance which has been introduced. We totally oppose it and will be walking out to register our protest against this Ordinance.

Q: How would you rate the KMC board’s performance?

AB: It has been a great five years for KMC because there have been significant changes which Kolkatans can see and experience. To name a few -modernisation of the sewerage system, renovation of parks, riverfront beautification, healthcare initiatives, better roads, a modern garbage disposal system that rid the city of vats. The macro direction is being given by one per son -chief minister Mamata Banerjee. She understands the needs of people and insights turned into invaluable milestones for KMC

 

Q: If voted to power, what would you want KMC to focus on?

AB: The KMC, under the mayor’s stewardship and guidance of chief minister Mamata Banerjee, has laid a solid foundation. It is natural that we will build on this in the next five years. As in everything Mamata Banerjee does, specific timelines will be set. The performance of every ward will continue to be closely monitored. The CM’s vision is clear ­ to make Kolkata the number one city in the country in terms of civic amenities. We are heading towards that goal.

Q: You have been personally targeted by BJP on a range of issues, including your postgraduate qualification. Your reaction…

AB: I am just a foot soldier doing a job assigned by the party. I will not let such stray and wild accusations divert me from my goal. There is a lot of work to be done. After 34 years, Bengal is finally on the development track with new vigour. Nothing should distract us from that. We have gone to the people with a solid development agenda but the Opposition has only spread canards. We have full faith the people will give a befitting reply to all allegations.

 

Q: The ruling party is mostly blamed for the pre-poll violence. How would you react to that?

AB: When the writing is on the wall and you are fighting for the third or fourth place, you have to look for excuses. The administration has acted on complaints. Police don’t vote; neither do rowdies. Citizens do, and they will do it again, peacefully. Excuses are what losers look for.

Q: Do you think the CBI notices on Trinamool and the Saradha scam will deflect public attention from core issues, like development?

AB: I have said this several times in my election rallies. CBI is the Controlled Branch of Investigation of BJP. Parties have used CBI as a political tool in the past; BJP is doing so now. But we will not cow down before CBI, or any other government agency. CBI will also not make Mamata Banerjee change track on the Land Bill.

Trinamool will continue to oppose the anti-poor and anti-farmer Bill. Land has always been part of Trinamool’s DNA. Our party chief had fasted 26 days for this cause. We are against forcible acquisition. However, we do believe that agriculture and industry can co-exist peacefully. Here, Bengal is leading by example.

Q: Trinamool is the only party to have announced its mayoral candidate. The party has been functioning like a well-drilled poll machine…

AB: (Smiles) Please do not refer to us as a poll machine. We are a people-centric party. We work for people though the year. We deliver on promises. People trust us. Yes, I think we ran an organized professional campaign. Don’t grudge us that. The final say is with the people and, of course, we are confident truth and development will prevail.

 

Q: You have always been a behind the-scenes strategist. Now, you are increasingly becoming the face of the party’s election campaign. How was the transition, personally?

AB: I still consider myself to be a student of politics. I am humbled that the party has given me responsibilities beyond that of an MP. I will continue to work hard and my single minded goal is to serve the people and fulfil their expectations.

Centre trying to gag voices of dissent, spreading communal tension: Mamata Banerjee

Trinamool Congress today organised a massive protest rally against the NDA government’s proposed ordinance to bring in amendments to the Land Acquisition Act.

Chairperson Ms Mamata Banerjee led today’s rally against the ‘draconian ordinance’, as people from all segments of the society marched with her from from Moulali till Mayo Road near the Gandhi statue. The Chairperson launched an attack on the central government while addressing the gathering at Mayo Road.

Sudip Bandyopadhyay, who also spoke at the rally said, “The party has been consistent in its opposition to the forcible land acquisition policy. TMC was the only party to oppose UPA II’s land bill and call for division on the floor of Rajya Sabha in 2013.”

Trinamool Chairperson at today’s rally

The Central Govt has taken several anti-people measures. From railway to retail, they are bringing FDI. The Central Govt is promoting communal violence. They are practising politics of divide and rule. The work of a government is to provide good governance. This govt is instead promoting communal violence. This Central Govt is one of empty promises. They only talk of giving funds. They have reduced allocations for most schemes.

We don’t want your money. Just stop taking our taxes.

This Govt is misusing CBI, ED, IT Dept, NIA for political purposes. People who were happy when BJP came to power are now saying “yeh achha din nahi hai”. Doordarshan has become BJP-Darshan. In Delhi CPM and BJP pretend to fight. But in Bengal they are bhai-bhai. PIL has become Political Interest Litigation now.

The Opposition will lose in Municipal Polls just like they lost at Bongaon & Krishnaganj. We have not come to power overnight. We have a history of struggle.

Why are they asking for accounts of Trinamool? We are a poor party. What about parties who spent crores for LS polls? The system is to submit accounts and records to EC. Why should we submit them to someone else?

We fought against CPM for 34 years. Now they cannot win polls. So all they do is appear on TV studios. Has the CPM forgotten about 21 July? Have they forgotten about Coochbehar? Dhonekhali? What has the CPM not done? People have not forgotten about their reign of terror.

A party which cannot protect its party HQ from its own workers wants to come to power in Bengal.

From land bill to any undemocratic, anti-people measures – we will protest against everything. Opposition trusts forces more than the people during elections, it seems.

Every time elections approach, Central agencies send notices to TMC. Let’s compete on the agenda of developmental work. I challenge the Opposition. The more they try to attack me, my resolve strengthens.

I have conducted 80 district tours. Secretariat goes to districts now, not the other way round. The slander campaign will be defeated. The smear propaganda will be silenced. People will win in a democracy. Despite all odds, Bengal is surging ahead on the path of development. Even if they take away our revenue, development will continue in Bengal.

Vote for Trinamool in the upcoming municipal polls. Shower us with your blessings. Our Mayor has done excellent work in last 5 years; he will do even better in future. Kolkata is cleaner and greener now. Vote for Trinamool. Vote for development.
