Allocations Raised On Water, Slum, Waste Management in KMC Budget 2015-16

Kolkata Mayor Sovan Chatterjee presented the KMC Budget for the year 2015-16 on Thursday.

The Kolkata Mayor has strained the frayed KMC coffers to increase expenditure on three fronts: water supply , solid waste management and slum development. In fact, with the focus being on the basic infrastructure, less money has been allotted for beautification and parks.

Development has been made in solid waste management by installing compactor stations under the Clean City Project, working towards freeing the roads of vats, which are more often than not, spill over with piles of garbage. But water supply has remained a cause of concern in pockets along E M Bypass, and vast stretches of Tollygunge, Behala, Jadavpur, Garden Reach, where the Trinamool holds sway . The civic board has also spent the least when it came to water supply to slums. The KMC is now expecting an additional Rs 123 crore from the Municipal Development Fund of the state government, which will be used to speed up capacity augmentation of the Garden Reach water treatment plant to soothe nerves. The projected expenditure, said a source, had shot up by Rs 557 crore, though revenue generation has not witnessed any significant rise.

The Mayor has also announced a waiver on property tax interest, to collect outstanding revenues. The Mayor hopes to earn an additional Rs 100 crore on the property tax front, after the interest waiver policy. With the property tax being the corporation’s mainstay , the KMC has been targeting major tax defaulters.

Kolkata emerges as national model in providing e-services

Kolkata has emerged as a national model in providing e-services to citizens, Mayor of Kolkata, Sovan Chatterjee today informed via Twitter.

He added that Union Ministry of Urban Development has written to Kolkata Municipal Corporation to share the best practices model for other cities to emulate.

Bengal shows the way

This is not the first time, Bengal has emerged as a national model. From countering left-wing extremism in Jangalmahal to the fair price medicine shops, Bengal has always showed the way.

Incidentally, a recent survey by a Bangalore based organisation adjudged Kolkata as the best city to live in India. India Today magazine termed Kolkata as the safest city in India. Kolkata also emerged in the list of fastest growing cities in the world in AT Kearney’s Global Cities Index.

West Bengal Chief Minister today attended the swearing-in ceremony of the Mayor of Kolkata, Sovan Chatterjee, at the historic Town Hall. Dedicating the day to the Maa, Mati, Manush of West Bengal, the CM asked everyone to participate in the surge of development.

“Kolkata is a non-planned city yet I can say confidently that we are No. 1 among all metros. No other city can match Kolkata in the cordiality among people,” she added.

Kolkata has seen a lot of development in the last 5 years, the Chief Minister added. She said this will be the beginning of a new chapter in the history of Kolkata.

The swearing-in ceremony today was graced by the presence of the Speaker of West Bengal Assembly, eminent citizens from all walks of life, various government officials and the Kolkata Municipal Corporation.

KMC eyes more compactors to fight filth

Convinced with the efficiency of compactor stations — 43 at work and 25 more in the pipeline — Kolkata Mayor Sovan Chatterjee has given a go-ahead to the civic board to extend the service to areas where it has still not been introduced. The Kolkata Municipal Corporation also has plans to procure movable compactor machines to take care of existing garbage vats.

This is not all. Keeping in mind next year’s assembly elections, the Kolkata Mayor has made cleanliness a priority. Accordingly, the KMC solid waste management department has requisitioned 800 trash bins that will be strategically placed to collect waste from large municipal markets. The KMC is also contemplating to introduce small battery-driven cars to replace hand carts for door-to-door collection of garbage. Such battery cars are already operational in areas like Manoharpukur Road, Sarat Bose Road and parts of Rashbehari Avenue.

However, of all these measures to make Kolkata a sparkling clean city, the Trinamool board is focusing most on the construction of more compactor stations. It was in December 2012 when Kalighat got the first compactor machine in the city. Then four more stations came up, one each in Southern Avenue, Samsul Huda Road, Tallah and Chetla.

Later West Bengal Chief Minister Ms Mamata Banerjee sanctioned a special Rs 30 crore funds for construction of compactor stations. The state funds were utilized for setting up 30 compactor stations during the period. In the last phase, the KMC set up stations at Mirza Ghalib Street to replace the infamous vat opposite the Food Corporation office. Similarly, large vats that used to spill garbage over to Camac Street, Surjya Sen Street were replaced thereafter.

The civic body will now concentrate on setting up garbage compactor machines at New Alipore, Bondel Road and Garfa Road among other areas. Initially, there was a plan to set up 78 compactor stations. But encouraged by the success of such stations, the KMC may now go up to 100 stations across the city.

“Ultimately, our aim is to make Kolkata a vat-free city. After getting a positive response from citizens, we are now committed to continue with the mission,” Kolkata Mayor Sovan Chatterjee said.

Water supply top priority: Kolkata Mayor Sovan Chatterjee

Sovan Chatterjee, who is set to take oath as mayor for the second time, came to office early on Wednesday and held a series of meetings with KMDA and KMC officials on the future course of action.

Excerpts of his plans regarding KMC’s work in the next five years:

 

Q. What are your plans for the next five years?

Mayor: This time I will concentrate on sustainable development of the city. I will try to do an all round development of the city.

 

Q: Tell us some areas where you want to bring about a marked change?

Mayor: Supply of drinking water is an area where we need to improve upon in a big way. We have undertaken a major augmentation project to make potable water reach every household. Right now we have decided to inaugurate a 50 million gallon water treatment plant at Garden Reach, which is nearing completion. Out of this treatment plant, we aim to supply 10-12 million gallons of water to areas of three municipalities Budge Budge, Pujali and Maheshtala.

We will then take up construction of another treatment plant at Garden Reach. Besides, the capacity of Palta waterworks and Dhapa water treatment plant will also undergo an augmentation programme. The aim is to discourage installation of tube wells as a source of drinking water.

 

Q: Besides water supply what will be the other focus areas?

Mayor: There are many. We have successfully installed 43 garbage compactor stations across the city to phase out vats, which would make the city dirty.
Now we intend to extend the service to places where large vats still exist. We are in the process of finding land for setting up such compactor stations. In the next five years, we will take the number from 43 to 100.

This apart, we have planned to install 1,000 trash bins of different sizes to take care of waste from the different markets.

 

Q: What about your plans for the beautification of the riverfront?

Mayor: We have decided to continue with the riverfront beautification. The successful implementation of the beautification project along the Hooghly till Jagganath Ghat will be extended up to Mayer Ghat and then further. We have appealed to the Centre to release funds for this.

 

Q. What will be the policy as far as determining property tax is concerned. Will you continue with the old method or introduce unit area assessment?

Mayor: We want to simplify the method of calculating property tax. While the present system of rental basis of calculating property tax will not be discarded, those who want to determine the tax based on unit area method will also be welcome. We want to keep the two systems alive.

 

Q: How will you undertake administrative reforms?

Mayor: We are duty bound to give a transparent civic administration to the citizens. It is our responsibility to ensure that nobody gets harassed while they seek services at our office counters.

 

Q: What will be your policy on hawkers?

Mayor: We have adopted a hawker policy in which we have stressed on pedestrians’ rights and ensured the livelihood of the hawkers.

We dedicate our victory to the people of Bengal: Mamata Banerjee

Trinamool today swept the municipal polls in Bengal by winning 71 of the 91 municipalities and 114 wards out of 144 in Kolkata Municipal Corporation.

The Chairperson also thanked the electorate of Bengal for coming out in large numbers to vote, braving the bad weather and natural calamities.

She praised Mayor Sovan Chatterjee for the good work in the last five years and expected him to perform even better in the future.

No victory rallies

After the final trends emerged, party Chairperson Ms Mamata Banerjee addressed the press at Kalighat. She dedicated the victory to the people of Bengal and urged party workers not to take out any victory rallies because of the earthquake tragedy in Nepal.

Mamata Banerjee said the victory will be celebrated on May 9, on the occasion of Rabindra Jayanti. She said Trinamool workers will dedicate the huge victory in municipal polls to Rabindranath Tagore through Rabi Pronaam in every block.

Slander campaign of media defeated

She also slammed a section of the media for their slander campaign against Trinamool and said people have the final say in a democracy. “In 2008, there was unabated violence. Many people lost their lives. Several media houses maligned us during elections.Media houses like ABP unleashed slander propaganda against us. They published several false news to defame us. These media houses indulge in baseless personal attacks against us. In other States, they would have been taken to task. I request the media to be neutral. Criticise me if I am wrong. But do not indulge in paid news,” she said.

“Out of 4000 odd booths in Kolkata, complaints came from 15 of booths. One person died in polls, he was our party worker. Opposition cried foul about rigging. Had rigging happened, would our sitting Councillors lose? The channels themselves said we would win 110 seats in opinion polls.People have the final say in democracy. No one has the right to insult them,” she added.

State-funded elections

Mamata Banerjee also slammed the Centre for destroying the federal structure of the country and reiterated her demand for state-funded elections.

Trinamool Congress leader Sovan Chatterjee has been heading Kolkata Municipal Corporation (KMC) as the city’s mayor since 2010. Chatterjee, who hasn’t lost an election since 1985, faces another civic poll on April 18. Speaking with The Times of India, the mayor discussed Kolkata’s development, allegations of corruption by opposition ­ and why he thinks BJP prefers playing Draupadi over developing political maturity.

 

Q: Critics often call Kolkata a decrepit city. What’s your view?

Mayor: Well, that used to be the perception about Kolkata once upon a time ­ but no longer.

In the last three to four years, people coming to Kolkata have said the city has changed a lot. It doesn’t look shabby any more. The city is much cleaner, roads are better, streets are well-lit, the riverfront has been developed and looks beautiful. Civic amenities have improved.

When I took over as mayor of Kolkata, my chief Mamata Banerjee said she didn’t want to listen to any excuses about funds or space crunch. In the last five years of our stint, we’ve tried our best to develop the city holistically ­ but Kolkata is a 300-year-old city with problems that come with age. So, more work remains to be done.

 

Q: But isn’t the opposition alleging corruption against the outgoing KMC?

Mayor: Is anybody alleging lack of development in the last five years? No.

The development work we undertook in the last five years is my trump card for this election. In the last 30 years, the Left Front ruled KMC for about 20 years. They did not do anything to increase water supply to the city by even one gallon ­ in the last five years, we ensured drinking water supply to 95% of the city.

Earlier, large swathes of Kolkata would be waterlogged for three to four days during rains. Now, the water’s cleared in two to three hours. Another crucial achievement is removal of garbage dumps and replacing them with compactor garbage disposal machines, possibly a first in Asia. This was done with financial help from the West Bengal government. We aim to make Kolkata free of visible garbage dumps soon.

Mind you, before the 2014 Lok Sabha elections, UPA government had approved several projects, including garbage compactors and JNNURM. UPA also sanctioned funds ­ but BJP cancelled all allocations after coming to power.

However, that could not impact Kolkata’s development. People have seen how the city has improved.

Since the opposition can’t find fault with our work, they’re making baseless allegations ­ it’s like give the dog a bad name and hang it.

 

Q: Who’s your main opposition in the civic polls?

Mayor: Where is the opposition? I’m still searching for them. CPM and Left parties need to mould their politics so it appeals to people ­ just being a gas balloon doesn’t help.

BJP’s in a hurry to grab the driver’s seat. Mama ta Banerjee had to wait for years before she got experienced drivers to steer Trinamool Congress to power. Our men were killed in Left Front’s regime ­ but Trinamool workers didn’t run away.

BJP lacks workers and their leadership loves talking ­ it’s easy to be a Draupadi in a political drama but political maturity is difficult to attain.

Ward 90 houses the other half of Rabindra Sarobar. This Ward is the pride of south Kolkata. Rabindra Sarobar, decades back, was avoided for its notoriousness. After Trinamool came in charge of the ward, measures were taken to make this place beautiful and safe.

The last five years saw tremendous works going on in this area, transforming Rabindra Sarobar from hell to heaven. One can see policemen keeping vigil inside Rabindra Sarobar at late evenings, as late as 10 PM. Now, evening walks are possible here without any threat to public safety.

Kasba, under Sushanta Ghosh has seen tremendous upliftment in Ward No 107. Our main achievement in the last five years have been successfully supplying water to all the people of this ward, said Sushanta da, while working out the last minute campaign plans in his ward office. Our plan for the next five years is to provide the daily needed civic service to all the people without any interruption and serve them, he said.

Ward No 30 consists a major part of the Phoolbagan area. It houses the Maniktala Chest Clinic run by the KMC. It also houses Kshanikaloy, one of the many community halls set up by KMC during the last five years. A lot of work has been done in this ward regardind slum development. Modern washrooms for women has been set up in slums, vocational education centre for under privileged women created in the ward, water bodies have been renovated and a walk space named Bhramar Kunja built for the morning walkers. 10 High  Masts have been set up in the ward.

Banner campaign for AITC candidate, Ward No 32

 

Ward No 32 which consists the area around Kankurgachi will seek for a change of their councilor. Repeated requests regarding shortage of water supply, water logging during monsoon, irregular clearance of garbage, improper anti-mosquito measures have created a furor among the citizens living in this Ward. The young energetic candidate from AITC will definitely create a mark in this Ward.

Under the scheme, Basic Services to Urban Poor, under JNNURM 25 building blocks, each of 5 stories are being constructed at 33A, 33B and 33C Canal South Road under this Ward. Urban solid waste management projects in the slums of this Ward have also been taken up. The newly installed Pump of Dhapa Lock Drainage Pumping Station at Canal South Road has also started functioning.
