Statistics show Bengal growing faster than other States: WB FM

West Bengal Finance and Industry Minister Dr Amit Mitra laid forth several macroeconomic statistics that highlight the current developmental progress of the State.

He was speaking at the celebration of Bengal Day at the International Trade Fair in Delhi.

Dr Mitra said that according to NSO’s reports prepared with a base of the 2004-05 GDP, in 2014-15 West Bengal has elevated herself from many of the States.

According to Central Government figures, the rate of growth of GDP in Maharashtra being 5.66%, that of Rajasthan being 5.75%, Uttar Pradesh being 6%, Telengana being 5.35%, Karnataka being 7.05% and Punjab being 5.32%, West Bengal registered a growth of 7.15%.

In case of industrial growth, West Bengal is ahead than many of the States. The rate of growth being 4.36% in Karnataka, 4.01% in Maharashtra, 2.02% in Punjab, 3% in Rajasthan and 3.64% in Tamil Nadu, Bengal has an industrial growth rate of 5.05%.

The West Bengal Finance Minister informed that the developmental growth has been made possible in spite of the loan of Rs 87,000 crores made from the market in the last four years. He also stressed on the point that Rs 82,000 crores have been spent by the State to repay loan and interest made by the past Left Government.

The State Finance Minister stated that prior to 2011, there was only 50% electrification covering the households of the state and within four years 93% households could be provided with power supply.

He also stated that for irrigation purpose, prior to 2011, 1.10 lakh electric pump sets were used, the number of which rose to 2.65 lakh by 2015. He also stated that Bengal has instituted the Integrated Financial Management System, which no other State could yet implement.

West Bengal’s land policy followed now by others: Dr Amit Mitra

The land policy of the Trinamool Congress government in West Bengal of no forcible acquisition of land from farmers is now being followed by some other states, WB Finance and IT Minister Dr Amit Mitra said on Wednesday. The State Finance Minister will meet a Japanese Business delegation today and extend invitation from the State Government to attend the Bengal Global Business Summit 2016.

“The land policy of the present government under Mamata Banerjee clearly states that there will be no forcible land acquisition from farmers. This is now being followed elsewhere,” he said at the FICCI national executive meet.

Citing recent protests by farmers at Noida, Dr Mitra said that some states like Uttar Pradesh were now toeing the line which West Bengal had set. He said the state was having one lakh acres of land under various government departments which was readily available for setting up industries.

Highlighting the progress of the state in various fields during the last four years of Trinamool Congress rule, he said all macro-parameters like per capita income, plan expenditure, capital expenditure had improved while e-governance measures had pushed the state’s domestic product growth.

“When we came to office, there were many festering projects from 2006. One by one we solved them,” he said, giving the example of Shapoorji & Pallonji’s mass housing project at Rajarhat for which the Left Front had allocated 150 acres. The 20,000-unit mini township was stuck in bureaucratic tangle, which was resolved by chief minister Mamata Banerjee.

Dr Mitra focused his hour-long speech on e-governance initiatives such as e-bantan, e-pradan, e-billing, electronic file tracking and e-tendering and said the system would become more interconnected from December. “From December 1, we expect the whole lifecycle to be complete,” Dr Mitra said. Faster disbursement by electronic modes of payment, the minister said, helped the Government to spend more on development. “Bengal’s capital expenditure was Rs 2,225 crore in 2010-11. In 2014-15, it has grown to Rs 13,375 crore. Why wasn’t it happening before? Part of the reason is the lack of electronic payment.”

Dr Mitra also said that the state had bagged the “highest award” for e-governance among other states this year. “These awards indicate that through electronic methodology, we are cutting back time, reducing rent seeking and introducing transparency,” Dr Mitra said. Seamless implementation of e-governance across departments had helped in reducing time, decreasing rent seeking and increased transparency, he pointed out.

IIM Calcutta to associate with State MSME Dept for ‘Egiye Bangla’

The West Bengal government is planning to focus on encouraging start-ups. As the first step, a television show has been lined up with a prominent channel which will be hosted by former skipper and Bengal’s icon Sourav Ganguly. The Indian Institute of Management-Calcutta (IIM-C) will join hands with the state to identify prospective start up entrepreneurs through the programme.

As one of the top B-schools in the country, IIM-C will also help the winners set up incubation facilities inside the innovation park on campus. The seed funding for the business plans identified as having prospects in future will be given by the MSME department.

More than 1,500 applications from across the state have been received. One of the criterion for selection was that the applicant needed to be based in Bengal. A business proposal that has been implemented and has an existing unit not more than three years old can also apply. The applications will be evaluated by a team comprising faculty members from IIM-C, along with industrialists. Those shortlisted will be asked to demonstrate the business proposal in person before the panel of judges. A final list of participants will then be drawn up.

In the show –Egiye Bangla -participants will showcase their business plans on which they will be judged by a panel consisting of members from the business fraternity.

Participants can make business proposals on any industry apart from gambling, tobacco, liquor, explosives and fire arms. The parameters on which the applicants will be judged will include novelty of the business plan. Any other existing company which may have implemented a similar business idea will also be judged. The idea of the show is to offer a platform to budding entrepreneurs.

In 2013, the MSME department and IIM-C had signed an agreement during the synergy meet, where the B-school agreed to be a knowledge partner in the entire journey of Shilpa Karun Bangla Gorun. Egiye Bangla is the culmination of a combined effort.

Youths from Bengal prefer to go outside the state for their higher education. People here do not take entrepreneurship as a feasible option. Historically, we prefer desk jobs or a stable job with the government sector over taking the adventurous route in career. Hence, IIM-C wanted to collaborate with the state government to inculcate aspirations among the youth, bringing entrepreneurship in as another option apart from the regular jobs.

The reality show is scheduled to be telecast from December.
