I was very glad to hear when the Finance Minister said in his Budget speech that he is going to give himself three, instead of two, years to reach the fiscal deficit target. He might as well have taken four years; we would not have minded.

The subsidy bill is not the only expenditure that impacts his ability to reach the fiscal deficit target. Even though we all agree that subsidies, specially fertilizer subsidies, must be better targeted. Austerity measures alone will not help either.

We have to understand the finance minister’s predicament. What he is facing is this. Unfortunately, the government’s corporate friends are not a very public-spirited lot. Therefore, they will not adequately invest in infrastructure. So, the government will have to invest in infrastructure.

The finance minister has an excellent Chief Economic Advisor. I hope this is the advice he is getting.

So, I would like to ask the finance minister whether he will give an assurance to this House that he will continue the upward trend in government investment in infrastructure for the next four years, until the end of the term of this government, so that we achieve the need for a solid foundation for the economic development of this country.

Single-window clearance within 15 days to industry applications in Bengal

West Bengal Chief Minister Ms Mamata Banerjee chaired a meeting at Nabanna where it was decide to provide single-window clearance within 15 days to industry applications in urban conglomerates where the State Government has already identified land. They include land parcels in Kolkata, Asansol, Durgapur and Kalyani.

State finance minister Dr Amit Mitra and the chief secretary of the State attended the meeting.

While taking stock of land availability, the West Bengal Chief Minister also decided to waive the 7.5-cottah ceiling for possession of vacant urban land under the Urban Land Ceiling Act, 1976. The State Government has cleared a few IT industry and MSME proposals in urban conglomerates. The Government also plans to clear building plans over the stipulated 14.5 metres, but only on land allotted for industrial purposes.

Under the system, an industrialist seeking exemption under ULCA for setting up industrial units in urban areas will get the clearance within 15 days from the government. A single-window clearance has been put in place to accord necessary clearance to building plans for industry exceeding the prescribed height.

The State Government has already identified ten towns across the state for developing as smart cities. It has also decided to allow more floor area ratio (FAR) for different types of buildings.

Britain praises Bengal business initiatives

After new industry policies being implemented and business initiatives taken up the West Bengal Government led by Chief Minister Ms Mamata Banerjee, foreign countries are now shifting their focus on the State. Britain has a keen eye to invest heavily in Bengal with the chair of the UK India Business Council telling that the state is India’s “Gateway to South East Asia“.

West Bengal Chief Minister Ms Mamata Banerjee was invited to visit the UK. Patricia Hewitt, who invited the Chief Minister on behalf of the British organisations, told that the state’s unique geographical position and its tremendous rich in natural resources have made it the next hot spot for British business houses.

Hewitt who was recently in Kolkata said “I was delighted to accept an invitation to give a keynote address at Biswa Bangla the recent showcase for West Bengal as an investment destination and itself an example of “competitive federalism” in action. The West Bengal Chief Minister was very clear that she wants to see more business, more investment and more jobs in the state and I am pleased that she and her finance minister, Dr Amit Mitra accepted my invitation to come and tell the Bengal story in Britain”.

“The challenges in Bengal are much the same as they are elsewhere in India. However, just look at Bengal on a map. It is surrounded by key states like Bihar, Odisha and Jharkhand. It straddles the route into Myanmar and ASEAN.In fact it is quicker to fly to Bangkok from Kolkata than it is to fly to Mumbai,“ Hewitt said.

“Added to this, 70% of India’s natural resources are in eastern India, there is a large cluster of mining and metallurgical companies based in Bengal, some with strong foreign links. The state government plans to improve urban, transport and industrial infrastructure, and many UK firms are taking active interest in these emerging opportunities,“ she added.

Hewitt said: “In many ways Bengal is playing catch-up after a slumber caused by some 34 years of Communist party rule. Companies in the UK looking to build business in the region will find that gaining early entry will bring significant gains in the medium term in a part of India that naturally looks east to the fastest growing economies, in ASEAN and East Asia“. Hewitt has had a long and distinguished career in politics and government, including being the longest-serving secretary of state for trade and industry in the last 50 years.

According to her, more than 700 British companies are operating in India and around many of them have a presence in Bengal. These include Standard Chartered, HSBC, BT, MaxBupa, Pavers, Bourneville College, Joy Mining, PwC, Deloitte, KPMG, Siemens Vai and Unilever.

West Bengal Chief Minister Ms Mamata Banerjee recently reported that Bengal’s GDP grew by 7.6% while India’s GDP grew by 4.96% in 2012-13. Bengal’s industrial sector grew by 6.24% while that of India grew by 3.12%. In the services sector, she said that Bengal grew by 9.48% while India grew by 6.59%. According to her, since May 2011, the state has received investment proposals to the tune of £13.6 billion.

WB FM holds fruitful meeting in Delhi, 38 projects cleared

West Bengal Chief Minister Ms Mamata Banerjee, during her 3-day visit to the National Capital, held a meeting on Monday with the Union Minister for Environment, Forests and Climate Change, Prakash Javadekar regarding clearance for several investment proposals for the State.

State Finance and Industries Minister, Dr Amit Mitra followed up with the Union Minister on the status of projects submitted for clearance.

Thirty eight projects cleared

“These projects, once cleared, will generate a lot of investment to the State and create huge employment opportunities,” said Dr Mitra.

During the meeting, the Union Minister informed Dr Amit Mitra that the Centre has cleared 38 projects which include 5 State PSU projects, 19 private projects and 14 Central PSU projects. These projects were cleared with the effort of the State government.

  • ONGC – 4 projects
  • NTPC – 1 project
  • IISCO – 2 projects
  • DVC – Bankura Project
  • Eastern Coal Fields Ltd
  • Durgapur Steel Expansion among others

 

List of Private projects include:

  • Larsen & Tubro Power Development Ltd
  • Orissa Metaliks Pvt Ltd
  • Rashmi Cement Ltd
  • Rashmi Mitaliks Ltd
  • Bengal Emta Coal Mines Ltd
  • Alpine Distilleries Pvt Ltd among others

 

Mega Ganga cleaning project

The State government has also submitted a proposal worth Rs 13000 crore to the National Green Tribunal (NGT) for cleaning the Ganga.

The mega Ganga cleaning plan involves 41 municipalities (for solid waste management), 780 industrial units (for affluent treatment). A report has been submitted to the Centre urging it to clear it through the NGT.

When it comes to environmental responsibility, the West Bengal Government has been proactive; the Ganga cleaning proposal is a perfect example of a concrete step taken by the government.

WB Government receives proposals for 13 new townships

The West Bengal Government has received proposals for approval of 13 new townships across the state. Keeping in mind the various needs of the people, these proposals have come to build the townships under various themes like health, education, entertainment, handicrafts and even for senior citizens etc. These townships will have all basic facilities from healthcare, education and various other needs for day to day life.

The proposals have been received from all local entrepreneurs and the sites selected by them are Sonarpur, Baruipur, Barasat, Howrah, Domjur etc. The State Government is also promoting other areas in the state like Baharampur, Uluberia, Chinsura, Chandannagar, Duttapukur, Asansol, Durgapur, Siliguri, Maldah etc.  For these areas, the Government is thinking of giving special packages and the matter is now under the consideration of Urban Development Minister.

The new 13 proposals will be built on land measuring 50 to 185 acres and is expected to get their go ahead in the next Cabinet meeting.

From the very beginning the West Bengal Government had made it very clear the interested investors have to procure land on their own and the Government will also not handover any of its land located in various prime localities.

The two important criteria to be maintained while building these townships as set by the West Bengal Government are 25% of the housing facility should be reserved for the financially weaker section of the society and another 25% have to be invested in economic development projects.

In Conversation with… West Bengal Finance Minister Dr Amit Mitra

This is the last full Budget for the present Government. What were your top priorities?

Dr Amit Mitra: This Government is for Maa Mati Manush. Our first priority is social and physical infrastructure, bridges, roads etc. This is the responsibility of the Government.

Secondly, we needed a Budget which increases employment of common people. Skill development is connected with it making it a package.

Thirdly, we wanted to bring all small, medium business under Tax ambit. We urged them to pay their taxes and walk proudly with the Government. That is on perspective.

Fourthly, we wanted to present a score card. The next time we may have to place Vote on Accounts.

In the first part of the Budget we placed a department by department score card. People of Bengal will be astonished to find that up to 40 times increase in allocations have been made and results received compared to time frames. We have shown what happened between 2007 and 2011, and 2011 and 2013. We have placed these data in a scientific manner.

Lastly, for whom is this Budget? This Budget is for all kind of people. This Budget is for young people & students. Why do they drop out after VIIIth standard? They cannot reach their school. Bicycle is a vehicle of checking dropouts.

Kanyashree is another vehicle for checking dropouts. We are seeing its results. 22 lakh girls registered, 20 lakh girls received scholarships. They are going to school.

 

Your target is 40 lakh girls…

Dr Amit Mitra: Yes.

Let me say another thing first. We are trying to bring an inspiration among the farmers to increase the productivity.

We are saying that the Government will provide Rs10,000 for pump sets. We have enough below-surface water. The irrigation should be increased by 20,000 hectare.

 

You are talking about Green Government. In the long run, will the pump sets bring any negative influence on the ground water level?

Dr Amit Mitra: We are not speaking in vacuum. We have a unique project call Jal Dhoro Jal Bhoro. Our target in five years was 50,000 hectare. We have crossed 1,20,000 hectare. This means we are protecting and harvesting water. When you harvest water, the sub-level water table rises.

 

The Left Front Government had a Tax collection of Rs 21,000 Crore. You have doubled it in four years. But your target for 2014-145 was Rs 45,000 Crore. Is there a shortfall of Rs 5000 Crore?

Dr Amit Mitra: Hold your breath. Give a little more time. The most tax collection is made in March. We have not yet reached March. We have a very good chance of reaching the target we took. Do not make your judgment so soon.

 

Your target for the next year is Rs 46,500 Crore. There are no new taxes this year. Stamp Duty has also decreased. How will you meet this target?

Dr Amit Mitra: I will give you an example. In 2005, Asian Development Bank made a study on different states. On West Bengal, they said that there is 50% non-compliance of tax. Those who are supposed to give taxes, 50% of them do not submit taxes. In this Budget, we have formed an Amnesty Scheme. Those who did not submit taxes and have huge penalties will be given relief. We have removed the penalties, so that they can pay their original taxes only and be under the ambit. This will be a huge impact on compliance.

 

The last Left Front Government collected tax revenue of Rs 21 lakh crore. Every year we have seen a confident Amit Mitra increasing the target. But this year we find you have increased the target by only Rs 1500 crore. Do you think that tax collection in this state has reached a stagnation point?

Dr Amit Mitra: This is called the cyclical process which we call in economics. By increasing the tax compliance constantly you reach to a level and then for a certain period of time it remains stagnant. Then it again takes a jump.

Let me give you an example for simple understanding. For properties worth Rs 30 lakh or more the stamp duty for registration was 7%. What we observed that people having property worth Rs 30 lakh to Rs 40 lakh were not registering for that extra 1%. We have increased the threshold limit to Rs 40 lakh so that people register and come in the tax net. This is a method of incentivising people to pay taxes. If you look closely you will find that there are incentives which we have provided for people to come within the tax net.

We don’t want to go to an unrealistic level suddenly. We have progressed in high speed. Now we need to find out new ways of generating energy.

 

What are you thinking about debt? Because the Opposition is complaining when Left Front went back then the loan amount was Rs 1,92,000 crore and after 2015-16 it will be Rs 2,99,000 crore. You are also taking loans…

Dr Amit Mitra: The first answer is we cannot increase these debts indefinitely. Because the FRMB Act which was introduced by Left Government and we have implemented. That means we cannot take any loan after a certain level which is 3.5% of GSDP. We cannot do fiscal indiscipline. Second point is to left 2 lakh crore loan means we have to repay Rs 28000 crore as previous year’s principal amount with interest. Central Govt has cut off Rs 1,00,000 crore in this year. That means we have fallen in a Debt Trap, which is called Vicious Cycle. We have to maintain a discipline that we should take a loan according to FRBM. Why we are taking loan? Because we have to pay that Rs 28,000 crore and we have to pay the salaries.

 

After this year, what will be the loan amount and repayment?

Dr Amit Mitra: If you want a theoretical explanation then I can tell you the Debt to GDP. When we came in power then the debt GDP ratio was 40% and we have dropped it down at 36.93% at 2013-14. How? Because we are maintaining a system by which the GDP ratio is increasing and debt to GDP ratio is decreasing. My problem is this Central Govt didn’t talk anything about solving the debt to GDP in this 14th Finance Commission. That meant, in this year again we have to refund Rs 2,80,000-3,00,000 crore as Principal Amount with interest.  We are borrowing Rs 40,000 crore within which we have to refund Rs 28,000 crore as interest.

 

You have decided to meet the Prime Minister Narendra Modi for debt restructuring. But do you really hope that something will happen? Are there any provisions in the act to provide the moratorium?  

Amit Mitra: Let me talk about two things here.

Firstly, in case of Punjab, the loan given to Punjab since 1946 was not only given a moratorium, but the loan was also waived off. Because there was a special financial situation in Punjab, but now that exists in Bengal. If you compare the two situations, our situation was much worse. I can show you with data that the situation that existed in West Bengal was much worse than Punjab. There was massive capital flight and financial situation was down the drain.

Secondly, I also want to mention the point. India can give 10 billion US Dollars to IMF for debt reconstruction for Greece, but can they cannot give 50% of that amount to the debt-stressed states of West Bengal, Punjab and Kerala? They can give to Greece, but they cannot give it to their own state? Is this logic? Is West Bengal out of India? You are ready to give it to Greece, but you have problems with West Bengal?

We want to explain what is in the mind of the people of the state? It is our right to explain our situation financially, socially and politically. The mess is created by the previous government.

 

The share on Central Taxes has increased to Rs 31,966 Crore. Grant-in-Aid has increased to Rs 32,225 Crore. What is your plan and what will be the impact?

Dr Amit Mitra: One thing should be remembered that the numbers that are being printed on newspapers will be verified only after the Budget documents of the Central Government are made available. This is speculation.  Secondly, we, as well as the other states are getting a feeling from the Central Government. The feeling is, they will give in one hand and take away with the other.

 

There are talks of closing down eight schemes…

Dr Amit Mitra: This means, the CN and CS, the grants from the Central Government, in different ways, for which we had some shares, some were grants from the 13th Finance Commission, some will be grants from the 14th Finance Commission, these will be decreased. These are very important for the common people. This is still a feeling which cannot be understood clearly. It may happen so that that whatever we got will be juggled. We will be where we already are. I pray to God that this does not happen. This is very important.

 

But the Central Government will publicize that Central Grants has been raised from 32% to 42%…

Dr Amit Mitra: People will think that Central Grants has been raised from 32% to 42%. Thousands of crore of rupees have arrived. But that is being subtracted in other fields. The second question is, we are getting another dangerous indication. Now we are getting to hear that the 100 Days work scheme will be trimmed down. It is not clear what the fate of 240 Blocks will be. Common people, with the help of 100 Days work scheme are creating assets, agricultural infrastructure, roads etc. I cannot give a proper judgment but there are two sensations. First, will it happen that they will give with one hand and take away with the other? The second is, will they trim down the 100 Days Work Scheme? What are the other schemes that will be trimmed down, there is no information.

 

What are the steps you are thinking to increase the non-tax revenues?

Dr Amit Mitra: This is a critical question. Our Government has given a considerable thought on this. Let me give you an example, our transport department found out that is terminal bus stands, but the buses or trams have not gone there because there is no infrastructure. If we can bring them for development projects, then government will get the money and through Keynesian Multiplier, cement steel and other things will happen.

We did competitive bidding for those terminals. Three such bidding have been successful, which the media does not talk about. And by these bidding we can get non tax revenues.

Likewise if you consider, the government has a few closed tea gardens. The employees are there also. We decided to lease those, but not diluting our ownership, and providing a clause that anyone who bids will have to retain the employees. So the workers safety is ensured. Those who work in the tea garden but not a direct employee of the company; we will absorb them in government. So they are also safe. And it was a success. In the Uttar Kanya Summit, the CM handed over the LOI for the three tea gardens of Darjeeling under the PPP model. They have promised investment of Rs 60 crore immediately to rejuvenate the tea gardens. They will keep all the employees and made a record bid.

 

The ex-Finance Minister Dr Ashim Dasgupta has called this budget, as a ‘confusing budget’. How would you react?  

Dr Amit Mitra: I have respect for Dr Dasgupta, he is my senior. But the problem is, over the last three and half years, data does not reach to him. Of course he has political obligations to say this. As far as I know, he is a member of the Politburo, so he has the right to say. But I would say when he would read the fine print of the budget and keeps the politics out from him and read as an economist, I am sure he would love it and I am expecting a congratulatory phone call.

 

The Opposition claims that you have failed in controlling the Fiscal Deficit. What are your claims on that?

Dr Amit Mitra: This is absolutely untrue. You will have to understand how fiscal deficit (FD) is calculated. There is no meaning of an absolute figure. In Economics, the fiscal defcit is measured as a ratio of GDP, which I am sure Ashim da teaches to his students. Have we been able to decrease the FD to GDP? That is the question. I speak with full responsibility that systematically we have decreased the revenue deficit as a proportion of GDP, fiscal deficit as a proportion of GDP and debt-GDP ratio, we have decreased all three. You will not find this achievement in the history of our state.

 

What is about Industrialisation and Employment?

Dr Amit Mitra: I am giving an example, yesterday Leader of Opposition told that many things like roads, hospitals etc. are constructing. Now the main point is to make this development we have to increase employment. And the employment is generating. These comments are asset creating. Employments are generation vastly. You will be surprised to see this scorecard which I gave. You will be surprised that in terms of rural roads we are number one.  There are massive employments generating in the village areas. Take the example of MSME sector, which is extremely labour incentive. Even in that sector for two consecutive years 2012-13 and 2013-14 we are at number one in terms of growth of bank lending. In 2013, Maharastra was at 50%, we were more than 100% and Gujarat was at 34% in terms of growth of bank lending. In case of big business, I can provide you the list, investment under implementation or already implemented is more than Rs 84000 crore for 430 units. The last time Dr Surya Kanta Mishra, Leader of Opposition, has asked for it, I had given him the hard copy of the list through the speaker.

 

Non-planned Expenditure overrides Planned Expenditure. Why and how much dangerous is this?

Dr Amit Mitra: We are suffering from a legacy. When we took over the Government, we found that both Capital Expenditure and Planned Expenditure were extremely low. Capital Expenditure was –ve 24%. We doubled the Planned Expenditure. I must say, not just the Planned expenditure should be considered, it is need to know how much expense is being made. The figure I have given in the Budget is the Real Expenditure, the Actual Expenditure. The question is from which point of view are we looking at the development. Regarding Skill Development, Samsung is giving training and there is 100% employment. Does anybody know that Raymonds have opened five centres and there is surety of employment on passing the courses. An ITI near Darjeeling provided 100% employment for all the 250 students.

There is Tata-Hitachi company in one of our industrial parks. There Japanese companies have come as ancillaries. Nobody knows this. An MNC, HR Johnson is making tiles here. Matixis al set to be in our Panagarh Industrial Park with Rs 5,500 crore investments for fertilizer products. Does anybody know that Anil Ambani’s company has invested Rs 600 crore for cement?

I was most happy on the day when the respectable Chief Minister of West Bengal Mamata Banerjee has visited herself to inaugurate the Salboni plant of OCL. Siddhartha Birla plant at Barjola, Bankura was also inaugurated by the CM. Then I felt very happy because solid manufacturing industry has started to come to Bengal.

 

The Opposition claims that you spend so much of money on freebies, which will hamper you in future. Don’t you think it is time you must restrain?

Amit Mitra: What the Opposition says is politically motivated. Let me take the example of the free cycles. We have planned to give 40 lakh students free bi-cycles over the next two years. In the whole year in India the total production of cycle is about 1.5 crore annually. So if a manufacturer receives a bulk order like this, they will immediately start a manufacturing unit here.

We are giving 10 lakh pumps and a subsidy of  Rs 10,000, which means some pump companies will take this opportunity and invest in West Bengal. You can only call it a freebie, if there was no multiplier effect and the amount involved or the percentage was huge. So this is more of a political talk. I you consider the actual facts then you can will find out that the Opposition views do not stand a chance.a

Kalyan Banerjee speaks on Motion of Thanks on President’s Address | Transcript

I wanted to appreciate the Presidential Address, but considering the fact that it is nothing but jugglery of words I am not in a position to appreciate that .It could be titled as “batein zyaada, kaam kam”, talk more work less.

The people of the country have seen that the Government has not been able to achieve what they promised during the last 9 months. We have seen their arrogance. Sir, few ministers have arrogated themselves with the power. Before I deal with the clause by clause of the address, Sir, we have long been pursuing for a waiver of the huge debt burden left by the previous Government in West Bengal. We have waited for more than three and half years with no results unfortunately the President’s address did not address our demand or grievance.

Sir, I want to point out that, we appreciate this, that the Government of India through the Ministry of HRD had published a message on the eve of the Marathi Matri Bhasa Divas on 21 February 2015 in one of the national English newspapers in 22 scheduled languages of India. For the Santhali language, Debnagari script is used instead of Ol Chiki script. The script of Santhal community is Ol Chiki script. Please take corrective steps in future.

Sir, Pradhan Mantri Jan Dhan Yojana it has started already earlier from Panchayat level. In every Panchayat and villages there is no bank. First take steps to open branches of the bank in every village. Sir, in West Bengal, Government has let out of houses to banks at the Village level at Re 1 for the benefit of the villagers.

Sir, under direct benefit transfer scheme, public is getting harassed. They are spending more money to get subsidy. Regarding school toilets we appreciate your view. In West Bengal it is almost covered. But we have a request to the Central Government to take steps for cleaning of toilets. Provide 1% to clean toilets.

Skill India is not a new concept. We have already made a good numbers of ITIs and Polytechnics. Out if 341 blocks in West Bengal, 100 ITIs and Polytechnics are complete and in 100 blocks are in progress.

Housing for all, we appreciate it. But you must clarify what do you mean by that? Housing for all means 125 crore people of the Country? Of one family member? If for one family then how many members? It cannot be a vague one.

So far financial benefits are concerned; financial benefits are being reduced by this Government. In 100 days work, they have reduced it from Rs 1.50 lakh crore to Rs 1 lakh crore. Instead of 100 days, it has gone down to 40-50 days. They have reduced the financial benefit also for construction of Gramin Roads.

So far Land Bill is concerned we are opposing it. Sir, we are very much clear. In 2013 also we opposed the Bill, because the cultivator’s rights cannot be taken away.

Sir, in 2007 our leader Mamata Banerjee fasted for 26 days for Singur near Kolkata. And I am not taking the name, one of the very senior stalwart leader of Bharatiya Janta Party had gone at that time and was with Mamata Di for a few hours. I convey my heartiest thanks to that leader on behalf of my party. I request that Leader, what you stood for that day; today also stand for the grievances of the cultivators. Do not take away the right of the cultivators.

Sir, churches are being burnt. Dharmantakaran is going on at every state. Man ka jo vikash hain, us man ka vikash mein dharm rahte hain. Dharam alag jaga mein nahin rahta hain.

During the Christmas vacation, I went to Turkey. I had one guide who told me that Turkey is a secular country. He told me that there are 98% Muslims in Turkey. I asked him, what is your religion? He told me that he was a Muslim. He also asked me what my religion was and I told him that I was a Hindu. He told me that our religion is the origin of all religions. He told that our religion has two important features which were, not to kill any life and the second one was to love each and everyone in this world. He said that he respects our view. Hinduism says to respect and tolerate all religions of the world. That is the foundation of the Hindu religion.

In Turkey, I was thinking that if the message of that Muslim guide could be conveyed to Members of the Ruling Party, our country would have gone in the correct direction and in the correct path.

Sir, I would request the Hon’ble Prime Minister, first decide your vision, then take your decision. Kindly, do not be a prisoner of indecision in this country in respect of religion, emotion and religious thoughts.

Works related to girl child is good, but what have you done? Are you asking for only advertisement, propaganda? What have you done? Rs 100 crore allocated to girl child’s benefit. In our State, our Chief Minister, only for one State, has allocated Rs 850 crore allocated for the Kanyashree scheme. If you want, we are ready to cooperate for the benefits of the women of this country.

I read, long back, during World War II, all citizens of the country had gone to war. One professor was in his library, studying. A soldier entered his library and wanted to kill him. When the professor asked why the soldier wanted to kill him, the soldiers said that all had gone to war for the country while the professor was in his library. The professor asked what the soldier meant by the country and the soldier described the country and the culture. The professor said, victory is our game, peace is preserved, history is made not in battlefields but in educational institutions. Education is the sea bed of culture. It has to be improved. But allocate money. Don’t go by prachar. Don’t go by advertisement. Go by work that will fulfill the purpose. We will request the Hon’ble Prime Minister. You have undertaken a job, finish it.

Someone was referring to Swami Vivekananda early in the morning. Kindly convey to the Hon’ble Prime Minister, if you want to build up, if you want to really help the girl child, allocate Rs 50,000 crore for that scheme, in that case it can be done, otherwise not. Otherwise the scheme will be advertisement for the purpose of the Government.

Sir, health is a State subject. Leave it to the State. But allocate money to State Governments so that they can work. During the nine months they are still running for the benefits.

Provident fund employee benefits are not being given to the workers at all.

Contracted laborers in this country do not have security in their employment. In the 15th Lok Sabha, the Standing Committee on Coal submitted a recommendation to the Government that whenever and contract laborer is there for a period of more than five years if it is of pertinent character, frame out a scheme, absorb the contract laborers there. Keep the contract laborers in their workshops decades after decades. Do not exploit them.

Sir, regarding governance procure and transfer, we have done it all in our State. It is not a new thing . We have a question on governance. Do you have any administrative calendar? Do the Prime Minister hold meeting at grass root level for the purpose of good governance? Our Chief Minister has done it. She chaired more than 80 meetings at the grass root level.

Sir, the problem in our country is, where is trust? The Government has to trust the Minister and the administrative officers. Let that trust be built up first.

Sir, what Digital India has been made? Advertisement? Even in Delhi, even in the MP’s houses we do not get any Wi-Fi benefit. If you use MTNL, every minute there is a drop. For a conversation of five minutes, you need to call five times. Digital India is a very good concept but make it effective. Make it available to the people at large.

Power crisis should not remain in the summer. What power benefits have you given? Nothing. In every state, mostly in the Northern States, power crisis is there. Due to the power crisis, water supply is not there. I went to Bangalore a few days back. There people said that there is dearth of water in Bangalore. What has been done? Nothing had been done it is just in the advertisement purpose.

FDI, we are opposing. Do not try to sell the country to the foreign investment. This country has a lot of investors. This country has lots of industrialists and retailers. Do not be an agent of the foreigners.

Deep sea port we are welcoming it. In Sundarbans, the State Government has cleared everything that is concerned with the deep sea port. I am requesting the concerned minister to kindly take steps for the deep sea port.

In respect of the black money, it has become a mockery. Every people of the country laughs towards you when you say that ‘we will recover black money.’ You have spoken; you have made a promise that within 100 days money will be returned back. 100 days have gone, 9 months have gone and the black money has not yet reached. People have not yet got Rs 15 lakhs.

You have got the results. Do not talk about Saradha, you have lost the elections in Bongaon by-elections by more than 2 lakh votes. Do not open your mouth. Your mouth has been shut down by the people of the Bengal. CBI has said in the Gujarat case that there are materials against one person, but now after the election is over materials are not there. Surprising, this is surprising. I was telling in the beginning that few of the Council of Ministers have arrogated themselves with power. Now I say that every members of the Bharatiya Janata Party have arrogated themselves with power. They are have the power and want to bulldoze everything. They have the power and are becoming vindictive, they have the power, so they are putting people behind in jails, they have the power so shut the voice of the persons who are opposing you. This is the Bharatiya Janata Party; this is the ruling party in concern.

Sir, Delhi has given a lesson to them. Bihar is waiting in 2015. You wanted to break through in Bihar and you could not achieve, Bihar is waiting. Come to West Bengal in 2016, we will show you what Mamata Banerjee is. Somebody will be flying from Gujarat; someone will be flying from Delhi. They cannot take the hold of Bengal. ‘Banglar mati durjoy ghati, bujhe nik durbritto.’ Banglar mati te ashun. Delhi se urke kuch nehi hota hai.

Sir, let me tell you one thing, you will be interested. Their party’s President in the State level has lost all elections, since elections. That is the BJP Party in West Bengal. Hindi me ek gana hai Sir, Kuri meri swapne me milte hai, aur unlogo ka swapne me milta hai. Unlogo ke Swapne me rehne dijiye, koi asubida nehi hai.

Again I am saying, come in 2016, come there and let us see your strength and let you see the strength of Mamata Banerjee in West Bengal.

WB CM pays homage at Dhaka Shahid Minar on 21 Feb

West Bengal Chief Minister Ms Mamata Banerjee was present at Shahid Minar, Dhaka at midnight February 21, to pay her respectful homage on the International Mother Language Day on 21st February.

“It is one of the most memorable moments in my life to be present at Shadid Minar, I am overwhelmed and deeply touched with emotions to experience this historic moment,” she said.

The President of Bangladesh HE  JB Abdul Hamid and Hon’ble Prime Minister of Bangladesh, Sheikh Hasina were also present on the occasion.

The ceremony to pay homage to the martyrs of Bhasha Andolan began right after 12 midnight. The West Bengal Chief Minister paid respect with a bouquet of flowers with the words “আমার ভাইয়ের রক্তে রাঙানো একুশে ফেব্রুয়ারি, আমি কি ভুলিতে পারি …,” written on it.

WB CM said that it was her longtime wish to come to Bangladesh and pay tribute to the martyrs of Amar Ekush. She said that this was a matter of pride for her.

Earlier in the day she had paid tribute to Bangabandhu Sheikh Mujibur Rahman at the  Bangabandhu Memorial Museum at 32 Dhanmandi.

Warm welcome for West Bengal Chief Minister at Dhaka

West Bengal Chief Minister Ms Mamata Banerjee received a red carpet welcome in Dhaka on Thursday when Bangladeshi Minister of State for Foreign Affairs Mr Shahriar Alam received her at the airport

The West Bengal Chief Minister expressed hope that her Dhaka tour would further strengthen ties between Bangladesh and her state and promote business between the two sides. “I will carry to Bangladesh the message of enhanced trade links and other exchanges between West Bengal and Bangladesh,” she told in Kolkata.

Across the border, too, her three-day visit has rekindled hope. “We hope that with this visit a conducive environment will be created to resolve the pending issues between Dhaka and Delhi,” Minister of State for Foreign Affairs Mr Shahriar Alam told on the eve of West Bengal Chief Minister’s visit. “Legally, the bilateral issues are to be resolved by the central governments. But we believe her visit will make it easier to resolve outstanding issues in the future,” he added.

Bangladeshi media, too, hailed the West Bengal Chief Minister’s visit. The Bangladesh Observer headlined its report ‘Mamata’s visit to expedite settling pending issues’, while the Prothom Alo headline read ‘Mamata comes to repair relationship’.

The West Bengal Chief Minister’s made it clear that her opposition to the land boundary agreement, which will lead to the transfer of enclaves, is a thing of the past. “As you know, we have made our position clear. I have been there (to these enclaves) personally. We have sent a proposal to the Centre. It isn’t only a question of 17,000 acres of land. But it is about rehabilitating people, ensuring their livelihood. I would say it is positive,” she added.

On Bangladesh Foreign Minister AH Mahmood Ali’s invitation, the West Bengal Chief Minister is scheduled join the Language Day ceremony at midnight on February 20 with the president at the Central Shaheed Minar in Dhaka. They will lay wreaths in memory of 1952 language movement martyrs who laid down their lives demanding Bengali be the state language in the erstwhile Pakistan. Mamata may visit Bangobondhu Sk Mujibur Rehman’s birthplace to pay her respects. She is set to meet the Bangladesh Prime Minister Sheikh Hasina on February 21.

The West Bengal Chief Minister is also expected to address a business event to be organized by the India Bangladesh Chamber of Commerce, the Federation of Bangladesh Chamber of Commerce and Industry and the Indian Chamber of Commerce. Ms Mamata Banerjee will lead a 39-member delegation with the aim of increasing trade and investment between Bengal and Bangladesh.

WB Govt gives nod to two new townships at Rajarhaat

Two new townships will be set up in the outskirts of Kolkata in the Rajarhaat Block with an estimated investment of Rs 4000 crore. Each township will come up on 100 acres of land.

The West Bengal cabinet gave a nod to these projects earlier this month; the Urban Development Department and Land Reforms Department are processing necessary clearances.

The townships will be built by Highland Group and Forum Group. Both the groups have been granted primary clearances under Town and Country Planning Act.

In the recently concluded Bengal Global Business Summit, investment proposals worth Rs 67,703 crore have been received for building 22 townships. The West Bengal Cabinet recently cleared six theme townships.
