West Bengal Chief Minister Mamata Banerjee on Wednesday conducted a meeting to review the health sector of the State with the superintendents of the 13 state-run medical colleges and 20 district hospitals to utilise resources such as manpower, medicines and medical equipment available in the public healthcare hospitals for better treatment of patients.
State Health Minister Dr Sashi Panja and West Bengal Medical Service Corporation Limited (WBMSCL) chairperson Chandrima Bhattacharya along with the Chief Secretary and Home Secretary, medical superintendents and vice-principals of medical colleges and superintendents of district hospitals and senior officials of the health department were present in the meeting.
The state government has allotted funds, around Rs 2,500 crore, for the financial year, 2015-2016, in the public healthcare system. But a section of doctors, mainly medical teachers, is busy with private practice instead of doing their duty in hospitals. She has taken the matter seriously. This time the Chief Minister will take strong action against any errant doctor if he or she is found skipping hospital duty and doing private practice.
The Chief Minister instructed that doctors, nurses and group D employees would not be spared if they are found negligent in their duty.
She urged the superintendents and officials to give a new look to the hospital buildings by putting in place large gates at the entrance and exit points.
She asked the Supers to streamline health care services and provide all facilities to patients, starting from free treatment, adequate drinking water to beautification with greenery inside hospital premises. She has advised us to approach municipal bodies while carrying out the beautification drive.
She also directed the superintendents of the district hospitals to stop referring patients to the medical colleges. Only serious emergency cases that are not manageable in district hospitals should be sent to the medical colleges. There will be a strong vigilance to keep a watch on every department in the hospitals.
Other issues which were discussed in Wednesday’s meeting include the rapid improvement in the rate of institutional delivery, coverage of fully immunised children and maternal mortality rate.
The institutional delivery in the state has gone up from 67 per cent in 2010-11 to 87.4 per cent in 2015-16. The coverage of fully immunised children stands at 91 per cent as of 2015-16. Both the maternal mortality rate and infant mortality rate have reduced drastically.

মাননীয়া মুখ্যমন্ত্রী বুধবার নবান্নে স্বাস্থ্য দপ্তরের শীর্ষকর্তাদের নিয়ে বিশেষ বৈঠক করেন। রাজ্যের ১৩টি মেডিক্যাল কলেজের উপাধ্যক্ষ এবং ২০ টি জেলা হাসপাতালের সুপাররা উপস্থিত ছিলেন এই বৈঠকে।
স্বাস্থ্য দপ্তরের প্রতিমন্ত্রী শশী পাঁজা, WBMSCL এর চেয়ারপার্সন চন্দ্রিমা ভট্টাচার্য,দপ্তরের সচিব আর এস শুক্লা, মুখ্য সচিব, স্বরাষ্ট্র সচিব ও স্বাস্থ্য দপ্তরের সমস্ত বিভাগের বিশেষ সচিব থেকে শুরু করে অন্য শীর্ষ আধিকারিকরা উপস্থিত ছিলেন এই বৈঠকে।
২০১৫-১৬ আর্থিক বছরে জনস্বাস্থ্য পরিষেবার জন্য প্রায় ২৫০০ কোটি টাকা বরাদ্দ করেছে রাজ্য সরকার।
মুখ্যমন্ত্রী নির্দেশ দিয়েছেন, ডাক্তার, নার্স এবং গ্রুপ ডি কর্মচারীরা কাজের সময় যেন রোগী ও তার পরিবার পরিজনদের সঙ্গে সবরকম সহযোগিতা করেন, রোগীদের সঙ্গে কোনরকম খারাপ ব্যবহার বা অবহেলা বরদাস্ত করা হবেনা।
তিনি হাসপাতালের সুপার ও কর্মকর্তাদের হাসপাতালের ঢোকার ও বেরোনোর নতুন গেট তৈরি করে হাসপাতালের পরিকাঠামোকে এক নতুন চেহারা দেওয়ার নির্দেশ দেন।
হাসপাতালে রোগীদের পরিষেবা পেতে কোনও অসুবিধা হচ্ছে কি না, তা খতিয়ে দেখার জন্য স্বাস্থ্য দপ্তরের একটি বিশেষ দল থাকবে। তাঁরা হাসপাতালগুলিতে আচমকা পরিদর্শন করবেন।
রোগীরা হাসপাতালে এলে কোথায় যাবেন, কী করবেন তার সঠিক দিকনির্দেশ দেওয়ার জন্য বিশেষ ব্যবস্থা করতে হবে। স্বাস্থ্যক্ষেত্রে বাড়তি নজর রাখতে বলেছেন মুখ্যমন্ত্রী। রোগীর আত্মীয়দের জন্য পর্যাপ্ত পানীয় জল, জলের এ টি এম, বসার জায়গার ব্যবস্থা করতে হবে। হাসপাতালের সৌন্দর্যায়নেরও নির্দেশ দিয়েছেন মুখ্যমন্ত্রী। হাসপাতাল চত্বর সবুজ, পরিষ্কার-পরিচ্ছন্ন রাখতে পুরসভাগুলিকে কম্প্যাক্টর বসানোর নির্দেশও দেন।
জেলা হাসপাতালের সুপারদেরকে রোগীদের মেডিকেল কলেজে রেফার করা বন্ধ করার নির্দেশ দেন মুখ্যমন্ত্রী। শুধুমাত্র এমারজেন্সি রোগীদের যাদের সামলানো সম্ভব নয় তাদেরই মেডিকেল কলেজ পাঠানো উচিত।
শিশুদের টিকাকরণ, মাতৃমৃত্যুর হার, প্রসবের হার এইসব বিষয় নিয়েও আলোচনা হয়েছে বুধবারের বৈঠকে।
রাজ্যে প্রতিষ্ঠানগত ডেলিভারি বেড়েছে। ২০১০–১১ সালে ৬৭ শতাংশ ছিল, সেটি ২০১৫–১৬ সালে বেড়ে ৮৭.৪ শতাংশ হয়েছে। টিকাকরণ কর্মসূচিও ৯১ শতাংশ বেড়েছে। প্রসূতি–মৃত্যু এবং সদ্যোজাত শিশুমৃত্যুর হারও অনেক কমেছে। ৫৩টি সিক নিউ বর্ন কেয়ার ইউনিট এবং ৩০২টি সিক নিউ বর্ন স্টেবিলাইজিং ইউনিট তৈরি হয়েছে। জেলা স্তরে ৩৭টি ক্রিটিক্যাল কেয়ার ইউনিট এবং ১৯টি হাই ডিপেডেন্সি ইউনিট চালু রয়েছে। আগামী দিনে আরও তৈরি করা হবে বলে জানান মুখ্যমন্ত্রী।
