Bengal Chief Minister Mamata Banerjee’s dream project of introducing Group Health Insurance Scheme to cover around 3 crore population and issuing Swasthya Sathi cards to the beneficiaries for availing the services is expected to be completed within this month.

Around 93 percent of the work has already been completed as 40 lakh families across the state have already been given the Swasthya Sathi Card as a result of which, more than 2 crore people are already getting the benefits of the health insurance scheme.

The Health department officials believe that the remaining 5 lakh families will soon be covered under the scheme. A total of 3 crore population or 45 lakh families would be included in the scheme as the Chief Minister had announced in February 2016. She announced that people working in self help groups, ICDS workers, ASHA workers, civic volunteers, civil defence volunteers and various other workers would be covered under the health insurance scheme.

Under the Swasthya Sathi scheme, the state government provides basic health coverage for secondary and tertiary care up to Rs 1.5 lakh per annum to each worker. In case of critical illnesses and surgeries like cancer, neurosurgeries, cardiothoracic surgeries, liver diseases and blood disorders, the patients are entitled to get up to Rs 5 lakh for each patient or their family members. All pre-existing diseases are covered under this scheme. The state government will bear the entire premium and the beneficiaries need not contribute to avail the benefit.

The Swasthya Sathi cards will have detail information about the beneficiaries and their names. Distribution of smart cards was started in December last year when the Chief Minister handed over Swasthy Sathi Crards to 20 beneficiaries. It was learnt, that there will be no cap on the family size and parents of both the spouses will be covered. All newborns will be covered whereas all pre-existing diseases will be covered from day one.

The state government has decided to give health insurances to people. The state government has already tied up with 700 hospitals both public and private which are brought under the coverage of health scheme. After seeing the success of the Bengal’s Group Health Insurance Scheme, the Centre is trying to introduce the National Health Protection Scheme (NHPS) to provide better healthcare facilities to people.

 

চলতি মাসেই শেষ হবে মুখ্যমন্ত্রীর স্বপ্নের ‘স্বাস্থ্য সাথী’ প্রকল্পের কাজ

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের স্বাস্থ্য বিমা প্রকল্প ‘স্বাস্থ্য সাথী’। প্রায় ৩ কোটি মানুষ এই প্রকল্পের অধীনে উপকৃত হবেন। এই প্রকল্পের আওতার সকল উপভোক্তাদের স্বাস্থ্য সাথী কার্ড প্রদান করা হবে যার মাধ্যমে তাঁরা সকল পরিষেবা গ্রহণ করতে পারবেন, সেই প্রক্রিয়াও এমাসের মধ্যে শেষ হয়ে যাবে।

ইতিমধ্যেই ৯৩% কাজ সম্পূর্ণ হয়ে গেছে, রাজ্যের প্রায় ৪০ লক্ষ পরিবারকে ইতিমধ্যেই স্বাস্থ সাথী কার্ড দেওয়া হয়েছে। ২ কোটিরও বেশি মানুষ এই স্বাস্থ্য বীমা প্রকল্পের আওতায় বিভিন্ন সুযোগ সুবিধা পাচ্ছেন।

স্বাস্থ্য দপ্তরের আধিকারিকরা মনে করছেন বাকি ৫ লক্ষ মানুষকেও এই প্রকল্পের আওতায় খুব শীঘ্রই আনতে পারা যাবে। ২০১৬ সালের ফেব্রুয়ারি মাসে মুখ্যমন্ত্রীর ঘোষণা অনুসারে ৪৫ লক্ষ পরিবার বা তিন কোটি মানুষ এই প্রকল্পের আওতায় আসবেন। তিনি ঘোষণা করেন স্বনির্ভর গোষ্ঠীর কর্মী, ICDS কর্মী, আশা কর্মী, সিভিক ভলেন্টিয়ার, ও অন্যান্য কর্মীরা সকলেই এই স্বাস্থ্য বীমা প্রকল্পের সুবিধা পাবেন।

স্বাস্থ্যসাথী প্রকল্প

বছরে মোট সাড়ে ছয় লাখ টাকা পর্যন্ত স্বাস্থ্য বিমার সুবিধা থাকছে স্বাস্থ্যসাথী প্রকল্পে। আর এই বিমার আওতায় আসছে রাজ্যের সমস্ত সরকারি হাসপাতাল ও তার বড় বড় সরকারি ক্লিনিক। রাজ্য সরকারের যে সমস্ত চুক্তি ভিত্তিক কর্মীরা আছে তাদেরও এই স্বাস্থ্য বিমার আওতায় আনা হয়েছে। এর ফলে এই স্বাস্থ্য বিমার সুবিধা সুবিধা পাবেন স্বাস্থ্য দপ্তরের আশা কর্মী, অঙ্গনওয়ারি কর্মী, সিভিক পুলিশ, ভিলেজ পুলিশ, বিপর্যয় মোকাবিলা বিভাগ, হোমগার্ড, অর্থদপ্তরের চুক্তিবদ্ধ কর্মী, গ্রিন পুলিশ, সিভিল ডিফেন্স, NVF, ICDS,পৌরসভার অন্তর্গত স্বনির্ভর গোষ্ঠী, অসংগঠিত শ্রমিক সহ আরও অনেক বিভাগের কর্মীরা।প্রতি বছর দেড় লাখ টাকা পর্যন্ত বিনামূল্যে সরকারি হাসপাতালে চিকিৎসা মিলবে। অন্যদিকে ক্যান্সার, নিউরো সার্জারি, হৃদরোগজনিত অস্ত্রোপচার, লিভার সংক্রান্ত অসুখ এবং রক্তের সমস্যার চিকিৎসার জন্য এই প্রকল্পে ৫ লাখ টাকা পর্যন্ত সাহায্য পাওয়া যাবে। রাজ্য সরকার সমস্ত প্রিমিয়াম দেবে।

স্বাস্থ্যসাথী কার্ড

স্বাস্থ্যসাথী বিমার অন্তর্গতদের দেওয়া হবে ‘স্বাস্থ্যসাথী কার্ড’। এই কার্ডে ব্যক্তির নাম সহ সমস্ত বিস্তারিত তথ্য থাকবে। গত বছর ডিসেম্বর মাসে মুখ্যমন্ত্রী ২০ জনের হাতে তুলে দিয়েছেন এই স্বাস্থ্য সাথী কার্ড, তারপর থেকেই এই কার্ড দেওয়ার প্রক্রিয়া চালু হয়ে গেছে। এই কার্ডের মাধ্যমে ব্যক্তির পরিবারের সমস্ত সদস্যরাই এই পরিষেবা পাবেন।  সদ্যোজাত শিশুরাও এই বীমার সুবিধা পাবেন, আগের কোনও রোগ থাকলে সেটির চিকিৎসাও এই বীমার মাধ্যমে হবে।

রাজ্য সরকার সাধারন মানুষকেও স্বাস্থ্য বীমার আওতায় আনার সিদ্ধান্ত নিয়েছেন। ইতিমধ্যেই ৭০০ সরকারী ও বেসরকারী হাসপাতালকে এই প্রকল্পের আওতায় আনা হয়েছে। রাজ্যে জন স্বাস্থ্য বীমা প্রকল্পের অভূতপূর্ব সাফল্য দেখার পর কেন্দ্র সরকারও সিদ্ধান্ত নিয়েছে জনগণের জন্য জাতীয় স্বাস্থ্য বীমা প্রকল্প শুরু করার।

The Kolkata Municipal Corporation (KMC) will open five more dengue detection centres in the city in early September. This will take the total number of dengue detection centres in the city to 10.

The KMC is also considering a proposal to keep two centres open round the clock.

The civic authorities are likely to open five more dengue detection centres in near future. From January 1 to August 13, 290 people in the city have been afflicted with dengue, Ghosh said.

Massive Awareness Programme

  • The KMC has formed Rapid Action Team in the borough and central levels.
  • The health workers are going from house to house to launch anti-larvae drive.
  • The KMC was keeping in constant touch with the state health department.
  • KMC health department staff is visiting pathological laboratories and private nursing homes to know the names of patients who have been detected with dengue.
  • People should not panic and contact KMC ward health offices if they are found to be suffering from fever.

 

 

আরও ৫টি ডেঙ্গু রোগ নির্ণয় কেন্দ্র চালু করল কলকাতা পুরসভা

ডেঙ্গু মোকাবিলায় শহরে আরও ৫টি অতিরিক্ত ডেঙ্গি রোগ নির্ণয় কেন্দ্র চালু করবে পুরসভা। সেপ্টেম্বরের শুরুতেই চালু হবে এগুলো। এর ফলে সব মিলিয়ে শহরে মোট ডেঙ্গি রোগ নির্ণয় কেন্দ্রের সংখ্যা হল ১০টি।

এছাড়াও দুটি কেন্দ্র সর্বক্ষণ খোলা রাখার একটি প্রস্তাবও দেওয়া হয় কলকাতা পৌরসংস্থার পক্ষ থেকে।

‘অদূর ভবিষ্যতে আরো পাঁচটি ডেঙ্গু সনাক্তকরণ কেন্দ্র খোলার সম্ভাবনা রয়েছে। ১লা জানুয়ারি থেকে ১৩ আগস্ট পর্যন্ত রাজ্যে প্রায় ২৯০ জন ডেঙ্গুতে আক্রান্ত হয়েছে’, জানান অতীন ঘোষ।

ব্যাপক সচেতনতা কর্মসূচি

The Kolkata Municipal Corporation (KMC) has chalked out elaborate measures to stop the outbreak of dengue in the city on the onset of monsoon.

The Union Health Ministry had lauded the KMC for taking measures to combat spread of the disease last year.

The KMC will conduct intense campaigns in the city when hoardings will be put up at important road intersections, leaflets will be distributed and health department workers will inform the people about the dos and don’ts to prevent the disease through public address system in every ward.

The surveillance has been intensified and people have been requested to clean the containers where water is stored at least once a week.

The overhead tanks and underground reservoirs should be covered and flower pots should be cleaned at least once a week.

The KMC teams visits the houses and request the owners of residential buildings and secretary of the cooperatives in case of apartment blocks to replace the covers of overhead tanks and underground reservoirs if they are found to be missing.

There are five dengue detection centres in the city where blood samples collected by the health department workers are tested.

To make the grievance redressal mechanism stronger in all the state -run hospitals and medical colleges, the West Bengal health department is going to introduce “patients’ satisfaction survey” thereby fixing the accountability of the doctors, nurses and other staff members of the hospitals.

The decision was taken after Chief Minister Mamata Banerjee who is also in charge of the health department, in a recent meeting had directed the senior health officials to make the grievance redressal mechanism of patients more effective to ensure better health services to patients visiting the district, sub-divisional hospitals and the health centres. In the meeting, Banerjee had laid great stress on the improving the quality and range of the healthcare services. All the senior health officials and medical superintendents were asked to extend healthcare services to the patients with the more humane approach.

The primary object of the state health department behind introducing the new system was to minimise the incidents of patients’ transfer to the city’s medical colleges and hospitals from the districts. Senior health department officials believe that the proposed system will decrease the incidents of patients’ referral and also fix the responsibility of doctors and medical staff in the hospitals.

A quality management team will be set up in the district level which will monitor the feedback of the patients. To do this, there will be a quality manager in all the state-run hospitals starting from the sub-divisional hospitals in the districts up to the medical college level. Patients visiting the outpatient departments (OPD) or indoor departments or their patients will be given a form where they will give a detailed account of their experience in the hospital. They will have to furnish the details on how long the patients had to wait at the OPD or in indoor departments to consult a doctor. The patients will also be given an option to mention whether they were satisfied with the overall performance of the doctors and the hospital staff members. The district quality management committee will file a report to the health department officials on the basis of its observations.

After coming to power in 2011, Chief Minister Mamata Banerjee had taken a host of projects to revamp the health infrastructure in the state run hospitals. A great deal of work has been done to ensure health care facilities for the new born and children. Now, the state government is also trying to fix the responsibilities of the doctors and nurses.

হাসপাতালে রোগী পরিষেবা উন্নত করার জন্য সুষ্ঠু ‘গ্রিভ্যান্স রিড্রেসাল’ পরিকাঠামোর ওপর জোর দেওয়া হচ্ছে। স্বাস্থ্য দপতর পেসেন্টস স্যাটিসফ্যাকশন সার্ভে অর্থাৎ হাসপাতালের পরিষেবায় রোগীরা সন্তুষ্ট কিনা তার ওপর সমীক্ষা শুরু করবে সরকারি হাসপাতাল ও মেডিকেল কলেজগুলিতে। এর মাধ্যমে দেখা যাবে ডাক্তার, নার্স ও সরকারি কর্মীরা ঠিকঠাক কাজ করছেন কিনা।

রোগীদের ভাল স্বাস্থ্য সেবা নিশ্চিত করার জন্য সম্প্রতি মুখ্যমন্ত্রী মমতা ব্যানার্জী মহকুমা হাসপাতাল ও স্বাস্থ্যকেন্দ্রগুলোতে স্বাস্থ্য কর্মকর্তাদের সঙ্গে একটি বৈঠক করেন। বৈঠকে স্বাস্থ্য পরিষেবা উন্নত করার উপর জোর দিয়েছিলেন। সকল সিনিয়র স্বাস্থ্য কর্মকর্তা ও সুপারিন্টেন্ডটদের রোগীদের সঙ্গে মানবিক আচরণ করার নির্দেশ দিয়েছেন।

এই নতুন সিস্টেম প্রবর্তনের পিছনে রাজ্যের স্বাস্থ্য বিভাগের মূল উদ্দেশ্য ছিল প্রাথমিক জেলা স্বাস্থ্যকেন্দ্র থেকে মেডিকেল কলেজ ও হাসপাতালগুলিতে রোগীদের স্থানান্তর করার ঘটনা কমানো। সিনিয়র স্বাস্থ্য বিভাগের কর্মকর্তারা মনে করেন যে  সিস্টেমের ফলে রোগীদের স্থানাতরের ঘটনা কমবে এবং হাসপাতালগুলোতে চিকিৎসক ও কর্মীরা তাদের সঠিক দায়িত্ব সম্বন্ধে আরও সচেতন হবে।

জেলা পর্যায়ে একটি ম্যানেজমেন্ট দল থাকবে যারা রোগীদের প্রতিক্রিয়া নিরীক্ষণ করবে। এই কাজের জন্য, সেখানে সব রাজ্য পরিচালিত সব মেডিকেল কলেজ, মহকুমা হাসপাতাল থেকে শুরু করে সব সরকারি হাসপাতালে একজন পরিচালক থাকবেন। রোগীরা ডাক্তার এবং হাসপাতালের কর্মী সদস্যদের পারফরমেন্সে সন্তুষ্ট কিনা তাও জানা হবে। জেলার ম্যানেজমেন্ট কমিটির পর্যবেক্ষণের ভিত্তিতে স্বাস্থ্য বিভাগের কর্মকর্তাদের কাছে একটি রিপোর্ট দায়ের করবে।

২০১১ সালে ক্ষমতায় আসার পর মুখ্যমন্ত্রী মমতা ব্যানার্জী রাজ্যের সরকারী হাসপাতালগুলোর স্বাস্থ্য পরিকাঠামো পুনর্গঠনের পরিকল্পনা গ্রহণ করেছেন।  নবজাতকদের সঠিক স্বাস্থ্যপরিষেবা সেবা সুবিধা নিশ্চিত করার জন্য একটি পদক্ষেপ নেওয়া হয়েছে। এখন রাজ্য সরকার ডাক্তার ও নার্সদের সঠিক দায়িত্ব নির্ধারণ করার চেষ্টা করছে।

The West Bengal Government is planning to launch a toll-free helpline -102 -to ferry pregnant women and sick infants to nearby hospitals. The State has already begun the process of tendering for technological partners.

The State Health department is setting up the 24×7 helpline to address the need for emergency healthcare and transportation services in remote areas, especially for obstetric and neonatal care.

A centralized call centre, with staffers conversant in Bengali, Hindi, English and Nepali, will take calls, dial ambulances and contact the nearest sick neonatal care unit (SNCU) or the closest one with an available bed. Doctors will also be present at the control room to guide health staff during emergency. If needed, patients may be admitted to private hospitals as well. The transport to the hospital and back will be free.

The purpose of the endeavour is to provide a safety net for expecting mothers and sick infants by ensuring provision for a complete emergency transportation service. The centre and state are sharing the project cost under the national health mission.

The ambulances will be equipped with medicines, medical consumables and oxygen, which will be replenished regularly . The vehicles will also be GPS-enabled. The call centre attendant will guide the ambulance driver and the medical staff on ground. The call centre will keep track of patients along with all details of medications, admission, emergency treatment and the time of discharge so that an ambulance can be provided for ferrying the patient home.

A SMS integration gateway will also be set up so that on receiving a message, the call centre can send it to the police, fire brigade or blood banks.

The State Government has sanctioned around Rs 75 crore for infrastructure development and for setting up a 300-bed mother and child hub at the state-run Calcutta National Medical College Hospital (CNMCH), the teaching hospital in Park Circus area.

Recently the intensive care unit (ICU) and high density unit (HDU) unit at the hospital, were inaugurated and a 300-bed mother and child hub (MCH) would come up at the institute. The State Government has already sanctioned Rs 20 crore for the project.

The State Government is setting up such MCH in 31 state- run hospitals where yearly 10,000 delivery cases are reported each for treatment of mother and child. The health department has also decided to increase an additional 50 medical seats for MBBS course at the hospital by the academic session in 2016-2017

A proposal has already been sent to the Medical Council of India (MCI) seeking its permission. It will cost around Rs 56 crore for installation of infrastructure facilities required for the additional 50 seats. The hospital has 150 seats for the undergraduate medical course.

Apart from the infrastructure development for additional 50 MBBS seats and setting up of MCH, the health department has also set up an ICU and HDU respectively at CNMCH. The six-bed ICU will provide critical care treatment to mothers after deliveries. CNMCH is the first government hospital in the state where such ICU came up.

The Trinamool Congress board at the Kolkata Municipal Corporation (KMC) is out to tame vector borne diseases as they might cause embarrassment to the Mamata Banerjee government prior to the assembly polls next summer.

The KMC’s health department has organised a workshop for all private medical practitioners to sensitise them on the new guidelines on clinical management of dengue – a potentially fatal disease. The National Vector Borne Disease Control Programme (NVBDCP) director would be the main speaker of the sensitisation workshop at Uttam Mancha on August 1.

Earlier, in February, all civic councillors, medical officers and selected health field workers attended an awareness camp on vector borne diseases at Uttam Mancha. KMC authorities are inviting around 800-900 private medical practitioners across Kolkata for the August 1 workshop.

The workshop would also be a refresher course for the medical officers. It is the medical officers and health field workers who take on the challenge on the ground to minimise the attack of vector borne diseases. So, it becomes necessary for us to sensitise them at regular intervals.

KMC authorities have invited 10 neighbouring municipalities in a bid to chalk out a combined fight against malaria and dengue. KMC’s health department has called a high-level meeting with chairmen or representatives of neighbouring municipalities at the civic headquarters on Thursday.

“Combating mosquito-borne diseases cannot be done alone. So, we want to involve our neighbouring municipalities to ensure a malaria and dengue free city,” Atin Ghosh, Member, Mayor-in-Council (Health), said.

KMC has been seeking funds from the Centre to beef up infrastructure in these municipalities. Joint secretary of the Union health ministry who looks after the National Urban Health Mission is coming to Kolkata on August 1 and a meeting is scheduled with all stakeholders, which includes all these neighbouring municipalities also.

KMC health department officials want to train the officials of the neighbouring municipalities on Thursday prior to meeting the Union health ministry bosses. This meeting could pave the way for central funding for infrastructure development.

The neighbouring municipalities include Howrah, Madhyamgram, North and South Dum Dum, Bidhannagar, Rajarhat Goplapur, Mahestala, Sonarpur and Baruipur, among others.

West Bengal Chief Minister Ms Mamata Banerjee inaugurated the first Paediatric Cath Lab unit and the first Sleep Lab Unit at the Institute of Psychiatry, in a Government hospital in eastern India, at SSKM Hospital.

The Chief Minister also inaugurated the newly constructed building for the Institute of Psychiatry (IPO).

In her brief speech at the inaugural ceremony, the Chief Minister said that a Sleep Lab and Cath lab for children has been inaugurated today and these are great initiatives.

She said that the Government has started Sishu Sathi scheme for children so that they can receive free cardiac surgeries in hospitals. “The Government is also upgrading health infrastructure in hospitals without causing inconvenience to patients,” she said.

“For the benefit of the poor people, the Government has started fair price medicine shops and diagnostic centres,” the Chief Minister said. New SNSU and SNCUs have been set up. Beds at hospitals have been made free and medicines are given to poor people for free, she said.

WB CM also said that over 40 multi super speciality hospitals are coming up in the State and the Health Department has added 25000 beds to government hospitals in last four years. The Chief Minister also added that a cord blood bank is coming up in Bengal, which is a great initiative that will benefit a lot of patients.

The West Bengal government, with investment of Rs.2, 600 crore to add 17,000 additional beds in the state by March next year, is carrying out scientific mapping of health infrastructure to identify and fill the critical gaps.

In some places manpower is present but there is, but lack equipments. While in another location, it is vice-versa. Realignment of resources is also been looked into for a seamless health services in the state. The mapping was being done internally. In this process need-based realignment for 1000 doctors and nurses had already been done and more would follow.

The Health department was also planning for a recruitment drive for health professionals like doctors and nurses. In the last three years, 10,000 health professionals had been recruited. About 4,000 to 5,000 more doctors, nurses and technician would be recruited in near future.

In the government sector, the total number of hospital beds in the state currently was 63,000 and it would become 80,000 by March next year.

West Bengal Medical Council President and Trinamool legislator Nirmal Majhi said the core aim of the project was to deliver quality health services to 8.5 crore people across the state keeping the West Bengal Chief Minister Mamata Banerjee’s vision of healthcare for all. “We are trying to bring reform from primary health to super specialty and correct poor work culture acquired from the previous government and meet the infrastructure gaps,” he said.

The state is also in the process of investing Rs.250 crore in procuring radio therapy equipments, offering low cost cancer care facility to the people of the state.

The West Bengal Government has taken a historic step to make treatment for cancer free for all in Government hospitals, thanks to the initiative of Chief Minister Ms Mamata Banerjee.

The service by the State Health Department will be rendered to one and all. The service includes free medicine, radiotherapy and chemotherapy and free beds in all Government hospitals.

More than three lakh cancer patients in the State will be benefited by this decision. The cost for the treatment of cancer is huge and may include surgery, chemotherapy and radiotherapy and may go up to Rs 3.5 lakh. The cost for treatment of blood cancer is around Rs five lakh.

Incidentally, the process of giving chemotherapy free of charge has already started in some Government hospitals in North Bengal.

Nine Linear Accelerators worth Rs 25 lakh each, machines which are of utmost importance to detect the extent of cancerous cells in the body, will bought and distributed among NRS, RG Kar, SSKM, Bardhaman Medical College and Uttarbanga Medical College Hospitals.
