Floods in Bengal ‘man-made’ due to release of water by DVC: WB CM

West Bengal Chief Minister today accused the Damodar Valley Corporation (DVC) of releasing water as per its own wishes, thus causing ‘man-made’ floods in parts of Bengal. She said, DVC should not release water without consulting the State or else the government would have to look for legal recourse.

WB CM was addressing the press after an administrative review meeting for the districts in north Bengal. West Bengal is the only State to regularly conduct administrative review meetings at block level, she said. Review meetings for only four districts are pending, of which the one in Hooghly will be held in September.

The Chief Minister inaugurated several projects today and took stock of the progress of various schemes and programmes. She announced that a court of the Labour Department in Siliguri and Malda. She added that beginning 29 August, 2016, a week-long cleanliness drive will be undertaken in every block.

Accusing the Centre of discriminating against States on financial matters, the Chief Minister said that her government had created a special fund of Rs 100 Crore for the welfare of tea garden workers and set up a separate directorate for tea gardens in north Bengal. She also registered her protest against the attempts to shift Tea Board HQ outside Bengal.

নিজেদের খুশিমতো জল ছাড়া নিয়ে আজ দামোদর ভ্যালি কর্পোরেশনকে দুষলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। ডিভিসি খুশিমতো জল ছাড়ছে বলেই বাংলার বিভিন্ন অংশে ম্যান-মেড বন্যা হয়েছে। তিনি বলেন, রাজ্যের সঙ্গে কথা না বলে ডিভিসির জল ছাড়া উচিত নয়।

উত্তরবঙ্গে প্রশাসনিক বৈঠকের পর সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী। তিনি বলেন, পশ্চিমবঙ্গ একমাত্র রাজ্য যারা নিয়মিত ব্লক স্তরে প্রশাসনিক বৈঠক করে। আর ৪টি জেলার প্রশাসনিক বৈঠক বাকি রয়েছে, সেপ্টেম্বর মাসে হুগলিতে প্রশাসনিক বৈঠক হবে।

আজ বিভিন্ন প্রকল্পের উদ্বোধন করার পাশাপাশি চলতি প্রকল্পগুলির অগ্রগতি নিয়েও খবর নেনে তিনি। শিলিগুড়ি ও মালদায় জন্য শ্রম দপ্তরের আলাদা কোর্ট গঠন করার কথা ঘোষণা করেন। তিনি আরও বলেন, ২৯ অগাস্ট থেকে এক সপ্তাহব্যাপী ‘ক্লিনলিনেস ড্রাইভ’ হবে ব্লকে ব্লকে।

রাজ্যের কাজে কেন্দ্র হস্তক্ষেপ করছে বলেও তিনি অভিযোগ করেন। তিনি বলেন, “চা বাগানের শ্রমিকদের জন্য আমরা ১০০ কোটি টাকার একটি তহবিল গঠন করেছি। চা বাগানগুলির জন্য উত্তরবঙ্গে আমরা আলাদা ডিরেক্টোরেট গঠন করেছি। টি বোর্ডের হেডকোয়ার্টার কলকাতা থেকে সরিয়ে নিয়ে যাওয়ার চক্রান্ত চলছে। আমরা এর তীব্র প্রতিবাদ করছি”।

 

State provides relief material to 1.20 lakh flood affected people

The state government has provided relief materials to around 1.20 lakh people who are affected due to heavy inundation in four districts in North Bengal.

According to the sources in the state disaster management department, around 20 blocks and areas under three municipalities were affected due to heavy inundation in Cooch Behar, Jalpaiguri, Alipurduar as well as the plain lands in Darjeeling district.

Around 84,000 people were affected in ten blocks in Cooch Behar. The blocks in Cooch Behar where around 7,000 houses were partly and fully damaged include Dinhata, Mekhliganj and Mathabhanga, sources said. The only block in Alipurduar that is affected is Kumargram where around 200 people were affected and to whom the relief of the state government has reached, sources said.

The seven blocks including Mal, Mainaguri and Dhupguri were the worst affected in Jalpaiguri district where the state government has provided relief materials to around 28,000 people. Around 5,627 people in the plain land in Darjeeling district were affected and necessary initiatives have been taken to ensure safety and security of the residents in the area. At present there are around 23,000 people who have been taken to safe places that include relief camps set up by the state government.

It includes around 20,000 people only from Cooch Behar district who were given shelter in 77 rescue camps. 5 and 6 relief camps were set up in Jalpaiguri and Alipurduar districts respectively.

45 boats were deployed in Cooch Behar to rescue the people and cattle. The rescue workers have brought 19,000 cattle in safe places. Around 15 medical teams were deployed in Cooch Behar. Besides distributing food among the affected people, the state government has also distributed around 30,000 water pouches to ensure sufficient supply of safe drinking water.

The state government has distributed around 292.5 quintal rice among people in Jalpaiguri. Tarpaulins were also distributed.

১.২০ লক্ষ বন্যা দুর্গতদের ত্রাণসামগ্রী দিয়েছে রাজ্য সরকার

উত্তরবঙ্গের চার জেলায় বন্যার ফলে ক্ষতিগ্রস্ত প্রায় ১.২০ লক্ষ মানুষকে ত্রাণসামগ্রী দিয়েছে রাজ্য সরকার।

রাজ্য দুর্যোগ মোকাবিলা দপ্তরের সূত্র অনুযায়ী, কোচবিহার, জলপাইগুড়ি, আলিপুরদুয়ার জেলার ৩টি পুরসভার অধীনস্ত ২০ টি ব্লক ক্ষতিগ্রস্ত হয়েছে এই ভারী প্লাবনে, সেইসঙ্গে দার্জিলিঙের সমতল এলাকাও ক্ষতিগ্রস্ত হয়েছে।

কোচবিহার জেলার ১০টি ব্লকে প্রায় ৮৪,০০০ মানুষ ক্ষতিগ্রস্ত হয়েছে। কোচবিহারের যে ব্লকে দিনহাটা, মেখলিগঞ্জ এবং মাথাভাঙ্গা অন্তর্ভুক্ত সেখানে প্রায় ৭০০০ ঘর সম্পূর্ণরূপে ক্ষতিগ্রস্ত হয়েছে। আলিপুরদুয়ারের একমাত্র ব্লক কুমারগ্রামে প্রায় ২০০ মানুষ ক্ষতিগ্রস্ত হয়েছে।  রাজ্য সরকার ইতিমধ্যেই সেখানে ত্রাণ পৌঁছে দিয়েছে।

জলপাইগুড়ি জেলার ম্যাল, ময়নাগুড়ি এবং ধুপগুড়ি সহ সাতটি ব্লকের অবস্থা অত্যন্ত সংকটজনক, সেখানেও রাজ্য সরকারের ত্রাণ সামগ্রী পউছেছে। দার্জিলিং জেলার সমতলে প্রায় ৫,৬২৭ জন মানুষ ক্ষতিগ্রস্ত হয়েছে। এলাকায় বাসিন্দাদের নিরাপত্তা নিশ্চিত করার জন্য সবরকম প্রয়োজনীয় ব্যবস্থা নিয়েছে রাজ্য সরকার। রাজ্য সরকারের তরফে একটি ত্রাণ শিবির তৈরি করা হয়েছে যেখানে প্রায় ২৩,০০০ মানুষ নিরাপদে রয়েছেন।

কোচবিহার জেলার ৭৭টি রেসকিউ ক্যাম্পে ২০,০০০ মানুষকে আশ্রয় দেওয়া হয়েছে। জলপাইগুড়ি ও আলিপুরদুয়ার জেলায় যথাক্রমে ৫ টি ও ৬ টি ত্রাণ শিবির স্থাপন করা হয়েছে।

প্রায় ১৫ টি মেডিকেল টিম কুচবিহার জেলায় মোতায়েন করা হয়েছে। ক্ষতিগ্রস্তদের মধ্যে খাদ্য বিতরণ করা ছাড়াও পর্যাপ্ত ও নিরাপদ পানিয় জল সরবরাহ নিশ্চিত করতে প্রায় ৩০,০০০ জলের  প্যাকেটে বিতরণ করা হয়েছে।

রাজ্য সরকার জলপাইগুড়ি জেলারমানুষের মধ্যে প্রায় ২৯২.৫ কুইন্টাল চাল বিতরণ করা হয়েছে. এছাড়া ত্রিপলও বিতরণ করা হয়েছে।

Bengal is being discriminated, we will say what we will have to say: WB CM

West Bengal Chief Minister Ms Mamata Banerjee after returning to Kolkata from her three-day visit to Delhi said she has discussed all the major issues concerning the state with the Central government during her visit to the national capital.

“Tea, jute, flood, drought – we had talked about all issues,” the West Bengal Chief Minister said at the NSCB International Airport on her return to Kolkata.

“We will say what we will have to say. This is our right. Bengal is a state of India. But Bengal is being discriminated against,” she said.

The West Bengal Chief Minister called on Prime Minister and sought adequate Central funds for the State during her stay in Delhi. She had reiterated the issue of Central aid for the flood victims of the State.

Derek O’Brien slams Centre over flood/drought relief for Bengal

We completely endorse what the home minister said. When it comes to giving relief to Chennai, our thought and prayers may also be with Tamil Nadu and Chennai. Be very very generous in this hour of need.

Sir, the one point we have to make this that the central team was sent to Bengal. In Bengal it was a huge calamity. The number of deaths was low because the preparedness was high. The question is that as the Home Minister has himself said in the statement that, what is this arbitrary way of giving out funds? Out of the 10,700 cr, we have received 300 cr in Bengal. Sir, are we begging for funds?

Sir, Tamil Nadu must be taken care of now, give everything to Tamil Nadu and Andhra Pradesh now but what about Bengal? The central team comes, but why is Bengal deprived? This is a calamity in Bengal which happened?

I am sorry to say, we have written to the Prime Minister. We are with Chennai, we are with Tamil Nadu, people are dying there. Sir, Chennai and Tamil Nadu is the need of the hour but do not forget Bengal. Sir, we are compelled with a heavy heart to walk out in protest  about the funds which are not being given to Bengal.

Full solidarity with Tamil Nadu, but don’t deprive Bengal: Trinamool

Leaders of Trinamool Congress today expressed solidarity with the people of Tamil Nadu while questioning the Central Government why Bengal has been deprived of funds for flood and drought relief.

“Our thoughts and prayers are with the people of Tamil Nadu and Andhra. Give aid to Tamil Nadu and Andhra. They deserve your attention. We are with them. But why is Bengal being deprived,” asked Derek O’Brien, leader of the party in Rajya Sabha.

His sentiments were echoed by Sudip Banerjee, leader of the party in Lok Sabha. “I wanted to know categorically that what is the system of allotment of money, the central team goes and comes back, but the amount that is decided is not fixed in consultation with the Chief Ministers of the states or their representatives, it is suo motu. They take the decision absolutely on their own,” he said.

West Bengal government had soughts funds to the tune of Rs 6,000 crore due to the flood and Rs 4,000 crore due to drought. WB CM has written several letters to the Prime Minister in this regard.

Sukhendu Sekhar Roy wanted the Home Minister to clarify if the Rs 300 crore fund released by SDRF was an interim relief.

Derek O’Brien insisted that the Centre give full attention to Tamil Nadu and Andhra but not deprive Bengal in the process.

Sudip Bandyopadhyay slams the Centre over funds for flood/drought relief in Bengal

I had mentioned yesterday that West Bengal is affected both by floods and drought. Accordingly, Venkaiah Naidu ji intimated me that Rs 387 crore has been released from SDRF. The state’s demand was Rs 6,000 crore due to the flood and Rs 4,000 crore due to drought.

I wanted to know categorically that what is the system of allotment of money, the central team goes and comes back, but the amount that is decided is not fixed in consultation with the Chief Ministers of the states or their representatives, it is suo motu. They take the decision absolutely on their own.

Madam, in Planning Commission it was the system that the compensation amount was decided in the presence of the Chief Minister and the finance minister. But this is one-sided, unilateral decision. So, we strongly protest against this decision and we feel that it is difficult for those in West Bengal to survive and as a mark of protest, we are walking out against the government’s stand.

What I am saying is that the eastern zone is economically deprived. West Bengal particularly is most exploited and deprived. The eastern states are the worst sufferers of regional imbalances and the situation still persists.

My humble submission is take some special care of the eastern region which includes Bengal, Odisha, Assam, Bihar and Jharkhand. I think they should be given some priority. The eastern region should be allowed to be free as they are the worst sufferers of regional imbalances.

Sudip Banerjee speaks in Lok Sabha regarding flood situation in the country

The flood, as well as drought, situation have affected our country. Huge areas are under flood and half of India is drought affected. 302 out of 614 districts are reeling under drought, highest since 2009. And 40% of India’s different areas are now affected with flood. Flood has very badly affected Tamil Nadu and west Bengal also.

Madam, I raised this issue during the all party meeting convened by you that on 25th November. The State Government had asked for a relief of Rs 6000 crore. How much money has been allotted by the center to fight back this situation? On the very subject very promptly Venkaiah Naidu Ji assured me that he will send me the reply.

Accordingly, he has sent me a reply:

“Dear Sudip Da, the information is Bengal got the entire amount. SDRF Rs 367 crore has been released for this year. Further details will be available tomorrow afternoon. I will possibly let you know the further information.”

But when the State Government asked for Rs 6000 crore, how SDRF released only 367 crore? I want to know what is the system of assessment? How does the Central team assess the situation, gravity of the situation? They go together with the state government for assessment of the situation. But when they take the decision they take it of their own which we broadly disown.

Madam, Tamil Nadu no doubt is worse affected. Let them get more money. We have full support. What I hard yesterday their demand was much higher than what has been sanctioned. This is the reason why we are telling that the situation is becoming very difficult to be tackled by state’s own monitory fund.

Madam, the Central Government is not releasing the money on time and State Government is not capable to tackle the situation with their own sources. Moreover, funds for various central schemes have been stopped. Then again after July there is no rain in the country except a few places. So, drought is equally affecting the country.

West Bengal is a sufferer of both flood and drought. Four districts, particularly Bardhaman, Bankura, Purulia & West Medinipur, are affected with flood. Unprecedented rainfall one side, and drought on the other side is actually a serious condition.

We propose that farmers and flood affected people be provided with drinking water, food, alternative seeds for Sech Prakalpa. On the other side, DVC is not giving water. Tenughat of West Bengal project has no water. How can the situation be overcome? So I would request the Central Government to give necessary instruction to release DVC water for the purpose in consultation for the State Government at the earliest possible time.

Madam due to flood and drought very poor people, specially farmers, lose their income and assets and they face a distress. They become much poorer. The government has a huge stock of food grains with Food Corporation of India. I would also suggest that FCI can supply more amount of food grains to the flood affected areas or to the drought affected areas.

Madam, in deficit monsoon, death of farmers is very much alarming. Central assistance is also being reduced for ICDS projects on the earlier stage, the Central Government used to give the larger portion of the funds to run the ICDS projects but now it has been reversed wherein the state will have to bear the maximum portion and the Centre will pay the minimum portion; it is another burden on the shoulder of the state government.

We tell here again and again that West Bengal government has to repay a loan and debt of Rs 2,20,000 crore. And for that Rs 28,000 crore is taken away by the central government annually. So we have categorically stated that the present government is in a precarious condition.  The state government which ruled for 34 years had taken a loan, and the fresh government which has taken over has to bear the burden.

The Centre can take some positive steps through the centrally aided projects during such situations like this. In the MGNREGS, we can include additional days of work. Diesel subsidy scheme can be started for farmers of the affected areas. Enhancement of ceiling on seed subsidy, interventions for saving horticulture crops, implementation of additional fodder development programs, these are all central schemes and I want to know how they are rising to the occasion. What is the progress of allocation of Rashtriya Krishi Yojana? I want to know about the availability of seeds and other inputs for the Kharif month of 2015, crisis management plan for drought in the year 2015.

These sort of crises should be handled with a certain amount of farsightedness and imagination which requires advance planning. Global Warming is equally becoming a part of these weather changes. The whole world is becoming conscious. In Paris there was a huge convention where these issues have been consulted and discussed.

Regarding the functioning of the SDRF, State Disaster Response Fund, there is a system where the central government gives some money to the state government in advance. But if the flood or drought occurs on a large scale then the government has to spend it primarily. The state government of West Bengal has already spent more than Rs 1000 crore in spite of the huge financial crisis. They have asked for Rs 6000 crore but only Rs 367 crores has been released and the state has not received it. And I came to know about this release order from Venkaiah Naidu ji.

My submission is that while Tamil Nadu should be treated with priority, the government of India must rise to the occasion regarding West Bengal’s flood and drought situation with all sorts of assistance. Centre should discuss with the Chief Ministers of the states in a broad way and a central team should visit and assess the situation. The Chief Ministers are the people’s representative and when they are asking for some financial assistance it should be taken with all priority.

So, Madam, this discussion was very much important for I think those states which are affected by drought and flood.

Trinamool demands flood relief from Centre in Parliament

During a discussion regarding flood situation in the country, leader of the party in Lok Sabha, Sudip Bandyopadhyay today demanded that the Centre release funds for flood relief in Bengal.

“Despite huge financial crisis, West Bengal Government has already spent Rs 1000 crore for flood relief. Centre must deal with flood and drought in Bengal in equal priority as flood in Tamil Nadu,” he said.

“The new government in Bengal has a huge burden of debt on its shoulders. Some positive steps must be taken by Central Government to help Bengal,” he added.

The Kolkata North MP said that since the Centre does not release funds on time, it becomes difficult for the State to manage. “When we asked for Rs 6000 crore how did SDRF sanction only Rs 387 crore. What is the system of assessment?” he demanded to know.

People from low income groups become poorer at time of flood and government must take care of their food and living, Sudip Bandyopadhyay suggested.

 

Derek’s suggestions for disaster management in RS

In the Rajya Sabha, during a similar discussion, leader of the party Derek O’Brien put forth few suggestions for better disaster relief in future.

Derek suggested that the reporting process of NDRF must be simplified and budgetary allocations of NDRF increased.

“NDRF operates out of only 4000 sq ft office space. CAG report says NDMA is ill-prepared to handle a disaster,” Derek said.

He also maintained that while he has no problem with Tamil Nadu getting its share of funds for flood relief, the concerns of West Bengal must also be taken into account.

Citing the letter written by WB CM to the Prime Minister in August, Derek said, “Please do not penalise the states which have taken preemptive measures to reduce loss of lives.”

“There are very few states which are both prone to drought as well as cyclone. Bengal is one of those. I hope govt will surely look into the issue of Bengal, like they are doing in Chennai,” the MP added.

WB CM slams Centre for not releasing funds for Bengal

Mamata Banerjee once again slammed the Central government for not releasing funds for 37 schemes which was creating much hardship for the Bengal government and at the same time asked officials to complete all projects within three months.

WB CM was speaking to the media after a meeting with the senior bureaucrats at Town Hall and thanked them for their service to make the recent festival a major success.

She asked officials to go for an overdrive for completion of the projects for which the foundation stones had been laid. She warned if the declared projects were not started it should be started immediately.

The Chief Minister had slammed the Centre’s decision to withdraw funding for projects like ICDS, SSA, BRGF.

The CM said that the state government was performing better than the Centre and hit out at the Centre for not releasing any funds for the flood affected districts of Bengal.

WB CM writes to PM for financial aid for the flood-hit districts of Bengal

West Bengal Chief Minister Mamata Banerjee has written to Prime Minister about the Union Government not complying with the request for financial aid for the flood-hit districts of the state.

The West Bengal Chief Minister has been protesting time and again regarding the non-cooperation of the Union Government, said that the State Government has not received any intimation about any financial assistance despite a central team having surveyed the flood-affected areas two months ago. In fact, soon after the floods, the West Bengal Chief Minister had met the Prime Minister in Delhi and apprised him of the flood situation in the state along with the extent of damage.

The State Government considers this to be an insult since it has neither received any intimation from Delhi on the financial assistance nor has it been informed about the outcome of the survey conducted by the central team. Moreover, the state government is going through an acute financial crisis and is in a dire need of central assistance.

The West Bengal Chief Minister had placed a demand for financial assistance amounting to Rs.23,000 crore out of which Rs.1,100 crore was earmarked for agriculture sector alone. The assistance was meant to be used for compensating farmers whose crops were damaged in the floods. A major portion of the assistance was also earmarked for repairing roads that were damaged in the floods.

The floods damaged crops in over 10 lakh hectares, which in turn had affected around 72 lakh farmers.

The West Bengal Chief Minister had declared 12 districts flood hit on 5 August. A month later, a central team visited the state to survey the extent of damage in the areas affected by flood.

Despite the financial crunch, the state government has sanctioned Rs.1000 crore for compensating farmers, of which Rs.600 crore has already been disbursed, with distribution of the remaining amount slated to start soon. However, the amount is much less compared to the total extent of damage and there is an urgent need for the Central aid.
