Dola Sen raises the issue of Swachh Bharat cess during Zero Hour

Last month the government announced that a Swachh Bharat cess of 0.5% would be imposed on all services that are charged with service tax. This cess, meant to fund Swachh Bharat initiatives was implemented on 15 November.

Inevitably the burden of this indirect tax would fall most heavily on the poor. The cost of the cess will not be borne by corporates and businesses but by citizens availing of any services. The cess amount is fixed independent of income and the burden of the 0.5% tax will be much heavier for the poor to bear.

Services that the government is actively championing for the rural poor including mobile and financial services just became more expensive and difficult for them to access, further the funds collected from the cess will be held entirely by the central government though much of the work required under Swatch Bharat is the responsibility of the state governments.

At the same time, the government has changed the funding pattern of Swatch Bharat cutting its responsibility from 75% of its cost to 60%. If the government is serious about improving the sanitation and health in India, our humble submission is that it must support successful state efforts such as the successes of West Bengal, our state in reducing open defecation instead of cutting funding.

Thank you.

Dola Sen speaks on funds for Police Modernisation Scheme | Full Transcript

Sir, the Police Modernisation Scheme has been taken out from the list of Centrally-funded Schemes but West Bengal will suffer a lot because in respect of Jangalmahal area.

West Bengal was also a LWE affected State for a long time. Moreover, Darjeeling is very much sensitive and there are three countries in the border region of West Bengal.

So my question is: Why is the Central Government asking certain State Governments to fund schemes which are essentially national in nature and to do with our national security of our country?

That is why West Bengal should be included in Category ‘A’, at least.

Women Empowerment – Trinamool shows the way in Parliament

Trinamool Congress is the only political party which has acted for the empowerment of women in the country. The Women’s Reservation Bill, which is still pending in Parliament, proposes to amend the Constitution of India to reserve 33% of all seats in the Lower house of Parliament of India, the Lok Sabha, and in all State Legislative Assemblies for women.

Trinamool Congress now has 13 women MPs in the Parliament with Dola Sen being added to the list as the first Trinamool woman MP in Rajya Sabha.

12 out of the 34 newly-elected Trinamool MPs in Lok Sabha are women, which constitutes about 35.2% of TMC MPs.

Trinamool Congress has the highest percentage of women MPs in the house. The 16th Lok Sabha has only 65 women members which is around 11%.

While others only talk of women empowerment, Trinamool’s actions speak louder than words.
