Sir, before the starting of the Question Hour, hon. Chairman has said that he would permit us to raise the issue of UPSC. He said one minute would be given to each party.

Yes, Sir. We are taking our seats.

Sir, this is not the time to play political blame games. We heard what the Congress speaker said and we also heard what the BJP speaker was saying. Please let us try to depoliticize this very serious issue of young children. I want to make just in two minutes three or four quick points. Number one, there has been a knee-jerk reaction from the Government. We understand the pain of young people who are protesting. But in their hurry, they have come up with a knee-jerk reaction which has compounded the problem.

There are four parts to this, Sir. Let me deal with the second part. When you qualify for the finals, you are allowed to take your papers in the languages of the Eighth Schedule. Let us be practical. You cannot get this done by the 24th. Let us be practical and let us not play politics. This needs to be done in the long-term. The students of regional languages have to be given an opportunity to write those preliminary papers in the regional languages. In CSAT, again, please let us not jump to some conclusions; there needs to be more dialogue. Some people say CSAT is very, very good and some people say CSAT is very, very bad. There needs to be a discussion. We cannot solve this in six days. Now, the Government shot its mouth off, added fuel to the fire and now trying to look for a solution. The third point relates to the interview. That is the third part. Then, there is a fourth part where the students qualify for the IAS or other services; after 18 months, there too, English should be included in the spoken language.

Please for God’s sake, will no one ever make a demand to drop the 300 marks English paper from the Mains? No one is making that demand. So, please don’t pretend that we are making it a fight between English and Hindi. This is all we have to say, Sir. The Government is to give us a clear, reliable and a genuine assurance that they will start a serious dialogue, not do politics and this will come up in the Winter Session of Parliament.

 

Derek O’Brien demands a Zero Hour discussion on FDI in Railways/Defense | Transcript

One more thing only. There is a notice given for suspension of Question Hour. Even for the UPSC issue it was said. Now it is said that there will be an all-party meeting. So, this cannot be a pause, Parliament cannot be used as a pause button only. They have to be serious. Number two, we may differ on other issues with Mr. Yechury, but we have also given a notice for Zero Hour. If you want Question Hour to be run, then bring this up. Parliament ran up to 6.45. At 7 o’ clock when Parliament is running, media agencies are carrying reports and the parliamentarians are getting breaking news. Why come to Parliament, Sir? Sir, when the House is running, the Bill is in the Lok Sabha. We have given a notice for suspension of Question Hour. On UPSC it was the same thing done. All we are saying is that at 12 o’ clock during the Zero Hour. This is a matter which concerns many Members. There is an FDI in Insurance Bill hanging fire here. That is the reality. So, why this backdoor? So, let us discuss at 12 o’ clock. Sir, there is also a notice for that. This happened last time. Just give us an assurance.

Sir, this is a serious issue about UPSC. Yes, it is something new. The last time the Minister was here, he made a statement on UPSC. The House advised him to make his next statement in the House for the new position. He continues to give television bytes, but not speaking to the House. So, I request the Government to stop using the media as an intermediary. The Parliament is in session. Whatever they have to say, they should come and speak here.

My colleague who spoke on the budget debate of the Trinamool congress made 5 broad points, I do not wish to touch on any of those points today and instead focus our comments, direction and suggestion on the finance bill. The 5 broad points made by us in the budget’s debate was one to seriously consider the recommendation of the finance commission which recommended that there were three debt stressed states of Punjab, Kerala and Bengal. Two, the 2nd point we made is that the debt moratorium for Bengal for fiscal imprudence which has since changed to fiscal prudence.  The third issue we raised was a big issue of black money, fourth was of sharing of taxes between the state and the centre and fifth all our focus there in the speech was about 33% of in India, the poorest of the poor. In the finance bill we will restrict most of our comments to the middle class. A hundred sixty million a few years ago will become as per estimates two hundred and seventy million in one or two years. 270 million equivalent to the population of Brazil and UK put together. This middle class is typically is divided into two broadways, the seekers who earn two lakhs plus and what they call the strivers a little more than that.  And I think in this budget if you really look at it we were trying to put it in a mathematical formula, this is what the formula looks like PC = AJ = 4.1. Now this basically means, first let me dwell on 4.1, Congress a few months ago came up with a 4.1 fiscal deficit no., the current government has stayed with the no.and this has been an opportunity if that no. had not stayed with and this was a great chance to take some of the stress away, some fiscal space provided so that the middle class could be benefitted because the middle class has been suffering double digit inflation in last 6-7 years and in last 2-3 years total absence of job. Maybe the Finance Minister in his wisdom did not want to go with 4.1 because he thought the markets would tank, credit rating agencies would down grade us, corporate would find it very difficult to raise money from abroad.  However, this was a golden opportunity lost because as I said if PC=AJ=4.1, eventual winners were babus of north block.  Now to get to some specific proposals;

First one, Service Tax – Service Tax contributes 60% of the GDP, I will make 5-6 points in the time permitted..so service tax contributes 60% of GDP, 12% approximately of direct tax, very good.  Some people are left out of service tax.  We do not want to grudge those people like

those indulging / pursuing in arts, culture, sports, they are out of the service tax net fine…quiz masters have to pay also what to do…but on a more serious note, Sir, the former Prime Minister, former former Prime Minister had not exempted lawyers.. now I have lots of lawyer friends who wouldn’t like this, but when the previous, that’s why my formula works PC= AJ, lawyers got exempted and again lawyers have been exempted of this service tax so large legal companies are not paying service tax.  Chartered Accountants are paying Service Tax from Oct 2008, so our first clear suggestion is  large law firms,  diagnostic firms, huge diagnostic firms are not paying service tax, please bring them into service tax.

2.  Our 2nd observation, again this is the PC=AJ syndrome which you can also express in a boring way Congress = BJP syndrome.  Lets look at another no. this is for super rich surcharge – Trinamool congress believes  yes someone making over one crore of money and you have levied a surcharge on that one crore 10% surcharge, good, previous Finance Minister did it but this is  where we have an issue, the previous Finance Minister gave us an no. 42800 people across the country are earning a more than one crore so you levy the surcharge.  This time it was continued, Sir, 42800 people there are more people than that in south extension, west andheri who are earning more than one crore. Please seriously look into this no. as this no. can go 4-5 times over than this.  Sir, three quick points on personal tax, as I said we are restricting all our comments today on the finance bill and not giving you some broad ..ahh…macro picture which we finished in the budget.  On Income Tax 2 to 2.5 lakhs you have raised that too and to 80CC exemption 1 to 1.5, so the approximate savings on Income tax in this bracket will be 5000 rupees however if the BJP themselves take a look at the standing committee recommendations of Yashwant Sinhaji there itself the standing committee talks about three lakhs, the first one taking that upto three lakhs and taking the 80cc to two lakhs, we are optimistic  that you did not address it this time, maybe February March, will be when middle class India is looking upto you.  Interest on borrowed capital up from 1.5 to 2 lakhs very welcome, quick point here, tax on debt

oriented funds, Tax on debt oriented funds how did it work before this if you had it for 12 months you did not have to pay capital gains fair enough, now that no. has become not 12 months it has become 36 months ok we like something here, we don’t like something here, what we like is the fact you have taken it upto 36 months for some corporates will be misusing this 12 months to avoid capital gains…if you want to penalize the corporate for doing that you might want to, but you either have two options here, don’t penalize the individual who is using this, so the option maybe if the individuals are allowed to pay this and give them the benefit of capital gains in 12 months or you set a cap.

3. Next point Sir, Corporate Social responsibility we have a quick point here… 2% of corporate social responsibilities, large companies earning more than 500 crores now you are not going to make that 2% tax free , good, what happens and this is a key point, what happens to those companies not meeting your company act, specifications, smaller companies, a company earning 1 crore, 1.5 crores, they want to make a contribution, maybe 5 lakhs 10 lakhs, I think, we are putting them off if we are going to tax that…please consider, go ahead with your 2% tax for the big guys but you know some companies want to give 10 ambulances, 4 pumps, he is making a profit of 10 lakhs or he is not even making a profit, please consider this, do not tax that corporate social responsibility because people will be discouraged to do welfare.

4. On Indirect Taxes, a quick point on indirect taxes, now central excise and service tax, if you want to make an appeal, a pre condition on appeal was not there and now you have a pre condition for an appeal saying that to make that appeal you have to pay 7.5 or 10% upfront cheque. ..this is dangerous, because this is dangerous, this will make income tax officers, there are many honest officers around, this will make them feel a kind of greedy so don’t put that condition.

Sir my last two points, we make these broad comments some specific comments, broad comment on tax and that is tax culture, we would like to leave you with a thought that you

know that there has to be a change in the perception the way we pay our tax otherwise you know taxation today is still seen as a fear psychosis, I know in 1970 if you earned 10 lakhs 9.70 go in tax, today if you earn 10 lakhs only one lakh 25 thousand goes into tax, very good.  But there has to be a tax culture, you need to reward high profile tax payers, you need to reward corporate and you need to make a big shu sha about it, you all are very good in running advertising campaigns, big ones which works successfully I will agree, please look at this tax culture and remove this fear psychology .

The last point Sir, if you are looking at models we will tell you one model to follow because no model is better is the one where the nos work; one state in India tax collection in 2011-12, the tax collection was 22,000 crores, 2011-12 22,000 crores, 2013-14, from 22,000 crores, 2013-14 the figure is 40,000 crores, the increase is a whopping 87%. You ask me which state,87% increase in the state of West Bengal under Mamata Banerjee’s government inspite of the all the media bashing and the fiction lots of great work is happening there including this tax collection, two ways we managed to do it for the state one e-taxation, two better compliance..this is work in a state and I am sure if it is put to work in the centre..thank you…

Sir, on the Minister`s statement, I have three quick points to make. This country is so great that even though English is my mother tongue, I first learnt to speak in Bengali by choice. Now, I have three quick points.

First to the Minister, through you, Sir, please stop this television beatification of Parliament. If statements on serious issues have to be made, we urge the Minister to make those statements on the floor of Parliament. But the Minister has done this before on some other issue concerning three numbers — I will not get into that — but those statements should be made on the floor of Parliament, not to television studios. He can make it later.

Secondly, my own leader, Mamata Banerjee, has shown the way where when it comes to Railway exams, people were given the opportunity to write those exams in a language they are comfortable in. Sir, this is not an issue of English versus Hindi, certainly not. This is an issue regarding all the languages.

In the campaign of the BJP before the election, we heard a lot about connecting with the youth of India. If you really want to connect with the youth of India, reconnect and do it now, maintain status quo because young people around the country are watching you, are watching us. We need to act on their behalf ; we need to act now.

Derek O’Brien speaks on the corruption in private health care | Transcript

Sir, it is an open secret that  laboratories, radiology clinics and other institutions offer doctors commissions and kickbacks for the act of referring a patient.  The amount of commission is as high as 30- 50%. This deplorable practice encourages doctors to send patients for unnecessary tests, increases the cost of health care and reduces the quality of outcomes.

The Code of Ethics Regulations laid down by the Medical Council of India, forbids fee splitting or accepting of commissions by doctors. The code has, in recent, years been amended to make stricter rules against doctors receiving benefits in any form from drug and implant makers. However, rarely is action taken against offending doctors and institutions.

While there is a regulation that prohibits doctors from receiving commissions from other doctors or diagnostic laboratories, this regulation does not cover private hospitals. It is a common practice for institutions running high tech and high cost investigations and treatments to offer incentives to doctors who refer patients to them. They are free to pay doctors openly and even treat such payments as business expenses for income tax purposes.

The rampant corruption in Indian private health care has recently sparked a debate in the British Medical Journal as well. However, the MCI and the Ministry of Health have been slow in taking up the issue.  I strongly urge the Government to take urgent steps to declare all commissions in health care illegal and create a strong deterrent against such practices.

Derek O’Brien speaks on the withdrawal of CRPF companies from North Bengal | Transcript

Sir, I want to bring to the notice of the House through you the issue about the withdrawal of additional CRPF forces from North Bengal. Bengal is one of the few states which share its borders with three countries. The MoS for Home Affairs is here. His state too shares the border with three countries, so he will appreciate this and I want to thank the Minister for staying back to listen to this in spite of the earlier disruption. We appreciate that, Sir.

Sir, thirteen CRPF Companies had been posted in North Bengal. The State Government wrote to the Central Government when the Ministry of Home Affairs wanted to remove those thirteen Companies on the 14th July.

Sir, the area there itself is quite tense. In December there were killings in Jalpaiguri and the KPP and the KLO are operational in that area, Sir.

Sir, of these thirteen Companies, despite the State Government writing, sadly Sir, tomorrow morning at 10 AM, around 20 hrs from now, five of those Companies are being withdrawn and on the 31st July eight more will be withdrawn.

Sir, through you I will appeal, request and urge the Ministry of Home Affairs to please reconsider, in the interest of peace in that area. The State Government has made the request in writing. The new Government had made many statements on how they want federalism to operate in the true sense of the word, not through cooperative federalism but through operative federalism. Sir, the Minister for Home is here. Please stay this order. Please help the State Government to maintain peace in those highly sensitive areas. Time is running out, tomorrow is the deadline. We would really appreciate if those thirteen CRPF Companies are allowed to stay in North Bengal.

Derek O’Brien speaks on the Motion of Thanks on the President’s Address | Transcript

Sir, we join the hon. President in congratulating the people of India for voting peacefully. They voted to punish poor performers and rewarded the good work. There are a lot of States where good work has been done. Those States have really been well rewarded — be it Tamil Nadu or Odisha or Bengal or other States. Sir, we join the hon. President in celebrating this wondrous democracy where each of those 543 Members who have been elected to the Lok Sabha has a beautiful story. I don’t have the time to tell you all the stories. But, one story bears special mention of a region where starvation deaths were an order of the day till 8- 10 years ago. And, those starvation deaths were due to people in that area ate ant eggs, because they did not have anything else to eat. Today, that region — Jangal Mahal — is represented by a 28 year old doctor. She is the first woman to come to the Lok Sabha and take her oath in Al-chiki (Santali language).

Sir, this is our wondrous democracy; let us celebrate it. Sir, my party, the Trinamool Congress, would also like to place it on record the people who do all the hard work but often get unnoticed; it is the Election Commission of India. It has conducted this election in the best way possible. I do not get into percentages today. But, in all the happiness of the new Government — someone has mentioned this before — the overall vote share was 30 per cent. So, that is a humble pill which will, perhaps, temper this mandate. Sir, everyone makes election promises. Those who are in opposition last are in Government this time and vice-versa. One promise they make every time is about Women’s Reservation Bill.

All talk, no go. The last time’s Opposition and this time’s Government, and between them all the major parties, the number of women they brought to Parliament in spite of promising 33 per cent or one-third is between 8 per cent to 13 per cent. That is the average. The all India average is 11 per cent. Sir, we, at the Trinamool Congress, are indeed proud to say that out of our 34 Members of Parliament, eleven are women. We have already done the women’s reservation; 33 per cent of women from Trinamool Congress are already in Parliament. If anyone tries to sneakily take credit for giving women the reservation should remember one thing; you may all want to share the credit now, but please remember, you all have talked, but we have done it. Sir, what will be our role for the next few years? We will watch; we will play the role of a constructive Opposition. We will support good initiatives and we will oppose them when necessary. Sir, we believe, all these new programmes which will be announced, which may be announced, need to be put through what we call the three-way-test. The first test is, how will you implement your programmes to touch the poorest of the poor. That is our first test. The second test is, how will you pursue unity in diversity and secure safety of all minorities, women and SCs/STs? This is the second test where we will subject all your programmes. The third one is, how will you deliver economic stability? Sir, in the next few minutes–because we have two speakers from our party, I will just take the first half–one would have been tempted to talk about all the things that you did not say or the Government missed out in the President’s Address.

We will not fall into that trap. We will give you the benefit of doubt and we will say that maybe you will bring all this up in Part-A of the Budget Speech, which seems the logical thing to do; otherwise, very often, the President’s Address and the Budget Speech become photocopies of the same thing. So, we will wait for the Budget Speech, especially Part-A of the Budget Speech. We will restrict our response to eight or ten points to give specific and constructive suggestions on the President’s Address itself. Coming from a party which has just come with the blessings of the people, I am sure, you will listen to us with some attention. Sir, specifically, we start with para 9 where he talked about rural infrastructure. Our specific suggestion from the Trinamool Congress is, and we urge you, to set up the Rural Infrastructure Mission. The party in power loves catchy acronyms and that kind of things, this should also pass your acronym test; that also sounds nice, the rhyme sounds quite nice, but more seriously, the Rural Infrastructure Mission should have two broad objectives. First, build bridges and, second, build pucca roads in rural areas. These are two objectives. Sir, paragraph 8 talks of food inflation. Lots of speakers before me have spoken about this. Sir, in West Bengal, we are providing tribals rice at Rs.2 per kg.

Our suggestion, Sir, is that this is a good scheme for tribals. Satishji also spoke about forest rights of tribals. But, on the specific scheme, can this rice at Rs.2 per kg. for tribals be passed on to the rest of the country? Sir, our third suggestion, which is for para 10, on agriculture is, agriculture engages 50 per cent of our work force, offers livelihood to 75 per cent of our people, consumes 80 per cent of our water, 25 per cent of our power, and must be availing 70 per cent of our subsidies. For agriculture, we have two specific suggestions. The first is, the Minimum Support Price for agricultural products and the loan waiver to poor farmers; the operative word being poor. West Bengal, in fact, has a land, agriculture and industrial Policy. And, more interestingly, we have a Land Policy which was implemented about 18 months ago, and we would urge you to take a very close look at that. Paragraph 11, we could not agree with you more. Each drop of water is precious. In the Trinamool Manifesto, three years ago, we made a promise to have 55,000 water bodies. In three years, 55,000 is not the number, it has become 1,06,000. The bureaucrats, perhaps, went and counted the numbers.

My colleague, Mithunda – you are not the only person taking helicopter rides – also went for a few helicopter rides over Bengal and saw lots of water. So, 1,06,000 is the number. The programme there is called Pani Dharo, Pani Bharo. In fact, the basic concept of what we are suggesting is that there are lots of State Governments who first thought out, then, tested out programmes. Those programmes have been tested on a small scale, before they have been rolled out on a large scale. Our observation is, that is the way to do it. I want to give you another example which would relate to paragraph 19, which is about the girl child and women. Sir, there are so many issues. In fact, sadly, seven lakh girls are killed every year before they are born. Seven lakh.

It is not a coincidence. We are happy that the Prime Minister has chosen Bhutan to be his first neighbourhood destination, but it is a sad irony that the population of Bhutan, which is seven lakh is equal to the number of female girl child killed before they are born in India. Sir, through you, we want to bring to the notice of this new Government a Scheme which is called Kanyashree. Now, how does this work? The problem here was that lot of girls had to stop their education. So, that was the problem. They stopped their education because they need to get married very quickly. Kanyashree is a Scheme, started exactly one year ago, here how it works, the girl’s family gets Rs.500 per year from Class 8, 9, 10, 11, 12. If she wants to continue her studies after class 12, the family gets Rs.25,000. Two things happen – economic help to the girl who gets educated and the child marriage is also stopped. Under this Kanyashree Scheme, thirteen lakh girls and their families have already registered, and by the end of the year, the number would go up to seventeen lakh. Sir, this Scheme was so useful that the U.N. have now tied up with the West Bengal Government to take this Scheme ahead. Sir, being a Member from West Bengal, I am giving you one example from West Bengal, but the thought we are trying to leave you behind, I am sure, my colleague, Dr. Maitreyan, is going to speak from Tamil Nadu, I think, after this, there have been such examples from many, many States, which have been tested, tried and moved on.

Another one is, medicines, where generic drugs are sold at 67 per cent discount. Real stories, real schemes implemented, loved by voters, and that is why they are sending us here. We strongly support and approve the decision to bring back black money, paragraph 22, but we don’t know who wants to take the credit. Let us not forget in all this brouhaha that this is the Supreme Court Judgement, and we are happy that you are following the Supreme Court Judgement. But whatever it is, it is a step in the right direction. I don’t share the cynicism of not anything happening in the next five years, we are optimist. Sir, in paragraph 24, you have mentioned about comprehensive reform of the Judiciary. We, at the Trinamool Congress, want to take it one step further. We believe, there is serious corruption in the media. Some of our most brightest men and women, some of the most brightest talent in this country are media professionals. We respect them very, very much. But the media corruption is an issue which needs to be taken up at the earliest because first, we were all concerned about paid news, but after seeing what has happened in the last few months, there is a new form of news, which is beyond paid news, this is super-paid news.

Sir, in paragraph 29, you talk about, ‘set up a task force to review our MSME sector’. I know there is a lot of discussion on this mirage, the Gujarat Model, so I am tempted to give you one example. For the MSME sector I suggest you to follow one State where the model was right. The best way to judge MSME perhaps is to see how banks are lending to MSME. You know a lot of banks want to lend. If the percentage of lending goes up, the things are well. Last year, bank lending in Karnataka increased to 48 per cent. Good. In Gujarat, it was 20 something per cent. Not bad. In my State, it was 105 per cent. Maybe, we can share with you some ideas as to how to revive the MSME. Thank you, Mithunda, for being the only one who is clapping his desk. …(Interruptions)… Okay, thank you, Sir. Sir, paragraph 20 was music to our ears and I quote, ‘highest priority will be accorded to bring the eastern region of this country on par with western region in terms of physical and social infrastructure.’ Very good, excellent. ‘Look East’ policy is acceptable but we will prefer, from ‘Look East’ it becomes ‘Act East’. ‘Act East’ is even better because Kolkata is not only the gateway to North East, Kolkata is also the gateway to South Asia. In fact, we are also promoting Yoga in Bengal. The President also through his speech mentioned Yoga. So, it is a very good system where every morning this Government gets up and the sun rises in the east. So, it is a very good idea to do some Suryanamaskar every morning before you start your Government works. We will assure you that it will bring lots of good luck.

Mithunda had written a line for me in Hindi, but I dare not deliver it because he is sitting here. He said, “Subah Surya pranam karne se din accha jata hai”.

Sir, that is the basic concept which we are trying to bring about. We are trying to communicate through you, Sir, to this Government and respond to the President’s Address. Bring the States on board. If you want an AIIMS in Bengal, yes, give us hundred days, we will find you a location for a new AIIMS. If you want to talk about the border areas, especially States like ours, which have Nepal, Bhutan, Bangladesh, sensitive areas, talk to us, we will sort things out. If you are talking about modernizing Madrasas, it is a good idea. Don’t go cut-brush and then do it. Consult with the States, and then do it. Funding for education– you are talking about IIMs, IITs, very good. Keep counting the IIMs and IITs. Our requirement: we believe, more than IIMs and IITs, with no disrespect to them, more polytechnics are needed. If you want to improve telecommunication in rural areas, there again bring the States on board.

E-governance, my colleague who will speak after this will give you all the great things we have done on E-governance. So, this is the basic feel we have. As I said, we have restricted our comments to what has appeared in the speech. Sir, the States are not subordinate jurisdiction to the Centre. They are partners. Treat us as friends and we will never let you down. Treat us as hostile, the people will feel let down. In the hope that this new Government has learnt from coercive federalism of its predecessor, all we can say is that since you have loved all kinds of acronyms, you had the last one, which says the ‘5 Ts’, tradition, talent, tourism, trade and technology. Very nice.

But also remember before the ‘T’ comes the ‘S’, that is, the States.

Derek O’Brien speaks on diplomatic immunity row in the US | Transcript

To say that we as a country condemn this incident would be an understatement. But in this moment of sadness and anger, I am happy. I am happy that the Foreign Minister has just walked in because we have a specific suggestion to make in the light of what has happened.

Sir, we believe that it is time now to codify all privileges India gives US diplomats. We need to share these codified privileges we give them, in a statement to Parliament.  Then, we need to tell the Parliament what privileges our Indian diplomats are given in the US. And my understanding is, there is a big gap between what privileges we give US diplomats and what privileges our diplomats have in the United States. We believe that if the Foreign Minister could make a statement after this, stating the intent to this, and this ought to be done, where the two privileges are meted out at both sides are equal and reciprocal.

Sir, the second point is more a comment. We keep using the term that we live in a Global Village and I think it was the former President KR Narayanan who aptly said, `we live in a Global Village but we do not need a Global Village Headman.’ America should stop pretending to be the self appointed Lokpal of the world.

Mr. Deputy Chairman, Sir, the serious issue which we have been seeing for the last three weeks is about men in positions of power misusing their power and then doing everything they can to suppress the voice of the victim.

This is way above any kind of political formation, because three Judges of the Supreme Court have said what they have to say and they have said it very, very clearly, that it was inappropriate behaviour of a sexual nature.

Sir, what examples are we setting where people holding the highest positions, like that of the chairperson of the West Bengal Human Rights Commission, is doing this kind of thing? The girl is under so much pressure! Sir, everyone knows this case very well.

I do not wish to go into the details of it because today it is important that we pass the Lokpal Bill, and we pass it quickly. But these newspaper reports are a disgrace. Forget about it coming from a Human Rights Commission Chairman, they are a disgrace to any man.  Sir, we firmly believe, and we have been asking for the last three weeks, that this gentleman should resign, or he should be arrested, or the President should sack him. The rules are very clear under the Human Rights Commission, Sir. People across political parties feel that this — I cannot even call him Justice – gentleman, if I can call him that, has to go.

He should be arrested. The President should refer to the Supreme Court. That is all that we have to say.
