Bengal Chief Minister Mamata Banerjee today alleged that the Modi government was not allowing opposition parties to speak on the issue in Parliament, describing it as “most unfortunate”.

“This is most unfortunate. The opposition parties wanted to speak on demonetisation and run the House. Why did the government not allow the opposition to speak? This means the cat is out of the bag. The cashless have now become faceless,” she said in a tweet.

At a press conference on Thursday she had said that the note withdrawal had led to an “economic disaster” in the country and the Prime Minister had “no moral right” to continue.

বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় আজ টুইট করে বলেন, মোদী সরকার নোটবাতিল ইস্যুতে বিরোধীদের সংসদে আলোচনা করতে দিচ্ছে না। এই ঘটনাকে তিনি “দুর্ভাগ্যজনক” বলে উল্লেখ করেন।

“খুব দুর্ভাগ্যজনক। বিরোধীরা সংসদ চালাতেও চায় এবং নোটবাতিল নিয়ে আলোচনাও করতে চায়। কিন্তু, সরকার কেন বিরোধীদের কথা বলতে দিচ্ছে না? তার মানে ঝুলি থেকে বিড়াল বেরিয়ে পড়েছে। ক্যাশলেসদের আর কোথাও মুখ দেখানোর জায়গা নেই।” টুইট করে বলেন তিনি।

এক সাংবাদিক সম্মেলনে বৃহস্পতিবার মুখ্যমন্ত্রী বলেন, সাড়া দেশ জুড়ে এই নোটবাতিলের সিদ্ধান্ত ধীরে ধীরে “অর্থনৈতিক অরাজকতায়” পরিণত হয়েছে। সঙ্গে তিনি আরও বলেন, প্রধানমন্ত্রীর আর “নৈতিক ভাবে” ক্ষমতায় থাকার অধিকার নেই।

Criticing the governments move to demonetise old Rs 500/1,000 notes, Bengal Finance Minister Amit Mitra on Thursday said India could lose as much as Rs 4.7 lakh crore in its GDP.

The old high denomination notes were demonetised from November 9. Since then long queues are being witnessed at bank branches and outside ATMs for cash withdrawal.

“Just imagine for Rs 400 crore of supposedly fake money, according to the government itself, you kill or demonetise over Rs 14.5 lakh crore or may be Rs 15 lakh crore.

“I mean what kind of policy is this. Another serious question, we recently saw some new fake money, I am told according to reports. What does this mean. This is horrendous,” the West Bengal minister said.

Calling demonetisation “the biggest scam that is about to happen”, Dr Mitra said it will provide no gain, but only acute pain.

“If these figures (deposits of old notes in banks) are right because what it seems to me is if all the money comes back there was not enough black money… This has two serious implications. One, it could be that the government was purely ignorant because it does not consult anybody…or they have in effect facilitated some people from converting black into white, effectively ending up with no RBI surpluses,” he said.

Dr Mitra also slammed the Centre for trying to enforce cashless economy without preparing grounds for it. “Doesn’t the PM know 86% people have no means to go to cashless economy? 92% villages are unbanked as per RBI figures. There are 21000 unorganised mandis in the country, 383 lakh unorganised units in MSME, which obviously use cash. A major part of any big economy is in cash. To move them into cashless economy is a major task. This cannot be done by destabilising the economy,” he said.

The Bengal Finance Minister, who is also the Chairman of the Empowered Committee of State Finance Ministers on GST, said, “The whole tax architecture will have to change, which is a huge challenge in the form of destabilisation. Can we not move GST a little bit on so that when the economy stabilises (and) people come back to normal living conditions, you bring in another disruption?”

কেন্দ্রীয় সরকারের হঠকারী নোটবাতিলের সিদ্ধান্তের সমালোচনা করে বাংলার অর্থমন্ত্রী আমিত মিত্র বৃহস্পতিবার বলেন, এই তুঘলকি সিদ্ধান্তের ফলে দেশের জিডিপির ক্ষতি হবে চার লক্ষ ৭০ হাজার কোটি টাকা।

৮ই নভেম্বর ৫০০ ও ১০০০ টাকার নোট বাতিল করার পর থেকে আজ অবধি প্রতি এটিএম ও বাঙ্কের বাইরে সুদীর্ঘ লাইন দেখা যাচ্ছে টাকা তোলার জন্য।

“ভেবে দেখুন, কেন্দ্রীয় সরকার আনুমানিক ৪০০ কোটি টাকা নকল নোটের জন্য সাড়ে ১৪ বা ১৫ লক্ষ কোটি টাকা বাতিল করল। এটা কি ধরনের সিদ্ধান্ত?” তিনি আরও বলেন যে পরিস্থিতি খুবই ভয়াবহ।

অমিত মিত্র বলেন নোট বাতিল দেশের সব থেকে বড় কেলেঙ্কারি যার ফলে জনসাধারনের অপরিসীম কষ্ট ছাড়া আর কিছুই লাভ হল না।

“যে সংখ্যক পুরোনো নোট বাঙ্কে ফিরে এসেছে, সেই সংখ্যাটি যদি যথাযথ হয়, তার থেকে দুটি ব্যাপার বোঝা যায়। প্রথম, কেন্দ্রীয় সরকারের কাছে এই ব্যাপারে কোনও তথ্যই ছিল না, কারন, তারা কাওর সঙ্গে কোনও আলোচনাই করেননি। অথবা, তারা কিছু মানুষকে কালো টাকা সাদা করার সুযোগ করে দিল যে কারনে রিজার্ভ বাঙ্কের কাছে কোনও অধিক টাকা জমা পড়ে নি।”

আমিত মিত্র ক্যাশলেস ইকোনমির ব্যাপারেও কড়া সমালোচনা করে বলেন, কোনও প্রস্তুতি না নিয়েই সরকার ক্যাশলেস ইকোনমির ওপর জোর দিচ্ছেন। “প্রধানমন্ত্রী কি জানেন না যে ৮৬ শতাংশ মানুষের কাছে ক্যাশলেস ইকোনমির সামর্থ নেই। রিজার্ভ বাঙ্কের নথি অনুযায়ী ৯২ শতাংশ গ্রামে বাঙ্ক নেই। দেশে ২১০০০ অসংগঠিত মান্ডি আছে। ৩৮৩ লক্ষ অসংগঠিত ক্ষুদ্র ও মাঝারি শিল্প প্রতিষ্ঠান আছে যারা পুরোপুরি ভাবে নগদ টাকায় লেনদেন করেন। এই দেশের সিংহভাগ ব্যাবসাই চলে নোটের ওপর। এই সমস্তকে ক্যাশলেস ইকোনমির দিকে নিয়ে যাওয়া একটি বিশাল কাজ, দেশের অর্থনীতির মেরুদণ্ড ভেঙে সেদিকে এগোনো যায়না,” আমিত মিত্র বলেন।

বাংলার অর্থমন্ত্রী, যিনি অর্থমন্ত্রীদের জিএসটি বিষয়ক এম্পাওয়ার্ড কমিটির চেয়ারম্যানও বটে, আরও বলেন, “জিএসটি লাগু করতে গেলে দেশের কর পরিকাঠামো নতুন করে সাজাতে হবে। নোট বাতিলের জন্য দেশের অর্থনীতি ইতিমধ্যেই সংকটে। তাই, আমরা কি কিছুদিন পরে জিএসটি লাগু করতে পারি না যখন দেশের অর্থনীতি স্বাভাবিক অবস্থায় ফিরে আসবে?”

The Centre has turned into a salesman trying to sell plastic cards, Chief Minister Mamata Banerjee said on Thursday, minutes after Union Finance Minister held a press conference advocating digital transactions.

“The Govt is acting like a salesman. They have started selling products. They have started selling plastic cards… This is a desperate attempt to divert from the main issue. They are making more than a blunder a day,” she said in a series of tweets.

Sharpening her attack on Prime Minister Narendra Modi over demonetisation, Mamata Banerjee said he must resign because the move has led to “economic disaster” in the country and he has “no moral right” to continue.

Alleging the country’s growth and business have been hit due to demonetisation, she said the Prime Minister “doesn’t trust” anyone and “doesn’t understand” what is good for the country.

“There is no teamwork. He did not consult experts. It is a one-man dictatorship. It is a one-man made disaster. It is a dangerous tendency,” she told reporters at Nabanna.

৫০০ ও ১০০০ টাকার নোট বাতিলের ৩০দিন পরও মানুষের ভোগান্তির কোনও শেষ নেই। জোগান নেই পর্যাপ্ত টাকার। এই অবস্থায় বৃহস্পতিবার কেন্দ্রীয় অর্থমন্ত্রী ডিজিটাল ট্রানজাকশানের কথা জানানোর পর নবান্নে সাংবাদিকদের মুখোমুখি হয়ে তিনি বলেন, কেন্দ্র এখন প্লাস্টিক কার্ডের বিক্রেতা হয়ে গেছে।

তিনি টুইট করে জানান, “সরকার সেলস ম্যানের মত আচরণ করছে। ওরা জিনিসপত্র বিক্রি করা শুরু করেছে। প্লাস্টিক কার্ড বিক্রি করছে। মূল বিষয় থেকে সরে যাওয়ার একটি মরিয়া প্রচেষ্টা। তাঁরা একদিনে একাধিক ভুল করছে”।

এদিন প্রধানমন্ত্রীকে কটাক্ষ করে তিনি বলেন, দেশের অর্থনীতি আজ অন্ধকারে। দেশের প্রধানমন্ত্রী থাকার নৈতিক অধিকার হারিয়েছেন মোদি।

দেশে অর্থনৈতিক জরুরি অবস্থা জারি হওয়ার পাশাপাশি গণতন্ত্রেও জরুরি অবস্থা চলছে বলে অভিযোগ মুখ্যমন্ত্রীর।

তিনি আরও বলেন, নোট বাতিলের এই হঠকারী তুঘলকি সিদ্ধান্তের ফলে দেশের ব্যবসা বাণিজ্য ও উৎপাদনের প্রচুর ক্ষতি হচ্ছে।  প্রধানমন্ত্রী কাউকে বিশ্বাস করেন না, নিজে যা ভালো মনে করেন তাই করেন। এমনকি কি করলে দেশের ভালো হবে তা বুঝতেও চান না।

তিনি নবান্নে সাংবাদিকদের জানান, “কোন দলবদ্ধতা নেই, বিশেষজ্ঞদের সঙ্গে কোন পরামর্শ করা হয়নি। এটি একনায়কতন্ত্র। এটা মানুষের তৈরি করা বিপর্যয়। দেশে ‘ওয়ান ম্যান ডিক্টেরশিপ শো’ চলছে”।

Bengal Chief Minister Mamata Banerjee on Thursday again lashed out at Prime Minister Narendra Modi as a month passed since the government announced that old Rs 1,000 and Rs 500 notes will cease to be legal tender.

Mamata Banerjee, who has been staunchly against the move since the start, on Thursday, claimed that people have been subjected to harassment and financial insecurity in the one month since demonetisation.

Urging the Prime Minister to clarify the situation and take entire responsibility for it, she alleged that ever since demonetisation, government’s every move has been shrouded in mystery.

“Everything is done in huge secrecy, like he (PM Modi) is some Ali Baba. He should realise he is occupying a constitutional post,” the Chief Minister said.

Earlier in the day, she tweeted a list of 90 people who have died due to hardships following demonetisation of high value notes.

“One month of harassment, pain, hopelessness, financial insecurity and utter chaos,” she wrote on her Facebook page, “that is all that the common people has got after the black decision on demonetisation announced a month back on November eight”. “PM must clarify the situation to the nation and take entire responsibility,” she said.

Mamata Banerjee, who has been spearheading protests against demonetisation outside the Parliament termed it a “man made disaster” and “financial emergency”. Hitting out at Modi, she said that he has “looted people’s money”.

“Where is the black money? This is public money that you have taken, without consulting anybody before making the decision,” she said lashing out at Modi. “He (Modi) thinks as if he is a tiger, and the only one who is right,” Mamata Banerjee added in disdain.

Claiming that no black money has been recovered, the Trinamool Congress Chairperson said, “Only white money of the common people has been snatched away.”

Mamata also questioned the motives behind the government’s move, alleging that nobody but the prime minister and his aides have benefited from the scheme.

“Even no black money has been recovered from foreign countries. In the name of recovery of so called black money, the ruling party at the Centre has created assets in the form of land, bank deposits, gold, diamonds and has become more and more capitalist,” the CM said.

She also hit out at the Prime Minister over his absence from the House. “Many prime ministers have assumed office but nobody did this what Narendra Modi has done… Parliament is liable to people. That was not taken into account,” she added.

She said in her statement, “Production has nosedived, agricultural activities have been shattered, buying and selling is down drastically, the economy is in shambles – the entire country is passing through an unprecedented financial emergency.

“Untold sufferings have come down in the lives of farmers, labourers, workers of unorganised sectors, tea garden, beedi and jute workers, employed class, students, sick, old and infirm people,” the chief minister said in her statement.

“The common man is helpless. Mothers and sisters have been forced to give away their small personal savings to run the family in the face of serious cash crunch.”

“No one knows when this unfortunate ordeal will end. No one knows when good senses will prevail to stop this mindless harassment and sufferings of common people. No one knows what good has happened to the country and its people with this big, black decision,” the chief minister said.

Calling for immediate action to restore trust and confidence of the people on banking and financial sectors, Banerjee said, “People must have hassle-free access to their own money and feel secure that their money is safe with banks and financial institutions.”

“We have raised the issue repeatedly in Parliament and in different other platforms. Leading economists have criticized this mindless demonetisation. But there is no response yet,” she added.

৫০০ ও ১০০০ টাকার নোট বাতিলের যে ঘোষণা প্রধানমন্ত্রী নভেম্বর মাসে করেছিলেন, তার এক মাস পূর্ণ হল আজ। মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় আজ আবারও এই জনবিরোধী সিদ্ধান্তের বিরুদ্ধে গর্জে উঠলেন।

মুখ্যমন্ত্রী যিনি প্রথম থেকেই এই সিদ্ধান্তের বিরোধিতা করছেন, আজও বলেন নোটবাতিল ঘোষণার এক মাস পরেও জনসাধারণ চরম দুর্ভোগের সম্মুখীন ও অর্থনৈতিক অনিশ্চয়তার মধ্যে দিন কাটাচ্ছে।

তিনি প্রধানমন্ত্রীর কাছে আবেদন জানান, এই সিদ্ধান্তর ফলে দেশবাসীর যে চরম দুর্ভোগ হয়েছে, তার দায়ভার যেন তিনি গ্রহন করেন। তিনি বলেন, এই নোটবাতিলের সিদ্ধান্ত ঘোষণার পর থেকে কেন্দ্রীয় সরকারের প্রতিটি পদক্ষেপই রহস্যে মোড়া।

মুখ্যমন্ত্রী বলেন, সব কিছু গোপনীয়তার সঙ্গে করা হয়েছে, প্রধানমন্ত্রী নিজেকে কোনও আলিবাবা ভাবছেন, তার সঙ্গে এটা ভুলে যাচ্ছেন যে তিনি সাংবিধানিক কোনও পদে আসিন।

নোটবাতিলের ফলে সাধারন মানুষের অবর্ণনীয় কষ্টের কথা তুলে ধরতে তিনি তার কিছুক্ষন আগে টুইট করেন যে ৯০ জন মানুষ এই নোটবাতিলের ফলে মারা গিয়েছেন তাঁদের নামের তালিকা দিয়ে।

তিনি ফেসবুকে লেখেন, “এক মাস ব্যাপী দুর্ভোগ, যন্ত্রণা, আশাহীনতা, অর্থনৈতিক অনিশ্চয়তা ও অরাজকতা, নোটবাতিল ঘোষণার পর এই এক মাসে এটাই মানুষের প্রাপ্তি।”

মমতা বন্দ্যোপাধ্যায় এই পরিস্থিতিকে বলেন “ম্যান মেড ডিসাস্টার” ও “অর্থনৈতিক অরাজকতা” আখ্যা দেন। তিনি মোদীর ওপর ক্ষোভ উগরে দিয়ে বলেন, “উনি জনসাধারনের টাকা লুঠ করেছেন।”

“কোথায় কালো টাকা? এটা জনসাধারনের টাকা যেটা আপনি তাঁদের থেকে কেড়ে নিয়েছেন। এই সিদ্ধান্ত চাপিয়ে দেওয়ার আগে উনি কারও পরামর্শ নেওয়ারও প্রয়োজন মনে করেন নি।“ মুখ্যমন্ত্রী আরও বলেন, “প্রধানমন্ত্রী নিজেকে বাঘ ভাবেন ও একমাত্র নিজে যা করছেন, সেটাই ঠিক।“

তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায় দাবি করেন কোনও কালো টাকা উদ্ধার হয়নি। তিনি বলেন, “শুধুমাত্র করদাতা ও গরিবমানুষের টাকা তাদের থেকে কেড়ে নেওয়া হয়েছে।“ তিনি প্রশ্ন তোলেন এই পদক্ষেপের ফলে কারা লাভবান হয়েছে? একমাত্র প্রধানমন্ত্রী ও তার অনুগতরা ছাড়া আর কাউর কোনও উপকার হয়নি।

মুখ্যমন্ত্রী বলেন, “বিদেশ থেকে কোনও কালোটাকা উদ্ধার হয় নি, কালো টাকা উদ্ধারের নাম করে শাসক দল নিজেদের সম্পত্তি কিনে গেছে, জমি, বাঙ্কের টাকা, সোনা, হিরে আরও কত কিছু, ধনীরা আরও ধনী হয়ে উঠেছে।“

প্রধানমন্ত্রীর সংসদে না থাকার কথাও বলেন, তিনি বলেন,”অনেক প্রধানমন্ত্রী এর আগে অল্পবিস্তর গড়হাজির থেকেছেন, কিন্তু, নরেন্দ্র মোদী যা করছেন, সেটা নজিরবিহীন, সংসদ জনগনের কাছে দায়বদ্ধ, এটা তিনি ভুলে গেছেন।“

তিনি জানান, উৎপাদন প্রায় বন্ধ, চাষের কাজ বন্ধ, কেনা বেচা অসম্ভব কমে গেছে। সারা দেশের অর্থনীতি এক ভীষণ রকম অরাজকতার সম্মুখীন হয়েছে।

কৃষক, শ্রমিক, অসংগঠিত খেত্রের কর্মী, চা বাগানের শ্রমিক, বিড়ি ও পাট শ্রমিক, চাকুরীজীবী মানুষ, ছাত্র, অসুস্থ মানুষ, বয়স্ক মানুষ, দুর্বল মানুষ সকলের জীবনেই চলছে অবর্ণনীয় কষ্ট।

“সাধারন মানুষ অসহায়, মা-বোনেদের বিপদের সংসারের সময় সামাল দেওয়ার সামান্য পুঁজিও সরকার জোর করে তাদের থেকে কেড়ে নিয়েছে“ তিনি বলেন।

ব্যাঙ্ক ও অর্থনৈতিক সংস্থাগুলোর ওপর থেকে মানুষের হারিয়ে যাওয়া বিশ্বাস ফিরিয়ে আনতে কেন্দ্রর এখনি কোন পদক্ষেপ নেওয়া উচিত বলে তিনি মনে করেন। তিনি বলেন, “মানুষের নিজের টাকার ওপর যথেষ্ট অধিকার থাকা উচিত ও তাদের এটা বোঝা উচিত যে তাদের টাকা ব্যাঙ্ক ও অর্থনৈতিক সংস্থাগুলোয় সুরক্ষিত আছে।“

“আমরা সংসদ ও অন্যান্য জায়গায় এই সিদ্ধান্তের বিরুদ্ধে সওয়াল করেছি, এই সিদ্ধান্তের বিরোধিতা নামকরা অর্থনীতিবিদরাও করছেন, কিন্তু কেন্দ্রের থেকে কোনও সাড়া পাওয়া যায়নি।”

Opposition parties decided on a stage a dharna on Thursday morning to mark the completion of one month since the demonetisation announcement was made by Prime Minister on November 8, 2016.

The fifteen Opposition parties, which have been working together this Winter Session to take on the Government over its demonetisation move, called it a Black Day, referring to the miseries it has caused to common people for currency notes of Rs 500 and Rs 1000 going out of circulation.

The Opposition has been demanding a discussion on demonetisation in the Lok Sabha under Rule 184 which allows voting. In Rajya Sabha the Opposition is firm on its demand that the PM must withdraw his remarks implying that the Opposition parties are against the move because they have black money.

The Opposition parties have been holding daily meetings through the session to work out a cohesive strategy.

নভেম্বর মাসের ৮ তারিখে প্রধান মন্ত্রী জনবিরোধী ৫০০ ও ১০০০ টাকার নোটবাতিলের সিদ্ধান্ত ঘোষণা করেছিলেন। আজ সেই জনবিরোধী সিদ্ধান্তের এক মাস পূর্তি উপলক্ষে ১৫টি বিরোধী দল সংসদের বাইরে ধর্ণার মাধ্যমে ‘কালা দিবস’ পালন করে। ৫০০ ও ১০০০ টাকার নোটবাতিলের ফলে সাধারন মানুষের যে অপরিসীম দুর্ভোগ হচ্ছে সেটি তুলে ধরতেই এই নাম দিয়েছেন তারা।

বিরোধী দলগুলির দাবি লোকসভায় ১৮৪ নম্বর নিয়মে আলোচনার হোক, যাতে আলোচনার পর ভোটাভুটি হয়। রাজ্যসভায় বিরোধীদের দাবি প্রধানমন্ত্রী বিরোধী দলগুলির সম্বন্ধে যে কুরুচিকর মন্তব্য করেছেন, সেটি প্রত্যাহার করে আলোচনার সময় কক্ষে উপস্থিত থাকুন।

বিরোধী দলগুলি পুরো শীতকালীন অধিবেশন চলাকালীন প্রতিদিন মিটিং করছেন, সভাকক্ষে ঐক্যবদ্ধভাবে নিজেদের দাবি তুলে ধরতে।

On Wednesday, November 8, 2016 the Prime Minister declared the imposition of the policy of demonetisation all over India from that day on wards. It meant that Rs 500 and Rs 1,000 currency notes were being made defunct, and had to be replaced and/or deposited into bank accounts. Trinamool Congress Chairperson and Bengal Chief Minister Mamata Banerjee was the first politician to protest against this draconian measure, and realise the far-reaching measure that this measure would have had.

In a series of tweets on the night of November 8, about an hour after the Prime Minister’s speech, she let out her apprehensions and frustrations against the Central Government, on demonetisation. Today completes a month since the measure was announced. Here is a timeline of the events involving Trinamool Congress’ protest against demonetisation.

 

NOVEMBER 8

  • While I’m strongly against black money, corruption, deeply concerned about common people, small traders. How they will buy essentials tomorrow?
  • This is a financial chaos and disaster let loose on the common people of India.

  • I want to know from PM how my poorest brothers sisters, who’ve received their week’s hard earned wages in one Rs 500 note will buy ata, chal, tomorrow?
  • Heartless and ill-conceived blow on the common people and the middle class in the fake name of anti-corruption.
  • Rs 100 notes not available in banks. Without availability in market how will people, small farmers, all employees, labourers purchase essentials.

 

NOVEMBER 9

Mamata Banerjee tweets, demanding withdrawal of this draconian decision and first deciding on a plan of action

  • Please save people from this disaster. Roads are closed, markets shut, patients not being admitted to private hospitals, millions affected.
  • Chaos everywhere. This is like an all-India unannounced strike. Those who hoard large amounts of black money will be protected.
  • The poorest of the poor and middle class are crying. I once more appeal to the Govt to withdraw this hasty decision.
  • First do a plan of action and only then do proper implementation. This is a complete disaster.
    May I once again humbly request the Govt. to prepare a proper action plan. The implementation of this will help the common citizens.
  • And the poor who need protection. I am from the grassroots. I have met people all day, heard their stories and felt their pain.
  • Black money hoarders and the corrupt need to be punished, but why put the burden on commoners and the poor.

 

NOVEMBER 10

  • I enquired from all sections of society about present financial chaos. The feeling is that black money was to b brought back from outside.
  • As per the electoral assurance. But now the government has made the common people feel helpless and penniless. Is it right?

  • Here is only one example. Tea garden owners have expressed difficulty to pay wages on time.

  • Visited many public/private sector banks, 50 ATMs in Kolkata. People complaining. No 100/50 Rs. After hours in q people only receive a 2000 note.

  • The PM in his speech had said the poor are sleeping peacefully. This is an insult to commoners and in bad taste.
  • My humble suggestion is not to hit the common people like this.
  • While common people have been victimised & crushed under weight of ‘demonetisation’, many economists now predicting onset of recession.
  • This will be a killer for the common people. Already a staggering Rs 1.5 lakh crore of GDP has been lost to the economy in only six days.
  • Thousands of trucks carrying vegetables & other essential products are stuck at different state borders because they cannot pay toll tax.
  • Waiting for three days. To save farmers and commoners, perishable vegetables should not be allowed to spoil.
  • Bengal government has decided not to impose any agricultural tax on movement of trucks for next three days.
  • Thousands of trucks all over the country carrying essential goods and perishables facing huge cash shortage crisis.
  • This issue will become even more serious over next few days and push essential prices up beyond control. Quick action needed.

 

NOVEMBER 15

Bengal Finance Minister Amit Mitra says demonetisation is causing a loss of Rs 25,000 crore of GDP per day.

Derek O’Brien, in an interview, says demonetisation has gone beyond the stage of inconvenience.

Mamata Banerjee tweets, offering “concrete suggestions” to restore normalcy:

  • We are looking for a solution. I have some concrete suggestions which will help restore normalcy & help all people who are suffering.
  • Govt should allow old Rs 500 notes to remain in circulation along with new notes. Also, Rs 100/50/10 notes must be made easily available.

Mamata Banerjee visits the Reserve Bank of India (RBI) office in Kolkata to take stock of the situation following the demonetisation of Rs 500 and Rs 1000 currency notes, and then goes to Asia’s biggest market, Burrabazar, in central Kolkata, where she interacts with the people and reviews the situation first-hand.

Trinamool Congress secretary general, Partha Chatterjee on Tuesday urged people not to get carried away by the communal card that is being played by the Centre.

He was speaking at the Sanhati Divas (Communal Harmony Day) programme organised by the party near the Gandhi statue on Mayo Road.

“There are people in the Centre who are playing communal cards by spreading fake rumours. People should put up a united resistance against them,” he said.

He maintained that communal harmony should be preserved. “Bengal is a land of communal harmony and peace and all effort to disturb this harmony will be thwarted,” he said.

Firhad Hakim, state Urban development minister said “Narendra Modi belongs to India just as Firhad Hakim. From time immemorial India is a seat of communal harmony and peace and the society does not tolerate hatred.”

He also said any attempt to destroy the social fabric of peace and harmony will be dealt with seriously.

Referring to demonetisation, Hakim said that the Centre was trying to help the multinational
companies in the name of demonetisation. Poor farmers will become poorer and will be forced to give up farming.

In the name of introducing plastic money, the Centre is actually helping the multinationals who will run the shopping malls. It is a dangerous move and will not benefit the country,” he maintained.

পুর ও নগরোন্নয়ন মন্ত্রী ফিরহাদ হাকিম বলেন, নরেন্দ্র মোদী যেমন ভারতীয়, ফিরহাদ হাকিমও তেমন ভারতীয়। ভারত সাম্প্রদায়িক সম্প্রীতি ও শান্তির দেশ এখানে সমাজ সবস্তরের মানুষকে ভালবাসতে শেখায়। তিনি আরও বলেন, সাম্প্রদায়িক সম্প্রীতি কেউ নষ্ট করতে চাইলে তাঁর বিরুদ্ধে যথাযথ ব্যবস্থা নেওয়া হবে।

নোট বাতিলের উল্লেখ করে ফিরহাদ হাকিম বলেন, বিমুদ্রিকরনের নামে মাল্টিন্যাশনাল কোম্পানিগুলিকে সাহায্য করছে কেন্দ্র। গরীব কৃষকরা আরও গরীব হচ্ছেন। তারা চাষবাস ছেড়ে দিতে বাধ্য হচ্ছেন। সাধারণ মানুষ চরম দুর্ভোগের শিকার হচ্ছেন।

তাঁর দাবি প্লাস্টিক টাকা চালু করার নামে তাঁরা বহুজাতিক সংস্থাগুলো যারা শপিং মল চালায় তাদের সাহায্য করছে। এর ফলে দেশের সর্বনাশ হচ্ছে।

Her strongly-worded speech dwelt on the massive mistake committed by the Centre in bringing about demonetisation, as well as the huge loss caused to the economy of the country and the immense hardships borne by the people on a daily basis, that has caused more than 80 deaths (in the almost four weeks since the decision was announced).

To dispel all Opposition allegations, Mamata Banerjee declared at the very onset: “We do not support hoarding of black money. We are against black marketing. We want strict action to be taken against those who have crores of black money”.

She said that as a result of this policy of the Centre, the “economic infrastructure of the country has broken down”. Bengal’s revenue collection “has taken a hit”.

Also, the decision of demonetisation was “taken without planning”, as a result of which the “common people were facing huge a problem”.

She said, “Undeclared financial emergency has been imposed on the country. The Centre is bulldozing all decisions”.

Referring to the fact of people dying all over the country while standing in long queues in front of banks and ATMs, she said that the “Centre is treating people like guinea pigs. Healthy people have been forced into illness”.

Buttressing her point on the people being treated like guinea pigs, she said, “In 21 days they have modified their decision 21 times. Can you believe it? They have no idea what to do”.

She underlined some of the more serious challenges the State is facing as a result of demonetisation: “Farmers are facing problems. Workers and labourers are not getting their wages. Tea and jute workers are not getting salaries. Wages for 100 days’ work cannot be paid”. It is not just about wages – “A lot of man-days have been lost. Production has been hit severely”.

She also came down strongly on the shoddy ways the Centre is now apparently trying to right some wrongs. As an example she said, “Why did the Centre allow cash supply at Big Bazaar outlets? How many areas have Big Bazaars?”

She said the “BJP was well aware of the decision of demonetisation” as “the ruling party had bought land in several states in September and October, right before the announcement of demonetisation”. She demanded a “judicial probe into the financial transactions of BJP just before the announcement of demonetisation”.

Mamata Banerjee rejected downright the Central Government’s contention that demonetisation has resulted in a lot of black money being recovered, instead saying, “White money has been declared black money (as people are not being able to withdraw their own money due to a severe shortage in cash) while some people are easily converting black money into white”.

The Chief Minister asked the BJP what has come of its promise to bring back black money to the country: “How much black money has been brought back from Swiss banks?” She followed it up with the fact that “Global Financial Integrity (GFI), a global research organisation, has said that USD 51 billion was siphoned out of India per annum between 2004 and 2013”.

Mamata Banerjee then went on to lay bare the futility of the Central Government’s contention that demonetisation was all for a good cause. “People are dying in bank queues; daily wagers are losing their livelihood; and the Prime Minister talks of cashless banking”.

Indeed, cashless banking, that the Prime Minister has been harping on ever so frequently since the announcement of demonetisation, is not really meant for a country like India as “without even creating the infrastructure he is trying to forcefully enforce a cashless economy”. Mamata Banerjee also spelt out the dangers lurking in cashless banking, referring to the “nearly 29 lakh debit cards that were hacked, and their data compromised, a few months ago”.

The Chief Minister also came down strongly on the Prime Minister’s showing a lack of morality as he is “busy doing ads for Paytm”, followed by the rhetorical question, “Have you ever seen a PM endorse private companies?” She berated “Modi Babu” for “not having the qualifications to be a Prime Minister”.

The Chief Minister also criticised the Centre for meting out “differential treatment to the States in relation to the supply of new currency notes”. “This is embarrassing,” she said.

She said that people cannot even protest against their miserable condition as the “Centre is letting loose their agencies on anyone raising their voices”.

As possible remedies, Mamata Banerjee said, “We have already requested the Centre to increase circulation of currency notes of smaller denominations. The Centre must allow the use of old Rs 500 notes till the situation is normalised”.

Accusing some prominent BJP leaders of making a mockery of the common people‘s misery, she said, “People are unable to make ends meet and ruling party leaders are having lavish weddings”.

“Demonetisation is a big scandal. It is a big scam. This is a big crime”.

She warned, “If the situation is not addressed, there will be food crisis in future”.

The Chief Minister outlined her plan for protesting: “We have appealed to civil society, to the intelligentsia and especially to women to come forward in protest. This fight will continue. This is a fight for the people”.

She ended her speech by raising her voice for her beloved Bengal once again: “Banglar mati, banglar jol/ Punyo houk hey bhogoban”.

 

 

নোট বাতিলের সিদ্ধান্ত একটি বড় কেলেঙ্কারিঃ বিধানসভায় বললেন মুখ্যমন্ত্রী

 

আজ বিধানসভায় নোটবাতিল ইস্যুতে বক্তব্য রাখেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বলেন, “আমরা কালো টাকার বিরুদ্ধে আমরা কালো বাজারিতে বিশ্বাস করি না।  কিন্তু কোন সিদ্ধান্ত নেওয়ার আগে জনগনের কথা সবার আগে মাথায় রাখা উচিত। তাঁর দাবি, কোটি কোটি কালো টাকা যাদের তাদের বিরুদ্ধে ব্যবস্থা নেওয়া হোক”।

এই তুঘলকি সিদ্ধান্তের ফলে দেশের অর্থনৈতিক কাঠামো ভেঙে গেছে। কেন্দ্রের এই হঠকারী সিদ্ধান্তের ফলে রাজস্ব আদায় বন্ধ হয়ে গেছে। সমস্ত উৎপাদন বন্ধ হয়ে গিয়েছে।

মুখ্যমন্ত্রী একজোট হয়ে লড়ার আহ্বান জানিয়ে বিরোধীদের উদ্দেশ্যে বলেন, “এখন রাজনীতি করার সময় নয়, সকলে মিলে এই নোট সংকটের মোকাবিলা করতে হবে। দেশ জুড়ে আর্থিক বিপর্যয় নেমে এসেছে, অঘোষিত জরুরি অবস্থা জারি হয়েছে, বিরোধী ও সাধারণ মানুষের সব কিছু বুলডোজ করা হচ্ছে”।

তিনি আবারও অভিযোগ তোলেন, পরিকল্পনাহীন ভাবে এই পদক্ষেপ নেওয়া হয়েছে এবং এর ফলে বাস্তব জীবনে মানুষের প্রচণ্ড সমস্যা হচ্ছে, প্রতি মুহূর্তে তাদের নিত্য প্রয়োজনীয় জিনিসপত্র কিনতে সমসসা হচ্ছে। প্রতিদিন তাদের সব কর্মব্যস্ততার মাঝে অনেক খানি সময় বার করতে হচ্ছে ব্যাঙ্ক ও এটিএম-এ লাইন দেওয়ার জন্য। তাতেও যে তারা সফল হচ্ছেন, তাও না, প্রায়ই অনেকক্ষণ লাইন দেওয়ার পর টাকা না পেয়ে তারা ফিরে আসছেন।

বিজেপির নেতারা আগে থেকে সব জানতেন, এই কথার প্রমাণস্বরূপ তিনি বলেন, “নোট বাতিলের সিদ্ধান্তের ঠিক আগেই বিজেপি নেতারা সেপ্টেম্বর অক্টোবর মাসে অনেক জমি কিনেছে, ওরা  আগে থেকেই এই বিমুদ্রিকরনের সিদ্ধান্ত সম্পর্কে জানতো। নোট বাতিলের সিদ্ধান্তের  আগে বিজেপির আর্থিক লেনদেন এবং জমি সংক্রান্ত তথ্যগুলির তদন্ত হওয়া উচিত এই দাবিও তিনি তোলেন”।

তিনি বলেন, “সাধারণ মানুষকে গিনিপিগের মত ব্যবহার করছে কেন্দ্র। সুস্থ মানুষকে অসুস্থ করে তোলা হচ্ছে।এই সিদ্ধান্তের ফলে সাধারণ মানুষের সাদা টাকা কালো হয়ে গেছে আর কালো বাজারিদের কালো টাকা সাদা হয়ে গেছে।

পাশাপাশি তিনি প্রশ্ন তোলেন, সুইস ব্যাঙ্ক থেকে কত কালো টাকা ফেরত এসেছে? প্রধানমন্ত্রী এখন পে টি এমের বিজ্ঞাপন দিতে ব্যস্ত। কখনো কোন প্রধানমন্ত্রীকে বেসরকারি কোম্পানিকে প্রমোট করতে এর আগে দেখা যায়নি, একথাও তিনি বলেন।

মুখ্যমন্ত্রী বলেন, “প্রদীপের নিচে যে অন্ধকার সেটা কি মোদী বাবু দেখেছেন? মোদী বাবু কি জানেন দেশের কটা গ্রামে ব্যাঙ্ক আছে? আর উনি ক্যাশলেস পেমেন্টের কথা বলছেন”।

মুখ্যমন্ত্রী অসহায় মানুষের অশেষ দুর্গতির বিরুদ্ধে ক্ষোভ উজাড় করে বলেন, “মোদী বাবুর প্রধানমন্ত্রী হওয়ার কোন যোগ্যতাই নেই। ক্যাশলেস অর্থনীতির কোনোরকম পরিকাঠামো তৈরি করার বদলে তিনি গায়ের জোরে ক্যাশলেস অর্থনীতিকে আনার চেষ্টা করছেন”।

এ যাবৎ যে ৮৬ জনের মৃত্যু হয়েছে, সেই কথার উল্লেখ করে তিনি বলেন, “ব্যাঙ্কের লাইনে দাঁড়িয়ে মানুষের মৃত্যু হচ্ছে। মানুষ তাদের স্বাভাবিক জীবনযাত্রার ছন্দ হারিয়ে ফেলেছে আর প্রধানমন্ত্রী ক্যাশলেস ব্যাঙ্কিং এর কথা বলছেন। কেন্দ্রের বৈষম্যমূলক ব্যবহারের কথা উল্লেখ করে বলেন, নতুন নোট সরবরাহের ক্ষেত্রে বিভিন্ন রাজ্যের ক্ষেত্রে বিভিন্ন নিয়ম। বিজেপি শাসিত রাজ্যগুলিকে নোট পাঠানো হলেও বাকি রাজ্যগুলিকে পাঠানো হচ্ছে না”।

মুখ্যমন্ত্রী প্রশ্ন তোলেন, কয়েক দিন আগেই ২৯ লক্ষ ডেবিট কার্ড হ্যাক হয়েছে, তাহলে কিসের ভরসায় প্রধানমন্ত্রী সবাইকে ক্রেডিট কার্ড, ডেবিট কার্ড নির্ভর হতে বলছেন? তিনি বলেন, কেন্দ্র নিজেও কতটা দিশাহীন তার প্রমাণ হল, সিদ্ধান্ত নেওয়ার পর কেন্দ্র ২১ দিনে তারা ২১ বার তাদের সিদ্ধান্ত বদল করেছেন। এই সিদ্ধান্ত কি করে বাস্তবায়ন করা যায়,  কি করা উচিত সেই সম্পর্কে কেন্দ্রের কোন ধারণাই নেই।   

প্রধানমন্ত্রী সবাইকে চোর বলে বেড়াচ্ছেন। এইরকম হঠকারী ভাবে নোট বাতিলের সিদ্ধান্ত এখন একটি বড় কেলেঙ্কারি। এটা একটা বড় অপরাধ।

এই তুঘলকি সিদ্ধান্তের ফলে কৃষকরা সমস্যায় পরেছেন। শ্রমিকরা তাদের মজুরি পাচ্ছেন না, চা বাগান, জুট মিলের লোকেরা তাদের বেতন পাচ্ছেন না। ১০০ দিনের কর্মীরা তাদের মজুরি পাচ্ছেন না। কেউ যদি মজুরি না পায় তারা খাবে কি করে? প্রয়োজনীয় জিনিসপত্র কিনবে কি করে?

পাশাপাশি তিনি প্রশ্ন তোলেন, বিগ বাজারের দোকানগুলোতে টাকা যোগানের অনুমতি কেন দিয়েছে কেন্দ্র? কটা এলাকায় বিগ বাজার আছে? সারা দেশের কটা জায়গায় বিগ বাজার আছে? তাঁর বক্তব্য, যে গরিব মানুষের পক্ষে সওয়াল  করে কেন্দ্রের প্রতিবাদ করছে, কেন্দ্র তার পিছনে এজেন্সি লাগিয়ে দিচ্ছে।  

তিনি কেন্দ্রীয় সরকারকে আবেদন জানান ৫০/১০০ টাকার নোট সরবরাহ বৃদ্ধি করতে। পরিস্থিতি সামাল দিতে কেন্দ্রকে তাঁর পরামর্শ, যতদিন না পরিস্থিতি স্বাভাবিক হচ্ছে ততদিন পুরনো ৫০০ টাকার নোট চালু রাখা উচিত নতুন টাকার পাশাপাশি।

পরিস্থিতি ঠিক না হলে এরপর খাদ্য সংকট দেখা দেবে বলেও আশঙ্কা প্রকাশ করেন তিনি। তিনি সবশেষে বলেন, আমি সুশীল সমাজ, বুদ্ধিজীবী, বিশেষ করে মহিলাদের এই প্রতিবাদ করতে আহ্বান জানাচ্ছি, এই লড়াই চলবে। এটা মানুষের লড়াই।

Madam, what we have seen in today’s List of Business, the subject of Demonetisation has been inducted under Rule 193.

All the Opposition parties together made a fervent appeal to the government and to you, Madam, that the discussion be taken up under Adjournment Motion. If not, the Congress has placed a demand for discussion today under Rule 184.

It is my submission that I am prepared to withdraw my Notice under Rule 56 if the Chair accepts this Notice under Rule 184.  Let this discussion take place and kindly don’t create pressure under the Rule 193.

They have their brute majority on the floor of the House and I don’t know why they are evading the discussion and voting. What’s wrong in it? It has never been clarified properly.

Madam, our fervent request, let the floor be properly honoured with your consent and the support of the Government.

Intervention during Zero Hour

The real question is who is running away from discussion. Ultimately discussion is not taking place. Whose responsibility is it to ensure that the House runs? There is a Government side and there is an Opposition side. They are in a position of majority; so it is up to them to see that the House runs properly, and they have a brute majority as result of which they can easily start discussion under Rule 184 – what the Congress party has submitted in consultation with others.

I have placed Adjournment Motion, Madam, but I want to withdraw if discussion starts under Rule 184 with voting. So I will request the Government to let there be normal situation in the House and let the debate start; there should be discussion with voting.
