The state transport minister inaugurated the vehicle tracking system and automated fare collection system on Friday. The introduction of the vehicle tracking system will help in monitoring movement of a bus from the command and control centre set up in the office building of CSTC.

The introduction of automated fare collection system at all the eleven depots will help in real time monitoring of revenue collection. From now onwards, fare collection will be done using Electronic Ticketing Machine (ETM). Conductors in buses will be carrying an ETM connected through GPRS with the control room.

Thus an operator sitting in the control room will get real time statics on the exact count of passengers travelling in a bus at a time as well as number of tickets issued in every trip. The same system will be implemented in buses run by other transport corporations as well for “strong vigilance on the fare collection process.

Smart cards will also be introduced for commuters soon. A passenger carrying a smart card just needs to press his or her card on the ETM with the conductor to get a ticket. Passengers who will not be having a smart card will get an ETM generated ticket after paying the fare in cash.

After introducing online tracking system for buses run by Calcutta State Transport Corporation (CSTC), the state transport department is all set to introduce biometric attendance recording system in all its offices and depots with an objective to provide better service to people.

 

 

ইন্টেলিজেন্ট ট্রান্সপোর্ট সিস্টেম চালু করছে রাজ্য পরিবহণ দপ্তর

রাজ্য পরিবহণে এবার আধুনিকতার ছোঁয়া। চালু হচ্ছে ইন্টেলিজেন্স ট্রান্সপোর্ট সিস্টেম। সিএসটিসি‌ ভবনে পরিবহণমন্ত্রী শুভেন্দু অধিকারী শুক্রবার ইন্টেলিজেন্ট ট্রান্সপোর্ট সিস্টেম অ্যান্ড কন্ট্রোল সেন্টারের উদ্বোধন করলেন।

উদ্বোধন অনুষ্ঠানে ছিলেন পরিবহণ সচিব আলাপন বন্দ্যোপাধ্যায়, ডব্লুবিটিসি–‌র চেয়ারম্যান রচপাল সিং, সংস্থার এমডি নারায়ণস্বরূপ নিগম, যুগ্ম অধিকর্তা, বিশেষ সচিব নীলাঞ্জন শাণ্ডিল্য প্রমুখ।

উদ্বোধনের পর মন্ত্রী বলেন, এই পদ্ধতির সাহায্যে সিএসটিসি–র কোথায়, কোন বাস রয়েছে, কত টিকিট কাটা হয়েছে ইত্যাদি অনায়াসে জানা যাবে। ডিপোতে কোন বাস কখন আসবে দ্রুত জানা যাবে তাও।

শীঘ্রই সরকারি বাসগুলির জন্য স্মার্ট কার্ড চালু করবে। যার ফলে মেট্রোর মত নগদে নয়, বাসে উঠে কার্ড দিয়েই টিকিট কাটতে পারবেন নাগরিকরা।

তিনি আরও জানান, ওলা–‌উবেরের মতো অ্যাপস চালু হচ্ছে। মিলেনিয়াম পার্কে টিকিট পাঞ্চিং মেশিন বসছে। স্মার্ট পরিবহণ পরিষেবা চালু করতেই এইসব অভিনব উদ্যোগ নেওয়া হচ্ছে।

The integrated board of the three transport corporations has been named as the West Bengal Transport Corporation.

It may be recalled that an integrated board for Calcutta State Transport Corporation (CSTC), Calcutta Tramways Company (CTC) and West Bengal Surface Transport Corporation (WBSTC) was constituted to ensure better transport facility. The step was also taken to ensure that the losses incurred by the corporations could be reduced. The decision on integration of the three crucial transport corporations was taken on June 8.

The integrated board, with the new name, will also get its own logo and the transport department had approached Chief Minister Mamata Banerjee to draw a logo for the West Bengal Transport Corporation.

The West Bengal Chief Minister had drawn logos of several projects of the transport department earlier, including one that of the Gatidhara scheme. Rachpal Singh, the MLA from Tarakeswar, was made the chairman of the integrated board for CSTC, CTC and WBSTC. Entally MLA Swarnakamal Saha was appointed the vice-chairman of the board. Nayna Bandyapadhyay, MLA from Chowringhee Assembly constituency and Sujit Bose from Bidhannagar Assembly constituency were inducted as the two directors of the newly formed board.

 

গঠিত হল পশ্চিমবঙ্গ পরিবহণ নিগম

তিনটি পরিবহণ সংস্থার সংযুক্তীকরণ করা হল।নয়া সরকারি পরিবহণ সংস্থার নাম হল পশ্চিমবঙ্গ পরিবহণ নিগম।

কলকাতা রাষ্ট্রীয় পরিবহণ নিগম (সিএসটিসি), কলকাতা ট্রাম কোম্পানি (সিটিসি), পশ্চিমবঙ্গ ভূতল পরিবহণ নিগমের সংযুক্তিকরণের পর রাজ্য সরকার নতুন সংস্থার নামকরণের সিদ্ধান্ত নিল।

নতুন নিগমের নতুন লোগোও তৈরি হচ্ছে। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বিশ্ব বাংলার লোগোকে সামনে রেখেই নয়া লোগো তৈরি করার জন্য পরিবহণমন্ত্রীকে নির্দেশ দিয়েছেন।

এই তিনটি নিগমকে এক করে চেয়ারম্যান পদে বসানো হয়েছে রচপাল সিংকে এবং ভাইস চেয়ারম্যান হলেন স্বর্ণকমল সাহা। এই ইন্টিগ্রেটেড বোর্ডের দুইজন পরিচালক হলেন চৌরঙ্গী বিধানসভার বিধায়ক নয়না বন্দ্যোপাধ্যায় এবং বিধাননগরের বিধায়ক সুজিত বসু। পরিবহণ দপ্তর সূত্রে জানা গেছে, একটাই পরিচালন পর্ষদ থাকবে। তার ফলে তিনটি নিগমের কর্মীরাই একসঙ্গে কাজ করবেন।

An integrated board for Calcutta State Transport Corporation (CSTC), Calcutta Tramways Company (CTC) and West Bengal Surface Transport Corporation (WBSTC) has been constituted to ensure better transport facility to commuters by reducing the loss incurred by the corporations.

It may be recalled that the World Bank has funded a project to rationalise routes in different areas. It has been found that in many places there were more buses and less commuters, while in other areas the ratio between the users and the vehicles are disproportionate.

Route rationalisation will help the commuters and bring down losses incurred by the various transport corporations.

Chief Minister Mamata Banerjee said that the purpose of creating an integrated board is to bring down the expenditure. The State Government needs to pay Rs 40,000 crore to clear debts.

Thus, such a step has been taken to ensure that the common people continue to get better transport facilities and at the same time the expenditure comes down.

She said that there is no reason for the employees of any of the three corporations to worry, as in case of any excess in manpower, they can be transferred to other departments.

The Chairman of the integrated board for CSTC, CTC and WBSTC is MLA Rachpal Singh and the Vice-Chairman is Swarnakamal Saha, who is known for his wide experience in the transport sector. Nayana Bandyapadhyay and Sujit Basu, MLAs from Chowringhee and Bidhannagar Assembly constituencies, respectively, are the two directors on the integrated board.

The boards of North Bengal State Transport Corporation (NBSTC) and South Bengal State Transport Corporation (SBSTC) were also reconstituted on Wednesday. MLA Sourav Chakraborty would continue as the Chairman of the board for NBSTC, and Arghya Ray Pradhan has become the Vice-Chairman.

Tamanash Ghosh is the Chairman of the board for SBSTC and Asit Majumder is the Vice-Chairman.

There are five directors on the board for NBSTC and four for SBSTC.

 

পরিবহণ ব্যবস্থায় সংস্কার, মিলল তিন পরিবহণ নিগম

রাজ্য পরিবহণ নিগমের তিনটি সংস্থাকে এক ছাতার তলায় আনার প্রক্রিয়া শুরু হল। তারই প্রথম পর্যায়ে সি এস টি সি, সি টি সি এবং  ডব্লু বি এস টি সি— এই তিন সংস্থার জন্য একটি মাত্র পরিচালন পর্ষদ গঠন করা হল।

পরিবহন দপ্তরের এই সিদ্ধান্ত কার্যকর হওয়ার প্রসঙ্গে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বলেন, “আমাদের সরকারের মাথায় ৪০ হাজার কতি টাকার দেনা রয়েছে। তাই আমরা খরচ কমিয়ে আয় বৃদ্ধির লক্ষ্যেই এই পদক্ষেপ নিয়েছি”।

এর ফলে সংস্থাগুলি সুষ্ঠুভাবে পরিচালনা করা সম্ভব হবে। খরচের পরিমাণও কমবে। যাত্রী–‌পরিষেবা  আরও উন্নত হবে।

তিন নিগমকে একসূত্রে বেঁধে ফেলা হলেও নিগমের কোন কর্মী কর্মহীন হবেন না বলে নিশ্চিত আশ্বাস দিয়েছেন মমতা বন্দ্যোপাধ্যায়।তাঁর কথায়, “আমরা কাউকে কর্মহীন করার পক্ষপাতী নই। কর্মীদের বদলি করা হলেও সকলেরই চাকরি বজায় থাকবে”।

সাউথ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের চেয়ারম্যান হলেন তমোনাশ ঘোষ এবং অসিত মজুমদার হলেন ভাইস চেয়ারম্যান।

সাউথ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের জন্য মোট চারজন এবং নর্থ বেঙ্গল স্টেট ট্রান্সপোর্ট কর্পোরেশনের জন্য মোট পাঁচজন পরিচালক রয়েছেন।

পরিবহণ দপ্তর সূত্রে জানা গেছে, একটাই পরিচালন পর্ষদ থাকবে। তার ফলে তিনটি নিগমের কর্মীরাই একসঙ্গে কাজ করবেন।

Nearly 600 buses in Calcutta are now fitted with CCTV cameras for the safety of women passengers.

The new buses that have joined the fleet of state-owned CSTC under the JNNURM scheme have CCTV cameras fitted in the front, middle and outside rear of the buses. The images captured will initially be stored for three days.

The surveillance is being done essentially to prevent crime against women passengers. After the 2013 Delhi gang rape in a bus, the Supreme Court had asked the Delhi government to provide security on buses after 10pm. Other crimes like pickpocketing could also be reduced with the help of such surveillance.

CSTC now operates 1,000 buses; out of which 590 are the new AC and non-AC buses with CCTV surveillance. Officials said the remaining buses bought under the JNNURM scheme, which are undergoing trials now, would also have similar surveillance.

If any woman or other passenger lodges a complaint with police, the CCTV footage would provide vital information, said an official.

Initially, the footage will be stored for three days after which it would be erased automatically. To allow the police to use the CCTV footage, a person will have to lodge a complaint within three days.

A project to set up IT-based communication and surveillance system was being worked upon. It would become operational in six months’ time. Under the new system, the footage of the cameras will be stored in a control room set up at CSTC headquarters on Ganesh Chandra Avenue. Then the storage capacity will increase.

The transport department has given the contract to Mumbai and Delhi-based firms for installing and maintaining the GPS technology that would help in real-time tracking of buses.

There will also be voice communication with drivers. If there is a major traffic congestion ahead, the driver can be asked to change the route. 40 LED boards would be installed at various bus termini and stoppages, which would provide information about buses.

State transport officials on Thursday wrote to Kolkata Police and police commissionerates of neighbouring districts about the surveillance system. A team of officers at Kolkata police’s detective department inspected a couple of buses.

Senior officers in Lalbazar said that it had been decided that transport officials would start a control room where the footage collected from the CCTVs installed in the buses would be stored.

In the bus, the monitor will be fitted in front of the driver’s seat so that he also can keep a vigil.

The West Bengal Chief Minister Ms Mamata Banerjee has directed the transport department to take extra care towards safety of passengers plying in JNNURM buses.

Along with time to time maintenance of the buses, it is also decided these buses will undergo periodic fire audits. The fire and safety department has designated this task to a private institute.

The transport department will not only oversee that these measures are undertaken by various State owned transport agencies like CTC, CSTC and WBSTC, but also other private agencies which run JNNURM buses.

GPS monitoring for CSTC Buses

The new CSTC buses will now be monitored by GPS. Out of 632 new buses, 234 are air-conditioned and the remaining 129 will be on the road by end of this month. CSTC is now running its buses in 29 routes. Now, for all these buses, software is being created for better turnaround time and to provide prompt and better service to the commuters.

Through this GPS based software, the CSTC officials will be able to monitor the buses in lag time. All maintenance related jobs, details of refuelling, speed and time taken and route monitoring can be scrutinized closely with the help of this technology.

In the near future a similar GPS related service will also be extended to the commuters.

CSTC is also set to launch ‘smart-card’ for the passengers to solve their problem of paying change every time they purchase tickets.

Last but not the least, after all these years of loss, CSTC has finally turned around and now is booking profit from June last year of about Rs One Crore per month. The no of commuter is expected to rise during summer months as more and more travellers prefer air-conditioned journeys.
