Ahamed Hassan Imran speaks on the urgent need to restructure Bengal’s debt

The 34 years of the Left Front misrule in Bengal has left the State with a huge debt burden. For the repayment of the Rs 1,91,835 crore loan, the State had to borrow Rs 1,53,741 crore, taking the total loan to Rs 3,45, 577 crore. In 2018-19 we had to pay Rs 49,656 crore as total loan repayment.

Despite this, due to prudent fiscal management, the debt to GSDP ratio of our State has gone down from 40.65% to 35.63% in seven years from 2010-11 to 2017-18. The revenue deficit to GSDP ratio has also dropped during the same period, from 3.75% to 0.96%. The fiscal deficit has almost halved, from 4.24% to 2.83%.

The planned expenditure of Bengal has grown over five-fold, from Rs 11,837 crore in 2011-12 to 56,604 crore in 2017-18, and the capital expenditure has grown over eight-fold, from Rs 2,225 crore to 19,368 crore. Added with significant strides in many indices of human development, particularly in the fields of education and health, these will have a multiplier effect on the long-term growth of Bengal’s economy.

Therefore, the Government should ensure that our efficiency and equity be rewarded, and that the debt burden does not remain a permanent drag on Bengal’s economy. I urge the Government to take urgent steps to address this issue.

Thank you Sir, with your permission I would like to speak in Bangla, my mother tongue, the language of Rabindranath Tagore and Kazi Nazrul Islam.

জলবায়ু পরিবর্তন যা নিয়ে অন্যান্য মাননীয় সদস্যরা বলেছেন, আমাদের দেশ ও দুনিয়ার জন্য একটা বড় বিপদ হিসেবে দেখা দিয়েছে। তাই, আমি আশা করব আজকের এই আলোচনা যেটা এই রাজ্যসভায় হচ্ছে, তাকে আমাদের নীতি নির্ধারকরা, মন্ত্রী ও আমাদের সরকার, গুরুত্বের সঙ্গে গ্রহণ করবেন।

প্রথমেই পরিবেশ, বনাঞ্চল ও জলবায়ু পরিবর্তন মন্ত্রীর কাছে আমার সুনির্দিষ্ট দুটি প্রশ্ন রয়েছে। জলবায়ু পরিবর্তনের প্রভাবের ওপর জাতিয় স্তরের সমীক্ষা এবং গবেষণার নিদারুণ অভাব রয়েছে। বিশ্বব্যাঙ্কের এক রিপোর্ট অনুযায়ী, প্রায় ৬০ কোটি ভারতীয় জলবায়ু পরিবর্তনের নেতিবাচক ঝুঁকির মধ্যে রয়েছেন। তবুও কিন্তু ভারতে, যেখানে এই গ্রহের প্রতি সাত জন লোকের মধ্যে একজন বাস করেন, সেখানে এই আবহাওয়া পরিবর্তনের ওপর তেমন কোনও ভালো সমীক্ষা জাতীয় পর্যায়ে করা হয়নি। এটা খুবই দুঃখের।

জলবায়ু পরিবর্তন আমাদের যে সমস্যার মধ্যে এনে দাঁড় করিয়েছে সেই সম্বন্ধে নীতিমালা তৈরী করতে হলে ভারতকে অবশ্যই তথ্য ও পরিসংখ্যান হাসিল করতে হবে যার দ্বারা কৃষি, স্বাস্থ্য, উপকূলবর্তী অঞ্চলের জনগণ, প্রাণীসম্পদ এবং জীবজগতের ওপরে প্রভাব নিরূপণ করা যায়।

Sir, মন্ত্রীর কাছে আমার প্রশ্ন হচ্ছে সরকারের কি জাতীয় পর্যায়ে জলবায়ু পরিবর্তনের প্রভাবের ওপর কোনও সমীক্ষা করার পরিকল্পনা রয়েছে? 

দুই, বনাঞ্চল বৃদ্ধি করার লক্ষ্যে বরাদ্দ তহবিল অব্যবহৃত কেন? 

Sir, ক্রমবর্ধমান এক উদ্বেগের বিষয় হচ্ছে গাছপালা কেটে নেওয়ার ক্ষতিপূরণের জন্য বনাঞ্চল বৃদ্ধির প্রচেষ্টা আমাদের দেশে তেমন সফল হয়নি। আগস্ট ২০১৮ পর্যন্ত ৫২০ বিলিয়ন টাকা কেন্দ্রীয় সরকারের কাছে অব্যবহৃত পড়ে রয়েছে। এই টাকা বরাদ্দ করা হয়েছিল যাতে ভারত জুড়ে বনাঞ্চল বৃদ্ধি করে ডিফরেস্টেসনের ক্ষতিপূরণ কড়া সম্ভব হয়। কিন্তু, তা অব্যবহৃত পড়ে রয়েছে। বরাদ্দ ফান্ড ও তহবিল ঠিকমত ব্যবহারের দ্বারা দেশের বনাঞ্চল বৃদ্ধি করার মাধ্যমে ২০১৫ সালে Paris Climate Agreement-এ আমরা যে অঙ্গীকার করেছিলাম, তা পূর্ণ করা সম্ভব।

 আমার প্রশ্নের দুটি ভাগ রয়েছে। ভারতের মত দেশ যেখানে জমির প্রাচুর্য নেই, যেখানে জমির অভাব রয়েছে, সেখানে বনাঞ্চল তৈরীর জন্যে সরকার জমি কোথা থেকে সংগ্রহ করবে? দুই, বরাদ্দ অর্থ ঠিক সময়ে এবং সঠিক ব্যবহারের জন্য সরকারের কাছে কি পরিকল্পনা রয়েছে?

I have two specific questions for the Minister of Environment, Forest and Climate Change:

1)  Lack of a National Study on the Impact of Climate Change

  •     As per a World Bank report, as many as 60 crore Indians are at risk from the effects of climate change. Yet, India, where one in every seventh person on the planet lives, has no national study on the impact of climate change.
  •     To frame a policy to take on the challenge climate change poses, India must have the requisite data that assess the impact of climate change on agriculture, health, coastal communities and wildlife.
  •     Does the government have any plan to commission a national study that assess the impact of climate change?

 2)  Unutilised Afforestation funds

  •     There is a growing concern that the process of compensatory afforestation has not been successful in the country so far. Till August 2018, funds amounting to about Rs 520 billion were lying unused with the central government for carrying out compensatory afforestation across India.
  •     The usage of this fund is key to increasing India’s forest cover and thus fulfilling a key commitment under the 2015 Paris Climate agreement to counter climate change by creating carbon sinks.
  •     My question has two parts: 1-In a land-stressed country like ours, how is the ministry ensuring that they find land to create compensatory plantations? 2-How is the government going to ensure these funds are utilised in time?

 আমি আমার মাননীয়া নেত্রী তথা মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়কে ধন্যবাদ জানাই এবং আরামবাগের সমস্ত মানুষকে ধন্যবাদ জানাই যারা আমাকে এখানে নির্বাচিত করে এনেছেন। স্বাধীনতার পর আরামবাগ প্রথম রেল দেখতে পেয়েছিল মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের হাত ধরে। সেই সময় তারকেশ্বরের মন্দিরের সাথে বিষ্ণুপুরের মন্দির যোগ করার জন্য তারকেশ্বর রেল লাইন থেকে নিয়ে তারকেশ্বর রেল থেকে বিষ্ণুপুর রেল করা হয়েছিল।

মমতা বন্দ্যোপাধ্যায় রেলমন্ত্রী থাকাকালীন এই কাজ দ্রুততার সঙ্গে এগিয়েছিল। পরবর্তী রেলমন্ত্রীর সময় থেকে সেই কাজ স্থগিত হয়ে রইল। কিছু কিছু রাজনৈতিক দল তাদের রাজনৈতিক সুবিধার জন্য সেখানে গিয়ে মানুষকে বিভ্রান্ত করার চেষ্টা করল। কামারকুন্ডু ফ্লাইওভারের কাজও খুব আস্তে আস্তে চলছে। সেই কাজ দ্রুততার সঙ্গে হোক। রেলমন্ত্রীকে অনুরোধ করব, এই কাজ তাড়াতাড়ি হোক যাতে আরামবাগের মানুষ পরিষেবা পেতে পারে। ধন্যবাদ।

Sir, I want to know through you, whether it is true that the Gramin Digital Saksharta Abhiyan Scheme has been hit by the world’s biggest fraud? 

All village level entrepreneurs were meant to impart basic computer skills under the scheme have faked the number of people they have trained. If so, the details thereof. 

What is the Government doing to ensure that the number of beneficiaries under the scheme is not inflated.

Bangla’s crop insurance scheme to benefit farmers

The State Government has announced a crop insurance scheme, in collaboration with the Agriculture Insurance Company of India (AIC), for the 2019 kharif season. The scheme, called Bangla Shashya Bima (BSB), is applicable for farmers in 15 districts, viz., Darjeeling, Kalimpong, Purba Bardhaman, Paschim Bardhaman, Purba Medinipur, Malda, Hooghly, Nadia, Murshidabad, Cooch Behar, Birbhum, Purulia, Dakshin Dinajpur, North 24 Parganas and South 24 Parganas.

 The crop insurance scheme would be free of cost for the farmers since the government will pay the full premium.

 Aim of scheme: To protect farmers from natural disasters, and to ensure a steady income in case of unstable market prices.

 Insurable crops: Aman paddy, aus paddy, jute, maize

 Insurers: Concerned gram panchayat for aman paddy and concerned block administration for the other crops have been selected as the insurers

 Eligible farmers: Compulsory for all farmers taking loans (granted or applied for), and even those not taking loans can avail of the insurance

 Four stages of payment of insurance: For any losses suffered during planting, during cultivation, during the period post-cutting when crops are lying in the field, and for adverse weather situations

 Amount: As decided by the State Government, calculated per hectare

 Last date: Documents have to be submitted by August 31, 2019

State Govt takes up project to conserve power

In order to stop wastage of electricity during the monsoon season, the State Government has requested the people of the State as well as government offices to switch off power supply for at least half-an-hour every week.

 This is part of a campaign started by the State Government to generate awareness on power conservation, named ‘Save Energy, Save Earth and Environment’.

 This was decided at a meeting on June 25 at Nabanna, presided by Chief Minister Mamata Banerjee, where departments including Power, Panchayats and Water Resources took part. The meeting stressed the need for conserving energy and preventing wastage of power.

 The chief minister urged the Power Department to ensure uninterrupted power generation, distribution and transmission in the ongoing summer season, and also to ensure the irrigation sector is not affected due to power shortage.

Modi Government is the biggest threat to the country: Mamata Banerjee at Pandua

Trinamool Chairperson Mamata Banerjee today addressed a public meeting at Pandua in Hooghly constituency. In her speech she said that the Modi Government is the biggest threat to the country.

She added that it is our misfortune that Narendra Modi became the Prime Minister. She urged people to defeat the BJP in the upcoming Lok Sabha elections.

  • Like you see ‘440V – Danger’ signs, BJP is also dangerous for the country
  • Those who were initiated in politics through riots are saying mothers in Bengal are worried about the safety of their children
  • Modi is a blatant liar. He is spreading falsehoods about Bengal without any homework
  • They are distributing money. They are luring people to their rallies by offering money
  • They are organising rallies with maces and swords. This is not Bengal’s culture. Have you ever seen such rallies during Basanti Puja?
  • Falsehoods and propaganda is their only strength.
  • The Prime Minister, instead of bolstering peace, is inciting people into violence
  • Some untoward incidents happened. After investigation, CID found out that those were cases of suicide. But they are claiming those are political murders. They are trying to spread tension
  • Like Kalidas axed the branch he was sitting on, Modi is also dividing the country
  • CPI(M), Congress and BJP have come together in Bengal
  • He intimidates everyone – from industrialists to media houses. Even other political leaders are afraid of him. But I have struggled against the CPI(M)’s brutal regime. I am not afraid of anyone
  • Narendra Modi does not visit Bengal when there are floods, droughts or any other problem. Like a seasonal bird he comes here only during elections
  • In the name of NRC and Citizenship Amendment Bill, they want to declare you as foreigners and drive you away. Don’t let them get away with their divisive politics

 

Unlike Modi, we fulfill all the promises we make: Mamata Banerjee at Purbasthali

Trinamool Chairperson Mamata Banerjee addressed a public meeting at Purbasthali in Purba Bardhaman district.

Highlights of her speech:

  • This region was hit by a storm yesterday. We are with those who were affected. Our govt will allocate at least Rs 300 crore for relief and rehabilitation. You have nothing to worry about.
  • Bardhaman is the rice bowl of the state. We have undertaken a big project for irrigation
  • A major road project, connecting north and south Bengal, has been started.
  • A bridge is coming up that will connect Kalna and Shantipur and will improve connectivity.
  • Several ITIs and polytechnic colleges have been set up in this district. After training, the youth are also getting employment opportunities.
  • More than 60 lakh SC/ST students have received scholarships. Kanyashree scheme has been extended to universities now. More than 70 lakh girls have been empowered
  • We have waived the khajna tax and mutation fees on agricultural land. Our government bears the full cost of the crop insurance scheme for farmers.
  • Swasthya Sathi smart cards will be issued in the name of women, recognising them as the guardian of the family. 7.5 crore people will be entitled to this health insurance scheme
  • This is not an election to decide who will form the government in Bengal. This is an election for the government at Centre
  • Earlier, they used to wear half pants and run around. Now they have turned their party office into a shopping mall, with loads of money in their coffers
  • What is happening in the country? Dalits and minorities are being persecuted. More than 12,000 farmers have committed suicide.
  • Notebandi has also been a major cause of distress. It has destroyed families, industries and created chaos. Now you have an opportunity to remove this govt that has caused so much distress.
  • We fulfill the promises we make, unlike Modi Babu who is full of lies. What has he done in the last five years? He has looted people and toured the world over, while people plunged into poverty and distress.
  • Put an end to the BJP misrule. The CPM harmads have crossed over to their side and are creating trouble in the state.
  • Maa Durga has weapons in her hand, but they do not look good in the hands of humans. The BJP goons are roaming the streets with swords and maces
  • They are moving around with loads of money and trying to buy votes. Don’t fall into their trap.
  • Let every vote you cast be a tight slap for Modi and BJP
  • He only makes tall promises. He intimidates everyone, including leaders of his own party. But I am not afraid. I have struggled against the CPI(M) and I have been beaten up many times.
  • Trinamool and other regional parties will form the next government at Centre.
  • We are also Hindus. But we have never been taught to hate other religions. We can never indulge in politics of discrimination
  • They want to drive people away in the name of NRC. We will not allow this. In the name of Citizenship Amendment Bill, they want to take your citizenship away. Do not allow their conspiracies to become successful
  • Trinamool MPs have had a good performance in Parliament in the last five years

 

He promised ‘Achhey Din’, instead Modi has destroyed the country: Abhishek Banerjee at Kaliganj

All India Trinamool Congress MP Abhishek Banerjee today addressed a public meeting at Kaliganj in the Krishnanagar Lok Sabha Constituency in Nadia district.

Highlights of his speech:

I welcome all present here today to this rally and showed their support for Trinamool Congress.

If woman power is behind you, no other power can harm you.

There is a huge difference between the elections that were held in 2009 and 2014, and the election being held in 2019.

Our fight is against a power that has been using government agencies like the CBI and ED to spread fear among people. Mamata Banerjee is the only leader who could not be subdued by such threats.

Mamata Banerjee has given the clarion call to drive out the BJP of Bangla.

Bangla is the land of renaissance. Bangla showed the way during the freedom struggle.

Bengal has been the force behind mass movements such as that of Ekushey July, Netai, Singur, Nandigram, Bantala, Dhantala and Keshpur.

Bangla has never tolerated divisive politics.

Bangla is the land of Swami Vivekananda, Netaji Subhas Chandra Bose, Ishwarchandra Vidyasagar, Matangini Hazra and Ram Mohan Roy. The people of today need to follow that glorious tradition.

Our fight is not only for Ranaghat or the district of Nadia, but for winning all the 42 seats in the State.

Netaji Subhas Chandra Bose once said, “Give me blood and I will give you freedom,” and Mamata Banerjee has now given the call to win all 42 out of 42 seats to ensure for you a progressive, peaceful, secular and developed India.

We have done a lot of developmental work.

If there is comparison made between Modi and Didi in terms of developmental work, the former will lose badly.

‘Achhey Din’ never came. GST and demonetisation destroyed the country. GDP has dropped by 2%.

The country has become financially bankrupt.

The prime minister of the country is asking for votes in the name of the army, in the name of religion.

They have taken away the savings of the poor during demonetisation. And on top of that, they have built a seven-star party head office in Delhi.

Should the youth vote for such a BJP?

In the name of ‘Acchey Din’, the prices of cooking gas, petrol, diesel and kerosene have been increased.

The prime minister used to call himself a tea-seller, now he calls himself a chowkidar. But nobody has seen him selling tea at any time. Our chief minister, on the other hand, is still her humble self – still living in a small, tile-roofed house, from where she governs the 10 crore people of the State, ensuring the wave of development reaches every one of them.

The BJP talks about ‘imam bhata’ (stipend for imams) and ‘moazeem bhata’ (stipend for moazzems) being given out of the money you pay as tax. But that’s a falsehood being spread by them.

That money is taken out of fund of the Waqf Board, as ordered by the Supreme Court of India, and the money you pay as tax, all of it is spent on the various developmental schemes that the Trinamool Government has undertaken.

Mamata Banerjee had decided to give Rs 10,000 as a grant to Durga Puja committees across the State. And what did we see? The BJP, CPI(M) and Congress ganged up the next day and filed a case against us, calling the move Muslim appeasement.

We have respect for all religions. The only religion we follow is humanism. Our job is to ensure that all people get the benefits of government schemes.

The candidates of the other parties are making a lot of promises too. But all of them will be vanquished in the coming days and will never be seen again. .

We have all seen the seasonal insects (‘shyama poka’) that come to our homes during the Diwali period, which fly away after a few days. The same is the case with the BJP leaders who are now promising you so many things.

But Trinamool Congress has always stood beside the people – on all occasions, for every reason, at all times.

‘Acchey Din’’ has come only for the son of Amit Shah, whose company’s income increased from Rs 50,000 to Rs 80 crore in one year. People are disgusted because they have lost all their money.

How much black money has been recovered through demonetisation? Nothing.

After the election, the BJP must be driven out – all of us here must take this oath today.

People like Vijay Mallya and Mehul Choksi have fled the country after stealing huge amounts of money from the people in spite of the Chowkidar being present.

Modi is talking about ‘Make in India’ when the car he is using is made in Germany,

The government has funds for a Rs 3,000-crore statue and the bullet train project but not for social schemes.

Should you vote for the people who have terrorised the people of Nadia? The BJP is creating communal tensions between Hindus and the Muslims.

Some people are saying, Hindus are in danger while some are saying, Muslims are in danger. But if one sees things after removing the spectacles of distortion, one will realise that the whole nation is in danger.

The BJP came to power in 2014 with Swami Vivekananda supposedly in their hearts and minds but has not had the intention of giving recognition to Belur Math.

Our current prime minister has taken the country 200 years back.

Therefore vote for Mahua Moitra and through that, ensure that Mamata Banerjee become stronger. Mamata Banerjee is the only solution to all the ills that have befallen the country.

 

Throw out divisiveness, bring in unity: Mamata Banerjee at Jangipur

At the second meeting in Murshidabad today, Trinamool Congress chairperson Mamata Banerjee spoke to a huge gathering at Jangipur. She stressed that there can be no division in voting on religious lines, like the BJP was doing. “We are human beings first,” she said.

HIghlights of her speech:

  • I have come to Jangipur many times before on several occasions, from Azimganj to Beldanga. I know these places very well.
  • Murshidabad is a historic region. British rule in Bengal started from here. History will continue to be created here.
  • You know why we walked out of the Congress. A section of the party was hand in gloves with the CPI(M). It has been proven now. Has it been proven or not? Why we walked out of the Congress? Had Trinamool not been formed, CPI(M) could not have been defeated in Bengal. Congress would not have been able to. Remember this.
  • CPM, Congress, BJP are all bhai bhai – jagai, madai, gadai. It is not a new situation.
    RSS is supporting BJP and even Congress in Baharampore. But what sort of Hinduism are they following? They are imposing more of it than being broad-minded and secular.
  • There are many faiths. I am born Hindu but I am first a human being, then I follow all other religions. I chant Hindu mantras every day and Muslim rituals as well. People should also follow this. There can be no division in voting on religious lines. Our basic thought is “Hindu, Muslim, Sikh, Issai; hum sabh rahenge bhai bhai”.
  • Money being spent by the parties. The RSS is carrying cash and distributing to people. If you see anything like this, then immediately inform the police.
  • We have done many things for Murshidabad. We have built colleges, ITIs, hospitals – all work we will do and the babus will go to Delhi and claim that they have done it.
  • These babus and leaders come only during election, then go away and forget about the people here.
  • We will win 42 out of 42 and continue with development of Bangla.
  • In name of NRC, so many Hindus and Muslims are being chased out. Over 22 lakh names have been deleted.
  • All these are connivances to break the nation, break Bengal. But Trinamool will not allow this. How can you prevent this? By voting against them. That is the only way you can teach them a lesson.
  • UP and Bengal will decide the new government. BJP will not be coming to power. All the states one after the other will show that BJP is not the party that can show the way for the country’s progress.
  • Hence, we have to change. BJP govt has to change and be removed.
