Kolkata International Children’s Film Festival begins

The Kolkata International Children’s Film Festival (KICFF), to be held from 22 December to 29 December, in which 21 countries will participate and around 180 films will be screened. The inaugural ceremony will be held today at Nandan I.

This is the fifth year that the festival is being organised. To imbue the young film lovers with the spirit of movie making, as a special attraction an exhibition is being organised in the prime venue at Nandan. The exhibition will trace the evolution of the movie camera. In the inaugural ceremony, ministers Amit Mitra, Aroop Biswas and Shashi Panja are expected to be present.

The child artistes of Marathi film Killa are also expected to come for the inaugural ceremony along with the director, Avinash Arun. Killa, which revolves around an 11-year-old child undergoing a difficult time coping with the death of his father, has been chosen as the inaugural film for this year’s festival.

This year, the festival will pay homage to two of the most versatile geniuses in the film world, Robin Williams and Buster Keaton. To make the festival more engaging the organisers have thrown in workshops and a competitive quiz.

Another exhibition titled Dakche Dekho Daktickit (a collection of classic stamps) will be organised and a special anthology to commemorate 125 years of Stan Laurel will be launched. Pappu ki Pugdandi has been chosen as the closing film of the festival.

Arpita Ghosh speaks on The Arbitration and Conciliation (Amendment) Bill, 2015

Sir, we welcome this Bill because yeh user-friendly hain, yeh cost-effective hogi, aur disposal of cases jaldi hogi abhi. Yeh bahut hi zaroori tha hamare liye. We have seen such litigation bahut dino se chalta raha. But abhi yeh jo aayi hain iske sabse behtar baat mujhe lagi ki iska jo time-bound limit kar diye hain. 12 mahina mein khatam hogi, plus 6 mahina aur badaya jayega agar court ko lage ki iski zaroorat hain. Aur price ke bare main jo Minister soche hain – ki extra paisa dene pa case jaldi niptaya diya jayega – iske liye hum bahut abhari hain kyunki sabko lagta hain  ki extra price dene pa kaam jaldi hogi.

Yeh soch bahut achhi hain ki kaam kaise jaldi kiya jain, kyunki abhi Government bahut soch raha hain ki kaise aur zyada investment aaye (aura a bhi rahi hain) aur isi time agar aisa rules nahin aayegi toh hamare aage ke liye achhi nahi hogi. Toh hamein lagta hain ki bahut jaldi yeh Bill pass hona chahiye.

Yeh appoinemnt of arbitrators mein jo impartiality ki enton hain yeh bahut zaroori hain, kyunki hum dekhe hain ki yeh connections rahne se kaam theek se saltaya nahin jaata hain. Toh Minister ka yeh soch bhi bahut badiya hain.

Cases shall be disposed as expeditiously as possible and endeavour should be made to dispose of the matter within a period of 60 days – yeh bhi bahut hi zaroori tha kyunki yeh dekha giya hain ki defaulters bahut hote hain aur yeh bhi dekha giya hain ki Central Government sabse zyada default ki hain. Toh humein asha hain ki is bare mein Minister saab sochenge aage kisko isko handle kiya jayein.

Aur ek baat kehna chahti hoon – abhi jo panel of judges hote hain who mostly retired judges se chuna jate hain. Toh agar kuch non-legal experts (like from international arbitration centres) liye jaaye toh achha hogi. Kuch naya arbitration centres kholne ki zaroorat hain, kuch naya training centres kholne ki zaroorat hain, jo exixting training centres hain usko thora modification ki zaroorat hain, kyunki arbitration case jitna jaldi niptaya jayega hamare desh desh ke liye utni hi achhi hogi.

Toh mujhe yeh asha hain ki Government doosri tarha se sochegi appoints ke bare mein, kaise zyadatar log arbitration ke kshetra mein hain aur joh paraye jaata hain wahan agar yeh arbitration ki topic laya jain toh behtar rahegi. Minister saab abhi hain, toh main asha karti hoon ki government sochegi. Humein lagta hain ki Govenrment yeh johg steps le rahi hain yeh aage jaa ke hamare desh ke liye  bahut achhi hogi. We really welcome once gain ki yeh steps itne din – 10 saal – baad aaye hain. Toh isko jitna expediate kiya jayegi, utni hi achhi hogi. Implementation is the most important thing. Law toh humlog bana lenge, lekin jitni jaldi implementation hogi utni hi hamare liye faideman hogi.

Main aapke abhari hoon aur meri party Trinamool Congress aapke abhari hain ki is vishay pe mujhe bolne diya giya hain. Pehle toh bolna chahti hoon ki I welcome this Bill from my party; that this is a really good step commercial ek court alag sa aa jayegi kyun ki civil court jo hain aur jo High Courts vagera main, jo criminal courts hain, wahan pe itne saare pending, abhi Kirtoi Azada saab bol rahe they kitne saare pending hain, ki humlog chauka jaate hain ki kab yeh clear hogi. Aur aam aadmi ke liye bahut hi musibat wali baat hain, saach mein jo, jo Kirti Azad saab ne bol rahe they baar baar, hamare liye bahut musibat wali baat hain, isi liye logon zyada tar jaana nahin chahte court me, usko aage se saltana chahte hain iss liye corruption bhi barte hain, ki bahar main salta lo bhai, agar court mein jayenge toh zyada din time lagega. Yeh commercial court jo banne ki baat ho rahi hain bahut hi behtar hain.

Par abhi jo pending civil suits hum dekh rahe they, bahut saare hain. Bombay, Calcutta, Delhi, Madras, Himachal Pradesh, abhi itne saare hain. 1 crore ki jo maang hain sirf usi ka khali hain… hum dekh rahein they ki Delhi ka 12,653 pending cases hain. Toh yeh 1 crore ke liye commercial dispute pending cases hain khali Delhi ke liye hain. Abhi Bombay hain, Calcutta hain, madras hain, Himachal Pradesh hain.

Abhi toh yeh bahut hi achha ki hamare pass ek dusri court aa jaye. But the thing is, jo batein ho rahi hain, ki judges chahiye, jo sahin tarah se yeh proper judgements kar pay eta ki commercial disputes ke liye microeconomics ki upar unka kuch training bahut hi zaroori hain aur continuous training training bahut zaroori hain ta ki who commercial dispute ko thik se nibha paye aur jaldi se uska koi anjaam de paye. This should be a time-bound judgement kyun ki hamare yahan job hi judgements aate hain yeh saalo saal chalet hain. Toh abhi Kirti Azad saab bol rahein they ki unhi ki upar ek baara saal chal rahein hain. Toh yeh saalo saal jo judgements para rehte hain, toh yeh abhi bahut hi zaroori hain ki koi bhu judgement should come out as a time-bound judgement. Yeh Government ko mera request hain ki yeh mantra saab soche ki kaise time-bound judgement hamare yahan aa jaaye jo aana bahut hi zaroori hain.

Iss bare main we should keep it in mind that trained judges should come according to the need. Huge backlogs are there, huge backlogs. Abhi usko bhi kaise niptaya jaayein iske bare bhi humein sochna chahiye ki kaise kiya jaayein. Aur yeh jo abhi dekh rahein they, papers bhi dekh rahein they kyunki mera subject yeh hain. Mujhe pehlein hi bol dena chahiye ki I am from science background dfinitely, so I am not a lawyer but humlog aam aadmi, jaise humlog aam janta hain, dekhte hain, jo public ke liye bahut hi musibat wali baat ho jati hain. Yeh commercial court mein chota chota Vishay mein – ki ghar ka kuch ho giya hain, yeh court mein chala jaate hain, yeh saalo saal chalet hain, toh paisa kidhar se aayega. Sach mein, yeh commercial court agar Government really interested to set up such commercial courts, they should first think ki kaise isko hum logon ke liye attractive karein, ki log jayein aur judgement miley unko, ta ki hum pocket se paisa dete dete jab fakir ho jayein uske baad koi judgement aayein, mar jatein, bahut saare cases hain jahan pe log zinda bhi nahin hain, aur uske baad judgement aata hain.

Toh aisa time-bound judgement hona chahiye, chahein commercial court banaiye ya kuch bhi banaiye. Civil, criminal courts mein itne saare judgements parein huye hain, abhi usko commercial courts mein kuch transfer kiya bhi jayein, agar proper judges nahin honge, agar proper judgement nahin aayega, time-bound nahin hoga koi kaam, toh hamare liye faidaman nahin rahega. Yeh Government jab yeh achhi step le rahin hain ki commercial courts aayenge aur ek appellate division bhi hoga, district courts ho jayega chota chota, who sab thik hain. Lekin judges itna kahan se aayega, whether they can be trained or not, how could they be trained, jo judges hain usi mein se aap utha ke commercial courts mein bhijwa denge? Agar who hoga, toh idhar pending bar jayega. Toh iske liye pehle sochna zaroori hain ki commercial setup is very good, we are really welcoming that, but the thing is that we should think of trained judges to be appointed there, in commercial courts, in appellate divisions, in district courts, ta ki hamare judgements jaldi aayein. Hamari sabse zyada zaroori hain yeh jaldi aana chahiye.

Aaj Nirbhaya case ke bare mein baat chal rahin thi, tab mujhe yaad aa raha tha, koi bhi cases hamara para rehta hain, paar rehta hain. Isko kahin pehle Government ko deal karna chahiye kaise judges aayenge, jo serying judges hain doosre civil courts mein, criminal courts mein, usko na la ke, kaise chun ke,  microeconomics par jiska kaam hain, joh commercial disputes pe kaam kar sakte hain usko bulake, aur the people who are coming up, usko kaise utilise kiya jaaye, Government ko isko alag ke sochna chahiye. Mujhe lagta hain ki time-bound judgements agar aa jayegi tph hamare liye, hum sab ke liye, yeh Bharatvarsh ke liye yeh bahut hi welcome decision ho jayegi. Thank you very much. Jai Hind Bahini gets a uniform

The official t-shirt of Jai Hind Bahini was unveiled at Trinamool Bhavan on Friday.

The blue and white t-shirt was launched by All India General Secretary of the party, Subrata Bakshi in the presence of Rajya Sabha MP Dola Sen, Lok Sabha MP Arpita Ghosh, Indranil Sen, Soumitra Roy, former footballer and councillor Shyamal Bandyopadhyay, councillor Sandip Bakshi and others.

On the occasion, Subrata Bakshi said Jai Hind Bahini will be engaged with apolitical, social work. Jai Hind Bahini will also organise cultural programmes on 21 July.

Kisaano ki is desh me abhi sabse jyada sankat hai. Kabhi weather ke chalte, matlab, jyada barish hona ya barish ki kami. Kabhi kendriya sarkar ke policy ke chalte, jaise ki land bilk e naam pe kisaano ke zameen harapna. Hamare Bengal ke adarnya Mukhya Mantri Mamata Banerjee ne kendriya Vitt Mantri  adarniya Arun Jaitley ji se maang ki hai ki peereth kisaano ki loan maaf kiya jai. Khaskar humare Bangal ke aloo ugane wale kisaano ke purane loan maaf karke naya loan ki bandobast kiya jai.

Aur aaj main jis vishay pe bolne ja rahi hoon, fertilizer aur khad ka aisa mudhya hai jo kisaano ke saath judi hai. Sir, fertilizer industry me government subsidy dete aayi hai aur ye nayi sarkar bhi usse nahi hatin. Par jo subsidy Government is industry ko deti rahi hai, kya uske faide kisaano ko mil rahe hai?

Standing committee ke report me bhi spasht hai ki ye subsidy ke faide zyada tar black marketers, smugglers, distributers ko mil raha hai. Aur sarkar ke pas in samasyao ki na toh koi hal hai na hi hal nikalne ki prayas nazar aa rahi hai kyon ki yeh sarkar ne is bare me koi policy ki zikar nahi ki hai, na hi koi nayi soch aayi hai.

Humare prativeshi deshon me fertilizer par subsidy nahi hai. Isi ke faide uthakar border areas mein smuggling racket chal rahi hai. Khad waha pe zyada daam par bech rahe hai aur desh me artificial crisis create karke humare kisaano ko zyada daam me khad kharidne ko majbur kiya ja raha hai. Mai mananiye Mantri Ji se jaan na chahti hoon ki is bare me sarkar ki kya soch hai.

Direct bank transfer ki baat jo abhi ho rahi thi. Jo scheme hai who abhi bandh pari hui hai. Sarkar ke mutavik usme mushkil aa rahi hai. Abhi ye sab baate samne rakhte huey, sabhi manenge ki khad ki production badhana zaroori hai ta ki imports bandh ho aur kisaano ko khad sahi daam par mile.

Sir, mai is sadan me apke madhyam se mananiye Mantri ji se anurodh karna chahti hoon, ki humara Bengal me bandh pari hui factories chalu karna bahut zaroori hai. Jaise, Bengal Immunity, Barranagar, Smith Sanitary, Convent Road – yeh bandh hai aur inhe kholna jaruri hai. Bengal Chemical jo Acharya Prafulla Chandra Roy ne shuru ki thi, woh bahut dino se bandh hai. Us unit ko fully revive karna bahut hi zaroori hai. Haldia aur Durgapur me bandh pade hue khad ki factory ko turant kholne ki prabandh ki jaye.

Sir pharmaceutical sector aagey badi hai, yeh main manti hoon. Par medicines ki price itni zyada hai ki aam admi ke liye medicine kharidna bahut hi mushkil ho rahi hai. Isi liye main request karna chahti hoon ki mere Bengal me sarkari hospital ke saath Mamata ji ne fair price shop kholne ki prayas kar rahi hai. Vaise hi desh ke kone kone me fair price shop kholi jani chahiye jaha cancer aur life saving drugs bhi milna bahut zaroori hai.

Sarkar se main akhir me ek hi request karna chahti hoon ki sirf Twitter ya sadan me kisaano ke paas khara rehne ki baat na bolke aisa policy banaiye ta ki sach much kisaano ya aam janta ko faida ho. Corporate se dhyan hatake thodi bahut aam janta par dhyan dijiye ta ki puri desh khush reh sake.

Hum jis sansadiya kshetra se aye hain, Balurghat, who North Bengal mein hain, woh bhi agriculture-based hain. Isi liye yeh hamare liye bahut hi ehem aur khas mudda hain.

Sir, aap ko yaad hoga hamare ek film ke gaane- Iss desh ki dharti sona ugle, ugle hire moti. Yeh filmi gaane hum is liye bol rahe hain kyun ki desh ki parichaye uske sanskriti mein aati hai, ke gaane – Is desh ke dharti sona ugle, ugle hire moti. Yeh filmi gaane hum is liye bol rahe hain kyun ki desh ki parichaye in, filmo mein ate hain, natako mein aate hain. Iske sidhe prabhav usmein parte hain. Ab sochnewali baat yeh hain ki jis desh ki dharti mein sona, hire, moti ugalti thi, aaj aisa kya hua, kyun hua jo usi desh ke kisan kheti chorne pe tule hui hain.

After liberal economic policy, jab se Bharat Barsh mein ayi hai, globalization ki baar aap dekhiyega, 

 Industrialisation ke liye itne baate a rahi hai par is krishi pradhan desh me agro based industry mein alag soch ana jaroori hai mujhe lagta hai. Aaj Bharat Varsh me aise stithi hain ki aage chalke hume bade chunauti ka samna karna hoga. Apne jad se hum ukhad rahe hain aur shayad aisa din dur nehi jahan hume dane dane ka mohtaj hona parega.

Sir, humare Bangal me naye Sarkar ane ki baad  kuch aise projects aye hain jo bahut hi ehem sabit hue, jaisa ki rain water harvesting project ‘Jol Dharo Jol Bhoro’ and ‘Kisan Mandi’ jo ki Bengal ke har block me ho rahi hain. Abhi humlogon ne vaha par kisano ke liye kuch khas projects laye hai. Agar Central Government bhi aisa kuch soche, kuch specific policies soche jaye toh behtar hogi. 

Sir, mai aapke madhyam se Mantri ji ka dhyan is taraf lana chahta hu ki krishi kshetra me Bengal ko, khaskar mere sansadiyo kshetra Balurghat jaise agro based jagah ko zyada badhawa dena chahiye. Bankura , Purulia jaise sukhe jagah ke liye dedicated research institute for dry land area, uske sub-centre kholna bahut hi jaroori hain.

Aur akhir me, bahut suggestions aye hain par phirbhi mera ek hi request hain, sabse pehle hamare mind set ke bare me phirse sochna padega taki yeh digitisation, corporatization ke beech humare dharti sona na ugalna bandh kar de.

I thank you Sir, for allowing me to speak. India is a country of farmers, 60% to 70% of the population here are engaged with agricultural activities. I am elected from the Parliamentary Constituency of Balurghat in North Bengal. It is also an agricultural constituency. Sir, this is an important issue for us.

Sir, you would probably remember a song, is desh ke dharti sona ugle, ugle hire mot. I am referring to this song, because the nation is often reflected in movies and plays. There is a need to introspect, why the farmers are compelled to leave farming.

According to many surveys, in the last 7-8 years, almost 3 Crore farmers have left farming, many are contemplating to leave farming and many farmers have committed suicide. There could be many reasons stated for this. Many Members have said many reasons and data in this House.

I feel one of the reason is the change in our mind set. After liberal economic policy and globalisation our mind set has changed. Agriculture is no more the priority.

The new Government has not taken up any new policy. There is no sign of a deep thinking. The Government is focussing on corporatisation, but not on the agricultural sector. There are so many talks about industrialisation, but in an agricultural country like ours, it is very important to think of agro-based industry.

In the coming days, India will face a lot of challenging times. India has shifted from its roots, and that day is not far when we will depend on other for our basic needs. In West Bengal, after the new Government has come into power, new projects has been introduced like Rain Harvest project, Jol Dharo Jol Bharo, Kisan Mandi, which is at each block. The policies, which we have followed in Bengal, if similar policies are followed by the Centre that will be better for the country.

In West Bengal, agriculture is given prime importance, especially agro-based areas like my Constituency, Balurghat should be encouraged primarily. Arid areas like Bankura and Puruliya should have a dedicated research institutes.

The Centre has received several suggestions, but firstly it needs to change it mind set, so that agriculture is not ignored amid corporatisation and digitisation of the country.

Government must look at the interest of kisans and mazdoors: Trinamool in LS

Sugata Bose, Arpita Ghosh, Pratima Mandal and Mamtaz Sanghamita spoke  in the Lok Sabha on the agrarian situation in the country.

Sugata Bose raised the concern regarding the agricultural sector. The agricultural output has grown by only 1% in the last year. Agricultural sector constitutes about 55% of the employment in the nation, but contributed less than 15% of the GDP.

He urged the Government to immediately focus on irrigation so that it provides rural employment in the short run and increase productivity in the long run.

“The West Bengal Government’s ‘Jol Dharo Jol Bharo‘ programme has been more farsighted and successful. The Central Government’s ‘Krishi Sichai Yojana‘ should take lessons from West Bengal’s scheme”, he said.

He highlighted the importance of increase in the cold storage capacity and took the example of Bhangar, where with the support of West Bengal’s State Horticulture Department, a vegetable producer’s company has been established. As a result, per hectare output has increased dramatically from 7500 kg to 9500 kg and average peasant’s income has risen from Rs 22000 in 140 days to Rs 88000 in 120 days

Sugata Bose concluded by urging the House to rise to its full stature and make sure that the peasants, agricultural labourers and the range of service providers in rural areas be made partners and not victims in India’s development story.

Arpita Ghosh criticised the Government for focusing only on corporatisation, but not on the agricultural sector. She highlighted the West Bengal Government’s initiatives in the agricultural sector like setting up ‘Kisan Mandis’ in every block and ‘Jal Dharo Jal Bharo’ Scheme.

Pratima Mandal asked the Government to have more policies to regulate the market  to ensure that the farmers get the fair price for their productions.

She said, “Soil test is a major issue in this regard, so that the farmers can know which crop is suitable for which field. Digging of canals and installation of deep shallow are required to maintain the water flow to the field. I would request to the Minister to allot more fund in this respect.”

She urged the Government for upgradation of Kalyani Krishi Vidyalaya for more effective research in the interest of the farmers of West Bengal.

Mamtaz Sanghamita pointed out that even though India is an agricultural country, with 70% of rural population of  India are dependent on agriculture, yet policies formulated are not sufficient. Farmers are facing obstacles in cultivation system, natural calamities, no subsidy on fertilisers making them to lead them a borderline life.

She said, “Even when there is surplus yield of the agricultural product, there is no uniform system or rule of distribution or export to different states of India or abroad.”

Is bar session me  baith kar Budget sunte waqt, har waqt yehi sunne ki chah thi ki ,hume kya milegi. akhir me nirasha chhor ke, kuch bhi nehi mili.

Sir, chand dino pehle humare Pradhan Mantri ji ne yesi Sadan me federal structure ke baath kiye tha. Rajya aur kendra ki mili bhagat kam karne ki baath kar rahe the. Unhone yeh bhi bole bharatvarsh ki purbi kshetra thora pichhe chal rahi hai, aur is kshetra ki development ke liye, woh vishesh udyog lenge. Aur jaha tak mujhe pata hai, Paschim Bangal bhi usi purbi kshetra main ati hai.  

Par Rail Budget main dekha gaya Paschim Bangal ke liye Prabhuji ne kuch bhi nehi diye. Main hairan reh gayi. 

Mai ek pichre huye kshetra se Sansad banne ayi hu, Balurghat Lok Sabha kendra jo north Bengal main parti hai. Jab Mamata Di,  Rail Mantri thi, unhone mere kshetra me pehle bar rail line layi thi aur kahi projects di thi, jaisa ki Balurghat Hili new rail line, new construction Itahar-Buniyadpur, new construction Buniyadpur, Kushmandi via Kishanganj, new construction Buniadpur wagon factory. Yeh wagon factory banne se bahut logo ki roji-roti intejam ho jata. Par, hairani ki baath yeh hai, ki Mamata ji Rail Mantrak chhorne ki baad se humare waha kaam bandh pare ha. Koi allotment nahi ho rahi hai. Ajeeb baath to yeh ha,i kuch project ki zikar bhi nehi hai. Balurghat – Hili Rs 200 Crore ki project mein Mamata ji chhorne ki baad keval Rs 2 Crore mila hai.

Funds ki namo-nishan nahi hai. Kolkata Metro ke halat bhi waisa hi hai. Jitne bhi projects Bengal se hai, zada tar projects mein koi allotments nehi hui hai aur bakiyo ki allotments ne hone ki barabar hai.

Sir, hamare mannaniya Rail Mantri Budget Speech mein bataye they ki Bharat ka Railways manchitra dhamniyo ki aisa network hai jo Bharatiyo arth vyavastha ki hriday mein jivandayi rakt ka sancharan karti hain. Mein namrata ke sat unko puchhna chahta hun, agar hriday ki kisi kone mein rakt sanchalan dhimi ho jaye ya bandh ho jaye, kya hriday ki dhadkan hi bandhi nahi ho jayenge?

Sir, mujhe yeh samajh mein nahi araha hai ke aisa kyon hua? Jab khud Rail Mantriji ne apne speech mein itni dawe ke saath strong political will ki baat bataein hai, mujhe koi ashanka ho rahi hai ki unki aankhon ki roshni Bengal tak na pahuchneki ka karan bhi strong political will nahi hai toh? Age chalke yeh baat galat sabit ho toh mujhse jaada khusi aur kisi ko nahi hogi, yeh baat bhi mein dabe se kah sakti hun, par abhi filhal yeh sochne ke siva aur koi chara bhi nahi nahi hai.

Mahilao ke safety ki leye kuchh alag hi sochenge yeh Rail Mantriji khud batyei hai magar kya sochonge nahi bataye. Mahilayo ke liye mahila bahini ke jo jikar Mamata Banerjee ke Budget me thi who bhi kahi dikhai nahi diye.

Aam janta ke liye ke soch hai Mantriji ki yoh bhi nazar nahi aye. 

Nazar aye to keya aye? Mobile charging points badai jayegi, kuch Wi-Fi ki baat sunai di, kuch speedy trains, bullet trains, yeh sab shunai di. Is ikkis wi sadi mein jab Wi-Fi ki baatein chal rahi hai, sayed hamara Rail Mantri bhul gayi hai ke mere kshetra ki Hili, Kushmandi jaisa bahut sare aise jaiga hamare desh mei hai jaha abhi tak rail line nahi pahuchi ya sanctioned project bandh pari hui hai.

Mantriji ne Budget ko Rs 1,00,000 Crore bataye hai, General Budget se Rs 40,000 Crore aur rail earning se Rs 17,000 Crore ki bat batain gayi hai. Baki Rs 47,000 Crore ka bandavast kaha se hogi, uski koi zikr nahi hai.

Sir, humein khed hai is baat ki, ki jivan mein pehli bar Sadan mein baithke jo Rail Budget samne mein ayi, who bahut hi aspasht aur dhundhla hai. Koi spasht rup samne mein nahi ayi hai. Ayi hai to kano mein gunjnewale kuch shabdo, ayi hai to kabhi sach na honewale sapne.

Mantriji, ho sake to us shabdo ko kuch rachna banaiye, ho sake to us dhundhle hue sapno ko sach kijiye aur Bengal ko Railway Map mei jaiga dijiye. Hamare jitney bhi budgets hai, uske bare mein dobara sochiye, khaskar mere  sansad kshetra Balurghat ke projects ko sakar kijiye.

Respected Madam, thank you so much for giving me this opportunity to speak during this zero hour. Madam, my constituency of Balurghat in West Bengal consists of whole South Dinajpur district and Itahar block of North Dinajpur district. South Dinajpur is surrounded by Bangladesh border; those border areas have the presence of Border Security Force for security reasons.

But Madam, during the election campaign, people complained about BSF consistently; BSF are creating a lot of nuisance there. They are troubling the local villages a lot for no reasons. Through you I would like to request the concerned Honorable Minister to take the necessary action regarding this, which will help the people of the border areas of my constituency, especially Hili block which is adjacent to the Bangladesh border.
