Inke barein mein aap log kya soch rahein hain, ek app ke barein mein kya soch rahein hain aap, taki usmein se hum log link karke ,kahin bhi hotels, jo bhi aap log provide kar rahein hain jo bhi home stay ho ya kahin jana hain, jaise hum log Make My Trip ya Trivago aise mil jaate hai waise koi Government of India ke taraf se aise koi app ke aane ki soch hai? Yeh toh humare liye bahut behtar hai, particularly jab hum ghumne jaate hai.

Mantri Ji hain, humlog bahut abhari hain ki 30 saal baad ek Bill aa raha hain, jo much awaited tha. Bahut dino se iski zaroorat thi, yeh Bill aane ki, kyun ki jitni accidents badh rahi hain, road accidents – maloom honge sabhi ko ki hum haal hi mein, mera bhi aisa bohot bada car accident hua tha last year, ek saal mujhe bhugatna pada. Hum jaante hain Mantri ji ki tarah ki kya sach mein problem hain, kahin roads ki problem hain kahin speed ki problem hain, kahin logon mein jaankari ki problem hain, Mantri Ji ne bohot bakhoobi se yeh sabhi ko dekhe hain, sabhi maddenazar rakhte huye sabhi points laye hain. Hum yeh Standing Committee ki member hain, usi Standing Committee ki, jahan yeh Bill ayi huyi thi aur humlog baith ke bohot saare baat kiye.

Hum do teen cheez bolenge. Pehli baat to yeh kahenge ki yeh bahut hi achcha hain ki jo compensation badha diya hain, kahin Rs 25,000 tha, woh Rs 2,00,000 hua hain. Jo compensation Rs 2,00,000 tha, woh Rs 10,00,000 ho gayi. Par ek cheez mujhe samajh mein nahin aayi ki agar Court batati hain ki Rs 10,00,000 ke upar diya jayega, iss se Rs 12,00,000 ya Rs 15,00,000 aapko milega, toh yeh baki ke paise kahan se aayega? Yeh kuch samajh mein nehi aaya, agar Mantri Ji thoda clear karenge unke bhasan mein toh yeh behtar rahegi ki zyada paisa kahan se aayegi?

Abhi problems hum Clauses le ke baat nahin kar rahe hain kyunki Clauses saare bole hain, hum kuch points de rahe hain, aur utna time bhi nehi hain.

Existing license-holders jo hain, abhi jinke paas license hain, abhi jiske aanewale hain unke liye hum bahut provisions kar rahe hain. Ek learning license online kiya gaya hain. Iske liye meri ek chhoti si baat hain ki yeh joh Learning License agar kisi ko online mil jayega, aur woh usko ek mahina baad agar uske upar kaam karega, toh matlab usko bulaya jayega ya toh iss dauran uska jo ek mahine ke andar yeh agar koi accident karta hain, toh iske zimmedari kiss pe jayegi? Yeh online license ke bare mein yeh choti si problem mujhe lagti hain.

Aur yeh joh existing license jinke paas hain, joh chal raha hain, uske liye kya soch hain? Bill mein pravdhan liya hain ki special training diya jayeja. Jiske paas existing license hain unke liye kya kiya jayega, kyun ki hum jab travel karte hain, aksar dekhte hain, lane ki pehchan nahi hoti hai. Kiss side se jaana chahiye, ek truck ya gaadi aa gaya, aur kaise denge side unko, yeh sab ki jaankari dena zaroori hain. Yeh thik hain ki aap CCTV lagayenge, par yeh sab karne ke liye, kya Central Government iska provision dengi? Iska financing ka provision kahan se aayegi? Kitna time lagega? Bola gaya hain ki, October 2018 se sabhi testing centre automated ho jayega. Mein yeh keh rahi hoon ki automated testing centre State mein bahut kam hai, abhi UP meh sirf ek automated testing centre hain. Kya October 2018 tak sab complete ho payega? Yeh bahut muskhil baat hai. Mujhe lagta hain, Mantriji, agar phir se soche kaise inko time limit diya jayega to woh behtar hoga.

Mantriji ek aur baat boley they, agar koi aap ka paper dekhna chahega, toh aap apna mobile pe search karke apna paper dikha sakte hain, par iske liye online hona zaroori hain. Mantriji ap jaante hain, yahan BSNL/MTNL ka kya haalat hai? Phir bhi agar online proper nahin aayega kyun ki aap Central Hall main chale jaye aapka Wi-Fi nahin aati hain. Aur hamare MP ke ghar mein jaaye, Wi-Fi nahin aati hain toh iss liye bol raha hain ke online ka system agar proper nahi honge to yeh bahut problem wali baat hai. Aur agar aise paper dikhanewali baat hain toh wahan pe police aayega, sochte hain iske liye ki kaise kiya jayega iske liye soch bahut zaroori hain nahin toh bahut mushkil ho jayegi. Drunken driving, yeh ek bahut important point yahan pe kiya gaya hain, drunken driving ke baare mein ek kehne wali baat hai, yeh joh test hain drunken driving iske test bahut kum, toh iske liye sabhi jageh mein jana zaroori hai, dena zaroori hai. Iske liye ek timeframe ki zaroorat hai. Toh yeh timeframe ke baare mein Mantri ji ka kya soche hain ye mujhe lagta hain bahut zaroori hain. Defective roads, jiske baren mein sabhi bol rahe hain, yeh defective roads ke chalte, National Highway mein bhi hain aur bahut saare State Highways mein bhi problem hain, yeh jo defective roads hain agar yeh defective roads ke karan joh accidents hote hain usko humlog abhi kaise samhalenge, matlab yeh Bill agar pass ho jayegi to yeh sab provisions aah jayega. Toh yeh agae chalke kaise karenge yeh sab defective roads ke problem ko kaise saltaya jayein sochna padega.

Aur ek baat, hum zaroor kehenge, ki eh Bill ke, is Bill main State Government ko cooperative federalism ki jo baat ho rahi hain, State Government ko bahut kam confidence mein liye gaye hai. Yeh State Government ko zyada – abhi hamari colleague bol rahe they ki West Bengal se Transport Minister aaye nahin hain, humare wahan se aksar hamari wahan batein hu hai, hum log jab Standing Committee main bulaye teh, sabhi Transport secretaries ko, sabhi aaye teh, saab aapni aapni baat rakhe teh. Aur ushike  ke hisab se hum log diye hai. Toh meri kehne wali baat ye hai ke agar cooperative federalism ko yehan pe jod dena bahut zaroori hai, State ko confidence main lana bahut zaroori hai, National Transportation Policy main State ko confidence main lana chaheye aur ye jo NH main agar lanes aalag ho sakta hai, mata nahi yeh kaisa aap sochenge ke NH ke agar lanes aalag ho sakta hai toh sabse behtar rahegi. Aur drivers ki jo comfort, humari colleague bol raha teh, drivers ki comfort, number of drivers badhana yeh bahut zaroori hain.

Humari colleague bol raha teh Driver’s ke comfort, number of drivers badhaana. Yeh bahut zaroori hain. Ekh hi drivers 14-16 jhanta drive kar raha hain. Unke liye number of drivers, yeh sab agar mandatory nahin kiya jayega toh aage jaake shayad ye problem ho jayegi. Drivers ke comfort ke baare mein humlog ko sochna chahiye. Hum aksar dekhte hain ki jab National Highways jaate hain, gaadi khari hain, samney ja ke dehkte hain ki driver so gaye hain. Uske chalte pura atak gaya sab. Ye Bill pass ho jaane se sabhi aa jayenge par aage se ye  kaise implement kiya jayega, iske liye sochna chaiye. And making of vehicles, hum dehkte hain yahan pe bahut speed mein gaadi chalane ki ek humari jo bachho mein aadat hai ki motor bike bahut zor se chalaya jaye toh unko herogiri zyada lagta hai. Gaari ke liye bhi ye hota hain. Aisa kya kiya jaa saktha hain ki nahin agar soche aage chalke ki jo vehicles banatein hain, unko agar bola jaye ki India mein agar jo gaadi 80 ya 100 se zyada chalti hain, chal nahin payenge usko aap kyun 180 ka speed bana rahe ho.Tab woh toh chalayenge 100, 120 mein, 140 mein. tab toh accident hone ki chances hain. Woh speed agar wohi se, making ke time mein, manufacturing ke time mein hi speed control kiya jaye. Agar manufacturing ke time mein, yeh overloading of the lorries, jaise 10 ton ki lene ki baat hain 40 ton le liye hain. Yeh agar usko wahin se control kiya jayega toh aage chalke shayad ye sab problem suljha sakhte hain. Aage chalke mera mantri ji se yehi kehna hain ki aap jo Bill laye hain, ye Bill hum pura samarthan karte hain aur aisa Bill bahut kam aate hain. Hum sabhi aapke abhari hain aur aage chalke agar jo hum soch rahe hain, agar aap bhi iss mein zyada aapka dimaag daalein, hum jaante hain ki aap bahut sare soch rakhte hain. Aisa kuchh sochein toh aage chal ke humare liye bhi bahut achha hoga.

Yeh jo answer mila hain humne dekha hain aur sab ek hi baat bol raha hain ki enhance karwana hain aur Anganwadi jitna kaam kar raha hain, yeh 3,000 dikhaya gaya hain aur mujhe lagta hain issko double karna chahiye Central Government ki taraf se.

42% State ko diya gaya hain par yeh jaise MPLAD-wala ho gaya saare Ministry bol raha hain ke MPLAD se karo. Isske baare mein mera binti hain ki Anganwadi ke liye aap please yeh double kar dijiye. Kyunki unke kaam bahut hain and rural area mein bahut zyada kaam hain.

Government of India ke Ministry of Culture artists ko Rs 6,000 har mahina aur guru ko Rs 10,000 har mahina tankhwa deti hain. Yahaan pe Labour Minister baithe hain; unko pata hain ek worker ko har mahine Rs 10,000 milta hain aur hum to artist log hain.

Abhi Ministry of Culture ne jo niyam banaya hain, humein apna theatre aur dance chhodke sirf papers aur form fill-up karna padta hain. Main aapke madhyam se Ministry of Culture se vinti karti hoon ki artists ka salary badhaya jaay aur yeh paperwork kam kiya jaay.

Thank You Madam. The Minister has spoken in great detail. However, we have seen that after the new President took office in USA, the Indians are under attacked regularly. We have given statements on the issue.

Our Prime Minister has visited US several times in the last 3 years. He also welcomed the new President after he took office. However, our friends who are based there are concerned. What is the government doing about this?

They keep saying ‘we are taking up the things with US government’ but I want to know what specific steps are being taken by the Govt of India to ensure the safety of Indians in the USA.

Thank you Sir, aapne mukhe mauka diya, main aap ke abhari hoon aur main aapne party ka bhi abhari hoon ki humein mauka diya gaya. Pehle to hum Jagdambika Ji ko thoda correct kar de ki jab Mamta Banerjee, jo abhi hamare Mananiya Mukhya Mantri hai, Rail Mantri thi, tab hi PPP model mein pehli dafa yeh sab stations development huyi hain.

Is bar Railway Budget mein 12 points diye huye hain, us mein kahin bhi punctuality ke barien mein ek bhi shabd nehi hain. Abhi aap jante hain ki aksar bohot hi train late ho rahe hain, iske bare mein yahan pe kahin zikar hona chahiye tha mujhe lagta hain aisa.

25 stations ko redevelop kiya jayega. Hamare jo constituency hain, Balurghat, wahaan pe Gangarampur-Buniyadpur yeh sab areas develop hi nahi hua hain. Aisa maine aap ko bohot dafa chitthi diya hain, NFR mein diye hain, tab bhi aisa kuch nahi hua. Gangarampur bahut neeche reh giya, lok chadh nahi paate hain wahaan se. Yeh develop karne ki bahut zaroorat hain. Aap redevelop karne se pehle agar yeh soch le to behtar hoga.

Aksar mujhe Rail mein safar karna padhta hain, raat ko whole night travel kar ke jaate hain apne constituency. Rail ke cleanliness ki halat abhi bahut hi kharab hain, Sir. Aap agar dekh le to yeh bahut behtar rahegi. Yeh zyada taur dekhna bahut zaroori ho gaya.

Coach Mitra ke barein mein aap ne Mention kiye hain ki abhi jo bhi complain hain woh aage chalke yahan launch kiya jayega to log complain kar payenge.

Toh abhi tak toh jo system hain, usme koi aisa nahin hain ki complaint karne ke baad feedback mile. Toh yeh feedback kaise mile, logon ko kaise maloom pare ki mera complaint darj hua hain ki nahin, uske upar action ho raha hain ki nahin, iske upar agar aap zara soche toh behtar hain.

Metro Railway ke liye aap ek baat bataye hain which is very important, I believe. A new Metro Rail Act laya jayega that will facilitate greater private participation and investment in construction and operation. Aur bola gaya hain ki kuch naya policy le ke aayenge aap jiske upar kuch employment generate hogi. Iske bare mein yahan kuch charcha ho nahin paya, par mera question yeh hain ki, kya hum log privatisation kit arak ja rahe hain?

Railway aisa hain ki aam janta us par chadte hain. Agar Railway privatisation ki taraf jaate hain – kyunki IRCON ko dekhiye, IRCTC ko dekhiye, jinko aap stock exchange mein list kar diye hain – toh lagta hain ki aage chalke yeh private hathon mein chala jayega. Toh Government ki kya soch hain yeh janna bahut zaroori hain. Rail jaisa important cheez  agar privatisation ki taraf jayega toh hamari party zaroor iski virodh karegi, humlog isko support nahin karte hain, kyun ki Rail aam janta ke liye hain jo Government ke paas rehna chahiye.

Mera aur ek request hain. Purane bahut sanctioned projects hain. Jaise Mamata Banerjee jab Rail Mantri thi tab bahut saare projects di thi. Mere constituency mein bhi kuch projects the. Jab Trinamool ne government chor diya, tab woh sab projects bandh ho gayi thi. Usme se haal hi mein – maine aap ko bahut dafa likha hain – iss bar Balurghat-Hili project diya hain, jo bohut important hain. Buniyadpur mein ek wagon factory bhi hain jiska koi zikar nahin hai. Is bar bhi 1000 rupaye de kar chor diye hai. Aise karke agar purana  project  picche chala jayega aur naya project aage aate rahenge toh purana projects ka kya hoga?

Dusri baat yeh hai ki aapne bullet  train ka zikar kiya hai, bohut badiya hoga agar bullet tran India mein chal sakti hain toh. Mere constituency mai ek/do train hain, rail lines kam hain. Is meh bullet train kahaan seh aayegi yeh sab problem hai agar aap dekh payein toh behtar rahega.

According to my knowledge jo humara metro rail hai, is bar metro rail ke project mein paisa diya gaya hai kuch. Metro ka jo bhi problem tha State Government ne resolve kar diya hai. Yeh humari maang hai ki agar aap metro rail ki projects ko expedite karein toh behetar rahega aur agar koi bhi problem reh jaye toh usko resolve karne in koshish karenge. East-West Corridor ka kya hua; is mein aapka ka kya soch hai, is ka zikar nahi hai. Aage jaake iska zikar ho to behtar rahega.

Is bar jo Rail Budget aur General Budget ko jod diya gaya hai, is ke peeche kuch kaaran toh hoga. Humein aisa koi kaaran samajh mein nahi aaya par ek chinta vyakt kar rahi hoon ki Railway ki privatisation karne ke liye hi yeh Budget se mila diya gaya hain; alag budget bandh kar diya gaya hai. Aisa nahi hona chahiye; aisa humara soch hain ki asal result kya hain yeh agar aap yeh sadan ke samne vyakt kare ke kyun Railway Budget ko General Budget ke sath mila diya gaya hai yeh saamne aana bahut zaroori hai.

Mere ek colleague ne aur ek request kiya hai ki Bishnupur-Tarakeshwar rail line bhi thoda jaldi se complete ho gaya toh bahut badiya hoga.

Aur aakhir mein aur ek baat. Meri jo constituency hai Balurghat, woh bahut hi backward hain. Mamata ji ne bahut sare projects diye the; woh projects agar aap phir se soch ke de dete hain toh hum bahut abhari rahenge.

Safety ke liye aap logon ne mention kiya hai Rs 1 lakh crore paanch saal main denge. Rs 20,000 crore every year, jis mein se Rs 15,000 crore government se ayegi aur Rs 5000 crore railway generate karegi. Yeh kahaan se generate karegi, kaise generate karegi is ke barein main aapka kya policy hain? Safety policy kya hai?

Safety bahut important hai. Ladkiyon aur mahilaon ke saath joh battameezi hoti hain trains mein us pe dhyan denge toh hum aap ke bahut aabhari rahenge.

Arpita Ghosh asks Supplementary Question on spreading awareness about Pradhan Mantri Jan Aushadhi Yojana

Thank you, Madam. I would like to use this opportunity to highlight that in my State West Bengal, our CM Mamata Banerjee has already started fair price medicine shops. Madam, my question to the Hon. Minister is by when would the mandated 3,000 fair price shops be opened by the Central Government?

My second question is whether the Govt is contemplating to form any committee to involve MPs in spreading awareness. People must be aware for the benefits of the scheme. Is the Minister thinking anything on these lines?

Thank you, Speaker Madam. Mera jo MP quarter hain wahaan pe WiFi pariseva sahi nahi hua hain, optical fibre charo taraf chhahel raha hain. Mera jo Balurghat constituency hain woh ek rural area hain. Abhi Mantri sahab bata rahe the ke rural area pe kaam zada ho raha hain; mera constituency mein abhi tak line proper nahi hua hain, adha din line kharab rehti hain.

Mujhe ek baat samajh me nahi aa raha hain. Yeh sarkar optical fibre ki baat kar raha hain, cashless economy ki baat kar raha hain, internet ki baat kar raha hain, toh is pe jor diya jai ke kaise Government kaam karegi, kyuki private parties agar itna achha kaam kar raha hian toh kaise government nahi kar sakti hain. Pradha Mantri ji vigyapan mein aa raha hain. Mere constituency Balughat mein kab tak yeh pariseva thik ho jayegi, sahi matlab se kabse ye chalu ho jayegi.

 

 

 

Arpita Ghosh speaks on the demand for dredging of Atreyi river

Thank you, Madam.

My parliamentary constituency Balurghat falls under South Dinajpur district. The Atreyi river flows in this region, which finds mention in the Mahabharata. There are many areas in my constituency which are Mahabharata connection. So, this river is the heart of my constituency. But no dredging has been done here for a long time.

I have brought the issue up with Hon’ble Minister several times. I have raised the issue in the Standing Committee also. My constituency is agro-based region. I would like to request the Hon’ble Minister to carry out dredging in river Atreyi so that the entire region is benefitted.

Arpita Ghosh speaks on Funds under PMKVY during Question Hour

Thank you for giving me the opportunity.

Actually I have a very small Question. I have seen that Hon’ble Minister is saying that it is a nationwide scheme which is operated by Central Government. And some state-wise things are there.

The total enrollment in West Bengal was 1,17925 and till date training process has been completed for 76,400. There is no provision for jobs for those trained under PMKVY 1. My question is that has the government thought about jobs for those who have already been trained?
