Amit Mitra asks Centre to come clean on GST

In a letter to Arun Jaitley, West Bengal finance minister Amit Mitra says Centre concealed crucial information on service taxpayer base from states.

While the states had so far been led to believe that the service taxpayer base was 1.1 million, new data supplied to the state finance ministers reveal that it is actually 3.05 million—almost thrice of what was assumed so far. This, Dr Mitra argues, has unfairly influenced the discussions, especially on the sharing of administrative powers between the Centre and states.

The sharing of administrative powers between the Centre and the states for controlling traders and service taxpayers in a GST regime has been a point of contention.

After the first meeting of the GST council, it was concluded that the Centre will control all the existing 1.1 million service tax dealers. In the case of goods, it was agreed that goods traders with an annual revenue threshold of less than Rs 1.5 crore would be administered by states and anything above jointly by the Centre and states.

However, in the second meeting of the GST council, the states demurred, claiming the minutes of the meeting did not adequately reflect what was discussed; this forced the council to go back to the drawing board on the administrative control of both goods and services.

“The minutes of the 1st and the 2nd GST council meeting clearly records a tax base of around 1.1 million for service taxpayers,” Dr Mitra wrote in a letter dated 28 October, before adding, “Suddenly, we find that the service taxpayers number has escalated to 3.05 million out of which 2.64 million are shown as active taxpayers.”

“This implies that the service tax base has grown 3 times over 2 years. What is even more surprising is that even a month ago this fact was not told to the states,” he wrote, adding that the figures seem an afterthought, surfacing only after the issue of dual control was discussed in the last GST council meeting held on 18-19 October.

In his letter, Dr Mitra also pointed out that the disaggregated data of value-added tax (VAT), excise and service tax base based on thresholds of Rs 1.5 crore and Rs 20 lakh had not been shared with the states so far. He also added that the states were likely to get the updated data on the taxpayer base only by 1 November, which left them only a day to deliberate before the GST council meeting. The data shared with states by the GST council secretariat was updated as of 19 January 2016.

In order to strengthen business ties with US, Bengal Finance, Commerce and Industries minister Dr Amit Mitra spent one-and-a-half hours with the US India Business Council (USIBC), a little after Monday midnight, on video conference.

The meeting, attended by USIBC president Mukesh Aghi, global CEO of MasterCard Ajay Banga, Ambassador Frank Wisner, consul general of India in New York Riva Ganguly Das and 35 others, was held in New York. Along with Dr Mitra, Trinamool MP and spokesperson Derek O’Brien pitched Bengal as the next global destination.

Pointing out that at the macro-economic level, the growth of Bengal stood far above that of the rest of the country, the state finance minister cited four examples based on 2015-16 figures that showed that the state outpaced GVA growth nationally by 4.72%, industrial sector growth by 3.29%, agricultural sector growth by 4.45% and services sector growth by 4.79%.

Dr Mitra further said that the state economy was at a more solid footing compared to that during the Left rule in 2010-11. The GSDP (at current prices) has doubled, fiscal deficit and revenue deficit has been brought down, and state’s own taxes have doubled in four years. Plan expenditure has grown thrice and capital expenditure has grown by seven times. Physical infrastructure in the state had grown fourfold, he added.

“Changes in Bengal in the past five years have been palpable and terrific,” said Ajay Banga, chairman emeritus of USIBC & global CEO of MasterCard.

“The 90-minute meeting was purposive. The Q&A session was also invigorating. We are glad that delegates in NYC were receptive to hard numbers about Bengal growth story of 5 years under the leadership of Mamata Banerjee,” O’Brien said.

মার্কিন শিল্পপতিদের রাজ্যে বিনিয়োগের আহ্বান শিল্পমন্ত্রীর

রীতিমতো নজিরবিহীনভাবে মধ্যরাতে নবান্ন থেকে ভিডিও কনফারেন্সের মাধ্যমে মার্কিন শিল্পপতিদের এ রাজ্যে বিনিয়োগের জন্য আহ্বান জানানো হল। সোমবার রাত সাড়ে ১১টা থেকে সওয়া ১টা পযর্ন্ত নবান্নের ১৩ তলার কনফারেন্স রুম থেকে ওই ভিডিও কনফারেন্স করেন অর্থ ও শিল্পমন্ত্রী অমিত মিত্র। অপরদিকে নিউইয়র্কের মিডটাউনের মার্কিন ইন্ডিয়া বিজনেস কাউন্সিলের বোর্ড রুমে ছিলেন প্রায় ৫০ জন শিল্পপতি ও শিল্পসংস্থার কর্ণধার। সেই তালিকায় গ্লোবাল মাস্টার কার্ডের চেয়ারম্যান অজয় বাঙ্গা, ফ্র্যাঙ্ক উইজনারসহ একাধিক বিশিষ্ট ব্যক্তি উপস্থিতি ছিলেন।

রাজ্য সরকার তথা এদেশের প্রতিনিধি হিসাবে নিউইয়র্কে ভিডিও কনফারেন্সে উপস্থিত ছিলেন তৃণমূলের রাজ্যসভার সদস্য ডেরেক ও ব্রায়েন এবং নিউইয়র্কে নিযুক্ত ভারতের রাষ্ট্রদূত। রাজ্য সরকারের তরফে অমিত মিত্র ছাড়াও শিল্পদপ্তরের প্রধান সচিব এসএম কৃষ্ণা এবং ডব্লুবিআইডিসি’র ম্যানেজিং ডিরেক্টর সুরেন্দ্র গুপ্তা উপস্থিত ছিলেন।

নিউইয়র্কে সময় তখন বেলা ২টো। ভিডিও কনফারেন্সের শুরুতেই মার্কিন ইন্ডিয়া বিজনেস কাউন্সিলের তরফে দ্বিতীয় বার জয়ের জন্য মমতা বন্দ্যোপাধ্যায়কে শুভেচ্ছা জানানো হয়। সেই সঙ্গে তারা জানিয়ে দেয়, পেপসি, কোকাকোলা, কগনিজ্যান্ট-র মতো মার্কিন সংস্থা রা঩জ্যে রয়েছে। পশ্চিমবঙ্গ শুধু উত্তর পূর্বাঞ্চল নয়, এশিয়ান দেশগুলির গেটওয়ে। অমিত মিত্র রাজ্যের রাজনৈতিক স্থিতিশীলতার ব্যাখ্যা করে বলেন, রাজ্যে শিল্প বিনিয়োগের পরিবেশ রয়েছে। এ রাজ্য থেকে বাংলাদেশ, নেপাল, ভুটানেও ব্যাবসার সুযোগ রয়েছে। কগনিজ্যান্ট নতুন করে ১৫ একর জমি নিয়েছে। সেখানে পুনরায় তথ্যপ্রযুক্তি সংস্থা চালু করবে। নতুন করে ১৫ হাজার কর্মসংস্থান হতে চলেছে। কোকাকোলা ১২০০ কোটি টাকা বিনিয়োগ করেছে। তাদের প্রতিষ্ঠানে ‘মাজা’ তৈরি হচ্ছে। রাজ্যে বিনিয়োগের সব সম্ভাবনা রয়েছে।

সেই সব দিক ব্যাখ্যা করতে গিয়ে কত রাস্তা হয়েছে, কত স্কুল, কলেজ, বিশ্ববিদ্যালয় তৈরি হয়েছে তার উল্লেখ করেন অমিতবাবু। মার্কিন শিল্পপতিরা অমিতবাবুর কাছে জিএসটি নিয়ে রাজ্যের স্ট্যান্ড জানতে চান। তিনি বলেন, আর কোনও সংস্থাকে একাধিক ট্যাক্স দিতে হবে না। একটি ট্যাক্সের মাধ্যমে সব ট্যাক্স দেওয়া যাবে। তিনি যে জিএসটি’র এমপাওয়ার্ড কমিটির চেয়ারম্যান, তাও জানিয়ে দেন। সেই ভিডিও কনফারেন্সে নিউইয়র্কে উপস্থিত রাজ্যসভার সাংসদ ডেরেক ও ব্রায়েনও কেন্দ্রীয় সরকারের ভূমিকারও ব্যাখ্যা করেন। ভারত ও পশ্চিমবঙ্গ সম্পর্কে অভিজ্ঞ ফ্র্যাঙ্ক উইজনারও পৌনে দু’ঘণ্টার ভিডিও কনফারেন্স নানা বিষয় তুলে ধরেন। জানতে চান, দেশ ও রাজ্যের রাজনৈতিক পরিস্থিতি।

পশ্চিমবঙ্গের শুধু রাজনৈতিক পরিবর্তন নয়, অর্থনৈতিক পরিবর্তনও জানতে চান অমিত মিত্রের কাছে। অমিতবাবু তাঁদের কাছে আগেই পাঁচ পাতার নোট পাঠিয়েছিলেন। সোমবার গভীর রাতে রাজনৈতিক পরিবর্তনের পুরো ব্যাখ্যা করেন। জানিয়ে দেন, রাজ্য স্থায়ী সরকার চলছে। সেই সঙ্গে পরিকাঠামো, ভারী শিল্প, শিক্ষা, পর্যটন, তথ্যপ্রযুক্তি সেক্টরে বিনিয়োগ করার জন্য আহ্বান জানান। সেই সঙ্গে আগামী ২০-২১ জানুয়ারি বিশ্ববঙ্গ সম্মেলনে হাজির হওয়ার জন্য মার্কিন শিল্পপতিদের কাছে আবেদন করেন শিল্পমন্ত্রী অমিত মিত্র। মার্কিন ইন্ডিয়া বিজনেস কাউন্সিলের এক প্রতিনিধিদল এ রাজ্যে আসতে পারে বলে নবান্ন সূত্রে জানা গিয়েছে।

Bengal Industry Minister holds meeting with Chinese delegation

Bengal Finance and Industry Minister Dr Amit Mitra on Sunday chaired a meeting with a Chinese business delegation at Nabanna.

A Chinese delegation had earlier surveyed the State’s industry infrastructure and had expressed desire to invest in Bengal.

In September 2016, a 21- member business delegation had visited Kolkata. That China is looking at Bengal as an investment destination and the country feels that business environment in the State has improved over time, was expressed by the chairman of Worldwide Business Culture Exchange Centre, who was from Beijing.

Q: Your state has been one of the biggest proponents of goods and services tax (GST). What happened, what went wrong, why did the state backtrack on the GST bill?

Dr Mitra: I don’t think that the state backtracked at all. There was a special session called for a very difficult and important subject—changing the name of the state—and that involved 3-4 hours of discussion. There was also a dengue issue which the opposition wanted to raise and Mamata Banerjee was gracious in having discussed at the democratic level that required several hours. We had a third topic which related to centre-state relations vis-àvis flow of funds.

Now if you have to do a GST in the middle of that one-day session it will require at least 2-3 hours of discussion, according to demands made by both sides of the floor. West Bengal led by Mamata Banerjee has been the biggest supporter of GST. It was we who helped the most not only in the Lok Sabha, but in the Rajya Sabha as well.

In 2009 in our manifesto we had GST. I believe you only need 50% states to ratify and it has been ratified and after the assembly session where we could not accommodate because of the local serious pressures of name change of the state, I have chaired an empowered committee meeting as finance minister of West Bengal where we called all the industry associations, company secretaries, chartered accountants and small and medium enterprises. So this is a work in progress.

Q: By when do you think would this be passed by your assembly?

Dr Mitra: Well, it is a matter of the next assembly meeting, whenever it comes, we will bring it up, but at this time there is practically no need to go through this process as a binding issue, because the President has already given assent. We are the most important supporters of the GST for the people of India.

Q: Which is why it came as a surprise to many and they said that possibly there are some issues that you want to sort out before you pass the bill.

Dr Mitra: Issues are parallel issues, issues which relate to federalism in India …. nothing to do with GST. For example, over Rs6,000 crore has not been received by the state including 100 days work compensation, so it is an ongoing process.

We have taken 26% equity in a deep sea port. We are also building our own state ports, there is a conversation going on.

In centre-state relations, we stand for federalism, this is an ongoing process. It is a different track altogether. As far as we are concerned, the government-to-government relawhat tionship goes on with its processes.

GST is for national interest and therefore Mamata Banerjee stood in support of it. That will continue and I continue to chair the empowered committee of finance ministers on behalf of my state. What is happening as far as the empowered panel meetings are concerned in terms of the discussion or rather the differences as far as a rate is concerned? Some states say it should be raised up to as much as to 24%, some say it should be around

Q: 18%. How are those discussions going; where do you think it will settle?

Dr Mitra: I think the key point is there are multiple rates given by researchers, so the chief economic advisor to the government of India suggested 15-15.5% in the average rate, then you had at one time National Institute of Public Finance and Policy suggesting 27% and there is the Vijay Kelkar committee report, which came as the first report on GST, suggesting 12%. This is a matter of revenue neutrality so that state revenue is preserved. Different states may have different views but has happened is the empowered committee has fully given support unanimously to the fact that we have two principles.

Principle one: GST rate should not be such that common people get inflationary pressure. What’s the point of GST, which at the end of the day is for the people?

Principle two: it should not be so low that states do not get revenue, centre has to compensate for 5 years and they don’t have the money to compensate. Despite constitutional process they may get into a problem, so it should be an optimal rate, not a maximal rate.

Q: Where is that optimal rate coming up to?

Dr Mitra: This is exactly what the GST council will debate in the coming weeks. I am sure it will be a full debate.

Q: Do you think between 20-22% is where it should land in terms of a cap?

Dr Mitra: It would be very difficult for me to hazard a number as a guess. It would be pre-empting the views of other state finance ministers.

Q: If I talk to you as the finance minister of Bengal, what would your view be?

Dr Mitra: I would not present the view here. I would present it at the GST council. The reason is, we have to discuss it, we have to listen to each other, only then after listening to arguments of each other along with the Union finance minister who is the chair of the GST council, will we arrive at a decision. It is too pre-emptive today for me to just give you a rate. It would be unfair and wrong.

I am not asking you to give me a rate and say that this is the rate that we will finalize because obviously it is a discussion, there are so many states and Union territories that would be discussing it. But from the perspective of a finance minister of a state, if you look at your revenue, if you look at the taxation system and stuff, where do you think the cap could come up to?

I don’t think I can hazard a number for you because as chairman of the empowered committee I cannot say, I just cannot give you a number. Let it come up in the GST council which is happening very soon, let it be discussed.

It is a national issue, this is a very serious issue. I have given you the principle which the empowered committee has defined unanimously—not so high that the industry passes that on to the consumer and there is inflationary pressure. In fact, during the discussion of the empowered committee with the chambers of commerce, one of the questions raised by finance ministers was, when taxes are raised industry tends to pass on those taxes to the consumers and why should they bear it?

Q: When taxes get lowered, will the industry pass this on to the consumers?

Dr Mitra: So, I would say that we have defined the principles at the empowered committee of all finance ministers across political parties and across states.

Q: For the panel there are two months to discuss and come up with a consensus as far as all the issues are concerned. Do you think that is a fair enough time?

Dr Mitra: It depends on the intensity with which this is conducted. If you are going to do it on a war footing every day, every week where everybody becomes available, attempt will be to see how this can come up within a certain space of time. Also it will depend on the number of industrial issues that come up. For example, today an industry has 5% value added tax (VAT) and now it is going to face X percent revenue neutral rate (RNR), that industry may be employing 20 million people, that industry will come up and say to you please don’t change my 5% to a much higher number.

So, that has to be discussed in the GST council. There may be categorization of areas, where there are sin goods, there are luxury goods, there are non-luxury goods, all this has to be defined to the satisfaction of the entire GST council.

So, all this will come on the table and already the empowered committee has received many representations. It will go into 6,000-7,000 pages of representations from the industry because we invited that as there should be dialogue. All this has to be collated, structured, made into some kind of a framework and then on principles this will be discussed at the GST council.

Chinese delegation eyes investment in 7 sectors in Bengal

A 21-member Chinese trade delegation on Monday expressed their interest to invest in seven different industrial sectors in the state. The delegation – consisting of chief executive officers, vice-presidents and managing directors of 13 different companies met the local business fraternities on a ‘Business to Business’ gathering to discuss trade and investments in Bengal.

On Monday, Bengal Commerce and Industries Minister Dr Amit Mitra met the Chinese delegates. “They are interested to invest in the sectors of coal machinery and equipments, metallurgy, mining, electrical, chemical productions, pharmaceutical and medical equipments, biological equipments, hydropower and real estate materials,” Dr Mitra said.

The Chinese delegation is interested in manufacturing, infrastructure, real estate and heavy machinery. The scenario of Bengal is business friendly and conducive for investment, the delegation thinks..

The Chinese Vice-President Li Yuanchao had met Chief Minister Mamata Banerjee in November 2015, and assured her to send a business delegation to the state.

“Chinese Vice-President had met Chief Minister Mamata Banerjee and at the time had assured her to send a business delegation. With a focus on investment, the 13 companies from China have come to explore business opportunities in Bengal, whose aggregated turnover is USD 10 billion,” said Dr Mitra, adding that a delegation comprising top bosses of ‘Fortune 500’ companies is set to visit the state in November this year.

Additionally, the Chinese delegation will have discussions with Bengal Industrial Development Corporation (WBIDC) and also visit a manufacturing zone at Burdwan’s Panagarh to get exact knowledge of investment opportunities in the state.

“The Chinese delegation will visit the Matix factory at Panagarh. It will give them genuine knowledge of industrialisation in the state. As the first phase of its Panagarh urea plant is ready for commissioning, Matix Fertilizers plans to invest Rs 6,500 Cr in the second phase of the project,” the State Commerce and Industries minister said.

Dr Mitra said the Chinese companies have also shown their interest in the Micro, Small and Medium Enterprises (MSME) sector, which will be given support on behalf of the state government as per the industrial policy. The state has 6,000 acre of land in 23 industrial estates. “The huge trade deficit shows us that we should do more business with China,” Mitra added.

“We have invited the Chinese delegation to attend the Bengal Global Business Summit and I hope they will take a firm decision on investments in the state. Chinese do not take much time. Many countries take time to research, Chinese are not like those. They are always quick to grab the opportunities,” Dr Mitra said.

ধাতু বিদ্যা, খনিজ সরঞ্জাম এবং উত্পাদন বিষয়ক বিভিন্ন খাতে বিনিয়োগের ইচ্ছা প্রকাশ করেছেন দলটি।বাংলায় শিল্প বিনিয়োগের রূপরেখা তৈরী করতে তুমুল উত্সাহী চিন। এই প্রতিনিধি দলকে উপযুক্ত জমি দেখতে পানাগড় নিয়ে যাওয়া হয়।দুদিন ব্যাপী এই সফরে তাদের চাহিদা অনুযায়ী ল্যান্ড ব্যাংকে থাকা বাকি জমিও দেখানো হবে। ১৩টি শিল্প সংস্থার ১৯ জন প্রতিনিধি এখানে আসেন। এই ১৩টি সংস্থার বার্ষিক আয় ১০০০ কোটি ডলারের বেশি। ফরচুন ৫০০ নথিভুক্ত কয়েকটি চীনা সংস্থাকে নিয়ে আগামী অক্টোবর মাসে এই প্রতিনিধিদল আবার আসবেন। সাংজি এনার্জি গ্রুপের পক্ষ থেকে জলবিদ্যুৎতে বিনিয়োগের আগ্রহ প্রকাশ করা হয়েছে।

SpiceJet’s hub in Kolkata to start more flights

Domestic Airlines major Spicejet is going to start new flight services to Silchar, Aizawl, Guwahati, Gorakhpur and Vizag from the city starting October 4, just ahead of the Durga Puja festivals.

From December, the airline would start daily direct flight services from Kolkata to Dhaka and Chittagong in Bangladesh

This was announced after a meeting between the Bengal Chief Minister Mamata Banerjee and the SpiceJet Chairman and Managing Director Ajay Singh.

The Bengal Chief Minister requested the airline to consider connecting the eastern metropolis to Europe with direct flights.

Stating that Bengal is the gateway to north-east India, Nepal, Bhutan, Bangladesh and even the ASEAN countries, she said the government will give all possible support.

The State finance minister Dr Amit Mitra said under a new state government policy, any additional or new flight from Kolkata would attract a 15-per cent tax on aviation turbine fuel, the lowest among all the metros. “The rate is 30 per cent but we have decreased it to 15 per cent. In Delhi, it is 20 per cent and in Mumbai, it is 25 per cent,” he added.

অক্টোবর থেকে বেশ কয়েকটি জায়গার সঙ্গে কলকাতাকে আকাশপথে জুড়ে দিচ্ছে স্পাইসজেট।

আগামী ৪ অক্টোবর থেকে কলকাতা-শিলচর, কলকাতা-গুয়াহাটি , কলকাতা-আইজল, কলকাতা-গোরক্ষপুর, কলকাতা-বাগডোগরা এবং কলকাতা-বিশাখাপত্তনম নতুন বিমান পরিষেবা চালু করতে চলেছে স্পাইসজেট।

গতকাল নবান্নে স্পাইসজেটের কর্মকর্তাদের সঙ্গে বৈঠক করেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বৈঠকে উপস্থিত ছিলেন অর্থমন্ত্রী, মুখ্যসচিব, স্বরাষ্ট্র সচিব, অর্থ সচিব ও পরিহণ সচিব প্রমূখ।সেখানেই নতুন বিমান চালু করা নিয়ে কথা হয়।

মুখ্যমন্ত্রী আরও জানান, কলকাতা থেকে ঢাকা-চট্টগ্রাম উড়ান পরিষেবা চালু করবে এই সংস্থা। কলকাতা-ব্যাংকক এর উড়ান সংখ্যাও বাড়ানো হবে। এছাড়া, কলকাতা থেকে ইউরোপ পর্যন্ত সরাসরি উড়ান পরিষেবা চালু করার জন্য আমরা স্পাইসজেটকে অনুরোধ করেন মুখ্যমন্ত্রী।

মুখ্যমন্ত্রী বলেন, উত্তরপূর্ব ভারত, নেপাল, ভুটান, বাংলাদেশ সহ সব এশিয়ান কান্ট্রিগুলির গেটওয়ে বাংলা। পশ্চিমবঙ্গের অণ্ডাল ভারতের প্রথম গ্রিন ফিল্ড এয়ারপোর্ট।

স্পাইসজেটকে নতুন বিমান পরিষেবা চালানোর ব্যাপারে সমস্ত রকম সাহায্যের প্রতিশ্রুতি দিয়েছেন মুখ্যমন্ত্রী।

শিল্পমন্ত্রী অমিত মিত্র জানান, নতুন/অতিরিক্ত বিমানগুলিকে ১৫% জ্বালানি কর দিতে হবে যা ভারতের মেট্রো শহরগুলির মধ্যে সবথেকে কম। তিনি আরও বলেন, করের হার ৩০ শতাংশ থেকে কমিয়ে ১৫ শতাংশ করা হয়েছে। দিল্লিতে এই করের হার ২০ শতাংশ এবং মুম্বাইতে এই করের হার ২৫ শতাংশ।

On the historic day when Chief Minister Mamata Banerjee handed ‘parchas’ to 9,117 farmers at Singur, state industry and commerce minister Dr Amit Mitra brought out her ‘balance statesmanship’ in which she invited the Tata Group to invest more in the state.

“Chief Minister wants larger margin of investment from the Tata Group. She even had taken two business heads from the Tatas along with her to Munich – a tour to find fresh German investment,” said Dr Mitra at Bengal Chamber of Commerce and Industry meet on Wednesday.

Presenting the growth statistics, Mitra said that the traders’ fraternities of Germany are impressed with the figures. They will come to discuss investment in next Bengal Global Business Summit in January 20-21, 2017.

“We have given jobs to 68 lakh people and the process is still going on,” Mitra said at the BCCI gathering adding the state had largest bank funding in the Micro, Small, and Medium Enterprise (MSME). The MSME contributes 95 per cent of Garman economy. “So, MSME can take a major role in the economy,” Mitra said.

Giving the statistics, Mitra said the present Gross State Domestic Product (GSDP) of the state is Rs 9.5 lakh crore, which was Rs 4.60 lakh crore during the Mamata Banerjee government, had taken the office.

The figure is more than double. The fiscal deficit has reduced from 4.24 per cent to 2.68 per cent, which is an achievement. The revenue deficit of the state has reduced from 3.75 per cent to 1.03 per cent and moving towards zero. The income from state owned taxes have doubled. It was once Rs 21,129 crore, but now figuring at 42,920 crore.

The planned expenditure has increased 3 times; it was around Rs 14,650 crore, but now standing at Rs 54,069 crore. The social expenditure of the state has also grown up 4.5 times from the previous figure.

It has increased 7 times in agriculture, 4 times in physical infrastructure. The capital expenditure have increase from Rs 2,226 crore to Rs 15,947 crore.

“The construction of 10,663 km roads is underway, including 10,000 km rural roads. We have 99 per cent electrification in our states except Sundarbans where two Mouzas are still to be electrified, 6,000 new schools have made, 46 new government colleges have set up, 15 new universities including 8 private universities have come up here,” the industry and commerce minister added.

কৃষকদের স্বার্থ রক্ষা ও শিল্পোন্নয়ন এই দুইয়ের ভারসাম্য বজায় রেখেই শিল্পকে এগিয়ে নিয়ে যেতে চান মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। দেশ বিদেশের বিভিন্ন শিল্প সংস্থাকে রাজ্যে বিনিয়োগের জন্য আহ্বান জানান মুখ্যমন্ত্রী। কৃষি ও শিল্প দুইয়ের ভারসাম্য বজায় রেখে মুখ্যমন্ত্রী যেভাবে বাংলাকে উন্নয়নের দিশা দেখানোর কাজে এগিয়ে চলেছেন তা এক অর্থে প্রশংসনীয়।

বুধবার বেঙ্গল চেম্বার অফ কমার্সের এজিএম অনুষ্ঠানে এসে শিল্প মন্ত্রী অমিত মিত্র বলেন, “মুখ্যমন্ত্রী চান টাটা গ্রুপ বাংলায় আরও বেশি বিনিয়োগ করুক। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের ডাকে সারা দিয়ে টাটার প্রতিনিধি দল জার্মানির মিউনিখে গিয়েছিলেন”।

বৃদ্ধি পরিসংখ্যান উপস্থাপনা করে ডঃ মিত্র বলেন, জার্মানির ব্যবসায়ীরা আমাদের পরিসংখ্যানে খুশি। আগামী বছর ২০১৭ সালের জানুয়ারি মাসে আয়োজিত বেঙ্গল গ্লোবাল বিজনেস সামিটে তারা আসবেন এবং এবিষয়ে আলোচনা করবেন।

“আমরা ৬৮ লক্ষ লোকের কর্মসংস্থান করেছি, প্রক্রিয়া এখনও চলছে। জার্মান অর্থনীতিতে ক্ষুদ্র ও মাঝারি শিল্পের অবদান ৯৫ শতাংশ। সুতরাং, MSME অর্থনীতিতে গুরুত্বপূর্ণ ভূমিকা নিতে পারে,” বলেন অর্থমন্ত্রী।

GSDP পরিসংখ্যান দিয়ে অর্থমন্ত্রী বলেন, বর্তমানে রাজ্যের GDP গ্রোথ ৯.৫ লক্ষ কোটি, ২০১১ সালে যা ছিল ৪.৬০ লক্ষ কোটি। অর্থাৎ দ্বিগুনের চেয়েও বেশি। রাজ্যের আর্থিক ঘাটতি ৪.২৪ শতাংশ থেকে কমে হয়েছে ২.৬৮ শতাংশ যা নিঃসন্দেহে একটি সাফল্য। রাজস্ব ঘাটতি শতকরা ৩.৭৫ থেকে কমে ১.০৩ হয়েছে, ক্রমশ তা শুন্যের দিকে এগোচ্ছে। রাজ্যের আয় বেড়ে দ্বিগুন হয়েছে। আগে ছিল ২১.১২৯ কোটি টাকা এবং এখন তা হয়েছে ৪২.৯২০ কোটি টাকা।

পরিকল্পিত ব্যয় ৩ গুণ বেড়ে গেছে; আগে ছিল ১৮.৬৫০ কোটি টাকা, কিন্তু এখন হয়েছে ৫৪.০৬৯ কোটি টাকা। রাজ্যের সামাজিক খাতে আয় প্রায় ৪ গুন বৃদ্ধি পেয়েছে। কৃষিখাতে বৃদ্ধি পেয়েছে ৭ গুন। মূলধনি ব্যয় ২,২২৬ কোটি টাকা থেকে বেড়ে হয়েছে ১৫.৯৪৭ কোটি টাকা।

শিল্পমন্ত্রী আরও জানান, “ ১০,৬৬৩ কিলোমিটার সড়ক নির্মাণের কাজ চলছে এর মধ্যে ১০,০০০ কিলোমিটার গ্রামীণ সড়ক। সুন্দরবন ছাড়া আমাদের রাজ্যে প্রায় সব জায়গায় ৯৯ শতাংশ বিদ্যুতায়ন হয়ে গেছে। ৬০০০ নতুন বিদ্যালয়, ৪৬ টি সরকারি কলেজ তৈরি হয়েছে। ১৫ টি নতুন বিশ্ববিদ্যালয় তৈরি হচ্ছে, এর মধ্যে ৮ টি বেসরকারি”।

Mamata Banerjee to attend Global Business Conference in Bangkok

Bengal Chief Minister Mamata Banerjee has been invited to speak at the Global Business Conference, scheduled to be held in November in Bangkok.

Business delegates and representatives of the ASEAN countries will be participating in the conference where Mamata Banerjee will be highlighting the investment potential of Bengal.

Expressing her satisfaction over discussions with industrialists during her Germany tour, she said that Bengal is the only and best destination for investment.

“There is enormous capacity in Bengal while other states have completely exhausted,” she said, adding that Bengal is the route of trade for various countries including Singapore, Myanmar, Nepal and Bhutan.

“We are going to attend Bangkok Global Conference. They have invited me to speak on behalf of Bengal because they think the state to be the right destination for investment. They had travelled to Munich to invite me to attend the conference,” she said.

“During our visit to Germany we requested BMW and people from other industries to invest in Bengal. It was a very good gathering. Let us hope for the good. Germany is also sending their representatives for Bengal Global Business Summit,” she said.

The CM said that that she returned with investment of Rs 450 crore investments for the expansion of a solar power project and an order for supply of 25 lakh jute bags.

ব্যাংককে বিশ্ব বানিজ্য সম্মেলনে যোগ দেবেন মুখ্যমন্ত্রী

নভেম্বরে ব্যাংককে যে বিশ্ব বাণিজ্য সম্মেলন অনুষ্ঠিত হতে চলেছে তাতে অংশগ্রহণ করতে আমন্ত্রণ জানানো হয়েছে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়কে। ASEAN দেশগুলির নানা প্রতিনিধি এই সম্মেলনে অংশগ্রহণ করবেন। মুখ্যমন্ত্রী তুলে ধরবেন বাংলার শিল্প সম্ভাবনা।

সদ্য সমাপ্ত জার্মানি সফরে বিনিয়োগকারীদের সাথে আলোচনা সদর্থক হয়েছে জানান মুখ্যমন্ত্রী। তিনি বলেন বাংলাই এখন বিনিয়োগের এক নম্বর গন্তব্য। তিনি আরও বলেন বাংলা নেপাল, ভুটান, উত্তর-পূর্ব ভারতের প্রবেশদ্বার, এখন থেকে সিঙ্গাপুর, ইন্দোনেশিয়াও খুবই কাছে।

মুখ্যমন্ত্রী জানান ২০১৭র বিশ্ববঙ্গ বাণিজ্য সম্মেলনে অংশগ্রহণ করবে জার্মান প্রতিনিধিদল। তিনি বলেন জার্মানি সফরে ৪৫০ কোটি টাকার বিনিয়োগের প্রস্তাব এসেছে।

On September 5, West Bengal Chief Minister Mamata Banerjee left for Germany from Rome, where she had gone to attend the canonisation of Mother Teresa, on the invitation of two of the leading German chambers of commerce — BVMW and the Association of German Chamber of Commerce and Industry (IHK).

Accompanying her, among others, were State Finance Minister Dr Amit Mitra, Mayor of Kolkata and the Housing and Environment Minister, Sovan Chatterjee, and MP Sudip Bandyopadhyay, departmental secretaries, a 29-member delegation of industrialists and members of the press.

Discussions in Dusseldorf

State Finance Minister Dr Amit Mitra invited German businessmen on Monday to attend the 3rd Bengal Global Business Summit (BGBS) scheduled to be held in the city on January 20 next year.

Dr Mitra held discussions with two important ministers of one of the economically crucial States of Germany, North Rhine-Westphalia – Gunther Horzetzky, Minister of Economic Affairs, Energy, Industry, SMEs and Crafts, and Norbert Walter Borjans, Minister of Finance.

Meeting with BMW

On September 6, Dr Amit Mitra, accompanied by Chief Secretary, Finance Secretary, Mayor of Kolkata, Lok Sabha MP Sudip Bandyopadhyay and other delegates, and senior officials of BMP participated in a three-hour-long meeting-cum-presentation-cum-plant visit.

According to Dr Mitra, “The meeting was productive. We will carry the talks forward”. Later, he also invited his counterpart in the German state of North Rhine-Westphalia to Bengal Global Business Summit 2017.

Munich meeting

Mamata Banerjee made an impassioned plea to investors, both foreign and those in the country, to invest in the State and assured them that her Government would pull out all stops to help and support investors.

Giving a personal touch to her fervent plea, the Chief Minister said, “Please consider me as your sister. Consider Bengal as your home. Bengal is the destination”.

Investment potentials galore

On September 8, an interactive session was organised by the Government of West Bengal, the Indian Consulate-General in Munich, the German chamber of commerce, BVMW and the Indian chamber of commerce, FICCI in Munich.

More than 60 German companies were present to interact with the officials of the State Government and with the business delegates of Bengal. The seminar was followed by a meeting with Dr Gisela Splett, State Secretary of the Ministry of Finance of the state of Baden-Wurttemberg.

Another meeting took place with the management of Breuninger Department Store in Munich, where a Biswa Bangla store is being planned to be opened soon.
