Stating that the Centre was trying to undermine the federal structure of the country, the West Bengal Government today said they will not accept the decision to bypass the state finance department in sending funds for MGNREGA scheme.

“Earlier, the money for 100 days work would come to the state finance department from where we used to distribute it to other departments. Now they are starting a ‘Tughlaqi-system’ where they are trying to avoid the finance department,” State Finance Minister Dr Amit Mitra told newspersons here.

A meeting of different departments called by Bengal Chief Minister Mamata Banerjee decided that they would write a strong protest letter to the Centre in this regard. “It is a step against federalism and autonomy of the state. It is as if they do not trust the states. It is against the legislative process and undermines the federal structure,” the State Finance Minister said hoping the Centre and other states would understand the issue.

Dr Mitra said now the Centre was trying to send money directly to beneficiaries. State Education Minister Partha Chatterjee said they were not going to accept the decision which “undermines the jurisdiction of the state.” He alleged that the Centre had shown a tendency to keep the state government in the dark on such decisions. Dr Mitra said they discussed how to start economic reforms without affecting the common man at a special meeting, where secretaries of various departments were also present. “We want a win-win situation where reforms will not hamper the lives of common people,” he added.

একশো দিনের প্রকল্পে মজুরির টাকা সরাসরি কর্মীদের ব্যাঙ্ক অ্যাকাউণ্টে পাঠানোর কেন্দ্রীয় সিদ্ধান্তের বিরুদ্ধে প্রতিবাদ জানাল রাজ্য৷ কেন্দ্র রাজ্যের যুক্তরাষ্ট্রীয় কাঠামোয় হস্তক্ষেপ করছে যা রাজ্য কখনোই মেনে নেবে না।

অর্থমন্ত্রী সাংবাদিকদের জানান, “আগে একশো দিনের প্রকল্পের টাকা সরাসরি রাজ্যের অর্থ দফতরে আসত৷ সেখান থেকে পঞ্চায়েত ও সংশ্লিষ্ট দফতর মারফত কর্মীদের ব্যাঙ্কের অ্যাকাউণ্টে টাকা চলে যেত৷ কয়েকদিন আগে কেন্দ্র এক নির্দেশে সব রাজ্যকেই জানায়, একশো দিনের প্রকল্পের টাকা আর রাজ্যের অর্থ দফতরে জমা দেওয়া হবে না৷ অর্থাৎ এভাবে রাজ্যের অধিকার কেড়ে নেওয়া হচ্ছে৷”।

মাননীয়া মুখ্যমন্ত্রী এদিন বিভিন্ন দপ্তরের মন্ত্রীদের নিয়ে একটি বৈঠক করেন, যুক্তরাষ্ট্রীয় কাঠামোয় হস্তক্ষেপের প্রতিবাদে কেন্দ্রকে চিঠি দেওয়ার সিদ্ধান্ত নেন মুখ্যমন্ত্রী। এটা যুক্তরাষ্ট্রীয় কাঠামোয় এবং রাজ্যের স্বায়ত্তশাসন বিরুদ্ধ একটি পদক্ষেপ। অর্থ দফতরের মাধ্যমে টাকা পাঠানোই নিয়ম৷ সেটা না হওয়া মানে বিধানসভাকেও অবমাননা করা।

অমিত মিত্র জানান, কেন্দ্র এখন সরাসরি কর্মীদের টাকা পাঠানোর চেষ্টা করছে। রাজ্যের শিক্ষা ও পরিষদীয় মন্ত্রী পার্থ চট্টোপাধ্যায় বলেছেন, এই সিদ্ধান্ত যুক্তরাষ্ট্রীয় কাঠামোয় আঘাত৷ অগণতান্ত্রিক ও অসাংবিধানিক সিদ্ধান্ত৷ যতদূর সম্ভব প্রতিবাদ করা হবে৷ তিনি আরও বলেন কেন্দ্রের এই সিদ্ধান্ত রাজ্যকে ক্রমশ অন্ধকারে ঠেলে দেবে।

ডঃ মিত্র জানান, “কীভাবে অর্থনৈতিক সংস্কার করা যায়, যাতে সাধারণ মানুষের মধ্যে আঘাত না আসে, সে ব্যাপারে বৈঠকে আলোচনা হয়েছে৷  কেন্দ্র থেকে একটি পদক্ষেপের চেষ্টা করা হচ্ছে, যা অত্যন্ত ক্ষতিকর৷ যুক্তরাষ্ট্রীয় কাঠামোর বিরুদ্ধে আঘাত৷ রাজ্যের স্বায়ত্ত ব্যবস্থার বিরুদ্ধে৷”

The residents of Raipara village under Nadia’s Chakdah police station are now earning much more by making fly ash bricks, thanks to an initiative of the innovative methods taken up by the Trinamool Government on implementation of the 100 Day Work scheme.

The district administration has started the country’s second eco-friendly brick manufacturing project in Nadia. Around 56 tribal families of Raipara in Silinda-1 gram panchayat under Chakdah block in Nadia have benefited owing to this project under NREGA. So, while their children couldn’t go to school for lack of money a year ago, now they can and are getting three meals a day. Interestingly, all the workers involved in this project are women.

The country’s first such project was set up in Bankura. West Bengal Chief Minister Mamata Banerjee had asked the officials of the panchayat and rural development department to start schemes that will help economically challenged families.

The fly ash comes from Bandel Thermal Power Station. Along with it, sand, lime and gypsum are used to produce bricks and pavement tiles. Thirty lakh bricks will be produced annually and the production cost of each brick is Rs 2 and 6 paisa. These types of bricks are used to construct rural roads and the excess ones are sold for Rs 4 each, which is even cheaper than the bricks available in the market. The workers who are participating in this project are members of a self-help group (SHG). Another SHG has been formed in Ghoramara in Silinda-2 panchayat.

Fifty per cent of these fly ash bricks are bought by the Nadia administration at Rs 6 and 50 paisa. The remaining 50% bricks are kept for those families who are below poverty line. They can buy them for Rs 4 (for each brick). Sixty-five per cent of the profit goes to the members of the self-help group.

Reportedly, the self-help group in Raipara is making a profit every month. Besides this, every member is also getting a labour charge of Rs 174 as per the 100 days scheme.

The project was started in November 2015. About Rs 6.5 lakh is needed to buy a brick manufacturing machine. The Nadia administration has already bought two such machines for the project. To set up a brick kiln, one needs about Rs 24 lakh.

দিদির দেখানো পথে এগিয়ে ১০০ দিনের কাজে সাফল্য নদীয়ার এই গ্রামের

নদিয়ার চাকদহ পুলিশ স্টেশনের অন্তর্গত রায়পাড়া গ্রামের বাসিন্দারা বর্তমানে ইট তৈরি করে ভাল রোজগার করছে। তৃণমূল কংগ্রেস পরিচালিত সরকারের ১০০ দিনের প্রকল্পের অধীনে এটি একটি অভিনব প্রয়াস।

জেলা প্রশাসন নদীয়ায় দেশের দ্বিতীয় ইকো বান্ধব ইট উত্পাদন প্রকল্প শুরু করেছে। নারেগা প্রকল্পের অধীনে চাকদহ ব্লকের শিলিণ্ডা-১ গ্রাম পঞ্চায়েতের রায়পাড়া গ্রামের ৫৬ টি আদিবাসী পরিবার উপকৃত হয়েছে। একবছর আগে টাকার অভাবে তাদের ছেলেমেয়েরা স্কুলে পড়াশোনা করতে যেতে পারত না, এখন তারা স্কুলে যেতে পারছে এবং দিনে তিন বেলা খেতে পাচ্ছে। মজার ব্যাপার হলো, এই প্রকল্পের সাথে জড়িত সব শ্রমিকই হলেন মহিলা।

দেশের মধ্যে প্রথম বাঁকুড়ায় এইধরনের প্রকল্প চালু হয়। পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা ব্যানার্জী পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগের কর্মকর্তাদের অর্থনৈতিকভাবে চ্যালেঞ্জ পরিবারকে সাহায্য করবে এই ধরনের প্রকল্প শুরু করার নির্দেশ দেন।

ফ্লাই অ্যাশ আসে ব্যান্ডেলের থার্মাল পাওয়ার স্টেশন থেকে। এর সঙ্গে বালি, লাইম, জিপসাম মিশিয়ে ইট এবং ফুটপাথের টাইলস তৈরি করা হয়। বার্ষিক ৩০ লক্ষ ইট উত্পাদিত হবে এবং প্রতিটি ইটের উৎপাদন খরচ ২ টাকা এবং ৬পয়সা। এই ধরনের ইট গ্রামীণ সড়ক নির্মাণে ব্যবহার করা হয়। বাড়তি ইটগুলি প্রতিটি ৪ টাকায় বিক্রি করা হয়, যা বাজারে বিক্রি হওয়া ইটের তুলনায় অনেক সস্তা।

যারা এই প্রকল্পে অংশগ্রহণ করেছে তারা সকলেই স্বনির্ভর গোষ্ঠীর সদস্য। শিলিণ্ডা-২ গ্রাম পঞ্চায়েতের ঘোরামারায় আরও একটি স্বনির্ভর গোষ্ঠী তৈরি হয়েছে।

এই ধরনের ৫০ শতাংশ ইট প্রশাসন ৬ টাকা ৫০ পয়সায় কেনে। অবশিষ্ট ৫০% ইট দারিদ্রসীমার নীচে থাকা পরিবারের জন্য রাখা হয়। তারা ৪টাকায় (প্রতিটি ইট) ইটগুলি কিনতে পারে। লাভের ৬৫ শতাংশ যায় স্বনির্ভর গোষ্ঠীর সদস্যদের কাছে।

রিপোর্ট অনুযায়ী রায়পারার স্বনির্ভর গোষ্ঠী প্রত্যেক মাসে বেশ লাভ করছে। এর পাশাপাশি, ১০০ দিনের প্রকল্প অনুযায়ী প্রত্যেক সদস্য ১৪৭ টাকা করে লেবার চার্জ পাচ্ছেন।

২০১৫ সালের নভেম্বর মাসে এই প্রকল্পটি শুরু হয়েছিল। ইট তৈরির মেশিন কেনার জন্য প্রায় ৬.৫ লাখ টাকা প্রয়োজন। নদিয়া প্রশাসনিক কর্তারা এধরনের দুটি মেশিন কিনেছেন। এক একটি ইটভাটা তৈরি করতে প্রায় ২৪ লক্ষ টাকা প্রয়োজন।

The progress that rural Bengal has made during the first term of the Trinamool Congress Government is unprecedented. The people are prospering like never before. The State has made tremendous achievements in the 100 Days’ Work Scheme.

The Panchayat and Rural Development Department has ensured more job security and creation of durable assets. The State Plan expenditure has increased over five times to Rs 38,214.14 crore during 2011-2016, as compared to that during 2006-11.

100 Days’ Work Scheme

There has been more than two times rise in the expenditure incurred under Mahatma Gandhi National Rural Employment Generations Scheme (MGNREGS), also known as the 100-Days’ Work Scheme, during 2011-15, to Rs 18,742.72 crore, as compared to that during 2007-11. A total of 95.73 crore person-days were generated during 2011-16.

The State has achieved unique milestones under this scheme. West Bengal reached its peak during 2013-14 by generating 23.15 crore person-days, the highest in the country. In 2014-15, owing to non-availability of adequate fund from the Government of India like in the previous year, only 16.77 crore person-days could be generated although in terms of expenditure the State retained its premier position with an expenditure of Rs 4,014.89 crore and a pending liability of Rs 1,823.12 crore.

Women’s participation in MGNREGS has increased to 41%, which is an all-time high in the State. The other major achievements lie in a series of innovative activities including mango orchards in Bankura and Purulia districts, support to Indira Awas Yojana housing, cowshed, goatery and poultry sheds under Individual Benefit Schemes, reclamation of land, leading to productivity enhancement, and convergence with different programmes of other departments.

Due to an outstanding convergence model, Lego Gram Panchayat in Bankura district received a national award for overall and effective performance in MGNREGS during 2012-13. Convergence in MGNREGS is now attempted in a big way and different departments are pumping in their resources to enhance productivity through combined initiatives.

Thus we see that West Bengal has made tremendous progress in rural development. It is now one of the top performers in the country.

 

একশো দিনের কাজের প্রকল্প : বাংলা পথ দেখাচ্ছে গোটা দেশকে

তৃণমূল কংগ্রেস সরকারের প্রথম মেয়াদে গ্রাম বাংলায় আনা উন্নয়ন এক কথায় নজিরবিহীন। মানুষের অভ্যুত্থান অভূতপূর্ব। রাজ্য ১০০ দিনের কাজের প্রকল্পে অসাধারণ সাফল্য অর্জন করেছে।

পঞ্চায়েত ও গ্রামোন্নয়ন বিভাগ আরও চাকরির নিরাপত্তা নিশ্চিত করেছে। এই খাতে রাজ্যের পরিকল্পিত  ব্যয় ২০০৬-১১ থেকে পাঁচগুণ বেড়ে ২০১১-১৬ সময়কালে হয়েছে ৩৮,২১৪.১৪ কোটি টাকা।

১০০ দিনের কাজের প্রকল্প

মহাত্মা গান্ধী জাতীয় গ্রামীণ কর্মসংস্থান প্রকল্প (MGNREGS) বা ১০০ দিনের কাজের প্রকল্পে ব্যয় ২০০৭-১১-র তুলনায় ২০১১-১৫ সালে দুগুন বেড়ে হয়েছে ১৮,৭৪২.৭২ কোটি টাকা।২০১১-১৬ সময়কালে মোট ৯৫.৭৩ কোটি শ্রম দিবস সৃষ্টি হয়।

রাজ্য এই পরিকল্পনা অনন্য সব মাত্রা  ছুঁয়েছে। রাজ্য ২০১৩-১৪ সময়কালে ২৩.১৫ কোটি শ্রম দিবস সৃষ্টি হয়েছে, যা দেশের মধ্যে সর্বোচ্চ। ভারত সরকারের কাছ থেকে আগের বছরের মতো পর্যাপ্ত তহবিল না আসায়, ২০১৪-১৫ সময়কালে মাত্র ১৬.৭৭ কোটি শ্রমদিবস সৃষ্টি হয়েছে।

MGNREGS প্রকল্পে নারীদের অংশগ্রহণ বেড়ে হয়েছে ৪১ শতাংশ, যা সর্বকালের সেরা। অনান্য সাফল্য এসেছে বিভিন্ন প্রকল্পের মধ্য দিয়ে। এদের মধ্যে রয়েছে বাঁকুড়া এবং পুরুলিয়া জেলায় আম বাগান, ইন্দিরা আবাস যোজনায় সাহায্য, পৃথক সুবিধা প্রকল্পের অধীনে গোয়ালঘর, ছাগল, হাঁস ও মুরগির বাসস্থান নির্মান, জমি উদ্ধার, এবং অনান্য সরকারী অনুষ্ঠানের সঙ্গে মিলিত হওয়ার প্রক্রিয়া।

একটি অসামান্য মডেল রূপে বাঁকুড়া জেলার লেগো গ্রাম পঞ্চায়েত MGNREGS প্রকল্পে ২০১২-১৩ সালে সামগ্রিক কর্মক্ষমতার জন্য একটি জাতীয় পুরস্কার পায়।

সুতরাং আমরা দেখতে পাচ্ছি যে পশ্চিমবঙ্গ গ্রামীণ উন্নয়নে অসাধারণ অগ্রগতি এনেছে। এই রাজ্য এখন দেশে শীর্ষস্থানীয়।

Speaking at a public meeting in Raipur in Bankura district, West Bengal Chief Minister Mamata Banerjee said that in spite of the huge debt burden imposed on the State Government by the past Left Government, she did not let the developmental works in Bengal come to a standstill.

The Chief Minister said that a major portion of the State’s revenues are being spent to pay the debt incurred by the Left, before 2011. There is acute shortage of funds for developmental works, she said. In spite of the financial burden, the Trinamool Government had kept the process of developmental works unhindered.

From Raipur, the Chief Minister inaugurated 24 projects and laid foundation stones for another 55. She said that the next time she visits, she will inaugurate those, of which the foundation stones have been laid.

The Chief Minister said that in the past four years she had held 84 administrative meetings in the districts. She said that the atmosphere of Jangalmahal has changed and the fear factor that once ruled the area has vanished. She reiterated that peace prevails in Jangalmahal and without peace, development cannot take place.

The Chief Minister said the previous government had distributed on 12,000 pattas in three years while the present Government in four years have already distributed over 3 lakh pattas. She announced that girl students studying between classes VIII to X, who numbers 40 lakhs in Bengal, will be given bicycles.

She said that the payment for 100 Days’ Work scheme has already been released but many places in rural Bengal do not have banks which result in delays.  The Chief Minister also informed that 3.2 crore people in Jangalmahal area are being supplied rice at Rs 2/kg. She announced that besides Bankura, fair price medicine shops are being set up at Khatra and Sonamukhi.

The Chief Minister informed that in spite of the Centre slashing 50% funds in ICDS and other such schemes, the State Government is still carrying on those projects at its own cost.

Burdwan has emerged numero uno in the country in providing 100-days’ work under the MGNREGA, as per the Union Rural Development Ministry.

The District Magistrate has been invited to accept a recognition regarding the same in New Delhi on February 2.

The high rate of participation of SC, ST and women in works under the MGNREGA has been lauded. The feat was achieved due to relentless work of the entire district administration and officials working in the rural sector.
