I must say that this Bill will be really beneficial for the education sector, there is no doubt about that. Of course there are a number of judgments of the Supreme Court and the High Courts with respect to this subject; and Women’s Rights Commission’s opinion is also there.
So far the Bill is concerned I want to point out three things to the Hon. Minster, through you, that so far rehabilitation and integration is concerned, for those affected by the leprosy, very effective and speedy steps should be taken by the Central Government itself and by the different hospitals.
Till now if we look into the persons affected by leprosy in a different standard but although the Bill has been passed what is necessary is that there should be a change of public opinion, specially in the rural areas. For that purpose, endeavours should be taken by the Central Government and the states governments. Large scale publicity should be undertaken. Public consciousness must be built. This is my first point.
Secondly, since it has come under the personal law, I will request the Hon. Minister through you Madam, that unfortunately in our entire country divorce cases have been pending for long, sometimes for decades altogether. Although the family court has been constituted, it is not available everywhere. The family court should be constituted everywhere. The cases must be disposed of speedily. The women of our country are suffering when divorce cases are filed against them.
Madam, under Section 125 of the CRPC, although the provision for maintenance is there but the time limit is not there. I will request the Hon. Minster, through you, that appropriate laws should be brought and speedy receiving of maintenance by the wife and the children should be made in the legislation when a divorce case is pending before the different courts. And family courts should be constituted everywhere.
