Bengal’s development model stronger than Gujarat: Mamata tells PTI in an exclusive interview

In an interview to PTI, Trinamool Chairperson and West Bengal Chief Minister Ms. Mamata Banerjee said that Bengal’s development model stronger than that of Gujarat. In the ‘development-versus-development’ debate, she says there is a “huge difference” between the models pursued by her and Modi because of circumstances.

“Let me answer your question directly. Did Mr A, or Mr B, have the Junglemahal (naxal) problem to resolve? We have brought peace there. Did Mr A or Mr B have the Darjeeling-like problem to resolve? Darjeeling is now smiling. Did Mr A or Mr B inherit a debt burden for his state of over Rs. 2 lakh crore” she told PTI in an interview.

“In spite of overcoming all these, we have been on the path of development,” added Ms. Banerjee.

She was responding when asked if she sees a difference between the models of development being pursued by Mr Modi and her own.

Seeking to justify how her model of development was better, the Trinamool Congress leader said, “Let me talk facts and show how the two states (West Bengal and Gujarat) cannot be compared.”

She suggested that Gujarat has had sustained development without facing any problems while West Bengal `had to rise from bottom upwards` as it had been “ruined for over 34 years by the Communists”.

In West Bengal, she said, every parameter had gone down.

There was “flight of capital” from the State, 50,000 factories had been closed down and one crore people had been rendered unemployed.

“This was the story of West Bengal when my government took over. Other states have had sustained development for many decades,” she contended.

“What West Bengal is doing today, India must do tomorrow. These are not hollow words,” Ms. Banerjee insisted.

To prove her point, the Chief Minister listed `some concrete examples` like setting up of fair price medicine shops, web-based procurement policy of medicines and `Kanya Shree` scheme.

“My state also now has a PPP policy, an IT policy, a Textile policy. We have done more in 34 months than what the Communists have done in 34 years,” she maintained.

These schemes, she said, could be replicated by other states for their betterment.

Ms. Banerjee said that before she came to power, the work culture in her state had been ruined.

“When my government took over, half the man days lost in India were from Bengal. Between 2008 and 2011, 70 lakh man days were lost through strikes. We brought that figure down to 5,200. And this year it is nil. Compared to this, states like Gujarat have always had a good work culture. But we have had to change the full attitude. So before you start comparing Bengal to other states, it is important to understand this. We have done all this and more and that is why people are putting their faith in us, election after election,” she said.

Talking about the initiatives by her government as well as the results they have borne, Ms. Banerjee said, “You will be happy to know that in MSME, the growth in Bengal has been 105 per cent. The same in Karnataka is 48 per cent, Gujarat is in the 20s.”

She said that the tax collection in West Bengal has been doubled from Rs 20,000 crore in the last three years without a single tax being raised.

“I can challenge and say that Bengal`s new Industrial Policy document has a detailed incentive package which is better than any other State,” Ms. Banerjee added.

One more fact: Number of ports in Gujarat: 19. Number of ports in Bengal: 2

Bengal has 2 ports compared to 19 in Gujarat – inbuilt disadvantage to the eastern State. Also, Bengal government has inherited silt-filled ports. That is why the State has to do `transloading at sea`. The Centre has neglected this for decades.

Empowering women – A key focus of West Bengal Government

After assuming power in 2011, the one of the key focus of the West Bengal Government has been empowering women. Through various schemes, the new State Government has ensured that women in the state lead a life of dignity and are treated at par with men.
Some of the social welfare schemes for women launched by the Ma, Mati, Manush Government in the last 1000 days of being in power are:
  • On October 1, 2013, the Kanyashree Scheme was inaugurated. The scheme has two components, the first aimed for girls students aged between 13 and 18 who will get a yearly scholarship and the second for girls students aged 18 and 19, who will get a onetime scholarship. The scheme aimed to stop child marriages and dropouts from school has enlisted 11 lakh girls, out of which 9 lakh girls have already been receiving the benefits.
  • According to the data of National Crime Records Bureau, the number of rape cases in the state in 2009, 2010 and 2011 were 2336, 2311 and 2363 respectively. This number came down to 2046 in 2012 and further dropped to 1590, till November 2013.
  • Women can fearlessly report any crime. There are 65 women`s police stations in different districts of the state. The State Government has set up 80 fast-track courts to deal with these crimes.
  • A self-defense programme for school girls titled Sukanya has been launched in association with the Kolkata Police.
  • For the first time, the state started observing the National Girl Child Day on and from January 24, 2013.
  • A state level enquiry and management committee has been formed to look into the management of the state Welfare Homes for elderly persons, children and women. CCTVs have been setup for constant monitoring and security of the inmates. The Homes receive regular medical checkups performed by the Health Department. Rs 15 crore has been allotted for the development of each of these homes.

  • The state was the first to give empowerment to women by forming distinct policies. State Mission has been created under the Chairpersonship of the Chief Minister. Women Development Centres have been created under its aegis.  Regular workshops and seminars are being organized to publicize women empowerment. Women are being given technical training to make them financially empowered.
  • In 2012-13, 3115 women were given 6-months training in 23 technical subjects. Women living in govt. and non-govt. Homes are being employed in the Child Development projects under Anganwadi Centres.
  • The issues of rehabilitation rescue and return mission of women and children from Bangladesh has been taken up.
  • Uttar Dinajpur has been taken up as a model district for workshops regarding campaigning against trafficking of women and children.
  • A 3-year working plan has been compiled for building Centre of Anganwadi. 13,389 such new centres are being set up. Arrangements have been made for the women and children in Anganwadi Centres to receive nutritious food such as egg, soyabean, seasonal vegetables, rice and dal instead of Khichdi.

Trinamool Chairperson participates in International Women`s Day rally

Trinamool Chairperson Ms. Mamata Banerjee on Saturday marched along with her supporters highlighting her government`s schemes on International Women`s Day. The rally organised by Trinamool Mahila Congress saw the participation of a large number of people.

Ms. Banerjee walked for three kilometres from College Square to Esplanade in Kolkata accompanied by thousands of supporters from the districts.

The supporters carried posters highlighting the state government`s schemes including the Chief Minister`s dream project `Kanyashree` launched last year to empower women through improved health services and education of girls.

Several leaders of the Trinamool Congress`s women wing including Ministers of State Sashi Panja and Chandrima Bhattacherjee also took part in the rally. Several women candidates for the upcoming Lok Sabha elections also walked with the Chairperson.

“Today is International Women`s Day. I congratulate all my mothers, sisters, and girl children who are the future of our country. My congratulations and best wishes to all my sisters and brothers all over the world,” Ms. Banerjee wrote on social networking website Facebook.

Trinamool Chairperson`s campaigning advice for Lok Sabha elections

Two days after she announced an impressive list of candidates, Trinamool Chairperson Ms. Mamata Banerjee on March 6 held forth the rules of election battle to her poll soldiers.

On Friday evening, the crammed Harish Chatterjee Street turned into a star-gazing alley as hundreds descended to catch a glimpse of the VIP candidates. All of the Lok Sabha aspirants were present barring screen heartthrob Dev and historian Sugata Bose.

The Chairperson made it clear to her election team that they must stick to the guidelines. Logistics of every contest will be decided and controlled by the party. Candidates must abide by them and work in coordination with either the district party president or the convenor. Contestants were asked to remember that Trinamool is a poor people`s party. So, contestants must maintain a low-profile and meet as many people as they possibly could in the run-up to the polls.

With summer setting in, candidates should start their campaign early in the day, return to their bases for a longish afternoon break and take to the streets again once the sun has set. The guidelines were followed by a task that has been given to each candidate. They must memorize a list of the work done by the party in the last two-and-half years and spell them out at as many public meetings as they can.

The party has decided to send observers to constituencies from where the party has never won but stands a realistic chance this time. An observer will be sent to Darjeeling as well.

Trinamool candidates to interact with voters on Twitter

Within a few hours of the declaration of polling dates for the 16th Lok Sabha Elections, the Trinamool Chairperson announced the first list of party candidates who would be fighting the elections from West Bengal, Tripura, Manipur and Jharkhand. Media-savvy that Ms. Mamata Banerjee is, hours after the formal announcement of candidates, she participated in a freewheeling chat with her 6.5 lakh Facebook followers. The interaction was broadcast live on NDTV as well as live streamed on Facebook.

“Trinamool believes in 360 degree communication to reach out to the voters. From wall graffiti to posters, street corner meetings to rallies, traditional campaign will be complemented by social media interactions,” said AITC National Spokesperson and Rajya Sabha Chief Whip Derek O`Brien.

To this effect, all the 42 candidates of Trinamool Congress will participate in a Live Twitter Chat (on the official party handle @AITCofficial) on designated dates. The hour long interactions will help voters in getting to know their candidates. For relatively urban constituencies, two such sessions will be held to give the candidates a chance to interact with the online audience.

লোকসভায় দলের প্রার্থী তালিকা ঘোষণার কয়েক ঘণ্টার মধ্যেই ফেসবুকে বাছাই-করা প্রশ্নের উত্তর দিতে টিভি চ্যানেলের মুখোমুখি হয়েছিলেন মমতা। তাঁর ওই প্রশ্নোত্তর-আসরের যে মূল ভাবনা ছিল, সেটাকেই লোকসভায় দলের সমস্ত প্রার্থীর জন্য ব্যবহার করতে চাইছেন তৃণমূল নেতৃত্ব। তাঁদের পরিকল্পনা, এ বারের ৪২ জন প্রার্থী ট্যুইটারে মানুষের প্রশ্নের উত্তর দেবেন। প্রত্যেক প্রার্থী এক এক দিনে এক ঘণ্টা করে প্রশ্নোত্তর চালাবেন। অর্থাৎ সব মিলে ৪২ জনের জন্য ৪২ দিন। সময় বাছা হয়েছে বিকাল ৪টে থেকে ৫টা। কারণ সমীক্ষায় দেখা যাচ্ছে, ওই সময়টা ইন্টারনেট ব্যবহারের প্রাইম টাইম।

সুদীপ বন্দ্যোপাধ্যায়, সুব্রত বক্সী, দীনেশ ত্রিবেদী-সহ তৃণমূলের বর্তমান সাংসদদের মধ্যে যাঁরা শহুরে এলাকা থেকে প্রার্থী, তাঁরা দু`ঘণ্টার প্রশ্নোত্তরে থাকবেন। বাকিরা এক ঘণ্টার। প্রার্থীদের মধ্যে যাঁদের নিজস্ব ট্যুইটার অ্যাকাউন্ট আছে, তাঁরা তার মাধ্যমেই উত্তর দেবেন। না-থাকলে তৃণমূলের দলীয় ট্যুইটার হ্যান্ডল (@AITCofficial) থেকেই তাঁরা কাজ সারবেন। রাজনৈতিক ব্যক্তিত্বের বাইরে আরও যাঁরা এ বার তৃণমূলের প্রার্থী হয়েছেন, তাঁদের প্রশ্নোত্তরে সাহায্য করার জন্য পাশে থাকবেন দলের দুই মুখপাত্র অমিত মিত্র ও ডেরেক ও`ব্রায়েন।

প্রাথমিক ভাবে ঠিক হয়েছে, প্রশ্নের উত্তর দেওয়ার জন্য প্রার্থীরা বসবেন তৃণমূল ভবনেই। কোনও কারণে তা সম্ভব না-হলে অন্যত্রও ব্যবস্থা করা হতে পারে। ডেরেকের কথায়, “আমরা যে ৩৬০ ডিগ্রি যোগাযোগ পদ্ধতির কথা বলছি, এটা তারই অঙ্গ। মিটিং-মিছিল, পোস্টার, সভা এ সবই থাকবে। তার পাশাপাশি সোশ্যাল মিডিয়ার মাধ্যমে মানুষের যথাসম্ভব কাছাকাছি পৌঁছনোর চেষ্টা করবেন আমাদের প্রার্থীরা।”

 

WB CM attends the inauguration ceremony of Arts Acre at Rajarhat

Amidst hymns and hopes, much of it pitched around the universality and unifying force of arts, Arts Acre was inaugurated at Rajarhat on March 6. Chief Minister Ms. Mamata Banerjee did the honours in the presence of a galaxy of stalwarts, a remote-controlled `curtain` of white flowers descending to reveal the plaque. She was also there in her capacity as a painter.
The arts were suitably represented by leading Carnatic music exponent M Balamurali Krishna, Kathak maestro Pandit Birju Maharaj and painter Anjolie Ela Menon, historian Sugata Bose, all sharing the stage with the Chief Minister and author-social activist Mahashweta Devi and Indian Council for Cultural Relations President Karan Singh.
The audience was littered with leading personalities from the local theatre, music and other artistic pursuits.
“The seeds of this International Arts Centre were sown in 1984, when Pandit Ravi Shankar laid the foundation stone, and then my friend (Nobel laureate) Gunter Grass came in 1987. Today, I`m happy that the dream of my youth is being realized,” Suvaprasanna said in his welcome address, while speaker after speaker highlighted the hard work that the artist has put in to bring the Rs 30-crore project on the verge of completion.
The six acres has a museum of modern art, galleries, studios, auditorium, cafeteria and living quarters for artists.
“It`s impossible to think of a Bengal without art and culture. In fact, nothing can be achieved without it, not even our freedom,” declared the Chief Minister. “Let this Arts Acre herald the era of renaissance in Bengal. Let artists in Bengal get their due respect,” she added.
The tenor has been set, the facilities are in place. It`s now time for that confluence of diverse artistic activities to breathe life into them.

Mamata Banerjee’s freewheeling chat on Facebook Talks Live

West Bengal Chief Minister and Trinamool Congress Chief Ms. Mamata Banerjee answers questions on Anna Hazare, her prime ministerial ambitions, the federal front and her vision for 2014. Trinamool announces list of candidates for Lok Sabha polls

Film personalities, theatre artists, singers, lawyers, former sportspersons and politicians – the list of candidates for Lok Sabha elections 2014, announced by Trinamool Chairperson Ms. Mamata Banerjee has a representation from all walks of society.

Former captain of Indian Football team Baichung Bhutia will contest the election from Darjeeling, filmstar Dev from Ghatal in West Midnapore district, as per the list which includes a number of renowned cultural personalities and non-political people. Moon Moon Sen, daughter of legendary Bengali heroine Suchitra Sen and herself a film actress, will be in fray from Bankura.

Sugata Bose, a grandson of great revolutionary Netaji Subhas Chandra Bose and professor at Harvard University, has been named the party nominee from Jadavpur. Soumitra Roy, a lead singer of popular Bengali band Bhoomi, is being fielded from Maldaha North constituency in Malda district. Theatre personality Arpita Ghosh has bagged the Trinamool ticket from Balurghat in South Dinajpur district. In Midnapore, the Trinamool candidate is veteran Bengali actress Sandhya Roy. Eminent singer Indranil Sen would try his luck from Berhampore in Murshidabad district.

The party Chairperson also announced that Bengali matinee idols and sitting MPs Satabdi Roy and Tapas Pal have been renominated from Birbhum and Krishnanagar constituencies respectively. Former Indian soccer captain Prasun Banerjee, who won the Howrah Lok Sabha seat in a bypoll last year, has got the renomination from the same seat.

National President of Trinamool Yuva president Abhishek Bandyopadhyay would fight the elections from Diamond Harbour in South 24 Parganas. In Raiganj of North Dinapur district, ailing Congress leader Priya Ranjan Dasmunshi`s brother Satyaranjan Dasmunshi would be pitted as a Trinamool candidate.

Trinamool has also announced candidates for Lok Sabha elections from Tripura, Manipur and Jharkhand. In Tripura East Vikuram Riyang has been nominated, while in Tripura West Ratan Chakraborty will be fighting the elections. In Manipur former MP Kim Gangte will fight from Manipur Hills seat while Sarangthem Manobi Singh will contest in Manipur Valley.

Bandhu Tirkey and Chamra Linda, who recently joined the party in Jharkhand, will fight in Ranchi and Lohardanga constituencies respectively.

Trinamool, which had won 19 of the 42 seats from the state in the 2009 elections, has fielded 11 women candidates this time. “Of the 42 seats in Bengal, we are fielding 11 women candidates, which perhaps is the highest. Seven candidates are from the minority community,” said Trinamool Chairperson.

WB Govt to launch integrated financial management system from April

The State Finance Department has introduced the integrated financial management system (IFMS) for online management, monitoring and control of all fund allocations and financial transactions in the different government departments. The system will be implemented in a phased manner within one and half years with effect from April 1.

 This will be a centralized system with all servers located at the state data centre. The government was considering restructuring the existing system of fund allocation to the administrative departments and drawing and disbursing officers to ensure transparency, accuracy and efficiency in fund and financial management. The new system will include E-Bantan (e-allocation of funds), E-billing, E-receipt, a centralized treasury system and human resource management system. All government departments have been asked to have their master data base by March 15 so that allotment of funds could be made online.

Earlier, the government had introduced computerized central clearing system (CCCS) in the Finance Department for speedy disposal of important government files to different departments concerned in and outside. Several other projects related to e-governance are now used by the government, resulting in systematic and fast work process.

Power tariff in Bengal to be slashed from April

The State Electricity Board is on the verge of decreasing the price of electricity for its consumers by at least 3 paise per unit. West Bengal Chief Minister Ms. Mamata Banerjee had announced that efficiency input in power sector has led to monetary surplus, which would be ploughed back to the consumers to generate lower tariffs.

The consumers of the State Electricity Board will receive this service from April 2014. Those who use very little electricity i.e. 102 unit in every three months may get a discount of 18 paise per unit. Suggestions have been made to give a discount of 5 paise per unit in labour colonies across the state.

The Trinamool Government has once again shown its pro-people stand. Yet another promise made by the Chief Minister has been fulfilled. The Government will not incur any monetary burden in this process as the excess amount of around Rs. 1500 crore earned by the West Bengal State Electricity Board is being ploughed back to the consumers.

দিন কয়েক আগে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বণ্টন সংস্থা এলাকায় বিদ্যুৎ মাসুল কমানোর কথা ঘোষণা করেন সে কথা মাথায় রেখেই রাজ্য বিদ্যুৎ বণ্টন সংস্থা তাদের মাসুলের হার সংশোধনের প্রস্তাব পেশ করেছে বিদ্যুৎ নিয়ন্ত্রণ কমিশনের কাছে যা কার্যকর হলে আগামী অর্থবর্ষ (২০১৪১৫) থেকে বণ্টন এলাকার গ্রাহকদের বিদ্যুৎ বিল কিছুটা হলেও কমবে

মুখ্যমন্ত্রী জানিয়েছিলেন, নানা উপায়ে খরচ কমিয়ে প্রায় ,৫০০ কোটি টাকার মতো সাশ্রয় করা হচ্ছে ওই টাকাই গ্রাহকদের মাসুল কমানোর ক্ষেত্রে ব্যবহার করা হবে সব ধরনের গ্রাহকদের জন্য মাসুল গড়ে তিন পয়সা কমলেও যাঁরা খুবই কম (তিন মাসে ১০২ ইউনিট) বিদ্যুৎ খরচ করেন, তাঁদের ইউনিট পিছু প্রায় ১৮ পয়সার মতো মাসুল কমতে পারে বিভিন্ন শ্রমিক কলোনিগুলিতেও ইউনিট পিছু গড়ে পাঁচ পয়সা করে মাসুল কমানোর প্রস্তাব দেওয়া হয়েছে তবে বিষয়ে চূড়ান্ত সিদ্ধান্ত জানাবে রাজ্য বিদ্যুৎ নিয়ন্ত্রণ কমিশন

মাসুল কতটা কমানো যেতে পারে, সে ব্যাপারে চূড়ান্ত প্রস্তাব কমিশনের কাছে পেশ করার আগে রাজ্যের বিদ্যুৎ কর্তারা বারবার বৈঠকে বসেছেন কয়েক দিন ধরে অনেক অঙ্ক কষে গড় মাসুল তিন পয়সা কমানোর সিদ্ধান্ত নেওয়া হয়েছে
