লেক থানার মুখাপেক্ষী হয়ে আর থাকতে হবে না ১৯২ একরের ঢাকুরিয়া লেক বা রবীন্দ্র সরোবরকে। রবীন্দ্র সরোবর নামে একটি থানা তৈরি হচ্ছে। লেক থানা ভেঙে ওই থানা তৈরির প্রস্তাব অনুমোদন করেছে স্বরাষ্ট্র দফতর।

লেক থানা ঢাকুরিয়া সেতুর নীচে। ব্যস্ত সময়ে রবীন্দ্র সরোবরের উত্তরে আব্দুল রসুল অ্যাভিনিউ ঘেঁষা চত্বরে গোলমালের খবর পেলে লেক থানা থেকে সেখানে পৌঁছতে প্রায় ১৫ মিনিট লেগে যায়।  সব সমস্যা সামাল দেওয়ার পাশাপাশি সন্ধ্যায় নির্জন হয়ে যাওয়া সরোবরে প্রহরা ও টহলদারির বন্দোবস্ত করতে হিমসিম খায় পুলিশ। সেই সঙ্গে পণ্ডিতিয়া বা মনোহরপুকুর রোডের মতো এলাকা লেক থানার আওতাভুক্ত হয়ে থাকা আদৌ বাস্তবসম্মত নয় বলেই পুলিশের মত।

অন্য দিকে, আমহার্স্ট স্ট্রিট থানা ভেঙে বিদ্যাসাগর, কড়েয়া থানা ভেঙে বন্ডেল গেট ও মানিকতলা থানা ভেঙে কাঁকুড়গাছি থানা তৈরির জন্যও স্বরাষ্ট্র দফতর অনুমোদন দিয়েছে। স্বরাষ্ট্র দফতর বলেছে, দু`টি পর্যায়ে নতুন চারটি থানা হবে। পুলিশকে অগ্রাধিকার অনুযায়ী প্রস্তাবিত চারটি থানার তালিকা তৈরি করতে বলেছে স্বরাষ্ট্র দফতর। প্রথমে রবীন্দ্র সরোবর ও বিদ্যাসাগর, দ্বিতীয় পর্যায়ে কাঁকুড়গাছি ও বন্ডেল গেট থানা তৈরি করতে চাইছে লালবাজার।

রবীন্দ্র সরোবর ও বিদ্যাসাগর থানার পরিকাঠামো ইতিমধ্যেই তৈরি। গোলপার্কের কাছে যেখানে ছিল গড়িয়াহাট থানা, সেখানেই রবীন্দ্র সরোবর থানা তৈরি হতে পারে। এখন ওই জায়গায় র্যাফ-এর কার্যালয়। আবার রবীন্দ্র সরোবর স্টেডিয়ামে, বর্তমানে ফাঁকা পড়ে থাকা কয়েকটি ঘর নিয়েও থানা তৈরি করা যেতে পারে। বিদ্যাসাগর থানার জন্য আমহার্স্ট স্ট্রিট থানা চত্বরেই জায়গা নির্দিষ্ট রয়েছে।

সম্ভবত পুজোর মুখেই রবীন্দ্র সরোবর ও বিদ্যাসাগর থানা তৈরি হচ্ছে।  পুরনো থানা ভেঙে যত নতুন নতুন থানা হবে, ততই পুলিশের কাজের সুবিধে, মানুষেরও হ্যাপা কম। পরবর্তী পর্যায়ে উল্টোডাঙা থানা ভেঙে বেলগাছিয়া এবং যাদবপুর ভেঙে গল্ফ গ্রিন, হরিদেবপুর ভেঙে বড়িশা ও কসবা ভেঙে রাজডাঙা থানা হওয়ার কথা। সেই হিসেবে কলকাতা পুলিশের মোট থানার সংখ্যা দাঁড়াবে ৭৭।

নতুন এত থানার জন্য পর্যাপ্ত পুলিশকর্মী কোথা থেকে পাওয়া যাবে? যেখানে থানা-পিছু একশো থেকে দেড়শো অফিসার এবং কনস্টেবল ও পুলিশকর্মী প্রয়োজন। রিজার্ভ ফোর্স, ব্যাটালিয়ন-সহ বিভিন্ন জায়গার অফিসার ও কর্মীদেরই প্রাথমিক পর্যায়ে নতুন থানাগুলিতে নিয়ে যাওয়া হবে। পরে তাঁদের জায়গায় নতুন অফিসার ও কনস্টেবল নিয়োগ করা হবে।

West Bengal Chief Minister Ms. MamataBanerjee inaugurates eight new Critical Care Units for state hospitals. The units were inaugurated by the Chief Minister through remotecontrol in a programme at the newly-renovated Nazrul Mancha.

All the CCUs will have 12 beds (4 ICU and 8 High Dependency Unit beds). The CCUs will also be equipped with modern instruments like Ventilator, Multi Channel Monitor, Pulse Generator, BiPAP Machine for Non-invasive Ventilation, Arterial Blood Gas Analyzer etc. 

All these lifesaving devices will be instrumental in healing patients having serious disorders like heart attack, stroke, complete heart block, acute respiratory failure etc.

The eight new Critical Care Units will comeup at:

• Maharaja Jitendra Narayan District Hospital- Cooch Bihar
• Howrah District Hospital – Howrah
• Murshidabad Medical College and Hospital -Baharampur, Murshidabad
• ID & BJ Hospital – Belghata, Kolkata
• School of Tropical Medicine – Kolkata
• Deben Mahato District Hospital – Purulia
• Krishnanagar District Hospital – Nadia

The State has already seen a boost in theHealth sector with SNCUs and SNSUs being set up in every district hospitals.Fair price medicine shops in the state provide more than 60% discount onmedicines, thus helping the poor. Fair price diagnostic centres are also beingset up to give similar support. The new Critical Care Units will also boost thestate`s initiative to provide healthcare for all.

On today`s occasion, West Bengal Chief MinisterMs. Mamata Banerjee also inaugurated the renovated Nazrul Mancha. The age-oldopen air auditorium has been modernized under the initiatives of the ChiefMinister.

A joint project of the KMDA and KIT, therenovated auditorium has a top coverage of around 4650 sq m and is nowair-conditioned. It now has a seating capacity for an audience of 2500. Thewooden stage, which measures 400 sq m, has also been renovated. Fire securityand underground drainages, which had been a long standing problem with theNazrul Mancha, have also been fixed.

SharadSamman 2013 were given away by ministers and MPs in the presence of the CM.

The state Government is soon going to bringthe agricultural sector under e-governance. The pilot project worth Rs 16 crorewill first be implemented in Purba Medinipur and Hooghly. The system willensure that all the information and related statistics are available on a computeror any gadget at the DM`s office of the respective districts.

The officials at the DM`s office will beone click away from information like the amount of loss of crop due to heavyrain, the loss in each district, loss of crop due to less rain, totalproduction of paddy in the state in Kharif, the number of registered industriesin a district and their state of business, wholesale and retail prices of dailynecessary products like vegetable and many such other figures.

The project, a brainchild of the Statisticsand Planning Department of the state government, will be started right afterthe Pujas. In the first phase, the project will deal with agriculture, industryand price of products. In later phases, information from panchayat level willbe incorporated. Facts and figures from other departments like education, Land& Land Reforms, Transport, Labour, Environment etc. will also be availablethrough this project within months.

The state government, since May 2011, hasgiven stress on e-governance. A number of departments of the state governmentvirtually run through servers. The new project for the Statistics and PlanningDepartment is being monitored by a committee of specialists, drawn from IITKharagpur and Indian Statistical Institute.

প্রবল বৃষ্টিতে ফসলের ক্ষতি হয়েছে? কোন জেলায় ক্ষতির পরিমাণ কী? কত জমির ফসলের ক্ষতি হল? খরায় নষ্ট হয়েছে চাষাবাদ? রাজ্যে নথিভুক্ত শিল্প সংস্থার সংখ্যা কত? তার কতগুলিতে চলছে ঠিকঠাক উত্‍পাদন? ক`টিই বা ধঁুকছে? খারিফ মরসুমে এ বার ধানের উত্‍পাদন কত হল? রাজ্যে এ বার যা আলু উত্‍পাদন হয়েছে, তা কি ঘাটতি না অতিরিক্ত? পাইকারি এবং খুচরো বাজারে কোন মাসে কত দাম যাচ্ছে অত্যাবশ্যকীয় পণ্যগুলির?

সরকারি দপ্তরগুলির সংগ্রহে থাকে এ সব তথ্যই৷ বছর শেষে বাজেট অধিবেশনে তা প্রকাশ করা হয় বই হিসেবে৷ আর্থিক সেই সমীক্ষায় ধরা পড়ে রাজ্যের হাল৷ কিন্ত্ত এখন থেকে এই ধরনের তথ্য জানার জন্য আর সারা বছর অপেক্ষা করার প্রয়োজন হবে না৷ রাজ্যের পরিসংখ্যান ও প্রকল্প বাস্তবায়ন দপ্তরের উদ্যোগে ই–গভর্ন্যান্সের যে উদ্যোগ নেওয়া হয়েছে, তাতে প্রতি মাসেই এই বিষয়ে জানতে পারবেন যে কেউ৷ দপ্তরের মন্ত্রী রবীন্দ্রনাথ ভট্টাচার্য জানান, পুজোর পরেই চালু হবে এই ব্যবস্থা৷ পূর্ব মেদিনীপুর এবং হুগলি জেলায় শুরু হচ্ছে এর পাইলট প্রকল্প৷

দপ্তর সূত্রে জানা গেছে, ১৬ কোটি টাকা ব্যয়ের এই প্রকল্প মূলত হবে প্রযুক্তি নির্ভর৷ প্রতিদিনের সংগৃহীত তথ্য পামটপের মাধ্যমে যাবে জেলা শাসকের দপ্তরে৷ সেখান থেকে সেই তথ্য সরাসরি ধরা থাকবে একটি কেন্দ্রীয় সার্ভারে৷ এ কাজের জন্য দপ্তরের কম্পিউটারগুলিকে ল্যানের (লোকাল এরিয়া নেটওয়ার্ক) মাধ্যমে যুক্ত করা হচ্ছে৷

দপ্তর সূত্রে জানা গেছে, একটি বিশেষজ্ঞ কমিটি এই প্রকল্পটির তদারকি করবে৷ সেখানে আছেন খড়গপুর আইআইটির ৩ জন, আইএসআই–র একজন, কেন্দ্রীয় সরকারের অধিকর্তা পদমর্যাদার এক অফিসার৷ এছাড়াও রাজ্যের পরিকল্পনা দপ্তর ও ব্যুরোর উচ্চপদস্থ অফিসাররাও৷

আপাতত কৃষি, শিল্প ও দাম বিষয়ে এই রিপোর্ট প্রকাশ করা হলেও পরের ধাপে গ্রাম পঞ্চায়েত স্তর থেকেই এই তথ্যগুলি সংগ্রহ করার উদ্যোগ নেওয়া হবে বলে দপ্তর সূত্রে জানা গেছে৷ একই সঙ্গে শিক্ষা, পরিবহণ, শ্রম, জমি, পরিবেশ–সহ অন্যান্য দপ্তরগুলির তথ্যও একই রকম ভাবে প্রকাশের উদ্যোগ নেওয়া হবে এই ই–গভর্ন্যান্স ব্যবস্থায়৷ সব ক`টি রাজ্যকেই পৃথক পরিকল্পনা ও প্রকল্প বাস্তবায়ন দপ্তর খুলতে নির্দেশ দিয়েছিল কেন্দ্রীয় সরকার৷ সেই পরিকল্পনা অনুযায়ী, এ বিষয়ে পৃথক দপ্তর খোলার বিষয়ে দেশের অন্যতম পথিকৃত্‍ এ রাজ্যই৷ তবে ই–গভর্ন্যান্সের উদ্যোগ নিলেও, গ্রাম পঞ্চায়েত স্তর থেকে সব ক`টি দপ্তরের তথ্য সংগ্রহ করার মতো বিকেন্দ্রীভূত পরিকাঠামোই নেই রাজ্যের পরিকল্পনা দপ্তরের৷ তাই সে কাজে সংশ্লিষ্ট দপ্তরগুলির সহায়তা নিয়েই এ কাজ করতে হবে রাজ্যের পরিকল্পনা দপ্তরকে৷

West Bengal Industries Minister Dr AmitMitra, informed the state assembly the details of investments taking place onthe ground.

Dr Mitra said that investments worth Rs78,361 crore were being implemented in Bengal. “These investments are actuallyhappening on the ground as we speak. These are real numbers,” he said,participating in a discussion on the industry budget. He said that the numberswere more credible than mere proposals.

He also informed the House about theprogress made on providing 14Y clearance – the government`s approval forholding land in excess of the ceiling in Bengal. Dr Mitra said that 7,649.13acres have been cleared by the Trinamool government, known for its hands-offland policy, under the 14Y clearance route.

These projects entailed an investment of Rs49,973 crore, creating 45,768 direct jobs, the minister added. There are 13more proposals, which are expected to be cleared soon.

The 2013 national crime statistics-released by the National Crime Records Bureau have vindicated the stand of theWest Bengal Government that there has been a dip in the crimes against women inthe State. Bengal has always ended up amongst the top right since 2004; this isfirst time the State has dropped to the third spot as far as total incidents ofcrime against women are concerned.

Bengal, with 29,826 reported cases, hasranked after an undivided Andhra Pradesh (32,809) and Uttar Pradesh (32,546). Thenumber is less than the figures in 2012.

The state had reported 1,685 rape cases in2013 (5% of country`s total incidents), down from 12.9% the preceding year. Atotal of 1,58,239 persons were arrested against 1,89,239 complaints.

The dip in the crime records can beattributed to the steps taken by the State Government like opening of women`spolice stations, human rights courts, fast track courts. Even beneficiaryschemes like Kanyashree – which has received international recognition – have helpedin the cause.

Like 2011, during the Lok Sabha elections2014, Trinamool had recruited two interns from IIM, Kolkata to work with theparty`s digital team. Mr Derek O`Brien, National Spokesperson & Chief Whip,on March 2 interviewed the four IIM final year students and selected two,  Tanmay Mondal and Samprati Motghare.

Both of them wrote 40 blogs to highlightthe development work done by the West Bengal government in various sectors -from `Kanyasree` and `Jal dharo jal bharo` (save water store water) tomaintenance of law and order in the Jangalmahal. The blog produced a detailedreport on the achievement in the eyes of the two IIM grads.

Both Mr Mondal and Mr Motghare havespecialized in marketing and operations and both have a knack forpolitics.  While Mr Mondal is a B.Techfrom BESU, Mr Motghare was a B.Tech from Delhi IIT.

Incidentally, two post graduate MBAstudents from IIM, Kolkata, opted to do a one and half-month internship withTrinamool Congress, in April-May 2011. Mr Hariharan Sriram and Ms Mansha Tandonwere a part of the AITC team when the party swept away 34 years of Left rulefrom the state.

West Bengal Chief Minister Ms. MamataBanerjee on Wednesday reshuffled her Cabinet, the second time this year, withlabour minister being shifted to agriculture, induction of two new faces andreturn of Moloy Ghatak into the Council of Ministers. Mr Ghatak replaced PurnenduBose as the new labour minister.

The two new faces inducted to the ministryare Jyotirmoy Kar, TMC MLA from Patashpur in East Midnapore and Ashis Banerjee,the party legislator from Rampurhat in Birbhum district.

While Kar will be the minister-in-chargeco-operation department, Banerjee will be minister of state (independentcharge) of Ayush of health and family welfare department and MOS, department ofschool education and department of higher education.

Rachpal Singh, the minister of co-operationand planning was divested of the co-operation portfolio which was given to Kar.

Mr Singh, a former IPS officer, will nowhold the planning portfolio.

The new ministers wereadministered the oath of office and secrecy by the governor M K Naryayanan atRaj Bhavan.

The Chief Minister,her cabinet colleagues and Chief Secretary Sanjay Mitra were present amongothers at the occasion.

The `Kanyashree` scheme launched by Ms. MamataBanerjee led West Bengal government to provide incentives for the girl childhas earned recognition from United Kingdom, the state minister for womendevelopment and social welfare Dr Sashi Panja told the Assembly on Monday.

Replying after the debate on herdepartments` budgets, Dr Panja said the scheme had been asked to be presentedas a case study at the forthcoming Girl Summit in London on 22 July.

The scheme envisaged that if a girlcontinued her studies up to the age of 18 years, a one-time grant of Rs 25,000would be deposited in her bank account provided she remains unmarried.

The government would also provide an annualscholarship of Rs 500 to girls between 13 and 18 years (class VIII to classXII) to continue their studies, provided they were unmarried and their parents`annual income was below Rs 1.20 lakh, she said.

For better functioning of the homes wheredestitute and under-privileged women and girls were given shelter, thegovernment had installed CCTV cameras and the staff were being trained formonitoring of the panels.
