BJP is Bharat Jalao Party: Abhishek Banerjee at Alipurduar

Trinamool Youth Congress President Mr Abhishek Banerjee addressed a massive rally at Alipurduar on Tuesday. He said that BJP does not stand for Bharatiya Janata Party anymore and should be renamed Bharat Jalao Party. Wherever BJP has been in power, it has been marked by communal riots and divisive politics, he said.
The firebrand youth leader asked the people to the conspiracies by BJP and the accusations leveled against West Bengal Chief Minister Ms Mamata Banerjee. He also pointed out how the wealth and personal assets of Union ministers have grown in the last five months.
He reiterated the fact that that the Trinamool Chairperson Ms Mamata Banerjee had visited the Hills more than forty times. He asserted that the CM will not protect the unity of the State till the last drop of her blood drained out of her body.
Mr Banerjee said that the state BJP has no leaders and have to import leaders from Delhi. They have just one MLA out of the 295 in state Assembly and are speaking of change, he said. He said that the BJP is threatening the State with ED, CBI and other agencies but these will not create any impact. Didi has the blessings of ten crore people of Bengal, he added.
He said that the Prime Minister is trying to sell off the country and warned the BJP not to play with fire. He said that as Railway Minister, Ms Mamata Banerjee sanctioned many projects for Bengal which are being scrapped by the current Union Government.

Centre responsible for delay in passing Chit Fund Bill: Partha Chatterjee

The West Bengal Protection of Interest of Depositors in Financial Establishments Bill, meant for the investors of chit funds cannot be implemented due to the delay in getting nod from the Centre.
According to Dr Partha Chatterjee, parliamentary affairs minister, the Bill was sent to the erstwhile home minister Mr Sushil Kumar Shinde on 13 May 2013, but the state government did not receive any intimation from the Centre. Significantly the TMC government has sent three letters to the then government, but the Centre did not respond to any of them.
On 26 September 2014, the TMC government has sent another letter to home minister Mr Rajnath Singh, but he too did not reply to the letter. 
Earlier the Centre has rejected the Bill and sought clarifications on certain points .The three points on which clarifications were sought include widening of powers of special designated courts and that no court could grant anticipatory bail as well as a suggestion by the Centre for adding a new provision for compounding offences.
The Bill formulated by the Trinamul Congress government was passed in the state Assembly on 30 April in a two-day special session. It was submitted to the central government for Presidential assent.
Dr Chatterjee said that the state government is already keen on implementing the Bill, if the Centre gives a green signal. He added that the chit fund menace started during the CPI-M regime and so there is a need to probe how many chit fund companies are operating in the state from 1980.

Transcript of an exclusive interview with Trinamool Chairperson and Chief Minister of West Bengal, Ms Mamata Banerjee:
Q. Are you willing to be in a secular alliance with Left/Congress?

Didi: There is no question of allying with BJP. I do not know what is the policy of the Left. They will decide what they want to do. Yes, I had a talk with Sharad Yadav, he said he will come to Kolkata and take forward the talks.
See you have to understand that the programme yesterday was not a political one. It was the 125th birth anniversary celebration of Pandit Nehru.
I support the idea of a platform to fight communalism. I can play a small role for the sake of humanity. There is no question of allying with BJP. 
For good governance, peace must be there. Riots hamper growth. Riots happened in Delhi and UP recently. So many innocent people have been killed in Assam also in riots. People want peace not riots.
Q. In this national platform can you reach a working agreement with the left?
Didi: There must be a strong Opposition in a democracy. Because of the mistakes of Congress, BJP came to power. If regional parties came together, it would not have happened.
We cannot give up our manifesto. We have made promises to the people. We can come together against communal forces to protect secularism, but there has to be an ideological alliance. Left is left out in Bengal. Their ideology is different. I am not against Leftist ideology. In every political party there are good people also.
Q. You were seated at the Nehru Conclave very close to Sitaram Yechury of CPI(M)…

Didi: I was a guest not the host the the Nehru seminar. I cannot question who they can invite.  Seating arrangement at Nehru conclave was not my choice. 
As the General Secretary of Youth Congress, I attended many international conferences. Yesterday Sonia ji invited us. 
Jawaharlal Nehru was the architect of modern India. He was the proponent of 'unity in diversity'. That message attracted us.
Q. You visited LK Advani and Arun jaitley yesterday. You had been in alliance with BJP in the past. Why do you prefer the old BJP and not the new one?

Didi: I have maintained good relations with every political party. I paid courtesy calls to Somnath Chatterjee and Jyoti Basu also in the past.
Vajpayee ji was acceptable to me. Successive governments toppled back then in 1996, 1997, 1998. Country needed a good leader. 
There are programmes in my state. I have invited the President Pranab Mukherjee and Arun Jaitley ji. He has accepted the invitation.

Q. Yesterday you said you respect Dharma Gurus but not Danga Gurus. Were you calling the Prime Minister a Danga Guru?

Didi: I did not say anything about the Prime Minister. I said I respect Dharma Gurus like the monks of Ramakrishna Mission or the Shankaracharya. I have no respect or support for people who incite violence and divide the Nation.
The working relation of a State with Centre is a continuous process. Do you think I do not talk to Opposition in Assembly? I believe in courtesy.
I was in NDA but never supported BJP's communal agenda. I supported Atal ji's leadership. To counter communal forces, we need a platform to voice people's concerns.
Q. The way the Centre has been pointing fingers on Madrasas in West Bengal, does that upset you?

Didi: People don't trust the gossip-like allegations that are being made. There are many institutions in this country – how can they put the blame just on Madrasas? Our's is a vast country with different religions and castes, you cannot pinpoint a particular community. We strongly oppose that.

Q. Do you think BJP is trying to capture the space of the main Opposition in Bengal?

Didi: This is only a media hype. BJP has purchased the media. I call them paid media. They are worried about me. They know only TMC can bell the cat. Out of 294 seats, BJP has only 1. 
Media is creating a hype. The BJP wave is only on TV. In grassroots they are zero. The press is glorifying a particular person. Media has become Modi media.
We never talked about any alliance. In my State, I am comfortable to fight alone. I trust my people. We have the support of people. I do not need to take support of others. We can fight elections alone.
Q. Trinamool has been on the line of fire over Saradha scam…

Didi: We have nothing to hide on Saradha, the chit fund scam is a Left Front government creation. First you have to prove, you have to show the evidence. You have to prove it, I will resign if you prove it. We arrested the man, set up a commission, returned money to lakhs of people.
It is (from the) CPI(M)'s time, Left Front's time, not our times. We arrested the man. We set up the judicial commission. We returned the money to five lakh individuals. This is absolutely wrong to blame us. 
 
Q. How do you respond to the allegations of TMC encouraging terrorist groups in Bengal?

Didi: TMC has not encouraged terror, checking infiltration is the Centre's responsibility. The BJP and the Rashtriya Swayamsevak Sangh (RSS) are trying to divide people in Bengal on communal lines by playing up the Burdwan terror plot case. This is all BJP and RSS propaganda. They want to divide the country. 
My police arrested those involved in the plot, not NIA. The NIA and NSA said Bengal Govt is cooperating fully and doing good job
 
Q. How do you rate the performance of the new government so far?
 
Didi: I am not the judge, the public is the judge. They will rate the working of the new government. I maintain my working relation with the Centre. We work for the people. We do not work for publicity.

Q: Do you think Achhe Din is coming to India?

Didi: Achhe Din kahaan se aa raha hai? Desh mein toh nahi aa raha hai. Videsh mein aa raha hai?
Q. Are you hinting at FDI in Insurance/Railways?

Didi: She you must understand, we are not against investment. But just because you do not have money, you cannot sell off the country. FDI in railways is an attempt to sell the country, we do not need it. Railways is the backbone of the country.
Q: There are allegations that you have been promoting dynasty politics…

Didi: Abhishek Banerjee is a party worker. He is in politics from childhood. I am not promoting him. If new generation of leaders do not emerge, how will the country run?
Q. But you have been vocally opposing the Centre on issues like infiltration from Bangladesh…

Didi: My relation with Bangladesh is very good. Infiltration is the subject of the Centre not State. Centre has BSF, SSB, and even the Army. The Centre must pass on information about infiltration to State for us to take action.
Q. As political leader how do you judge the Centre?

Didi: I do not know. I keep a watch on social media like Twitter and Facebook where I see them everyday. I am also on the social networks but I use them very little, for specific purpose. But I do not do it in every moment, because I have so many work. 
Q. What do you think of PM's Swachh Bharat Campaign?

Didi: The entire media has become Modi media, there is nothing new in things like Swachh Bharat. I do not believe in selfish politics. If you do good things, people will give recognition. This is an old programme.

Q: Do you think Bengal is losing out on development front?

Didi: Bengal is No. 1 in every front. If you want you can challenge me.
Q: Even during UPA regime, you used to criticise the Centre. Even now, you criticise them…

Didi: The Centre takes away major share of our revenue from the treasury. If Rajasthan CM or Madhya Pradesh CM can come to Delhi and fight for their State, why can't I?
I will support the Centre in any constructive matter, not negative matters. Our stand on GST is clear. We have it in our Manifesto. States must get their dues.
Q. How would you describe your relationship with Sonia Gandhi and Rahul Gandhi today?

Didi: I have good relations with Sonia ji. I do not know Rahul Gandhi, I never worked with him. 
 

WB Govt to use Jatra to build consumer awareness

To protect the common people from frauds and make aware of their rights, the state Consumer Affairs department will now take help of Jatras. The age-old traditional entertainment form is widely practiced and is very popular in rural Bengal.

State Consumer Affairs Minister, Mr Sadhan Pandey informed that there will be around eighty such Jatras in the pick season of winter around Bengal and the Consumer Affairs department will hold campaigns in the beginning of each performance.

The state Consumer Affairs department organised awareness programmes through camps, seminars-cum-group discussion, workshops, Tableau (Mobile display van), street dramas, magic shows, talking doll shows and regular awareness programmes with Self Help Groups, Clubs & Associations.  Leaflets and booklets have been published in Bengali, Hindi, English and Urdu languages containing basic information on consumer awareness.

The department participated in different fairs throughout West Bengal at the winter season, like the Poush Mela in Birbhum, Raas Mela in Coochbehar, Jalpesh Mela in Jalpaiguri, Gangasagar Mela and Sunderban Yuva Utsab in South 24 Parganas.

WBSEDCL to set up Smart Grid facility in Bengal

The West Bengal State Electricity Distribution (WBSEDCL) has taken an innovative scheme to lower the pick period load by setting up Smart Grid.  The company is in the process of implementation of Pilot Project of Smart Meters with AMI facility in Siliguri Town under Smart Grid initiative of Indian Smart Grid Task Force. In the pilot project, the company has opted for monitoring and delivering power through smart grid mechanism.

In the first phase five thousand consumers will avail the service of Smart Meters supporting the process. Such an initiative will mostly help rural farmers, who may have shortage of power for irrigation purpose. Requests will be mad to those who use pumping machinery to switch on their machine during the nighttime, when the power demand is comparatively low.

Smart Grids will ensure power supply to all and also lower power theft. The Pilot Project will see agreements between the company and the consumers. If the consumers strictly follow the rules, their tariff will be lowered.

Incidentally, State government buildings like Nabanna and Writers' Buildings as well as majority of the street lights in the city are fitted with Smart Meters.

WB CM to visit districts from Nov 21, to review developmental works done

West Bengal Chief Minister Ms Mamata Banerjee will start visiting the districts after her return from New Delhi. She will be reviewing the progress of the developmental works undertaken in the districts of North Bengal as well as South Bengal.

The probable schedule of the Chief Minister's visit is as follows:

November 21:  Kalyani in Nadia
November 22: Barrackpore in North 24 Parganas
November 24: Bongaon in North 24 Parganas
November 25: Digha in Purba Medinipur
November 27: Asansol in Bardhaman

The West Bengal Chief Minister had already held around seventy five administrative meeting in districts in the past three years visiting each district more than thrice.

Trinamool Youth Congress to build up mass contact: Abhishek Banerjee at Jalpaiguri

Trinamool Youth Congress President Mr Abhishek Banerjee started of his district visits in North Bengal with a rally at Jalpaiguri.

The firebrand leader addressed a huge crowd at the Fanindra Deb School ground. He said that the BJP has come to Bengal to takeover this State but their dreams will remain unfulfilled. He said that the Prime Minister had said that acche din anewala hai, but in reality the bank balances of the BJP ministers have increased by three folds in the last three months.

Mr Banerjee termed the BJP as Bharat Jalao Party. On the chit fund issue, he said that those guilty will be punished and put behind bars. Trinamool Youth Congress will form booth-level committees everywhere across Bengal. At least 50 youth activists will take charge of each booth to build mass contact with five families in their area, he informed.

He said that under West Bengal Chief Minister Ms Mamata Banerjee, there has been a surge of development in Bengal and the BJP and a section of the media are trying to suppress these deeds by spreading mis-information and campaigns of malice.

State North Bengal Development Minister Mr Gautam Deb, MP Bijoy Chandra Barman and party leader Soaurav Chakraborty were also present at the rally.

West Bengal Chief Minister Ms Mamata Banerjee is on a 3-day visit to New Delhi to attend the 125th birth anniversary celebrations of Pandit Jawaharlal Nehru.

The Chief Minister interacted with the media earlier today. This is what she said:

On the issue of border enclaves:
I am in favour of exchange of border enclaves in Coochbehar. But we have to do it amicably. Centre has to take the State Govt in confidence before taking any decision of border enclaves. You must also understand if enclaves are exchanged, pressure on Bengal will increase. There has to be proper process and rehabilitation package.
On the issue of Federal Front and if she is willing to lead one:
I am a small fry. I am a commoner. There are big people who can be the leader of a Federal Front. I support the idea of anti-communal front. But there must be ideological alliance.
Which party handles Centre-State relations better, Congress or BJP?
People of India will decide. Congress committed mistakes because of which they were voted out of power. But BJP is ruling India with 29% votes. They won because regional parties did not fight unitedly. If regional forces come together, BJP will lose.

They (Congress) are the host, we are the guest.
On Global Bengal Business Summit:
Representatives from various countries will come to Global Business Summit in Kolkata to be held in January, 2015. I cannot share details right now because of various protocols. But we are finalising the preparations.
On rising communal violence in India:
BJP is trying to incite communal violence. We respect Dharma Gurus. We do not support Danga (Riot) Gurus.
We have to maintain the unity of India. Nehru ji talked of unity in diversity. We have to preserve that. Ramakrishna Paramhansa and Vivekananda talked of Sarva Dharma Samanyaya. We have to protect the unity of India.

Mobile Message Alert System launched at MR Bangur Hospital

With the aim to provide even better services in Government Hospitals, a number of innovative steps had been taken by the State Health department. A new addition to the plethora of services is the 'Mobile Message Alert System', which will remove dependence on paperwork. The system has been launched at MR Bangur hospital.
This is how it will work:
  • Patient is admitted to the hospital through the authorized counter
  • Details of the patient is keyed in to a computer
  • Once registration is completed, details of the patients automatically texted to the concerned doctor
  • SMS includes name of patient, ward number and bed number
  • This facility will be available 24×7
If the condition of the patient is critical:
  • No need to fetch call-book from the ward master's room, only a call message will be sent
  • Call message will include name of patient, bed number, and symptoms, number of car driver
  • The doctor concerned will be coordinated over phone
After the registration of the patient, a printout of the details will be given to the patient party which will include the name of the physician who will treat the patient.
A test-run of the system is being done for the last seven days and will be implemented soon.

Bengal bags top awards in power sector

West Bengal Government has added another feather to its cap by bagging prestigious prizes in the power sector.
The State secured the third prize in the Best State Power Utility Awards this year. In the field of supplying power, WBSEB received the second prize for management excellence.
The State was awarded the prize in the apex Indian power seminar organized by the Indian Chamber of Commerce. Incidentally the first prize was awarded to CESC, which serves Kolkata and adjoining areas.
This is not the first time that Bengal is receiving such award. This is the fifth consecutive year that the state has received the honours in power sector.
