With 35,000 tickets having already been sold for the under-17 FIFA World Cup matches to be held at the Yuva Bharati Krirangan in Kolkata in October, the State Tourism Department has devised special packages for foreign tourists, who comprise a major segment of the spectators.

Already, about a thousand people from England have applied for visas to come to Kolkata. About double that number are expected from Mexico.

The Tourism Department has decided to create special tour packages covering Kolkata during Kali Puja, as well as launch trips on the Ganga. Other places to be covered include the heritage spots of Santiniketan and Murshidabad.

অনূর্ধ্ব ১৭ ফুটবল বিশ্বকাপ প্রতিযোগিতা ঘিরে পরিবহণের পরিকল্পনা প্রায় চূড়ান্ত করে ফেলল রাজ্য। ম্যাচের দিনগুলিতে দেশি-বিদেশি বহু দর্শক ভিড় জমাবেন শহর কলকাতায়। সেসব বিবেচনা করেই পরিবহণ সংক্রান্ত পরিকল্পনা ছকে ফেলা হয়েছে। প্রতিযোগিতা চলাকালীন মূলত তিন ধরনের বাস চালানোর সিদ্ধান্ত হয়েছে। তার মধ্যে রয়েছে পর্যটন বাসও। যাঁরা খেলা দেখার জন্য শহরে আসবেন, তাঁরা শহরে বা শহরতলির দ্রষ্টব্যস্থলগুলি ঘুরেও দেখতে চাইবেন। তার জন্যই ট্যুরিজম বাসের পরিকল্পনা করা হয়েছে।

বিষয়টি নিয়ে জানতে চাওয়া হলে রাজ্যের পরিবহণমন্ত্রী শুভেন্দু অধিকারি বলেন, করুণাময়ী বাস টার্মিনাসকে মূল টার্মিনাস হিসাবে গড়ে তোলা হচ্ছে। সেখানে সাজানোর কাজ চলছে। এই প্রতিযোগিতাকে কেন্দ্র করে পরিবহণের রূপরেখা তৈরি করতে নোডাল অফিসার হিসাবে দায়িত্ব পালন করবেন পশ্চিমবঙ্গ পরিবহণ নিগমের এমডি। তিনি আয়োজক সংস্থার সঙ্গে যোগাযোগ রাখবেন।

অনূর্ধ্ব ১৭ ফুটবল বিশ্বকাপের ফাইনালসহ একাধিক ম্যাচ রয়েছে সল্টলেক স্টেডিয়ামে। পশ্চিমবঙ্গ পরিবহণ নিগম সূত্রের খবর, ম্যাচের দিনগুলিতে শহর ও শহরতলির ১০টি জায়গা থেকে বিশেষ রুটে বাস চালানো হবে। তার মধ্যে রয়েছে শ্রীরামপুর, ডানকুনি, বারাসত, বারাকপুর, জোকা, মালঞ্চসহ অন্যান্য জায়গা। এইসব রুটে মোট ১৭০টি বাস চালানো হবে। এই রুটগুলির বাইরে হাওড়া, শিয়ালদহ স্টেশন চত্বরসহ কিছু জায়গা থেকে শাটল বাস চালানোর সিদ্ধান্ত হয়েছে। এই ধরনের মোট ৫০টি শাটল বাস চালানো হবে। এছাড়াও, কলকাতা ও শহরতলির দ্রষ্টব্যস্থলগুলি ঘোরানোর জন্য বিশেষ বাস দেওয়া হবে।

কলকাতার দুর্গাপুজোয় বরাবরই দেশ-বিদেশের পর্যটকদের ঢল নামে। সেই ভিড় সামাল দিতে প্রতি বছরই বিশেষ পরিকল্পনা করা হয়। রাত পর্যন্ত চলে বাস। এবার পুজোর পরই আরও এক ‘ইন্টারন্যাশনাল ইভেন্ট’ অনূর্ধ্ব ১৭ ফুটবল বিশ্বকাপ। ফলে, এখন থেকেই পরিকল্পনা করে রাখা হচ্ছে। খেলার সময় যেহেতু বহু বিদেশি পর্যটক আসবেন, তাই পরিবহণজনিত তথ্য তাঁদের সামনে তুলে ধরতে বিশেষ টোল ফ্রি নম্বর চালুর কথাও বিবেচনা করা হচ্ছে। বর্তমানে সরকারি বাসের তথ্য জানাতে রাস্তার মোড়ে ডিজিটাল বোর্ড লাগানো শুরু হয়েছে। এক্সাইডের পর নিউটাউন, নারকেল বাগান বাসস্টপে তা ইতিমধ্যেই বসানো হয়েছে। ঠিক হয়েছে সল্টলেক স্টেডিয়ামের আশপাশ, রাজারহাট, নিউটাউন এলাকায় কমবেশি ৩০টি এই ধরনের বোর্ড বসানো হবে।

পুজোর আগে-পরে খেলার জন্য পরিবহণ ব্যবস্থা নিয়ে পর্যালোচনা করা হবে। তাতে নতুন কোনও বিশেষ রুট কিংবা নতুন কোনও পরিকল্পনাও করা হতে পারে। বিশ্বকাপের মতো বড় আন্তর্জাতিক প্রতিযোগিতার ভিড় সামাল দিতে, যা যা ব্যবস্থা নেওয়া যেতে পারে, তার সবই নেওয়া হবে। তাতে সল্টলেক স্টেডিয়ামে পৌঁছাতে দর্শনার্থীদের সমস্যা হবে না।

Chief Minister Mamata Banerjee today surveyed the flood-affected districts of North Bengal, even wading through some of the submerged areas in a bid to feel the suffering of the people. She spoke to some affected villagers and prioritised relief measures. Later, she spoke to the media at the Malda Municipality headquarters.

The floods have taken place due to the release of water by the DVC and Farakka Barrage. The state of the reservoirs and river beds has become such that people are getting hit more by the release of water rather than by rains.

 
Necessary steps

I have discussed the situation with the district officials. They as well as the State Government are monitoring the situation. These measures have to be followed:

  • It is necessary to stand by the people in their hour of need – to shelter them, to look after their needs.
  • After the flood waters recede, primary healthcare centres, hospitals, tube-wells and schools need to be cleaned on a priority basis.
  • Authorities have to be alert to combat water-borne diseases.
  • The State Government will reconstruct affected schools, colleges, bridges, agricultural land and betel leaf plantations.

 

The floods have occurred due to the abnormal rise in water levels. The Centre should see to it that dredging is done properly. Bengal has become like a boat. Neither the Farakka Barrage nor the reservoirs under the DVC are dredged.

There is no water during the summer and during the monsoon it is the opposite – an excess of water. I am not in favour of submerging people by building dams and releasing water when they cannot hold it. But then everyone should be careful. We want to maintain good relations with everyone. Let everyone be happy. It is everyone’s duty to stand by the affected people.

 
About the destruction due to floods

Till date, 152 people have died due to floods in the State this year. This is not a small number; it is a very unfortunate situation. Almost 1.5 crore people have been affected all across the State. The State Government does not delay in conveying aid, it is trying its best. About four lakh tents have been distributed; more are being provisioned for distribution. There is enough aid material. We are not stingy about distributing them. Many speed boats are also operating in the flooded areas for distributing relief. The floods have caused losses totalling almost Rs 14,000 crore in 11 districts of the State.

 
On Central Government aid

The Central Government has provided aid packages worth Rs 2,000 crore each to Gujarat and Assam. All states must get Central aid. Bengal has been less affected by floods than Gujarat and Assam. We would send a detailed report and expect the help which is needed. I have also written to the Prime Minister a few times regarding the erosion of the Ganga’s banks but no actions have been taken.

 

 

বন্যায় প্রায় ১৪ হাজার কোটি টাকার ক্ষতি হয়েছে: মমতা বন্দ্যোপাধ্যায়

 

আজ উত্তরবঙ্গের বন্যা পরিস্থিতি পরিদর্শনে যান মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এদিন জলে নেমে বন্যা পরিস্থিতি খতিয়ে দেখেন মুখ্যমন্ত্রী। দুর্গতদের সঙ্গে কথাও বলেন। এরপর মালদার পৌরভবনে সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

বন্যা হচ্ছে নদীর জল ছাড়ার কারণে। দক্ষিণবঙ্গে যখন বর্ষা হয়েছিল তখন ডিভিসির ছাড়া জলে অধিকাংশ লোক বন্যায় ক্ষতিগ্রস্ত হয়েছিল। ভারতের নদীর গতিপথ এমন হয়েছে যে এখানেও প্রাকৃতিক দুর্যোগের জলের থেকেও নদীর জল বেড়ে গিয়ে বন্যা হয়েছে। কারণ নদীর নীচ থেকে জল ওঠে।

এই অবস্থায় আমাদের করনীয়ঃ

এই সব জেলার আধিকারিকদের সঙ্গে আলোচনা করেছি। ওনারাও মনিটারিং করছেন।  ওখান থেকেও আমরা অনবরত মনিটারিং করছি।

  • মানুষের বিপদে তাদের পাশে দাঁড়াতে হবে। মানুষকে আশ্রয় দেওয়া, তাদের সুবিধা-অসুবিধা দেখা
  • বন্যার পর প্রাথমিক চিকিৎসা কেন্দ্র, হাসপাতাল, নলকূপ, স্কুল পরিষ্কার-পরিচ্ছন্ন করতে হবে।
  • বন্যার পর জল বাহিত রোগের প্রাদুর্ভাব বেড়ে যায়। সেসব দিকে নজর রাখতে হবে।
  • বাড়িঘর, স্কুল-কলেজ, রাস্তা, সেতু, চাষের জমি, পানের বরজ নষ্ট হয়েছে সেগুলো সরকার দায়িত্ব নিয়ে করে দেবে।

 

নদীর জল বেড়ে গিয়ে বন্যা হয়েছে, এগুলি প্রাকৃতিক ব্যাপার। কেন্দ্রের দেখা উচিত, ভালো করে ড্রেজিং করা উচিত। বাংলা একটা নৌকার মত। ফরাক্কা, DVC কিছুরই ড্রেজিং হয় না।

গরমকালে জল পাওয়া যায় না আর বর্ষাকালে বাঁধ ভেঙে দিয়ে ডুবিয়ে দেওয়া হয়। বাঁধ কেটে অন্য কাউকে ডুবিয়ে দেওয়ার পক্ষে নই আমি। তেমন বাকিদেরও খেয়াল রাখতে হবে তাদের সবার একটা সীমানা আছে। আমরা সকলের সঙ্গে ভালো সম্পর্ক maintain করে চলি। সবাই ভালো থাকুক। সকলেরই কর্তব্য মানুষের পাশে থাকা।

বন্যায় ক্ষয়ক্ষতি প্রসঙ্গেঃ

বন্যায় এখনও পর্যন্ত ১৫২ জন মারা গেছেন। সংখ্যাটা কম নয় – এটা খুবই দুঃখজনক। সব জেলা মিলিয়ে প্রায় দেড় কোটি মানুষ ক্ষতিগ্রস্ত। সরকার ত্রাণ নিয়ে অবহেলা করে না, সরকার তাদের সাধ্যমতো সাহায্য করছে। প্রায় ৪ লক্ষ ত্রিপল দেওয়া হয়েছে। আরও মজুত করা আছে। ত্রাণ পর্যাপ্ত আছে। ত্রাণ দিতে আমরা কার্পণ্য করি না। বন্যায় প্রায় ১৪ হাজার কোটি টাকার ক্ষতি হয়েছে, প্রায় ১১ টি জেলা ক্ষতিগ্রস্ত। অনেকগুলি স্পিড বোট দেওয়া হয়েছে।

কেন্দ্রের সাহায্য প্রসঙ্গেঃ

কেন্দ্রীয় সরকার আসাম, গুজরাতকে ২০০০ কোটি টাকা করে প্যাকেজ দিয়েছে, আমি চাই সব রাজ্যই পাক। গুজরাট, আসামের চেয়ে বাংলা বন্যায় কম ক্ষতিগ্রস্ত নয়। আমরা আমাদের সম্পূর্ণ রিপোর্ট পাঠাবো এবং আশা করব আমরা আমাদের ন্যায্য পাওনা পাব। গঙ্গার ভাঙন নিয়েও কয়েকবার প্রধানমন্ত্রীকে চিঠি দিয়েছি, কিন্তু এখনও কোন ব্যবস্থা নেওয়া হয়নি।

The Bengal Government today celebrated the 71st Independence Day in a befitting matter. The ceremonial march past and celebration of Independence Day was held in a befitting manner at Red Road, Kolkata on Tuesday.

Contingents from police, personnel in uniform, school students, cultural and sports groups, tableaus from various departments on themes like Safe Drive Save Life, Kanyashree, Saboojshree, Sabujsathi, Khadyasathi, Biswa Bangla and so many others took part in the beautiful event attended by a huge enthusiastic gathering and distinguished persons from all walks of life.

Outstanding police officers were decorated with Police Medals for distinguished service.

Police personnel Arnab Ghosh, Sukesh Jain, Kalyan Mukhopadhyay, Pranab Ghosh Dastidar and Salil Kumar Roy were awarded Police Medal for Commendable Service by the Bengal Chief Minister.

 

স্বাধীনতা দিবস উপলক্ষে পুলিশকর্মীদের পুরস্কৃত করলেন বাংলার মুখ্যমন্ত্রী

গতকাল রাজ্য সরকারের উদ্যোগে সাড়ম্বরে পালিত হল ৭১তম স্বাধীনতা দিবস। কলকাতার রেড রোডে অনুষ্ঠিত হয় কুচকাওয়াজ। অসাধারণ কৃতিত্বের জন্য পুলিশকর্মীদের পুরস্কৃত করেন বাংলার মুখ্যমন্ত্রী।

অর্ণব ঘোষ, সুকেশ জৈন, কল্যাণ মুখোপাধ্যায়, প্রনব ঘোষ দস্তিদার এবং সলিল কুমার রায় কে পুলিশ মেডালে ভূষিত করেন মুখ্যমন্ত্রী।

স্বাধীনতা দিবসের কুচকাওয়াজে অংশগ্রহণ করেন পুলিশকর্মী, স্কুলপড়ুয়া থেকে শুরু সাংস্কৃতিক ও ক্রীড়া জগতের নানা মানুষ।  রাজ্য সরকারের বিভিন্ন দপ্তরের ট্যাবোলোও ছিল অনুষ্ঠানের আকর্ষণ। সরকারের বিভিন্ন প্রকল্প তুলে ধরা হয় ট্যাবলোর মাধ্যমে, যেমন সেফ ড্রাইভ সেভ লাইফ, কন্যাশ্রী, সবুজশ্রী, সবুজসাথী, খাদ্যসাথী, বিশ্ব বাংলা।

The West Bengal Fisheries Development Corporation Limited, a body under the Fisheries Department of the Bengal Government, is firming up plans to open outlets in other states for selling the legendary fish preparations of the State.

The list includes tasty dishes like rohu and katla kalia, prawn malaikari, bhetki paturi, pabdar jhal, bhapa ilish and various others.

The outlets are part of an effort towards branding and popularising Bengal outside Bengal. To begin with, a food festival is being planned in Bengaluru (in a Bengali-dominated area of the city) during this Durga Puja.

After that, outlets in that city will be opened through a franchisee system. Initially, chefs from Bengal would be sent to those outlets; later on, chefs hired there would be sent to Bengal for training.

If the model is successful in Bengaluru, it would be extended to other cities in the country.

The Corporation envisages to earn up to Rs 1.5 crore per month through this scheme.

মাছের বাহারি পদ নিয়ে ভিনরাজ্যে দোকান খুলছে রাজ্য মৎস্য দপ্তর

বাংলার মাছের বাহারি স্বাদকে এবার ভিনরাজ্যে ছড়িয়ে দিতে চাইছে রাজ্যের মৎস্য দপ্তর। রুই-কাতলা’র কালিয়া, চিংড়ির মালাইকারি, ভেটকির পাতুরি, পাবদার ঝাল, ভাপা ইলিশ-কি না থাকছে এই তালিকায়। এই সুস্বাদু মাছের হাজারো পদ নিয়ে রাজ্যে রাজ্যে বিপণি খুলছে রাজ্য মৎস্য উন্নয়ন নিগম।

বাংলার রান্নার দেশজুড়ে ‘ব্র্যান্ডিং’ করাই তাদের উদ্দেশ্য। বেঙ্গালুরুর এক বাঙালি মহল্লায় দোকান খোলা হবে। এই প্রকল্প জনপ্রিয় হলে, অন্যান্য রাজ্যেও রান্না করা মাছের দোকান সাজিয়ে বসার ভাবনা রয়েছে নিগমের। বেঙ্গালুরুর ওই বাঙালি পাড়ায় আপাতত পুজোর সময় ফুড ফেস্টিভ্যালে মাছের বিভিন্ন পদ বিক্রি করবে রাজ্য মৎস্য উন্নয়ন নিগম। পরবর্তী পর্যায়ে বেঙ্গালুরুতেই স্থায়ী দোকান খোলা হবে।

এই নিগমের এক আধিকারিক বলেন, এই বিপণি থেকে মাসে অন্তত দেড় লক্ষ টাকা আয়ের সুযোগ তৈরি হবে। আগামী দিনে বেঙ্গালুরুর আরও বেশ কয়েকটি জায়গায় এরকম আরও ফ্র্যাঞ্চাইজি দেওয়া হবে। বেঙ্গালুরুর আনসুলেত নামে আরেকটি জায়গায় আগামী আগস্ট মাসে তিনদিনের একটি খাদ্য উৎসবের তাঁরা অংশ নিচ্ছেন। এই পাড়াতে আসন্ন দুর্গাপুজোর সময় ফুড ফেস্টিভ্যালের আয়োজন করবে নিগম।

এই উৎসবের দিনগুলিতে কলকাতা থেকেই রাঁধুনি পাঠানো হবে সেখানে। পরবর্তী পর্যায়ে ফ্র্যাঞ্চাইজিরা তাদের রাঁধুনিদের কলকাতায় পাঠাবে প্রশিক্ষণের জন্য। তারপরে বেঙ্গালুরুতে চালু হবে স্থায়ী দোকান। ফ্র্যাঞ্চাইজির দোকান ডিসেম্বরে তৈরি হয়ে যাবে।

Bengal’s Finance, Commerce and Industries Minister, Dr Amit Mitra will meet ambassadors of different countries in mid-September in Delhi to invite foreign delegates to the 2018 edition of Bengal Global Business Summit (BGBS), which is scheduled for January.

Few days ago, the minister also met a dozen honorary consuls asking them to invite their respective countries’ ambassadors to participate in the BGBS.

Dr Mitra asked them to concentrate on specific sectors for bringing business to Bengal and to be partners in the meet.

২০১৮ বিশ্ববঙ্গ বাণিজ্যিক সম্মেলনে বিভিন্ন দেশের রাষ্ট্রদূতদের আহ্বান জানাবেন অর্থমন্ত্রী

সেপ্টেম্বরের মাঝামাঝি দিল্লীতে রাজ্যের শিল্প ও অর্থমন্ত্রী অমিত মিত্র বিভিন্ন দেশের রাষ্ট্রদূতদের সঙ্গে সাক্ষাৎ করবেন। সেই সব দেশের প্রতিনিধি দলকে আগামী বছরের জানুয়ারি মাসে অনুষ্ঠিত বিশ্ববঙ্গ বাণিজ্য সম্মেলনে আমন্ত্রণ জানাবেন।

কয়েকদিন আগেই তিনি রাষ্ট্রদূতদের সঙ্গে সাক্ষাৎ করেন। তাদের অনুরোধ করেন তাদের নিজেদের দেশে বাংলার প্রতিনিধিত্ব করতে।

তাদের বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে অংশগ্রহণ করতেও অনুরোধ জানান। কিছু নির্দিষ্ট ক্ষেত্রে মনোনিবেশ করতে ও বাংলায় বাণিজ্য আনার ব্যাপারেও আর্জি জানানো হয়। বেশ কয়েকজন শিল্পপতি এই বৈঠকে অংশগ্রহণ করেন।

Reducing infant mortality, achieving almost 100 per cent institutional delivery, fair price medicine shops and diagnostic centres, free treatment for everyone in State Government hospitals – these and a few other achievements of the Chief Minister Mamata Banerjee-led Trinamool Congress Government have made Bengal a path-breaker in the aspect of public health service in India.

Eager to continue on the gradient of success, Mamata Banerjee has taken initiatives to open 12 more medical colleges in the state by 2021. Of the 12, 10 would be run by the State Government and two on a PPP (public-private partnership) model.

Eight of the Government-run medical colleges would be established in Diamond Harbour, Cooch Behar, Raiganj, Rampurhat, Purulia, Arambagh, Jalpaiguri and Contai, and the two to be run on PPP basis, in Kurseong and Bhangar.

Admissions to the medical colleges in Diamond Harbour, Cooch Behar, Raiganj, Rampurhat and Purulia would start from 2019, and to the ones in Arambagh, Jalpaiguri, Kurseong and Bhangar from 2021.

These new medical colleges would solve, among other issues, the two primary ones of patient-doctor ratio and specialist doctors.

Currently, there are 18 medical and six dental colleges in the state. These 12 would bring up the number of colleges for medical education to 36. With the setting up of these 12, potentially, 1200 seats would be added to the state’s medical education system, bringing the total to almost 4,500.

Currently, there are 3,250 seats, combining the medical and dental colleges. Till May 2011, when the Left Front Government was in power, there were 1,604 seats. Thus the Mamata Banerjee-led Government has managed to more than double the number of seats in its six years in power.

শিশুমৃত্যুর হার কমানো, প্রাতিষ্ঠানিক প্রসব উল্লেখযোগ্য হারে বাড়ানো, ন্যায্যমূল্যের ওষুধের দোকান চালু করা, সরকারি হাসপাতালে সকলকে বিনা পয়সায় ওষুধ ও পরিষেবা দেওয়া প্রভৃতির মাধ্যমে গত ক’বছরে দেশজুড়ে নজর কেড়েছে বাংলা।মেডিকেল শিক্ষায় পশ্চিমবঙ্গের স্বর্ণযুগ ফেরাতে উদ্যোগী মুখ্যমন্ত্রী তথা স্বাস্থ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

দপ্তর সূত্রের খবর, আগামী পাঁচ বছরের মধ্যে সরকারি, বেসরকারি এবং পিপিপি মডেল মিলিয়ে রাজ্যে আরও ১২টি মেডিকেল কলেজ চালু করার উদ্যোগ নিলেন তিনি। এর মধ্যে ৮ টি সরকারি, ২ টি পিপিপি মডেলের এবং ২ টি বেসরকারি মেডিকেল কলেজ। সব’কটি চালু হলে রাজ্য পেতে পারে কমপক্ষে ১২০০টি মেডিকেল আসন।

সেক্ষেত্রে মেডিকেল ও ডেন্টাল মিলিয়ে কলেজের সংখ্যা বেড়ে দাঁড়াবে ৩৬টি। আসনসংখ্যা বেড়ে হতে পারে প্রায় সাড়ে ৪ হাজার।২০১১ সালে রাজ্যে মেডিকেল ও ডেন্টাল মিলিয়ে আসনসংখ্যা ছিল মাত্র ১৬০৪। মুখ্যমন্ত্রীর নেতৃত্বে ছ’বছরে আমরা তা দ্বিগুণ বাড়িয়েছি। এখন বেড়ে হয়েছে ৩২৫০। আমাদের লক্ষ্য আরও বাড়ানো। রাজ্য স্বাস্থ্য দপ্তর সূত্রের খবর, সরকারি এবং পিপিপি মডেলের প্রস্তাবিত কলেজগুলি হবে ডায়মন্ডহারবার, কোচবিহার, রায়গঞ্জ, রামপুরহাট,পুরুলিয়া, আরামবাগ, জলপাইগুড়ি, কাঁথি, কার্শিয়াং ও ভাঙড়ে। প্রথম আটটি হবে সম্পূর্ণ সরকারি উদ্যোগে। শেষের দু’টি প্রাইভেট-পাবলিক মডেলে। কাঁথির মহকুমা হাসপাতালে শয্যাসংখ্যা বাড়িয়ে ৩০০ করা হবে। পাশের জমিতেই হবে মেডিকেল কলেজ।

 

বর্তমানে রাজ্যে মোট মেডিকেল কলেজের সংখ্যা ১৮টি (১৩টি সরকারি, একটি কেন্দ্রীয় সরকারি, চারটি বেসরকারি)। ডেন্টাল কলেজ ছ’টি (তিনটি সরকারি, তিনটি বেসরকারি)। মোট আসনসংখ্যা ৩২৫০টি। ১২টি নতুন মেডিকেল কলেজ হলে অদূর ভবিষ্যতে ফি বছর কমপক্ষে ১২০০ চিকিৎসক পাবে বাংলা। ডায়মন্ডহারবার, কোচবিহার, রায়গঞ্জ, রামপুরহাট ও পুরুলিয়ায় পাঁচটি কলেজ তৈরির কাজ চলছে। এছাড়া ২০২১ সালের মধ্যে আরামবাগ ও জলপাইগুড়িতে দু’টি সরকারি মেডিকেল কলেজ এবং কার্শিয়াং ও ভাঙড়ে দু’টি পিপিপি মডেলের মেডিকেল কলেজ চালু করার পরিকল্পনা রয়েছে।

The Kanyashree Scheme has spawned success stories galore in Bengal. One such story is of Digantika Basu, a Class IX student of RS Balika Vidyalaya in Memari in Purba Bardhaman district and a recipient of the benefits of the Kanyashree Scheme.

Digantika’s visits to her uncle’s house in the Sundarbans inspired her to create gear that can be of immense help to honey-collectors. Collecting honey from the deep mangrove jungles and selling it is one of the primary occupations of the people of the Sundarbans region.

She has created a special pair of spectacles, which has two mirrors attached to the two arms. The mirrors would help the honey collectors to be on the lookout for tigers approaching from the back, which is a constant danger and a major reason for loss of life among the honey collectors.

Digantika has also created a pair of boots which help in climbing even tall-standing trees like palm trees quickly. Being able to climb quickly is another essential requirement for collectors to escape danger.

The State Government has given recognition to this young inventor. Her achievements have prompted the district Kanyashree authorities to make a short film on her. This film would be shown to school students to inspire them towards scientific endeavours.

Similar creations by Kanyashree beneficiaries have generated a lot of interest among visitors to state and district-level science fairs, and as a result, have made the likes of Digantika mini-celebrities. Digantika is even now thinking of patenting her inventions.

বনবিবির পুজো শুধু করলে হবে না বিজ্ঞানের, প্রযুক্তির সহায়তাও নিতে হবে মউলিদের। আর সেই চশমা থেকেই তৈরি করেছে বিশেষ চশমা। যা গভীর অরন্যে মধু সংগ্রহের সময় পিছন দিক থেকেও নজর রাখা সম্ভব। বাঘ পিছন দিক থেকে আক্রমন করলে তা আগে থেকেই ওই বিশেষ চশমার মাধ্যমে দেখতে পারবেন মধু সংগ্রহকারীরা। আত্মরক্ষার জন্য খাড়া কোনও গাছে উঠে পড়াও বাঞ্ছনীয়। সেই ভাবনা থেকে বানিয়েছে বিশেষ জুতোও। মউলিদের আত্মরক্ষার নয়া দিগন্ত খুলে দিয়েছে দিগন্তিকা।

রাজ্য সরকার তার স্বীকৃতিও দিয়েছে। শুধু এই বিশেষ চশমাই নয়, আরও অনেক কিছুই ইতিমধ্যেই তৈরি করেছে এই কন্যাশ্রী। তালগাছে ওঠার বিশেষ জুতো বানিয়েছে মেমারির আরএস বালিকা বিদ্যালয়ের এই ছাত্রী। পূর্ব বর্ধমান জেলা সর্বশিক্ষা মিশন তথা কন্যাশ্রী প্রকল্পের আধিকারিক শারদ্বতী চৌধুরী বলেন, কন্যাশ্রীদের কাছে অনুপ্রেরনা দিগন্তিকা। তার সাফল্যের কাহিনি অন্যান্য পড়ুয়াদের জানাতে তাকে নিয়ে ছোট তথ্যচিত্রও বানানো হয়েছে। যা ছাত্রছাত্রীদের দেখানো হবে। তার উদ্ভাবনী শক্তি অন্যদের উৎসাহ দেবে।

দিগন্তিকার বাবা সুদীপ্ত বসু জানালেন মেয়ের বিজ্ঞানের প্রতি আগ্রহের কথা। খুব ছোট থেকেই নতুন কিছু করার তাগিদ ছিল তার। সুন্দরবন এলাকায় এক আত্মীয়বাড়ি বেড়াতে গিয়ে মউলিদের দুঃখের কাহিনী শুনেছিল দিগন্তিকা। রাজ্য ও জেলাস্তরের বিজ্ঞান মেলায় আলোড়ন ফেলেছে এই চশমা ও জুতো। বিড়লা তারামণ্ডল কর্তৃপক্ষ পুরস্কৃত করেছে দিগন্তিকাকে। পাশাপাশি পেটেন্ট পাওয়ারও চেষ্টায় রয়েছে।

The Kanyashree Scheme is all set to become a theme for saris this Durga Puja season. If things go according to plan, the Bengal Government handloom emporium chain, Tantuja, would soon be selling sarees with designs inspired by the Scheme.

Kanyashree is one of the flagship schemes of the State Government and has drawn both international and national praise, the latest being the United Nations Public Service Award which Chief Minister Mamata Banerjee herself received on the behalf of the Bengal Government at a convention in The Hague in the Netherlands.

The original idea for creating such designs is credited to Dhiren Basak, a President’s Medal-winning handloom craftsman from Phulia in Nadia, a place famous for its Tangail saris that are woven in as well as cotton. His designs were submitted to Tantuja’s State Design Centre in Salt Lake, Kolkata, and now the two of them are working together for refining the designs.

এ বারের পুজোয় তন্ত্তজের শো-রুমগুলিতে পাওয়া যাবে কন্যাশ্রী প্রকল্পের তাঁতের শাড়ি৷ প্রাথমিক ভাবে সল্টলেকে তন্ত্তজের স্টেট ডিজাইন সেন্টারেও জমা পড়েছে এই শাড়ির নকশা৷ নদিয়ার ফুলিয়ার রাষ্ট্রপতি পদকপ্রান্ত তাঁতশিল্পী ধীরেন বসাক কিছুদিন আগে তন্ত্তজের চেয়ারম্যান ও রাজ্যের প্রাণিসম্পদ দন্তরের মন্ত্রী স্বপন দেবনাথের কাছে কন্যাশ্রী থিমের উপর একটি নকশা এঁকে দেখান৷ নকশাটি দেখে পছন্দ হওয়ায় তিনি ওই তাঁতশিল্পীকে কিছু শাড়ি তৈরির কথা বলেন৷ পরে বিষয়টি নিয়ে সল্টলেকের স্টেট ডিজাইন সেন্টারেও আলোচনা করেন স্বপন৷

নেদারল্যান্ডসের দ্য হেগ শহরে মুখ্যমন্ত্রীর কন্যাশ্রী শ্রেষ্ঠত্বের শিরোপা পাওয়ার পর প্রকল্পটি নিয়ে জোর চর্চা হয়েছে৷ এই শাড়ি তারই ফসল বলে মনে করা হচ্ছে৷ স্বপন দেবনাথ বলেন , ‘মুখ্যমন্ত্রীর কন্যাশ্রী প্রকল্প বিশ্বসেরার সম্মান পাওয়ার পর ফুলিয়ার রাষ্ট্রপতি পুরস্কারপ্রান্ত তাঁতশিল্পী ধীরেন বসাক আমাকে একটি খুব সুন্দর ডিজাইন দেখাতে নিয়ে আসেন৷ আমি ওঁর ডিজাইন তন্ত্তজের স্টেট ডিজাইন ল্যাবেও পাঠিয়েছি৷ ধীরেনবাবুকেও বলেছি , কিছু কাপড় তৈরি করে দেখানোর জন্য৷ সব কিছু ঠিক থাকলে কন্যাশ্রী প্রকল্পে যুক্ত মেয়েদেরও এই শাড়ি দেওয়ার বিষয়ে আমরা উদ্যোগী হতে পারি৷ ’ মন্ত্রীর দাবি , তন্ত্তজ এখন লাভজনক প্রতিষ্ঠানে পরিণত হয়েছে৷

সংস্থার চেয়ারম্যান হিসেবে স্বপন বলেন , ‘চলতি বছরেই তন্ত্তজ ১৪০ কোটি টাকার ব্যবসা করেছে৷ লাভ হয়েছে ৫ কোটি টাকারও বেশি৷ ফলে বুঝতেই পারছেন , তন্ত্তজ এখন যা করবে , সেটা বাজারে বিক্রি হবে৷ সিপিএaমের রাজত্বে মুখ থুবড়ে পড়া এই তন্ত্তজ এখন বাংলার তাঁতিদের বড় ভরসা৷ আর সেই তাঁতিদের উপরেই নির্ভর করে লাভের মুখ দেখছি আমরা৷ ’

সূত্রের খবর , ধীরেন বসাককে সবুজসাথী প্রকল্পের উপরেও নকশা তৈরির কথা বলেছেন মন্ত্রী৷ জেলা পরিষদের সভাধিপতি দেবু টুডু বলেন , ‘স্বপনদার কাছে বিষয়টি আগেই জেনেছি৷ উনি কন্যাশ্রীর উপরে একটা নতুনত্বের ছোঁয়া দিতে চেয়েছেন৷ আমরা এ বার পুজোয় পূর্ব বর্ধমান জেলার কন্যাশ্রী ক্লাবের যে সদস্যরা রয়েছে , তাদের এই শাড়ি উপহার দেওয়ার বিষয়ে ভাবনা -চিন্তা করেছি৷ জেলা পরিষদের নিজস্ব তহবিল থেকেই ওই শাড়ি দেওয়া হবে৷ ’ স্বপন বলেন , ‘বাণিজ্যিক ভাবে এই শাড়ি বিক্রির আগে আমরা একবার মুখ্যমন্ত্রীর অনুমোদন নেব৷ তিনি সম্মতি দিলে তন্ত্তজের সমস্ত শো -রুমেই পাওয়া যাবে শাড়িটি৷’

The Kanyashree Scheme, which recently won the United Nations Public Service Award for its huge success in promoting education and empowerment for girl children and preventing child marriage, has inspired Durga Puja organisers across the State to adopt it as their themes for lighting and decorations at the pandals this year.

This will enable the further spread of the knowledge of and benefits from the scheme, and expansion of the various collateral social advantages that are helping in overcoming ills, many of which have become woven into the social and cultural fabric of the country, not just the State.

While searching for positive themes, many Puja organisers in Kolkata and the districts chose the Kanyashree Scheme. It will be used in various ways, both in the lighting and decoration that adorn the pandals during the Puja, which is a major attraction for visitors from outside the State as well. Thousands of people will now get to know the different aspects of the scheme, leading to its replication in other areas.

Not just Kanyashree, but other schemes and programmes like Sabuj Sathi, Shishu Sathi and Safe Drive Save Life are also being planned as themes for decorations and lighting during Durga Puja this year.

This is being actively encouraged by the State Government. It wants to spread information about its award-winning schemes and programmes to the farthest corners of the State and beyond.

For the famous lighting artistes from Chandannagar, and the pandal decorators from other places, these new themes are a welcome challenge. According to some, the organisers of Sreebhumi Sporting Club, Baranagar Lowland, Budge Budge DN Ghosh Road and a club from Howrah have already decided on the Kanyashree Scheme as a theme. Ten more clubs from Kolkata have shown interest, they said.

A sample of the lighting skills is likely to be on display during the Kanyashree Utsav programme at Netaji Indoor Stadium on July 28, the lighting artistes added.

এবার পুজোর আলোয় মমতার হাতে বিশ্বসেরা কন্যাশ্রী সম্মান

রাষ্ট্রসংঘের একটি অনুষ্ঠানে ৬৩টি দেশের মধ্যে জনপরিষেবার জন্য মুখ্যমন্ত্রীর স্বপ্নের প্রকল্প ‘কন্যাশ্রী’ সেরার পুরস্কার আদায় করে নিয়েছে। মুখ্যমন্ত্রী নিজের হাতে সেই পুরস্কার নিয়েছেন। তার পরেই শুধু দলীয় স্তরে প্রচারই নয়, আসন্ন দুর্গাপুজোতে কলকাতার নামী পুজোগুলিতে সবুজসাথি, শিশুসাথি, সেফ ড্রাইভ, সেভ লাইফসহ রাজ্য সরকারি প্রকল্পগুলিকে ছাপিয়ে গিয়েছে ‘কন্যাশ্রী’র চাহিদা।

রাষ্ট্রসংঘের অনুষ্ঠানে যোগ দিয়ে মুখ্যমন্ত্রীর পুরস্কার নেওয়ার মুহূর্তকে প্রায় ২০ হাজার এলইডি দিয়ে ৮ ফুট বাই ১২ ফুটের একটি নীল-সাদা ও সবুজ আলোর মাধ্যমে ফুটিয়ে তুলেছেন চন্দননগরের বিখ্যাত আলোকশিল্পী বাবু পাল।

বাবু বাবু বলেন, প্রতি বছর দুর্গাপুজোয় চন্দননগরের আলো মানেই নতুন চমক। যা দেখার জন্য পুজোর কয়েকটা দিন দেশ-বিদেশের বিভিন্ন প্রান্তের মানুষ কলকাতায় হাজির হন। তাই মুখ্যমন্ত্রীর ‘কন্যাশ্রী’ নিয়ে এই সাফল্যকে আলোর মাধ্যমে ফুটিয়ে তোলার জন্য খবরটা শোনার পর থেকেই চিন্তাভাবনা শুরু করেছিলাম। মমতা বন্দ্যোপাধ্যায় দি হেগ শহরে পুরস্কার নিতে যাওয়ার আগেই আমরা এলইডির মাধ্যমে তাঁর ছবি আলোর বোর্ডে মকশো করে রেখেছিলাম। পুরস্কার নেওয়ার দৃশ্য দেখার পর থেকেই আমরা তা বোর্ডে ফুটিয়ে তোলার কাজ শুরু করি। ইতিমধ্যেই আমরা একটি বোর্ড সাজিয়ে তোলার কাজ শেষ করেছি। সামনে বিশ্ববাংলার প্রতীক গোলকটিকে রেখে মুখ্যমন্ত্রীর কন্যাশ্রীর জন্য রাষ্ট্রসংঘের অনুষ্ঠানে পুরস্কার প্রদানের দৃশ্যটি আলোর মাধ্যমে ফুটিয়ে তুলেছি।

আলোকশিল্পী আরও বলেন, ২৫ জুলাই নেতাজি ইনডোর স্টেডিয়ামে কন্যাশ্রী উৎসবেও কন্যাশ্রীদের স্কুলে যাওয়া, প্রতিবেশীদের স্কুলে যেতে উৎসাহদানসহ আরও কিছু কর্মসূচি আলোর মাধ্যমে তুলে ধরা হবে।

The Bengal Government plans to train beneficiaries of the Kanyashree Scheme in self-defence techniques. The three-month training programmes are going to be organised by the Department of Women & Child Development and Social Welfare.

Kanyashrees, as the beneficiaries are called, constitute a large proportion of the rural and urban girls studying in State Government and State Government-supported schools. The Kanyashrees in Birbhum and Cooch Behar districts have already been given training in karate and other martial arts.

Under the new proposal, girls from all beneficiary schools would be provided training in steps. Funds have also been allotted for the purpose.

Initially, 50 students would comprise a batch from each institution. Equipment for training and the dress would be provided by the government. The trainers would also be appointed by the government. The trainees would receive certificates after completion of the programme.
