I am raising this issue for the fourth time in this August House. In 2014, I met the Hon. Railway Minister and submitted a letter to him regarding the construction of a one side platform at Chandkhali halt on Sealdah-Canning line which is in my Parliamentary constituency, Joynagar. Since then I have spoken to several officers regarding this but nothing has been done.

I have submitted a letter to the present Railway Minister as well but all my efforts have been for naught. My earnest request to the Railway Minister to take necessary action.

Ratna De Nag raises the demand of stoppage of trains at Hazi Md Mohsin Halt Railway Station

I would like to bring to your kind notice about a matter, which I have raised several times in the past, latest on December 28, 2017. But no action has been initiated so far.

Islampara and Hazi Md Mohsin Halt Railway Station is situated at Bansberia Municipality of Hooghly district in the Katwa-Howrah division of Eastern Railways. The foundation stone was laid on 2012 when the then Rail Minister and railway officers were present. Fortunately the work has been completed sometime ago but no trains are stopping here, which is affecting more than one lakh people.

There is no other mode of transport to avail. So, through you Sir, with a high hope I would request you to give instruction to the railway officers so that the trains stop at the station and ease off the difficulties faced by the people of that area.

Mumtaz Sanghamita speaks on the urgent need to start work at Panagarh-Bardhaman stretch on NH 2

This is regarding National Highway NH 2 which is undergoing six lane expansion. The work has been going on since ages, and it is running at a very slow speed.

They have not started work between Panagarh and Bardhaman which is my constituency. Heavy vehicles and transport vehicles are going through that area, so work should be started urgently in this stretch.

You’ll appreciate the fact that our delegation had gone and seen first-hand how the Bengalis in Assam have been murdered. Bengal is always more India… I think this dirty politics of the BJP has to stop, and this is not going to stand to any reason. You must stop killing Bengalis in Assam. I demand that from you.

Arpita Ghosh raises demands for railway amenities in her constituency

Sir, the Balurghat-Howrah Express which runs in my constituency, must be run on a regular basis. I have raised this issue multiple times with the Railway Minister. Additionally, AC coaches need to be added to the Tebhaga Express; they were added and then withdrawn. Balarampur station needs to be developed as well. The Balurghat-Hili route also needs a red signal. Thank you, Sir.

Aparupa Poddar speaks on the safety and security of Kolkata Metro

Thank you, Deputy Speaker Sir. I would like to say that the Kolkata Metro is the only Metro Rail in India under the Indian railways. We see many accidents taking place very often when fire breaks out.

We also need to increase the number of trains and compartments; the trains often get overcrowded. So, I urge the Government through you that the Indian Railways must take steps for the safety and security of the common person who avails metro in Kolkata.

Sandhya Roy raises the demand for a railway station at Keshiary

Namaskar Hon. Deputy Speaker Sir. As the MP of Medinipur, I want to place a demand before the Railway Minister. I appeal to the Minister to set up a railway station at Keshiary (Vidhan Sabha Constituency 223) and add it to the railway map of the country. I urge him to set up a railway station as soon as possible. This will benefit lakhs of poor people, farmers, labourers and traders.

Nadimul Haque speaks on the distress of contract workers of BSNL

Hon. Chairman Sir, thousands of contract workers at BSNL in different telephone circles across the country are in distress. Sir, they are facing acute hardship due to non-payment or irregular payment of wages. They are also facing loss of livelihood because of certain decisions made by the management of Bharat Sanchar Nigam Limited.

Sir, in the Kolkata circle alone, 4500 workers have not been paid wages for the last three months and in West Bengal circle 1500 workers are suffering because they have not been paid their wages for the last five months. Sir, these workers have not been paid wages because ostensibly the reason is lack of funds.

Sir, even if the wages are being paid they are not been dispersed in a time bound manner and they are often even less than the minimum wage limit. Sir, the management is now planning to change the contract workers to curb the expenses of the organisation.

Sir, this has led to the dual problem of job insecurity and non-payment of wages. So, such kind of treatment meted out to the workers is both disheartening and demoralising. It will have cascatic effect not only on them but on the dependant’s family members also.

Sir, there is no doubt that BSNL is facing a cash crunch should cut down on expenditure but Sir, this exercise of retrenchment should not be extended to the contract labourers.

As in 2015 and in 2017, Sir, on the intervention of Trinamool Congress Sir, the wages were brought up to date. I would request the government to bring the wages upto date immediately for the workers.

And Sir, on one side the Prime Minister is saying ‘we are all going for Digital India’ but the BSNL employees who are behind this ‘Digital India’ are suffering the most. I would urge the government to take immediate steps so that their wages are paid and made upto date.

Shanta Chhetri speaks on the demand for tribal status for 11 communities in Darjeeling

Sir, there are many communities in Darjeeling Hills of West Bengal. Among them, the Hon. Chief Minister of West Bengal Government had recommended to the Centre hat 11 communities be given the tribal status. These communities have not yet been given the tribal status, Sir.

Before the 2014, Lok Sabha elections, the current Prime Minister – then Chief Minister of Gujarat – had come to Siliguri and assured the people of the Hills that the dream of Gorkhas was his dream. But even after four and a half years, the demand of Gorkhas, the sentiments of Gorkhas and 11 other communities remain unfulfilled. We want the Centre to give us the tribal status.

Also Sir, the Central Government is also not practicing federalism. The Centre is not completing the unfinished projects. Many works are pending. For example, the proposal to change the name of the State to Bangla is still not done.

Sir, funds are owed (to the State). Lastly, I want to mention that political violence is sponsored by them. So, I would like to thank you, Sir. Hope the Central Government will look into the matter soon.

 

Dr Santanu Sen speaks on the irrational package rate in Ayushmaan Bharat scheme

Thank you Sir, for giving me this opportunity to speak. Sir, as we are seeing that Hon’ble Prime Minister is sending cards regarding Ayushmaan Bharat though there are significant budgetary contributions from the States as well. Also, there are so many fallacies in that particular proposed scheme and one of them is irrational package rate.

Sir, you must admit that different patients suffering from the same disease might not present with the same manifestation. This is because of the associated complications and the associated other co-morbid factors. But if you fix a particular rate for a particular disease, then what will happen? Sir, the same patient who is suffering from a particular disease with associated morbidities, when he or she will be going to a particular hospital, the doctor of that particular hospital will be refusing patients because they will understand that will not get the extra amount of money.

So, indirectly again it will be worsening the doctor-patient relationship and the incidents of violence which are taking place everywhere will be increasing. So, the Government must give due importance to this particular factor before fixing up this package rate, Sir.
