From the busy college streets and yellow cabs in Kolkata, to devouring bhetki paturis, to visiting architecturally rich temples of Bishnupur, to the haunting music of the Bauls, to Rabidra Sangeet- the video captures all things beautiful about the state.

From the mystic valleys in Darjeeling, to the breathtaking sea beach of Mandarmani, the video is a visual delight. The video ends with Shah Rukh Khan, the state’s brand ambassador, crooning Tagore’s song. People have been praising the ad on social media, calling it a fitting tribute to the state.

Bengal will become No. 1: Bengal CM at Bengal Global Business Summit 2017 | Full Speech

Thank you so much to my Finance & Industry Minister Amit Mitra, all my important foreign delegates, my friends, brothers and sisters from the abroad, my all of core group chairman, ministers, MPs, MLAs, all national & international chambers, state-district-local chambers, all the captain of industries.

I have to leave today for my favorite Darjeeling because I have some programme day after tomorrow and also we celebrate Netaji Subhash Chandra Bose’s birthday in Darjeeling, that’s why I have to rush. So I am sorry for this but on behalf of west Bengal people and behalf of India we congratulate all of my delegates all of my friends, family members, colleagues and all.

We are really privileged, we are honoured and delighted. It’s a superb performance and without you it was not possible at all. It is not the credit of west Bengal government or mine, the credit must go to my chambers and all the captain of the industries. They are doing this conference so credit must go to my captain of the industries, chairmen of the groups (Amit Mitra already said the names all the chambers), chambers of commerce, all the government officials, Ministers, MPs, MLAs.

I think I should not say this is successful, your presence is saying that. It is better to see what is the practical thing? In a practical way I can say your presence is proof that this is not only successful, it is super successful. Thank you so much, we just started two years ago. This is the third one and I congratulated Dr Richter who came today morning and he said it is their first time at the global conference in Bengal. I am so happy. We are delighted. Thank you so much for your announcement. It will give a big boost up and my industry people will be happy.

What we feel the success story of the global phenomena that our industry is doing business with the other world countries. They represent India. They represent my state. If their business grow, our business will grow up and I believe that let invite all my friends, may be from China, Japan, Korea, Cuba, Singapore, Thailand, Kuala Lumpur, Venezuela, France, UK, USA, Germany Norway, Netherlands everywhere. Please invite our people to go there also. Their performance and your performance it is just like a gate together & work together, this is the formula.

Let us build up this bridge and this bridge is a actual a ‘vision bridge’ that will boost our future. From Kolkata, from Bengal you can develop Bangladesh industry. Nepal industry, Bhutan industry, North-eastern country, even Bengal is very nearer to Thailand, Singapore, Kuala Lumpur, Myanmar, China , Maldives and all. And we have eight North-eastern sister states and also Bihar, Odisha the eastern part of India also.

So if Kolkata or Bengal has to be chosen then you can choose half of the India, more than that. So please invest, come, do the business freely and frankly. We will give you the skill labour, cheap labour, good environment, the work-culture and whatever help we can give. From land bank to land use policy in every matter we will help you. Even to industry friends I will tell you that you can start one sms service of computer what I told earlier, if anybody wants to give the proposal let it be with them. Sanjeev you will take care it, so let them submit their proposal, then through you (Sanjeev) they can send it to Finance Minister. So it can be discussed together also.

Some pilot project must be there, the foundation their people can directly approach to the core committee chairman. In every sector I have core group chairman. You can send your proposal. If it is transport give it to transport chairman, if it is CREDAI give it to CREDAI. If it is food-agriculture give it to that chairman. So I want to activate all these core group chairman. Let them do their job with their credibility and responsibility. Government is just like their partner, they will extend all co-operations to them. I think you follow this.

I am happy to say even I met all the representatives & delegates from all over the world. Yesterday also I met the Chinese delegation, Japanese delegation, Italy delegation, Norway delegation, Venezuela delegation, France delegation and all. I am happy that Norway said that they are really interested for the maritime and the other sector also. Italy said they are interested to do the business with the leather industry & the manufacturing industry.

We are also working with Japanese company Mitsubishi and they are doing the drinking water project in Purulia. Yokohama also has a project in Howrah, please speed it up so it can start the work. Even the Metro work is there, similarly there are so many other projects.

Like this, the Chinese delegation said they are interested in the infrastructural and manufacturing projects. There are many more countries which are interested to do the job.

This is the third year, in the earlier two years we have received proposals of Rs 4,93,000 crores, this is the exact figure. We don’t believe in jumping figures and zero implementation. We believe that commitment is the credential of this global business conference. We believe each and every proposal and even small amounts of money are also very important. We announce what we receive and I do not like the gap between proposals and implementation. My words are simple, I say the simple words. We started newly, we gathered experience over the years and we do better the following year.

Total investment received in the years 2014-15 and 2015-16 is Rs 4,93,000 crores. And you will be happy to know that out of the total, 40% projects are already under implementation. It is not that we say something, it takes some time to finalise the programs, to prepare the DPR, go for tender, to activate the work, and it takes some time. This year also we are receiving major foreign investments. They discuss the matter. They will go back to their country with the plans, talk to the people and then pick their partners and they will do the job. So I don’t want to count every project, let them discuss and decide.

China has already committed to the elevated mass rapid transport project; they have announced 27,200 crores here at the global business summit. I want to congratulate them. There is a MoU between Korea and HIDCO regarding green cities, congratulations. There have been several projects and MoUs that have been discussed between different groups. Their ministry to our ministry, their department to our department. Their industry to our industry. These I will not discuss in detail, but out of this, investment in major sectors are, manufacturing: 61,765 Cr, MSME: 50,710 Cr, Urban Development: 46,600 Cr, Transport: 36,801 Cr and I am happy to say that despite this demonetisation and remonetisation, a total of Rs 2,35,290 crore or nearly 35 billion USD has been committed in this Biswa Bangla Conference. We believe that at this junction, Rs 2,35,200 crore is enough, we do not believe in announcing big numbers and then xero implementation.

We are proud of our state, we are proud of our soil, we are proud of our industries, we are proud of our country, we are proud of our international friends, and now the global world has become a sweet family. We are very happy that this is the first time 29 countries have participated in this global business conference. We are very honoured. Please convey our best wishes and best regards to your brothers and sisters from here. Please do come again to Bengal, Bengal welcomes you always. Please consider this as your second home.

Bengal deserves business because Bengal has the cultural heritage & the industrial heritage. Bengal was number one. Because of the misrule of the previous government, we are facing the hardships. There may be hardships, but I believe that we will conquer the world with our hard work, I believe so.

We thank Amit Da, thanks to your team, the administration, the captains of the industry, my chambers, all the core groups, to all the liaison officials, press media and all for their very good cooperation.

I would like to conclude with the words of Biswa Kavi Rabindranath Tagore,

‘Where the mind is without fear and the head is held high
Where knowledge is free
Where the world has not been broken up into fragments
By narrow domestic walls

Into ever-widening thought and action
Into that heaven of freedom, my Father, let my country awake.’

‘Sare Jahan se Accha Hindustan hamara’.

We believe in
‘বাংলার মাটি, বাংলার জল, বাংলার বায়ু, বাংলার ফল— পুণ্য হউক, পুণ্য হউক, পুণ্য হউক হে ভগবান॥‘

We believe in
Sarfaroshi ki tamanna ab hamaare dil mein hai
Dekhna hai zor kitna baazu-e-qaatil mein hai.

We wish all of you all the best. Thank you so much.
Jai hind, vande mataram.

We are extremely honoured and grateful that our Respected President is here with us today. His kind presence gives us new inspiration and also guidance for the future. His blessings and inspiration have always been our guiding force.

We are really grateful for the august presence of Honourable Governor Mr. Keshari Nath Tripathi Ji and all of my friends. It looks like a galaxy of stars. We would like to thank you so much for being present here. I think this Bengal Global Business Summit has proved to be a milestone in West Bengal’s history. This year’s Summit has an overwhelming presence of international guests. Our partner countries, Germany, Japan, Italy, Poland. My friends from 29 countries, China, Japan, Singapore, Malaysia, Thailand, Nepal, Bhutan, Bangladesh, Korea, Russia, Iran, UAE, UK, Italy, Spain, Germany, Poland, France, Norway, Romania, Belgium, The Netherlands, Switzerland, USA, Canada, Australia, Nigeria, Venezuela, Russia are attending this Summit. So in real sense, it is a galaxy of stars and it is an international convention. Thank you so much for your kind presence.

Over the next two days, we are going to have 4,000 businessmen, business leaders attending the session. We are having a dedicated international session today, tomorrow we will have the national session. Top academics and professors of East Asia, Japan, Thailand and Singapore have joined the Summit to exchange concepts of Bengal Asian synergies in different programs. The economy of Bengal has moved up from 67 billion dollars to 140 billion dollars within these five years, more than double. Our tax revenues have doubled in four years. It is a record in India. Our capital expenditure has grown more than seven folds in the short period. Our growth in the industrial sector has been 10.59% compared to the national average at 7.3% in 2015-16. In service sector also we grew one and a half time faster than the national average and in agricultural sector we have grown five times in the national average.

You will be happy to know in our social sectors we are doing very good work. I will give you just two example, when we came to power we have seen our Infant Mortality Rate was 32% but now within these five years, it has come down to 26%, 6 % less. Even in Gujarat, it is 33%, national average it is 37%. And Bengal from 32% it came down to 26%. Even institutional delivery rate, if you see, earlier when we came to power it was about 65% now because of our hectic work it became 93-94%.

Like these we have so many social sector programs. Like 100 Days’ work, Khadya Sathi we give rice at only Rs 2/kg. Rs 2/kg rice to eight crore people. We have the guaranteed food security program, we give free treatment to all the people. Treatments range from heart operations to kidney dialysis to MRIs, everything is free of cost. We have already started 41 Multi Super New Hospitals, so many SU for the children, the mother and child hub, and also within these four/five years 16 new universities have been established Bengal including St. Xavier’s and Presidency University, both public and private. Our skilled labour is very important. Every year we have to skill about 6 million unemployed youth. The global Bodies like UNICEF, DFID, UNICEF, UNESCO they are helping us for the MSME sector and for the social sector and they are very happy for our work. Now Bengal has emerged as the growth engine of India. It is in a strategic location and that is why South East Asia and Asian countries, the North Eastern countries are working together. We have already announced so many policies, Public Private Partnership policies, education policies, tourism policies, IT policies, textile policy, fashion design policy, start-up policies, so many tourism, culture, renewable energy.

Why I am requesting all of you to come to Bengal and invest in Bengal? Because, now a days, though we are facing some hardship for the demonetisation and the remonetisation. Industries are facing the problem, and it is a fact that the economy has slowed down as some industries are not being able to make their payments. Small scale industry, the unorganized sectors, the traders, the farmers, everyone is facing problems.

I appeal to all of you to come to Bengal because, we have started giving relief to the businessman, agriculture also will build up, and industry as well. We have the land bank, land use policy, land map, skilled labour, extra surplus power capacity, we have the road connectivity, railway connectivity, plane connectivity, we have the e-Governance, and we have got highest award in India for the e-Governance also for the e-Tax collection also. We have the e-Tender system also.

Why I am saying that please come? Yes of course there is a cause, don’t think that Calcutta is Calcutta or Bengal is Bengal, you consider in a broader sense, If you invest in Bengal or Kolkata, you can see the face of my eight North Eastern sister states like Nagaland, Mizoram, Manipur, Tripura, Assam, Arunachal Pradesh. Our advantage is border country like Bangladesh. The Bangladesh Ministers are present here, from Kolkata, from Bengal you can nurture Bangladesh. You can nurture Nepal, they are my friendly bordering countries. Like Bhutan, last time the Prime Minister of Bhutan was also present. Bhutan, Nepal, Bangladesh, and also adjacent China are very close. Thailand, Singapore and Kuala Lumpur are all about just two and a half hours away. All Asian countries, even Maldives and Myanmar are very close to us. Bengal will be connected with Nepal and Bangladesh by road very soon, rail connectivity has already started. We have air connectivity also.

We can offer land as well, as we have a land bank. 6000 acres of land has already been identified for the Industrial Park. If you want to invest you can come up because everything is ready. We have a surplus of power, so that is not a problem. We have already set up a policy for  land mutation and conversion. Within 15 to 60 days, everything will be cleared. Everything is cleared for MSME as well.  You will also get very skilled, talented and cheap labour here.

The young generation of Bengal is working hard. They are all over the world, including USA, UK, Japan, Germany, China, Russia, and France. It is solely because they have an educated and talented brain so they can work anywhere and give everything. So you can use these brains, use the land and nurture the business. So many opportunities are here. From manufacturing to industry, engineering to small scale, telecommunication, IT, hardware, textile, everywhere there is a better opportunity.

I would request you to invest in Bengal. You will get friendly environment. One thing you should appreciate, five years ago, the mandays lost due to Leftist agitations were 78 lakhs. And now I am happy to announce the number is zero. No mandays are lost now. We do not allow any strikes or blockades or anything which will become a disaster for the industries. And if there is any problem for any industry we pick up the matter and we sort it out within 24 hours. So that’s why I think we deserve it and Bengal is the destination as there is no shortage of land, no shortage of manpower. Everything is there. If you come to Bengal you will see everything, from Royal Bengal Tigers to Kanchenjunga hills. You have attractive sea beaches like Digha. There are also religious places like Dakshineswar and Belur and Furfura Sharif Ghutiari Sharif, we have the Gurudwara and the Girjah, we have the Mandir and the Masjid. And we all work together because we are united. The young generation, the IT people, they are all very talented and hardworking. So I request you to please come and invest in Bengal. I am eagerly waiting to listen to your discussions on the subject, and we will sum up at the end. I urge all of you, Bengal has changed now. Bengal is the destination now. Bengal is the investment target now.It is the investment gateway. What Bengal thinks today, India thinks tomorrow.

I extend my heartiest greetings to all of you and hope you will enjoy your stay here. We are deeply honoured and privileged by the presence of the Honourable President and the Honourable Governor. I will just say that Bengal is Bengal. It started the national movement and it played a major role in giving us freedom. Bengal’s culture and education is unique. Please invest and you will see that Bengal is always your friend, it is always a place you can call your home. It is your own home and I request my foreign delegates, national delegates and my state delegates not to consider us as a government but as your own family members. I am not requesting the industry, but I am requesting my brothers and sisters to please come and invest in our family. Thank you so much. Jai Hind. Vande Mataram. Banglar Joy Hok. Bangla Hok Biswa Shera. Bangla Jindabad.
