Satabdi Roy’s Motion of Thanks on the President’s Address
सभापवत महोदय, परसों जब प्रेवसडेंट अपना स्पीच देरही थीं वक मेरी गिनममेंट नेयह-यह वकया और उस पर वजतनी तावलयांबज रही थीं, उसमेंप्रवेसडेंट की बात कम सनुाई देरही थी। यह अच्छी बात है, लवेकन प्रेवसडेंट का एड्रेस वसलेबस मेंथा और ताली बजाना भी वसलेबस मेंथा। मैंअभी वसलेबस केबाहर का बोलना चाहती ह ।ूँ Hon. President Madam said: “According to NITI Aayog, in the last one decade of my Government, about 25 crore countrymen have been lifted out of poverty.” This estimation by NITI Aayog, based on NMPI, invites more questions than clarity. NITI Aayog has released NFHS-5 data for 2019 and 2021. It is also important to note that the NFHS Survey was stopped after data collection was stopped in 22 States due to COVID. Since the survey has already been stopped, perhaps, the projection of the data has been taken by using data from nonCOVID years and the same non-COVID rates of improvement has been extended to 2022 and 2023. While consumption expenditure surveys were not done for eight years from 2014 to 2022, it raises valid questions on the purpose of making the NMPI as the poverty indicator for India. Thus, the question is whether the assumption of 25 crore is justified and credible or not. My second point is that Madam President said: “Today, crores of citizens are working in MSMEs.” What are the ground realities? According to Mint Street Memo 13, August 17, 2018, the study paper from the Reserve Bank of India, the MSME sector has witnessed two major recent shocks, namely, demonetisation and GST. As per the Udyam Registration Portal, the total number of MSMEs shut down between July 1, 2020 and July 18, 2023, stood at 24,839, of which, during the fiscal year 2023, 5152 units shut down their operations. My third point is that in the last decade 16 AIIMS have been established but none of them is fully functional in the list of the Government as per the Press release of 19th December, 2023 of the Ministry of Health and Family Welfare. In the past, six AIIMS became functional within a period of nine years in spite of the fact that there were different political parties in Government. The next point is that the Government ordered Aadhaar-based payment system for MGNREGA holders. The TRAI input indicates that as on October 2021, in rural India where the job card holders of MGNREGA reside, only 29.3 per cent broadband entry was there. In fact, the police and SBI are advising public at such places to lock Aadhaar to prevent hacking from hackers. Sir, what remain absent in Madam President’s Address are as follows. There are issues like unemployment, which is a burning issue, the high inflation, the average commoner compromising with many essential needs, safety and security of girl child, MSP for farmers, and Manipur issue where we saw devastated lives of girl children and commoners. The reality of suffering of ordinary and poor people while traveling by trains across India has been hidden under the hype of flagging Vande Bharat. Madam President said that her Government believes in following pillars towards the journey of development – youth power, women power, farmers and poor. However, the constructed optics merely establish that the majority of youth, women, farmers, and poor are the confirmed victims in reality. As far as the Ujjwala Yojana is concerned, out of 95.9 million PMUY beneficiaries, 11.8 million did not get even a single LPG bottle during the last financial year as has been stated by State Minister of Petroleum and Natural Gas, Shri Rameswar Teli, in a statement given on the Floor of Rajya Sabha in 2023. आप लोग कह रहेथेकक लोगों को चूल्हेसेगैस पर लेकर आए। यह बहुत अच्छी बात ह, ै लेककन हमेंयह जानना हैकक ककतनेलोगों नेगैस कसलेंडससरीकिल ककए हैं? क्योंकक आप कजतने लोगों को गैस पर लेकर आए थे, आपनेउतनेही लोगों को वापस चूल्हेकी ओर भेज किया है। The CAG Audit Report in 2019 revealed the cylinder scam in PMUY.
