Namaskar, Madam. I thank you and my leader, Shrimati Mamata Banerjee for giving me an opportunity to speak today. After 22 months of demanding, protesting, criticising and shouting, this Government is finally compelled to discuss Manipur. But under what circumstance? It is when the democracy is officially dead in this State of this largest democratic country. They are forced to debate on Manipur today because the President’sिRuleिhasिbeenिimposedिinिtheिStateिofिManipur. महोदया, मतिपरु के मद्दुेपर तपछिे22 महीनों मेंतवपक्ष नेिगािार सवाि उठाए हैं। चचाान होनेपर कभी हमनेवॉकआउट तकया िो कभी मकर द्वार पर धरना तदया। हमेंसबसेज्यादा उम्मीद आदरिीय प्रधानमूंत्री जी सेथी, िेतकन उनके मन मेंन मतिपरु के तिए कोई जज्बा तदखा न उनकी बािों मेंमतिपरु का कोई तजक्र उठा। 600 तदनों सेऊपर वहाूंएथतनक वायिेंस चि रही है, तजसमें 240 सेऊपर मतिपरुकेभाई-बहनों की मौि होगई और1500 सेज्यादा िोग जख्मीहुएहैं। More than 5600 arms and 6.5 lakhs rounds of ammunition have been looted from policearmouries. करीब68,000 इूंटनाि तिस््िसे मेंट्स और13,000 ज्यादास्ट्रक्चरि िैमेज हुए हैं। कई िापिा िोगों की िायरी और िगािार दहशि की खबरों केबावजूद सरकार नेमतिपरु पर अपनी च्ुपी नहीं िोड़ी। Madam, in the past 22 months, every individual has been taken to the streets of Manipur, protesting and demanding peace. The apex student body of the North East staged a protest against the Prime Minister and the Home Minister for their failure to handle the crisis. The Indigenous Tribal Leader’s Forum and the Kuki Front organised a mass rally, alleging that the Central agencies were cherry-picking in order to appease the majority community at the expense of the minorities. महोदया, कि िक मैिेई कम्यतुनटी की मतहिाओूंनेप्रोस्टेट तकया हैऔर गहृ मूंत्री जी से अजातकया हैतक आप वहाूं जाएूंऔर मतिपरु मेंशाूंति िाए।ूं सभापति महोदया, चाहेकोई भी कम्यतुनटीहो, मतिपरुकेिोगहमारेअपनेिोगहैं। मैंआपसे बस यही कहना चाहिी ह ूं तक चाहेआप इस फैक्ट को पसूंद करेंया न कर, ें मतिपरुइस देश का ही तहस्सा है। More than 550 civil society organizations, retired bureaucrats, police officers, activists, lawyers, filmmakers, journalists, academics, writers, had to unitedly issue a public statement urging the hon. Prime Minister to speak out about the ongoing ethnic violence in Manipur. But, there was pin drop silence from the Prime Minister’s end. जब वेपहिी बार बोिे, िो उन्होंनेमतिपरु के अब केहािाि के तिए काूंग्रेस पाटी की िब की सरकार को कोसा था, जबतक मतिपरु मेंउन्हीं की पाटी की िबि इूंजन सरकार चि रही थी। Madam, only a few empty words were spoken by the Prime Minister and not even a single substantial step was taken by the Central Government to handle the Manipur crisis. It was the widespread reporting of the shameful incident of public humiliation of two tribal women that led to the judicial intervention of the Supreme Court demanding accountability from the State Government. Unfortunately, the United Nations too raised alarms about the blatant abuse of human rights in Manipur citing reports of extrajudicial killing and sexual violence.… What is the point of discussing Manipur, Madam?… What is the point of discussing the budget of Manipur? Manipur has experienced higher inflation rates every month since violence broke out in the State. Around 70 per cent of Manipur lives in the villages with a monthly inflation rate of 10 per cent to 12 per cent, the highest inflation among all States in the country. Youth employment in Manipur is at 23 per cent. … बािेंनहीं रखी गई ह। : यह गिि बाि है। Madam, the budget for healthcare was slashed by 23 per cent and 11.5 per cent, and the budget for education was slashed by 17 per cent and 5.6 per cent in the past two years. Also, the budget for nutrition has been cut by 25 per cent. Social security spending for tribal communities has seen a massive cut of 47 per cent. The price rise is bleeding every family dry, no matter what their ethnicity be. What has the Manipur Budget Demands for Grant proposed for reducing inflation and ease supply chain for the network of the State? Approximately 6,164 children between six months to six years, 2,638 adolescent girls, 232 pregnant women, 753 lactating mothers are currently living across 325 camps in Manipur. By April 2024, 554 babies were born in relief camps since the violence erupted, including two maternal deaths as per official data. महोदया, मीतिया ररपोट्ास केअनसुार चरुाचाूंदपरुकेएक ररिीफ कैंप मेंकभी ट्रॉमा, िो कभी कुपोर्ि और कभी बीमारी से80 सेज्यादा िोगों की मौि हो चकुी है। एक 36 साि के नौजवान ने एक ररिीफ कैंप मेंखदु की जान िेिी थी। Around 665 days of continuous conflict assaulted the well-being of 30 lakh people of Manipur. Youth have no future. Women and children are cramped in the relief camps. Elderly says that they have no hope for the future. आज पतिम बूंगाि मेंएक मच्छर भी मरिा है, िो बीजेपी वािे वहाूंपर राष्ट्ट्रपति शासन िगाओ, राष्ट्ट्रपति शासन िगाओ, ऐसेतचल्िािेहैं। जब िक आपके िबि इूंजन राज्य मेंआपकी ही सरकार के मख्ुयमूंत्री नेइस्िीफा नहीं तदया, िब िक आपको ख्याि नहीं आया तक “तजूंदगी धूप, िमु घना साया”। Madam, my question is, if the President’sिRuleिwasिtheिsolution,िwhyिwasि it not being imposed months ago in Manipur? People were continuously dying, and after allowing Manipur to burn for months, today you are here offering bouquet of rosy promises.… Thank you, Madam.
