Sukhendu Sekhar Roy makes a Point of Order on PNB Scam

Sir, I have a point of order. I had given a notice of motion under Rule 168, for a discussion on the Punjab National Bank Scam. We want a discussion.
Rule 169 has put certain conditions; fifteen conditions are there under Rule 169. Unless those conditions are complied with, the motion cannot be admitted by the Chair. In my case, I have complied with all the conditions mentioned under Rule 169 and Chair can take a decision in consonance with the rules.
Rules are for observation for both the members and the Chair. Now, if my motion is not admitted, and my legitimate principle of expectation is valid, then the principle of natural justice is denied. Therefore, I appeal to you to consider my motion and it should be discussed in this House threadbare.
