Bengal Govt instils self-belief among thousands of rural women
Bengal has been able to instil self-belief among thousands of rural women through the State Government’s capacity-building and skill-enhancement activities. Thus empowered, these rural women are engaged in a wide variety of work, be it making handicrafts, weaving kantha or manufacturing food products, or even in the traditional agricultural and allied sectors.
The Self-Help Groups (SHG) movement in Bengal has been a huge success. More than 5.3 million poor women are members of these groups. A model for credit linkage for rural women has been developed, which has made it possible to effect a very significant growth in the access of credit from the banking sector by these women. This has improved their income and livelihood opportunities.
From Rs 600-plus crore in 2012-13, when the initiative was launched, the SHG credit linkage has grown to Rs 3,400 crore in 2016-17. The target for 2017-18 is Rs 5,003 crore of credit.
The State Government has taken up a slew of projects, primarily aimed at generating jobs for women living in villages. For example, the Utkarsh Bangla Scheme, launched in 2016, aims to skill 12 lakh people in two years.
The State Government is making sure that these rural women receive top-notch skills training, acquire marketing acumen and gain wider market linkages. With some handholding, they are becoming a new model in entrepreneurship.
Bengal holds a huge potential, and so budgetary outlays have been substantially increased. In the budget for financial year 2017-18, the State Government has allocated Rs 781 crore to the Technical Education, Training and Skills Development Department.
A lot of work is happening to provide a feasible platform for vocational education and skills development.

গ্রামীণ মহিলাদের আত্মনির্ভর করে তুলছে রাজ্য সরকার
রাজ্য সরকারের কর্মসূচীর ফলে গ্রাম বাংলার অগণিত মহিলারা হয়ে উঠেছেন আত্মবিশ্বাসী ও স্বনির্ভর। তাঁরা যুক্ত হয়েছেন বিভিন্ন কাজে; যেমন, হাতের কাজ, কাঁথা সেলাই, খাদ্য দ্রব্য তৈরি, কৃষি ও কৃষি সংক্রান্ত ক্ষেত্রগুলিতে।
৫০ লক্ষেরও বেশি মহিলা স্বনির্ভর গোষ্ঠীর সাথে জড়িত। তারা এখন সহজেই ব্যাংক থেকে ঋণ নিতে পারছেন। স্বনির্ভর গোষ্ঠীর ক্ষেত্রে Credit Linkage যা ২০১২-১৩ সালে ছিল ৬০০ কোটি টাকা, সরকারের উদ্যোগে সেই পরিমাণ ২০১৬-১৭ সালে তা বেড়ে হয়েছে ৩৪০০ কোটি টাকা। ২০১৭-৮ সালে আশা করা যায় এই পরিমাণ ৫০০৩ কোটি টাকায় পৌঁছবে।
গ্রামে কর্মসংস্থানের লক্ষ্যে রাজ্য সরকার ইতিমধ্যেই বিভিন্ন প্রকল্প চালু করেছে।
